What Black America Means to Europe | by Gary Younge | The New York Review of Books - 0 views

  • Europe’s identification with Black America, particularly during times of crisis, resistance, and trauma, has a long and complex history. It is fuelled in no small part by traditions of internationalism and anti-racism on the European Left, where the likes of Paul Robeson, Richard Wright, and Audre Lorde would find an ideological—and, at times, literal—home.
  • But this tradition of political identification with Black America also leaves significant space for the European continent’s inferiority complex, as it seeks to shroud its relative military and economic weakness in relation to America with a moral confidence that conveniently ignores both its colonial past and its own racist present.

  • transnational protests have become more frequent now because of social media. Images and videos of police brutality and the mass demonstrations in response, distributed through diasporas and beyond, can energize and galvanize large numbers quickly. The pace at which these connections can be both made and amplified has been boosted, just as the extent of their appeal has broadened. Trayvon Martin was a household name in Europe in a way that Emmett Till never has been.

And, for the most part, it is warmly reciprocated.
  • Although police killings are a constant, gruesome feature of American life, to many Europeans this particular murder stands as confirmation of the injustices of this broader political period. It illustrates a resurgence of white, nativist violence blessed with the power of the state and emboldened from the highest office. Perhaps only because the continent is not blighted by the gun culture of the US, racism here is less lethal. But it is just as prevalent in other ways. Racial disparities in Covid-19 mortality in Britain, for example, are comparable to those in America. Between 2005 and 2015, there were race-related riots or rebellions in Britain, Italy, Belgium, France, and Bulgaria. The precariousness of black life in late capitalism is not unique to America, even if it is most often and glaringly laid bare there. To that extent, Black Lives Matter exists as a floating signifier that can find a home in most European cities and beyond.
  • There is no reason, of course, why the existence of racism in one place should deny one the right to talk about racism in another place. (If that were the case, the anti-apartheid movement would never have got off the ground in the West.) But it does mean having to be mindful about how one does it.

Beyond the Nation-State | Boston Review - 0 views

  • The Westphalian order refers to the conception of global politics as a system of independent sovereign states, all of which are equal to each other under law. The most popular story about this political system traces its birth to the Peace of Westphalia in 1648, follows its strengthening in Europe and gradual expansion worldwide, and finally, near the end of the twentieth century, begins to identify signs of its imminent decline. On this view, much of the power that states once possessed has been redistributed to a variety of non-state institutions and organizations—from well-known international organizations such as the UN, the EU, and the African Union to violent non-state actors such as ISIS, Boko Haram, and the Taliban along with corporations with global economic influence such as Facebook, Google, and Amazon. This situation, the story often goes, will result in an international political order that resembles medieval Europe more than the global political system of the twentieth century.
  • Over the past several decades, the state has not only triumphed as the only legitimate unit of the international system, but it has also rewired our collective imagination into the belief that this has been the normal way of doing things since 1648.
  • Generations of international relations students have absorbed the idea of the 1648 Peace of Westphalia as a pan-European charter that created the political structure that now spans the entire globe: a system of legally (if not materially) equal sovereign states.   • In fact, the Peace of Westphalia strengthened a system of relations that was precisely not based on the concept of the sovereign state but instead on a reassertion of the Holy Roman Empire’s complex jurisdictional arrangements (landeshoheit), which allowed autonomous political units to form a broader conglomerate (the “empire”) without a central government.  
  • What we have come to call the Peace of Westphalia actually designates two treaties: signed between May and October 1648, they were agreements between the Holy Roman Empire and its two main opponents, France (the Treaty of Münster) and Sweden (the Treaty of Osnabrück). Each treaty mostly addressed the internal affairs of the Holy Roman Empire and smaller bilateral exchanges of territory with France and with Sweden.

  • The solution to the Westphalia debacle, then, would seem to lie in putting forward an alternative narrative grounded in greater historical accuracy, one that reflects the much more complicated process through which the modern international order came about.

Although a distinction is often made between the European continent and the rest of the world, recent research has reminded us that European polities also remained remarkably heterogeneous until the nineteenth century. It would hold on for six more years, until its dissolution under the strain of Napoleonic invasions and its temporary replacement with the French-dominated Confederation of the Rhine (1806–1813) and then the German Confederation (1815–1866).

Of course, Britain promptly gained control of trade in the region through an aggressive combination of diplomatic and economic measures often referred to as “informal empire,” but its interactions were now with formally sovereign states.

They were, as various scholars now argue, “company-states”—hybrid public-private actors that were legally entitled to rule over subjects, mint money, and wage wars. From this perspective, contemporary non-state actors are still relatively weak compared to states, who still monopolize far more formal power than all other actors in the international system

Review: 'The Dawn of Everything: A New History of Humanity' - The Atlantic - 0 views

  • hunter-gatherer societies were far more complex, and more varied, than we have imagined
  • hunter-gatherers made choices—conscious, deliberate, collective—about the ways that they wanted to organize their societies: to apportion work, dispose of wealth, distribute power. In other words, they practiced politics. Some of them experimented with agriculture and decided that it wasn’t worth the cost. Others looked at their neighbors and determined to live as differently as possible—a process that Graeber and Wengrow describe in detail with respect to the Indigenous peoples of Northern California, “puritans” who idealized thrift, simplicity, money, and work, in contrast to the ostentatious slaveholding chieftains of the Pacific Northwest. None of these groups, as far as we have reason to believe, resembled the simple savages of popular imagination, unselfconscious innocents who dwelt within a kind of eternal present or cyclical dreamtime, waiting for the Western hand to wake them up and fling them into history.

  • Early farming embodied what Graeber and Wengrow call “the ecology of freedom”: the freedom to move in and out of farming, to avoid getting trapped by its demands or endangered by the ecological fragility that it entails.
  • The authors write their chapters on cities against the idea that large populations need layers of bureaucracy to govern them—that scale leads inevitably to political inequality. Many early cities, places with thousands of people, show no sign of centralized administration: no palaces, no communal storage facilities, no evident distinctions of rank or wealth. This is the case with what may be the earliest cities of all, Ukrainian sites like Taljanky, which were discovered only in the 1970s and which date from as early as roughly 4100 B.C., hundreds of years before Uruk, the oldest known city in Mesopotamia. Even in that “land of kings,” urbanism antedated monarchy by centuries. And even after kings arose, “popular councils and citizen assemblies,” Graeber and Wengrow write, “were stable features of government,” with real power and autonomy. Despite what we like to believe, democratic institutions did not begin just once, millennia later, in Athens.
  • the authors’ most compelling instance of urban egalitarianism is undoubtedly Teotihuacan, a Mesoamerican city that rivaled imperial Rome, its contemporary, for size and magnificence. After sliding toward authoritarianism, its people abruptly changed course, abandoning monument-building and human sacrifice for the construction of high-quality public housing. “Many citizens,” the authors write, “enjoyed a standard of living that is rarely achieved across such a wide sector of urban society in any period of urban history, including our own.”
  • What is the state? the authors ask. Not a single stable package that’s persisted all the way from pharaonic Egypt to today, but a shifting combination of, as they enumerate them, the three elementary forms of domination: control of violence (sovereignty), control of information (bureaucracy), and personal charisma (manifested, for example, in electoral politics). Some states have displayed just two, some only one—which means the union of all three, as in the modern state, is not inevitable (and may indeed, with the rise of planetary bureaucracies like the World Trade Organization, be already decomposing). More to the point, the state itself may not be inevitable. For most of the past 5,000 years, the authors write, kingdoms and empires were “exceptional islands of political hierarchy, surrounded by much larger territories whose inhabitants … systematically avoided fixed, overarching systems of authority.”

  • The Dawn of Everything is framed by an account of what the authors call the “indigenous critique.” In a remarkable chapter, they describe the encounter between early French arrivals in North America, primarily Jesuit missionaries, and a series of Native intellectuals—individuals who had inherited a long tradition of political conflict and debate and who had thought deeply and spoke incisively on such matters as “generosity, sociability, material wealth, crime, punishment and liberty.”The Indigenous critique, as articulated by these figures in conversation with their French interlocutors, amounted to a wholesale condemnation of French—and, by extension, European—society: its incessant competition, its paucity of kindness and mutual care, its religious dogmatism and irrationalism, and most of all, its horrific inequality and lack of freedom.
  • making the case that the conventional account of human history as a saga of material progress was developed in reaction to the Indigenous critique in order to salvage the honor of the West. We’re richer, went the logic, so we’re better. The authors ask us to rethink what better might actually mean.
  • “How did we get stuck?” the authors ask—stuck, that is, in a world of “war, greed, exploitation [and] systematic indifference to others’ suffering”? It’s a pretty good question. “If something did go terribly wrong in human history,” they write, “then perhaps it began to go wrong precisely when people started losing that freedom to imagine and enact other forms of social existence.” It isn’t clear to me how many possibilities are left us now, in a world of polities whose populations number in the tens or hundreds of millions. But stuck we certainly are.

Marcus Garvey's descendants ask Biden for posthumous pardon - The Washington Post - 0 views

  • Descendants of the Black revolutionary leader Marcus Mosiah Garvey are pressing President Biden’s administration to grant a posthumous presidential pardon to Garvey, who they say was targeted by the U.S. government and persecuted for his work to uphold racial justice for Black people in the African diaspora.

Behind the UK government's false flag 'free speech' campaign | Education | Al Jazeera - 0 views

  • Instead of addressing a very real crisis in teaching and learning conditions that threatens to seriously degrade British universities, Boris Johnson’s ministers have thrown their energies into manufacturing a campus “free speech crisis”. Having deliberately excluded higher education from COVID-19 support, they have spent the pandemic making nonsensical claims about campus “cancel culture” and crafting legislation to protect exactly the kind of hateful speech Durham University students exercised their right not to listen to. The point is less to enshrine freedom of thought than it is to force discredited ideas upon young people.
  • The Higher Education Freedom of Speech Bill now progressing through Parliament seeks to prevent invitations to speakers from being rescinded if they are discovered to have peddled discredited or hateful ideas. The legislation targets the tactic of “no-platforming” which was adopted by the National Union of Students in 1974 to stop fascist organisations, like the National Front, from using universities to disseminate their views.

  • British history has a problem with nationalism, and indeed the nation — they’re not supposed to exist, or they exist in very unusual forms. A central claim of my book is that something I call the British nation, corresponding to the territory of the UK, emerged after 1945, with a national economy, national politics, and a self-consciousness of itself as a nation called Britain. But it had a rather short life and was broken up from the 1980s.
  • Before the nation came both the empire and a set of places that were located in a global, free-trading space. What came after the nation? A fresh commitment to a globalist, and in particular European, liberal economic perspective.
  • Most recently, we’ve had a claim for the centrality of empire in twentieth-century British history, coming right up to the present.   • The imperialists certainly made the empire and in particular the white dominions central to politics and economics. In many ways, today’s anti-imperialists have followed them rather naively in this.
  • For the Conservatives, the white dominions in particular were central. They provided an image of the empire as a brotherhood of free white nations — a very important part of the overall story. But it was also important because the white dominions really were the important bits economically. That was where the investment went, and where a lot of the food for the United Kingdom came from.
  • India is a different matter. That was a place, of course, with a massive population. It was an important market for exports, but it was in a different league from the white dominions, and both were in a quite different position from what were strictly speaking called the colonies. It is very important to remember that before the 1940s — that is to say, in the great age of empire — trade with foreign countries was greater than with “British” countries, to use the language of the time. Liberals pointed this out again and again. They argued that the great glory of the British economy was not the empire but rather free trade. That meant trading with everybody and in practice trading a very great deal with Europe. That was where British bacon, British eggs, British iron ore, or British timber came from, and much else besides. Before the 1940s, the UK was a profoundly European economy, deeply integrated into trade and production within the European continent.
  • The UK was the largest overseas investor and the largest trader, but it was also the most industrial country in the world — far more industrialized than Germany or the United States at this time. It was more industrialized precisely because it was more globalized. It didn’t need to grow all its own food. The City was investing overseas in UK-owned enterprises, whose business was often to supply food to the UK, directly or indirectly. That in turn allowed the UK to be industrial and indeed to supply the railways, the factories, and the ships that made all this trade possible in the first place. In fact, the relations between overseas investment and industrialization were synergistic, at least in this period.

They were what were called “citizens of the United Kingdom and Colonies,” so they weren’t really immigrants. They were people moving within the space of British nationality. Interestingly, there were more immigrants, in the sense of aliens or semialiens, coming from Ireland and continental Europe in the 1940s and ’50s. Indeed, the dominant movement of population from the 1940s right up into the 1980s was outward rather than inward. The UK was a place of net emigration in that period. A lot of that emigration was to the Commonwealth, and Australia in particular.
  • It comes as a surprise to many people that in the 1950s, the United Kingdom was still the most industrialized economy on Earth. This doesn’t fit with the “declinist” images that have so affected our understanding of this period in particular. In terms of growth rates, poorer European countries and countries elsewhere were often growing faster than the UK economy — they were catching up. The German economy caught up with the UK and overtook it in terms of GDP per capita in the 1960s, and France did the same in the 1970s. But the overall result was that the West European economies, which had been quite different in 1945 or 1950, came to be very similar by the 1980s and ’90s or the 2000s when one includes poorer countries like Spain.
  • In the 1970s and ’80s, the UK became broadly speaking self-sufficient in the foods that it could grow itself, much as Germany, France, and Italy were self-sufficient in food. What had been the great factor distinguishing the United Kingdom from continental Europe disappeared as a result of a fundamental change in British political economy. The UK became an exporter of beef and wheat, which would have been unthinkable not just in the Edwardian years but in the 1950s as well.
  • The reality is that the 1970s saw a global crisis. There were important transitions and readjustments in the British economy.   • There is something haunting and desperate about the chokehold that white, sallow humans from southern England have over the identity of the UK. In his 2021 docu-series Can’t Get You Out Of My Head, Adam Curtis characterises post-war English society as strange and rudderless. During this period of mass emigration and rapid industrialisation, he suggests many white people entered a state of prolonged philosophical mourning over the loss of the empire; sleepwalking through a kind of ambient identity crisis, confused as to what their “story” now was. Speaking of the Black revolutionary and civil rights activist Michael de Freitas, who emigrated to London from Trinidad in the late-50s, Curtis says: “Having grown up with a picture of a strong and confident homeland at the centre of the Empire, instead, what he found was, what seemed to him, a sad and frightened country.” This feels very much the same now. Misery and spite can be felt in almost every corner of England, lying dormant like a landmine that will go off at the first sight of anyone enjoying themselves outside the parameters of white, middle-class acceptability. 
  • There is a powerful history of working-class revolt in every nation that makes up the UK, but we are taught very little about it and very rarely celebrate it. Meanwhile Brexit – a political agenda driven by right-wing politicians, aristocrats and landowners – has been consistently referred to as the working class having their voice heard for the first time in decades, which is so far from the truth it would be easy to call a “conspiracy” if it wasn’t so blatantly racist. As a result, our connections to actual working-class history are frayed and obscured, and that has a serious impact on how we act politically today.

  • There is this assumption, particularly among the British middle and upper classes, that things exist to serve the individual. The shop better have the thing they want or they’re going to go sicko mode, hospitality workers are punching bags for a bad day, coastal Wales exists exclusively as a holiday destination. There is a lack of real connection to anything, which imbues society with an austere and passionless vibe.
  • At some point we’ll need to put the mindset that globalisation has instilled – one that dangles £18 flights to Italy in front of our noses while rapidly eroding the quality of life we have at home – into reverse gear, if only for a reason to get up in the morning. Many countries across Europe and the world are experiencing similar socio-economic problems following the 2007 financial crash, but when you can’t even have a decent sandwich about it… well, that is very sad.
