    Road Transport ExternalitiesEdward Calthrop and Stef ProostFrom the issue  During the last decade much progress has been made in defining & measuring the external costs of transport. As the cost of tolling equipment falls, the set of realistic policy options to internalise these externalities will continue to grow. This will determine the research and policy agenda. We make three points. Firstly, empirical work is still necessary to better identify marginal external costs, including congestion, accident and environmental costs. Secondly, any assessment of policy options should treat externalities simultaneously. The use of pricing instruments and emissions standards are discussed within this framework. Thirdly, we emphasise the role of government. Designing the optimal road-pricing institutions requires consideration of horizontal and vertical tax competition, while double-dividend arguments are central to the question of securing public support.

To meet this goal, much effort has been put into improving engine and drivetrain technology, making vehicles lighter while maintaining safety, and using fuels that are less carbon-intensive. As a complementary approach, there has been recent research and development to use technology that allows for real-time modifications of how the vehicle operates on the road. Among these is the concept of dynamic eco-driving which consists of providing real-time information to drivers in order to optimize driving efficiency in terms of fuel consumption and emissions. Common examples include individual vehicle eco-driving advice, intelligent speed adaptation, arterial corridor velocity/acceleration management, and eco-routing. In this presentation, several of these applications will be described in detail and experimental results will be given based on both simulated and real-world testing.

    Urban rail transit (URT) is one of the major passenger transport modes which can ease and improve the situation of urban traffic jam, but its environment pollution on urban has get an increasing concern. The article analyzes the negative influences of the URT operation on the urban environment on the view of ecological environment pollution, including water pollution, noise pollution, air pollution, vibration pollution, traffic disruption and so on, and the positive impacts of the URT operation on the urban environment on the view of improving traffic jam and urban environment quality. Taking NJ Metro line 1 as an example to analyze empirical data, the paper evaluates comprehensively the impact of URT operation on urban environment. The results show that the URT construction plays a positive effect on urban environment, at the same time, a scientific basis has been provided for planning design and management of environmental issues of the URT project.

    This paper develops a probabilistic, competing-destinations, assignment model that predicts changes in the spatial pattern of the working population as a result of transport improvements. The choice of residence is explained by a new non-parametric model, which represents an alternative to the popular multinominal logit model. Travel times between zones are approximated by a normal distribution function with different mean and variance for each pair of zones, whereas previous models only use average travel times. The model's forecast error of the spatial distribution of the Dutch working population is 7% when tested on 1998 base-year data. To incorporate endogenous changes in its causal variables, an almost ideal demand system is estimated to explain the choice of transport mode, and a new economic geography inter-industry model (RAEM) is estimated to explain the spatial distribution of employment. In the application, the model is used to forecast the impact of six mutually exclusive Dutch core-periphery railway proposals in the projection year 2020

Leadership and Strategy: A Comparison of the Outcomes and Institutional Designs of the ... - 0 views

    This research examines and compares the development of two large-scale projects in Southern California, the Alameda Corridor Transportation Authority (ACTA) and the Alameda Corridor East (ACE), sharing a number of features for useful paired comparison. Both have similar political institutions at the regional and local levels, serve the same ports and the same private sector railroad parties, and have a similar regional purpose. This paper uses a specific model of strategy to consider a set of outcomes designated by the Triple Bottom Line (TBL) as a framework that can be applied across different projects and regions. The TBL framework tests the strategy model for explanatory power, for the criteria needed for large scale projects to move forward. This model makes explicit the strategic components of each project that advance a triple bottom line as three distinct outcomes: Increased freight velocity (efficiency), improved air quality and reduced traffic congestion (environment), community protection and safety (equity).

    Abstract Background and aim   The objective of this paper is to develop an alternative framework for evaluation of performance in freight transport, based on heterodox service economics. Traditionally, transport performance is analysed through productivity measures, even though the conceptual, methodological and practical problems of these indicators are well established in the literature. Methods   The paper develops and applies a typology of transport service configurations. The empirical analysis uses data from a large scale transport survey and from case studies in France. Result   The result of this analysis is an array of performance indicators, each one corresponding to specific types of transport services. Conclusion   We conclude that there is not a single way of achieving performance in freight transport, but a variety of service configurations, each of them having a particular logic of performance.
