  • The question of who qualifies for sovereignty, and how much, went on to bedevil efforts to institutionalize the international order throughout the 20th century. The Versailles Conference, for example, made it clear that some were entitled to benefit from President Woodrow Wilson’s principles of self-determination and some were not. Eastern Europeans qualified, and the Poles, Hungarians, and others all emerged from the conference with their own states. Non-European subjects of the victorious powers, however, did not qualify, and the Egyptians and Vietnamese who showed up at Versailles to press their claims left emptyhanded. Indeed, the League of Nations mandate system codified the relationship between civilizational status and sovereignty: “Advanced nations” were formally entrusted to rule over those deemed unable “to stand by themselves under the strenuous conditions of the modern world.”

Rather, it is to say that invoking Westphalia as some kind of politically neutral model confuses, rather than clarifies, one of the biggest challenges for anyone trying to envision a viable international order: who gets to make the rules and decide how they are enforced. The Real Reason the Middle East Hates NGOs - Foreign Policy - 0 views

  • when pressed, the head of the officers’ delegation became red-faced with anger. Apparently, laying the groundwork for more open and just politics did not include human rights organizations, good-governance groups, environmentalists, private associations that provide aid to people in need, or other NGOs.

It has hardly been believable and has not worked, which is why the default for Middle Eastern governments is to repress such groups.
  • It is a mistake to conclude that only narrowly self-serving authoritarianism explains the thuggish approach to NGOs around the Middle East. After all, the hounding of these groups (including in Israel) seems to be out of proportion to any evidence that they can create significant political change in the region. No doubt many NGOs have helped people in need throughout the Middle East, but those dedicated to governance and human rights, for example, have hardly had an impact. But then why do the Middle East’s commanders of tanks, planes, and missiles treat the Arab hippies who want to defend the freedom of association as such a problem? The threat isn’t about loosening the authoritarians’ grip on power, but something more abstract: the Middle East’s fragile sense of identity and sovereignty.

Trajectories of Anticolonialism in Egypt - 0 views

  • The international was a colonial international, as Jabri phrased it, precisely because not all nation states were considered to be sovereign; in fact, the majority were not. Categories such as mandates and protectorates betrayed this linear logic of colonialism, whereby some nations were potential nation states[2] embodying sovereignty, but to reach this stage meant achieving a certain civilizational status. As Antony Anghie notes, “Sovereignty existed in something like a linear continuum, based on its approximation to the ideal of the European nation-state.”[3]
  • Moments such as the 1955 Afro-Asian Solidarity Conference at Bandung were attempts at carving out a new international—attempts that ultimately failed as we see the return of the colonial international in the late 1960s. Across Africa, Asia, Latin America and the Middle East, resistance to colonial rule materialised in varied and intersecting ways, whether through calls for independent industrialisation, cultural renewal, political self-determination, or the nationalisation of assets. In contexts such as Egypt, Nasser’s project was not merely a project of national independence, but an attempt at decolonizing both the national and the international. Resistance meant not only removing Egyptian production from this international sphere that was in and of itself colonial, but also the creation and articulation of new social and political projects that moved beyond binaries of East and West.[5]

Beyond the Nation-State | Boston Review - 0 views

  • The Westphalian order refers to the conception of global politics as a system of independent sovereign states, all of which are equal to each other under law. The most popular story about this political system traces its birth to the Peace of Westphalia in 1648, follows its strengthening in Europe and gradual expansion worldwide, and finally, near the end of the twentieth century, begins to identify signs of its imminent decline. On this view, much of the power that states once possessed has been redistributed to a variety of non-state institutions and organizations—from well-known international organizations such as the UN, the EU, and the African Union to violent non-state actors such as ISIS, Boko Haram, and the Taliban along with corporations with global economic influence such as Facebook, Google, and Amazon. This situation, the story often goes, will result in an international political order that resembles medieval Europe more than the global political system of the twentieth century.
  • Over the past several decades, the state has not only triumphed as the only legitimate unit of the international system, but it has also rewired our collective imagination into the belief that this has been the normal way of doing things since 1648.
  • Generations of international relations students have absorbed the idea of the 1648 Peace of Westphalia as a pan-European charter that created the political structure that now spans the entire globe: a system of legally (if not materially) equal sovereign states.   • In fact, the Peace of Westphalia strengthened a system of relations that was precisely not based on the concept of the sovereign state but instead on a reassertion of the Holy Roman Empire’s complex jurisdictional arrangements (landeshoheit), which allowed autonomous political units to form a broader conglomerate (the “empire”) without a central government.  
  • What we have come to call the Peace of Westphalia actually designates two treaties: signed between May and October 1648, they were agreements between the Holy Roman Empire and its two main opponents, France (the Treaty of Münster) and Sweden (the Treaty of Osnabrück). They were, as various scholars now argue, “company-states”—hybrid public-private actors that were legally entitled to rule over subjects, mint money, and wage wars. From this perspective, contemporary non-state actors are still relatively weak compared to states, who still monopolize far more formal power than all other actors in the international system

The Forgotten Cameroon War - 0 views

  • In 2005, parliament adopted a law requiring history teachers to discuss the “positive aspects” of colonization. Of course, this has always been done: many French colonial atrocities have been erased, and the driving forces of imperialism are rarely, if ever, critically examined. School curricula propagate a sugarcoated version of France’s bloody past.
  • French society as a whole perpetually extols its colonial history. All over the country, innumerable streets and headstones pay homage to the worst colonialists, the scholars who justified a white supremacist racial hierarchy, and the imperial army’s violent feats.
  • A significant majority of French people remain proud of their colonial past, unaware of the barbarous manner in which France conquered Algeria, Indochina, and Madagascar in the nineteenth and early twentieth centuries, ignorant of how it violently suppressed colonial resistance in Morocco, Benin, and Martinique, and having only a basic knowledge of the massacres that punctuated the last phase of the colonial era — from the carnage of the Thiaroye military camp in Senegal on December 1, 1944, to the mass killings in the streets of Paris on October 17, 1961.

  • Among the omissions of French colonial historiography, the Cameroon war of the 1950s and 1960s is perhaps the most striking. Hardly anyone even realizes it took place. This secret war, which nonetheless claimed tens of thousands of victims, went almost unnoticed at the time, and its victors, the French and their local intermediaries, methodically erased every remaining trace in the following decades: the Gaullist regime installed a ferocious dictator in Yaoundé who hastened to wipe out all memory of the anticolonial struggle.
  • Tens of thousands of letters and petitions were sent to the United Nations to convey the UPC’s watchwords: social justice, an end to racial discrimination, total independence, and reunification — slogans that echoed the promise of the UN charter itself
  • European authorities quickly realized that the trusteeship system weakened the imperial edifice. If the Cameroonians managed to assert the rights the United Nations legally upheld, the wind of decolonization, already blowing in Asia, would arrive in Africa, causing surrounding colonies to crumble by contagion and destroying what remained of empire. For the French, who controlled the major part of the country, it became urgent to halt the growing liberation movement.
  • The Union of the Populations of Cameroon (UPC), founded in April 1948, centered the independence movement, which was gaining in popularity daily. Particularly well-structured and led by some remarkable militants, the UPC rapidly extended its influence and began to undermine the administering authorities, not only in the urban centers of Yaoundé, Douala, Dschang, and Édéa, but also in the countryside. Ever-larger crowds gathered to listen to speeches from UPC secretary general Ruben Um Nyobè, President Félix Moumié, and Vice Presidents Abel Kingue and Ernest Ouandié.
  • In 1972, the French government censored French Cameroonian writer Mongo Beti’s Main basse sur le Cameroun, the first work describing the atrocities of the independence war. The French government immediately banned it and destroyed all available copies.
  • In late trusteeship-era French Cameroon, Messmer’s mission was to keep the UPC underground and groom a local ruling class that could continue to favor French interests after independence. As he explicitly wrote in his memoirs, the idea was to give “independence to those who called for it the least, having eliminated politically and militarily those who had called for it most intransigently.”
  • In Kenya in 1952, the British had bloodily repressed the Land and Freedom Army — which they pejoratively called “Mau Mau”— and seemed determined to maintain their grip on that country. Elsewhere, however, their strategy appeared to diverge. In the Gold Coast (now Ghana), London seemed prepared to negotiate independence with the nationalist movement lead by Kwame Nkrumah. Such weakness scandalized some French observers of colonial affairs. The British were going to give away their empire and abandon the unfinished work of colonialism! And all for the benefit of a handful of radicalized Africans who would inevitably deliver the continent to the communists.
  • The more aware French administrators, however, held a different view. Aware that traditional colonialism was done for, they saw Britain’s apparent laxness in the Gold Coast and elsewhere as a subtle way of controlling their colonies’ inevitable independence. According to this analysis, London was trying to reproduce in Africa what Washington and Moscow had realized in Latin America and Eastern Europe: converting these countries into vassal states by leaning on local elites as their collaborators and intermediaries.
  • A new piece of legislation, prepared as soon as 1954 and adopted two years later under the name of the “Defferre loi cadre,” or framework law, entrusted certain responsibilities to handpicked African elites who would keep the colonies within the French fold. By giving local autonomy and limited power to local leaders, this particularly perverse outsourcing of the state’s domestic administration undermined its full sovereignty.
  • In Côte d’Ivoire, Senegal, and elsewhere, African politicians cynically accepted French authorities’ assistance in establishing themselves in positions of responsibility that were, in reality, closely supervised. In Cameroon, however, the operation proved more difficult to carry out: UPC leaders refused to betray the political aims and popular aspirations they had upheld for years. As they continued the work of political mobilization within and beyond Cameroon’s borders, Paris decided to employ strong-arm tactics.
  • From the moment independence was proclaimed, France intensified its war effort. The Sanaga-Maritime had been, in large part, purged between 1957 and 1959, and the conflict escalated in Wouri, Mungo, and the Bamileke region, where the Kamerunian National Liberation Army (ALNK) had been established in 1959. The French army repeated its villagization policy, set up militias, and disappeared prisoners. It added a vast campaign of aerial bombardment to its repertoire. The population endured intense psychological campaigns — torture was systematized, public executions proliferated, and the severed heads of alleged rebels were displayed at markets and public squares.

  • Like the British in Malaya and Kenya and like the Americans later in Vietnam, the French began a process of so-called villagization. Security forces under French command mercilessly hunted down all those who refused to join military regroupment camps. The French army and its affiliated militias burned illegal villages and summarily executed outlaws extrajudicially. Those who joined the regroupment camps, willingly or not, had to experience the army’s total surveillance apparatus, endure endless screening sessions, and take part in countless psychological rehabilitation schemes.
  • We will probably never know the exact number of people massacred during these “cleansing operations.” We do know that the UPC’s charismatic Um Nyobè — a priority target — was one of the victims. A comrade was tortured until she revealed Um Nyobè’s location, and a military patrol quickly assassinated the nationalist leader.
  • The “troubles,” as the French authorities called them, affected all of southern French Cameroon, in particular the area from the port city of Douala to the coffee-growing Mungo and Bamileke regions. Because these regions bordered British southern Cameroon — where numerous UPC leaders had taken refuge — the French rebuked their British counterparts, accusing them of allowing their territory to be used by the nationalist combatants as a strategic withdrawal zone.
  • Under the French secret services’ watchful eye, UPC president Félix Moumié and a dozen others began a long revolutionary journey, settling successively in Sudan, Egypt, Ghana, Guinea, Morocco, and later, in Algeria, Congo-Brazzaville and Angola — in any African country that would grant them asylum.
  • From the Cameroonian perspective, the scheme had two obvious defects. For one, it called for independence prior to an election. This was, then, an illusory independence — the Cameroonian people were deprived of sovereignty, and their leaders remained under France’s supervision.
  • This controlled independence had numerous advantages for the French. Apart from defusing the real Cameroonian independence movement’s message, it allowed the French authorities to put an end to the international trusteeship system and shed UN oversight. Also, independence would accelerate British Cameroon’s emancipation, and Paris assumed the two parts of the country would quickly reunite. The latter aim was only half achieved — the northern half of British Cameroon joined Nigeria. Surely the most important outcome of Cameroon’s independence was that it freed France to repress movements deemed subversive as it wished.
  • The French reaction became so violent that tens of thousands of families left their villages to take refuge in the surrounding forests and put themselves under the protection of the CNO maquis. Other armed organizations joined the fight, attempting, with varying degrees of success, to coordinate with the UPC.
  • It was only when Ouandié was arrested in 1970 and publicly executed in January 1971 that the nationalists accepted that armed struggle had definitively failed.

International Trade Secretary Liam Fox, Theresa May and co. have been clear in their ambitions for the global south. “The thriving economies of south and east Asia and, increasingly, Africa, are, and will become, ever more important,” said Fox in July as he gave the Margaret Thatcher Freedom Lecture at the Heritage Foundation think tank in Washington. He spoke of the “golden economic opportunities” presented by “the rise of the collective wealth of developing countries.”

This latest ruling by the Permanent Court of Arbitration found that Ecuador had violated its obligations under a bilateral investment treaty signed with the US and said that the previous judgment against Chevron had been gained through fraud and corruption. Ecuador must now pay compensation to Chevron.

  • More than a century and a half before Columbus’s voyages, a Malian ruler named Abu Bakr II was said to have equipped an expedition involving two hundred ships that attempted to discover “the furthest limit of the Atlantic Ocean.” The expedition failed to return save for one vessel, whose survivor claimed that “there appeared in the open sea [as it were] a river with a powerful current…. The [other] ships went on ahead but when they reached that place they did not return and no more was seen of them.” Some modern historians (Michael Gomez, Toby Green, and John Thornton, among others) have interpreted this to mean that the Malian ships were caught in the Atlantic Ocean’s Canary Current, which sweeps everything in its path westward at about the same latitude as Mali.Abu Bakr II supposedly responded not by abandoning his dreams of exploration but by equipping a new and far larger expedition, this time involving two thousand ships and with himself in command. That was the last that was seen of him. We know of this story only because when Abu Bakr’s successor, Mansa Musa, was staying in Cairo in 1324–1325 on his pilgrimage to Mecca, the secretary of the chancery of the Mamluk Dynasty asked him how he had come to power and recorded his reply. There are no other traces of Abu Bakr’s attempt.
  • Mansa Musa, however, who took power in 1312, left such a powerful stamp on his time that it is remarkable how little known he is today. Recently it has been claimed that he was the richest person who ever lived. Speculation over the size of his fortune (“Mansa” means ruler) is based almost entirely on his three-to-twelve-month stay in Cairo on his way to Mecca. The Arabic-language sources vary on many of the details but leave an unmistakable impression of lucre the likes of which have rarely been seen anywhere. Badr al-Din al-Halabi wrote that Musa “appeared [in Cairo] on horseback magnificently dressed in the midst of his soldiers” with more than 10,000 attendants. Another source claims that he “brought with him 14,000 slave girls for his personal service.” A third spoke of the “great pomp” of the pilgrimage, saying that Musa traveled “with an army of 60,000 men who walked before him as he rode. There were [also] 500 slaves, and in the hand of each was a golden staff each made from 500 mithqāls of gold.”

The 1623 letter by Kongo’s King Pedro II initiating an alliance with Holland requested “four or five warships as well as five or six hundred soldiers” and promised to pay for “the ships and the salaries of the soldiers in gold, silver, and ivory.” Holland soon entered into the proposed alliance, hoping that by cutting off the supply of slaves from this region, which alone supplied more than half of those sent to Brazil and the Spanish Indies, Brazil itself, a plantation society and at the time Portugal’s leading source of wealth, would become unviable.
  • What ultimately undid Kongo, the horrific demographic drain of the slave trade that followed its defeat by Portugal in 1665, was a vulnerability it shared with some of the other important late holdouts against European encroachment—powerful and sophisticated kingdoms like the Ashanti Empire and Benin—which was a loss of control over its money supply. To Address the Great Climate Migration, the World Needs a Reparations Approach - 0 views

  • Over the next 30 years, the climate crisis will displace more than 140 million people within their own countries—and many more beyond them. Global warming doesn’t respect lines on a map: It will drive massive waves of displacement across national borders, as it has in Guatemala and Africa’s Sahel region in recent years.

Reparations would use international resources to address inequalities caused or exacerbated by the climate crisis; it would allow for a way out of the climate catastrophe by tackling both mitigation and migration. In reality, solutions to ecological and social problems that were historically or are presently used by non-European cultures are compatible with modern technology, often in consensus with cutting-edge scientific findings, and more necessary than ever.

Concentrations of cattle increased throughout the 20th century, and instead of letting them graze, farmers began fattening them up in crowded pens called feedlots, which in turn increased the need to cultivate wheat, corn, and soy to feed the cows. Ancient, well-managed prairie was aggressively tilled for the first time, exposing the soil to the air. Some experts have argued that it resulted in a period of severe and destructive dust storms on the Prairies in the 1930s. Today, farmers help prevent this erosion and increase their crop yields with intensive irrigation from underground aquifers that are nearly bled dry – a practice that some studies estimate will leave millions on the Great Plains without water for crops, livestock, or human settlements within a century.
  • Before colonization, an estimated 30 million bison roamed Turtle Island, but by the end of the 19th century their numbers dwindled to fewer than 1,000 thanks to colonial policies and hunting by settlers. “The majority of Indigenous people have forgotten their connection to our ancestral animal,” Joely says. “Most have never eaten buffalo, seen a buffalo up close, smelled one. Almost all have never scraped the fat and meat off one to tan it.” In 2015, she co-founded the Buffalo People Arts Institute (BPAI), a non-profit whose mission is to “bring back the buffalo emotionally, mentally, spiritually and physically,” including by running workshops on bison hide tanning.

They’ve found that high water temperatures are associated with higher rates of death in migrating adult sockeye salmon – a crucial insight into how climate change will affect biodiversity and food security.  A Haíɫzaqv-led non-profit, Qqs Projects Society, is a key partner on the project, and brings children to visit the weir, teaching them about their relationship with the salmon, the logic of traditional technologies, and the respect for life that is crucial to the continuation of their subsistence systems.
  • The legacy of colonialism and its style of private land management is still an obstacle in reintroducing bison to their ancestral habitats. Cattle ranchers vehemently oppose expanding bison ranches, arguing that bison may pass diseases to cattle herds.  But both Indigenous and settler sciences affirm the benefits of bison for both habitat restoration and human health.  “When the buffalo return, new species return, ecosystems return that were dormant. America's Democracy Was Far Less Peaceful Than Political Scientists Pretended - 0 views

  • Many political scientists like political behavior to fall into neat boxes, whether those be typologies cleanly defining terms or spreadsheets in which every row contains a discrete observation. They recognize that there’s always phenomena that won’t fit, cleanly, but those can be the basis of future research—or relegated to the “error term,” the leftover bin for the facts that theory doesn’t explain.

  • The United States Political Violence (USPV) database records numerous riots around elections during the mid-19th century. In April 1855, for example, hundreds of nativists “invaded” a German area of Cincinnati, Ohio, and destroyed more than a thousand ballots. Subsequent fighting led to two deaths. In August of that year, nativist Protestants attacked German and Irish neighborhoods in Louisville, Kentucky, killing at least 20. In Baltimore, election violence became routine in the 1850s, with 30 dead and 350 wounded in the 1856 election alone
  • The bloodiest efforts came in the repression of Black people. The USPV lists nearly 70 incidents of political riots and assassinations in the decade after the formal cessation of hostilities, mostly in the South but including riots in Philadelphia and Indianapolis

The burning of Washington in 1814 was carried out by a British force that included marines previously enslaved by Americans—and motivated by hatred of the slavery system.)

  • The late historian David J Weber and other Borderlands scholars have shown the relative weakness of the Spanish compared with the Indigenous people of the southwest. In 1680, for example, after a century of missions, settlement and violence, the Pueblo drove thousands of settlers out of the province of Santa Fe de Nuevo México and killed hundreds more. These were peoples who had lived in their lands for centuries, even after the arrival of Europeans in the Western hemisphere, and only in the 19th century did ‘Mexico’ and ‘the United States’ take shape around them.

And still the most shocking feature of this project is neither the assertion that slavery and race are central, even foundational, to American history, nor the reaction to decentring liberty, but that this would be controversial at all, given the weight of decades of historical research documenting it.

British archaeology falls prey to Turkey's nationalist drive - 0 views

  • Turkish authorities have seized possession of the country’s oldest and richest archaeobotanical and modern seed collections from the British Institute at Ankara, one of the most highly regarded foreign research institutes in Turkey, particularly in the field of archaeology. The move has sounded alarm bells among the foreign research community and is seen as part of President Recep Tayyip Erdogan’s wider xenophobia-tinged campaign to inject Islamic nationalism into all aspects of Turkish life.
  • “staff from the Museum of Anatolian Civilizations, the General Directorate for Museums and Heritage from the Ministry of Culture and the Turkish Presidency took away 108 boxes of archaeobotanical specimens and 4 cupboards comprising the modern seed reference collections” to depots in a pair of government-run museums in Ankara. The institute’s request for extra time “to minimize the risk of damage or loss to the material was refused.”
