The Conflict in Ethiopia Calls Into Question Authoritarian Aid - Carnegie Europe - Carn... - 0 views

  • In recent years, the impressive economic performances of Ethiopia and Rwanda have meant that international donors have become increasingly willing to fund authoritarian regimes in Africa on the basis that they deliver on development. Beyond the obvious concern that donors become complicit in human rights violations, the main question facing authoritarian development in Africa has always been whether the economic gains achieved under repressive rule are sustainable.

  • Back in 2015 António Costa’s Socialist Party was handed the chance to govern as a minority administration after a deep and prolonged period of austerity overseen by the centre-right. As ever in these circumstances there are two options. Either you play hard ball, and in effect blackmail other parties to support you (under the threat of being accused of otherwise bringing the government down and another election). Or, you build a positive and constructive accord for a lasting agreement. It is politics as imposition or negotiation.Costa and his party chose the latter. It wasn’t a coalition deal they struck with the radical left Bloc and the Communist Party, with places in Government, but a deal over policies and priorities. All parties kept their own identities, worked together where they could on policy agreements, and still disagreed in public when necessary.
  • Now, although only a handful of seats short of an outright majority, the Socialists will again have to negotiate to form a stable government – with Costa saying that is what voters want, and many in Portugal having hoped for exactly this outcome rather than majority control.

  • Huge and complex problem such as climate change, the march of the machines, an aging population and endemic loneliness require complex answers that no single party or clique within one can hope to answer. Our politics is going to have to become so much bigger, more adapt and agile to meet these challenges. And thankfully, everywhere in the gaps and cracks between the state and the free market, people and organisations are practicing the participative and negotiated spirit of the age. And the networked citizen is replacing the industrial worker as the agent of change.

  • Erica Chenweth begins “Trends in Nonviolent Resistance and State Response: Is Violence Towards Civilian-based Movements on the Rise?” (Global Responsibility to Protect[1], July 2017) with the following rather discouraging statement, at least if you’re a protester: Through 2010, nonviolent mass movements tended to be surprisingly effective in removing incumbent leaders from power or achieving territorial independence, even when they experienced some repression from the government. However, since 2010, the success rates of nonviolent campaigns have declined by a staggering rate (about 20% below the average)
  • Moving forward, best practices will require forming teams of scholars that are geographically dispersed in a way that corresponds with the distribution of the events under investigation. While previous studies have concentrated on conducting surveys in different regions and in major cities, the datasets would be more representative if data were collected in multiple locations simultaneously in a way that represents smaller cities, suburbs, and rural areas.

Other social groups—even after mobilizing in opposition to the regime—often lack the capacity to sustain large-scale collective action or the motivation to pursue democracy. We collect data on the social composition of opposition movements to test these expectations, measuring degree of participation of six major social groups in about 200 antiregime campaigns globally from 1900 to 2006. Movements dominated by industrial workers or middle classes are more likely to yield democratization, particularly in fairly urbanized societies. Movements dominated by other groups, such as peasants or military personnel, are not conducive to democratization, even compared to situations without any opposition mobilization. When separating the groups, results are more robust for industrial worker campaigns

Turkey's defense industry sees rise of 'the president's men' - 0 views

  • The authoritarian normalization that continues to mark relations between Turkey’s political and military echelons since the 2016 failed coup is now affecting the policymaking process in the country's defense industry. The industry is the new favorite of President Recep Tayyip Erdogan, as the bruising financial crisis heavily hit his former favorite sector, construction.
  • Four major reasons are behind Erdogan's piqued interest in the defense industry: First, Erdogan's popular support drastically increased after Turkey’s Oct. 9 incursion into Syria, known as Operation Peace Spring. Second, the defense industry is a good tool for producing success stories to divert public attention at a time of economic crisis. Third, success in the defense realm offers political gains in foreign policy. And finally, it creates profitable export opportunities to several countries including Qatar, Pakistan, Ukraine, Uzbekistan and some African nations.

The ambitious joint venture aspires to become Turkey’s monopoly over diesel engine production for land vehicles and jet engines. Sancak holds 25% of the venture's shares, the Ozturks hold 25.1%, and the remaining 49.9% is owned by the Qatar Armed Forces Industry Committee.

  • design’s English-language lives do orbit around certain ideas: intention, planning, aesthetics, method, vocation. These ideas together form a social system that generates meaning, defining the boundaries of knowledge and the locations of cultural and economic value. Design and the ideas that travel with it, in other words, make up a discourse.
  • Early in the 20th century, design came to refer to the visual styling of existing products. And then, as modernist ideas circulated in Europe before World War II and as Americans adopted the idea of “industrial design,” design began to refer not just to styling products but also to conceiving and planning their function. That was when design came to mean, as Steve Jobs put it much later, “not just what it looks like and feels like” but “how it works.”

I show my students what designers call the “hexagon diagram,” a ubiquitous image that came out of the d.school in the mid-2000s and purports to represent the five steps of design thinking. It consists of five hexagons that read: “Empathize,” “Define,” “Ideate,” “Prototype,” and “Test.” The idea is that design thinking involves listening to and empathizing with some group of people, then using what you’ve heard to define the problem you want to solve. Then you come up with ideas, prototype those ideas, and test the prototypes to see if they work.
  • Suddenly everything is a design-thinking problem: postpartum depression, racial injustice in sentencing, unsustainable growth. To a person with a hammer, everything looks like a nail. But my students aren’t stupid; they’re smart. They’re picking up on something. In the worlds they inhabit, “Better by design” is a dominant structure of feeling.

  • “Design thinking” can’t solve the wicked problems that organize Gainesville’s inequality: poverty, income disparity, structural racism, environmental injustice, unregulated market capitalism. You face wicked problems by struggling with them, not by solutioning them. You argue, you iterate, you fail, you grieve, you fight.
  • This is what worries me about design thinking: its colossal and seductive promise. There was an earlier Anglo-American vogue for design — a love affair with industrial design, beginning in the Depression era — but it was relatively benign in its claims and its outcomes. This more recent vogue for design thinking seems more insidious because it promises so much more. It promises a creative and delightful escape from difficulty, a caper through the Post-it Notes to innovative solutions. And it promises this as a service, delivered at what is often great cost — not just to IBM and Intuit and Starbucks, but to villages and nonprofit organizations and cities like Gainesville without enormous resources to spare.

Carts full of olive oil failing to arrive at some nameless fort because of a dysfunctional military bureaucracy, a corrupt official deciding to cook the books and claim taxes were collected when they really weren’t, a greedy aristocrat bribing that official instead of paying his bill, an aqueduct falling to pieces and nobody willing to front the funds to repair it.

How Afghanistan's President Helped His Brother Secure Lucrative Mining Deals with a U.S... - 0 views

President Ashraf Ghani’s brother is a major shareholder of a SOSi subsidiary. President Ghani granted this SOSi subsidiary, Southern Development, rights to buy artisanally mined ore. Southern Development operates a mineral processing plant on the outskirts of Kabul. The inroads made by SOSi and Southern Development into Afghanistan’s mining sector have roots in a 2011 initiative by U.S. special forces to work illegally with members of a pro-government Afghan militia on mining in Kunar province. Although shut down after an inquiry, these Kunar projects have since been quietly restarted as a private venture, and are benefitting those closest to the president.

In September, the number of people who voted for the party shot up to 310,000. So, after just 3½ months of campaigning, it gained 137,000 new voters and grew to eight seats. These eight seats make it impossible for either bloc — right or left — to form a narrow majority government. That's why, on Oct. 3, the very day that the new Knesset was sworn in, Prime Minister Benjamin Netanyahu initiated a meeting with Liberman. He wanted to convince the Yisrael Beitenu leader to join the new government that he was trying to form
  • It seems like Liberman succeeded in selling voters on his formula for change, specifically in matters of religion and state. That is something that most people support, particularly in the political center. What Liberman also offered them was a realistic way to make it happen. He proposed bringing two main parties — the Likud and Blue and White — together, given that there are so few ideological differences between them. Doing this would seem to be the most natural thing in the world. The problem is that the Blue and White party rejects Netanyahu, because of his pending criminal cases, while the Likud insists on bringing its right-wing, ultra-Orthodox bloc along with it.

African governments are seen as too weak to project power as far as their borders, let alone across them. When Nigeria, which sees itself as the West African regional hegemon, sent troops to Liberia in 1990, ostensibly as a West African peacekeeping force (the Economic Community of West African States Monitoring Group), the aim wasn’t only to stabilize Liberia and prevent Taylor from taking power, but also to rein in Compaoré’s ambitions and cement Nigeria’s status as the West African powerbroker.

What’s most striking is how many people with extreme ideas are willing to spend time engaging with folks who are in the tornado.Spend time reading the comments below the YouTube videos of youth struggling to make sense of the world around them. You’ll quickly find comments by people who spend time in the manosphere or subscribe to white supremacist thinking. They are diving in and talking to these youth, offering a framework to make sense of the world, one rooted in deeply hateful ideas. These self-fashioned self-help actors are grooming people to see that their pain and confusion isn’t their fault, but the fault of feminists, immigrants, people of color. They’re helping them believe that the institutions they already distrust — the news media, Hollywood, government, school, even the church — are actually working to oppress them.
