Beyond the Nation-State | Boston Review - 0 views

  • The Westphalian order refers to the conception of global politics as a system of independent sovereign states, all of which are equal to each other under law. The most popular story about this political system traces its birth to the Peace of Westphalia in 1648, follows its strengthening in Europe and gradual expansion worldwide, and finally, near the end of the twentieth century, begins to identify signs of its imminent decline. On this view, much of the power that states once possessed has been redistributed to a variety of non-state institutions and organizations—from well-known international organizations such as the UN, the EU, and the African Union to violent non-state actors such as ISIS, Boko Haram, and the Taliban along with corporations with global economic influence such as Facebook, Google, and Amazon. This situation, the story often goes, will result in an international political order that resembles medieval Europe more than the global political system of the twentieth century.
  • Over the past several decades, the state has not only triumphed as the only legitimate unit of the international system, but it has also rewired our collective imagination into the belief that this has been the normal way of doing things since 1648.

The nation-state is not so old as we are often told, nor has it come to be quite so naturally. They were, as various scholars now argue, “company-states”—hybrid public-private actors that were legally entitled to rule over subjects, mint money, and wage wars. From this perspective, contemporary non-state actors are still relatively weak compared to states, who still monopolize far more formal power than all other actors in the international system

The text of the league of nations mandate for Palestine was based on Zionist proposals. The preamble stated Britain’s obligation to put the promise of the Declaration into effect. It also recognised the Jewish people’s historical connection with Palestine, and the ‘grounds for reconstituting their national home in that country’. The articles of the mandate went much further. As a legally binding document, it obliged Britain to secure, not facilitate, the establishment of the Jewish national home. To that end, the British administration was to cooperate with, and be advised by, the Zionist Organisation. In addition, the British had to facilitate Jewish immigration and settlement.

  • There are things going on in the sky that are strange and do not have an obvious explanation. These are UFOs, and like any other unidentified phenomenon, human beings are curious creatures and normally scientists will rush out to study whatever we find fascinating or puzzling. But in this case, scientists won’t touch it with a 10-foot pole. And that’s the taboo. So even though the Navy is now saying, “Hey, we’ve got UFOs on film, here they are,” the scientists are still not going to study them. So there seems to be something blocking the scientific community from engaging this phenomenon
  • We argued in our 2008 academic paper that the modern state is what we call anthropocentric. Basically, that means human beings are sovereigns. In ancient times, it was the gods or nature that was thought to rule over everything. Now it’s human beings. And this principle is embodied in the state. And if you call that into question, if you call into question that the state is not the only potential sovereign here, the whole legitimacy of the state is called into question. So the whole worldview of the modern state is very vulnerable to the UFO question. You can’t even ask the question because it raises the possibility that there could be ETs here. And that would just blow everything wide open.

  • In a nation where the people actually had a relationship with their military, such obtuse displays wouldn’t be held up as paragons of third-party virtue, they’d be mocked for the shameless appropriation they are. Just a generation ago, the American people understood their military wasn’t a faultless bastion of American virtue; it was an honorable, if fallible institution much the same as churches, courts, and medicine–it wasn’t an abstraction, it was a real thing, worthy of respect and the occasional mocking. It’s an unhealthy pathological consequence of the AVF that we can longer treat the military the same.
  • Military service is just one occupant in the pantheon of national service. It is not necessarily better or more noble than the Peace Corps, Public Health Service, or Merchant Marine. In fact, the material benefits may often be better in the military than other forms of service; disregarding the sacrifices born by others or dismissing them as “just civilians” is mil-splaining at its worst. Only in a police state, where the military and state power are paramount, do those instruments have a lock on “the flag.”

When did football stadiums of all places become sacrosanct venues of patriotic virtue? Why is a token display by a player more worthwhile than the surely thousands of fans not standing (and who likely don’t know the words)? Revelations about the Pentagon’s “paid patriotism” since 9/11 pile irony on top of this situation.
  • We should applaud those who stand up against injustice or policy errors, especially those who do so at cost to themselves. Doing so says more about belief in America’s potential, the potential to right wrongs and do well by the people than feckless, questioning support of the state. Such an act is intrinsically patriotic no matter how unpopular.

The dead number in the tens or perhaps hundreds of thousands. Who are these dangerous citizens who need to be held down with military might? They are indigenous people, Christians, Muslims, Sikhs, communists. The pattern that emerges is telling. What it shows quite clearly is an “upper”-caste Hindu state that views everyone else as an enemy. There are many who see Hinduism itself as a form of colonialism—the rule of Aryans over Dravidians and other indigenous peoples whose histories have been erased and whose deposed rulers have been turned into the vanquished demons and asuras of Hindu mythology. The stories of these battles continue to live on in hundreds of folktales and local village festivals in which Hinduism’s “demons” are other peoples’ deities. That is why I am uncomfortable with the word postcolonialism.
  • When you think about the grandeur of the civil rights movement in the United States, the anti–Vietnam War protests, it makes you wonder whether real protest is even possible any more. It is. Logic suggests that the U.K. should cede the territory, which no longer has any possible strategic value. I urged this on Douglas Hurd, foreign secretary in the 1990s, when he bemoaned to me the hair-raising secret service reports detailing criminal activity bankrolled through Gibraltar.But I am not a politician. The view of successive British governments about such things — including the refusal to surrender the Falkland Islands to Argentina — is that to quit Gibraltar would enrage jingoistic opinion at home for no political benefit.

And polls have shown a majority in the north now favors holding a referendum on exactly that proposition.

The natural right of self-defense plays a foundational role in the self-conception of Western states in particular, the formation of which is inseparable from imperial expansion. Since the Spanish conquest of the Americas starting in the sixteenth century, settlers justified their reprisals against indigenous resistance as defensive “self-preservation.” If they felt their survival was imperiled, colonizers engaged in massive retaliation against “native” peoples, including noncombatants. The “doctrine of double effect” assured them that killing innocents was permissible as a side effect of carrying out a moral end, like self-defense.
  • By the nineteenth century, the Christianizing mission had been augmented by a civilizing one of the “savage” natives.   • It’s reestablishing Russian dominance of what Russia sees as the Russian “Imperium.” I’m saying this very specifically because the lands of the Soviet Union didn’t cover all of the territories that were once part of the Russian Empire. So that should give us pause.

We didn’t take adequate steps to address and reduce the various risks. We can now see that that we didn’t do our due diligence and fully consider all the possible contingencies, including how we would mitigate Russia’s negative response to successive expansions.
  • Putin tried to warn Trump about this, but I don’t think Trump figured out what he was saying. In one of the last meetings between Putin and Trump when I was there, Putin was making the point that: “Well you know, Donald, we have these hypersonic missiles.” And Trump was saying, “Well, we will get them too.” Putin was saying, “Well, yes, you will get them eventually, but we’ve got them first.” There was a menace in this exchange. Putin was putting us on notice that if push came to shove in some confrontational environment that the nuclear option would be on the table.

Russian operatives poisoned Alexander Litvinenko with radioactive polonium and turned him into a human dirty bomb and polonium was spread all around London at every spot that poor man visited.
