The Making of the American Gulag | Boston Review - 0 views

  • Imagine an empire with a massive security sector, one barely accountable to the democratic will. This coercive system, though appearing self-perpetuating, represents an elite echelon’s efforts to protect and consolidate power. It employs so many people that its maintenance and funding is necessary, not because of the dictates of national security, but simply to keep all its workers from becoming “superfluous.” With a repressive apparatus notorious for its abuses, this security sector fosters the very domestic opposition it is designed to combat.

Kennan, perhaps more than anyone else, shaped the rhetoric of the Cold War in a way that made it seem preordained, inevitable. He is most often remembered for calling out the supposedly innate qualities of Russian culture—spiritual deprivation, cynicism, and conformity—upon which communist ideology had been grafted. This combination, he argued, was destined to conflict with the innate qualities of Americanism—its freedom of worship, its emphasis on individuality, and its support of business. But the dominance of the security sector was another persistent motif in Kennan’s work; he dedicated five paragraphs of “The Sources of Soviet Conduct” to the “organs of suppression.” Secret police lurked everywhere, the narrative went, and prisons were the Soviet Union’s primary feature. By 1953, under Joseph Stalin, 2.6 million people were locked up in the gulag and over 3 million more were forcibly resettled— a total of around 3 percent of the population kept under state control. Kennan’s point, like those of other foundational Cold War tracts, was clear: unlike the United States, the Soviet Union was brutally repressive.

The response the committee endorsed—to enact procedural reforms and modernize law enforcement in the United States—rode the high tide of police professionalization initiatives that would crest in the following decades, and which called for a well-endowed, federally sanctioned anticrime apparatus. As historian Elizabeth Hinton and Murakawa have argued, this effort to reform law enforcement and codify its procedures actually made it more institutionally robust and less forgiving, contributing to the country’s march toward mass incarceration.

Africa's Civil Wars Are Not Domestic Issues. They Are Really International Contests for... - 0 views

  • Analyses of security threats in the continent focus on fragile and failing states, ethnic rivalries, violent extremism, and conflict over natural resources. African governments are seen as too weak to project power as far as their borders, let alone across them. And indeed, since African countries achieved independence in the 1950s and 1960s—and especially since 1964, when the newly founded Organisation of African Unity adopted its “Cairo Declaration” on the inviolability of inherited colonial boundaries—there have been few border wars and just two successful secessions (Eritrea and South Sudan). There have been only a handful of regime change invasions—such as when Tanzania toppled Uganda’s Idi Amin in 1979, and Libya’s invasion of Chad under Muammar al-Qaddafi.

When Nigeria, which sees itself as the West African regional hegemon, sent troops to Liberia in 1990, ostensibly as a West African peacekeeping force (the Economic Community of West African States Monitoring Group), the aim wasn’t only to stabilize Liberia and prevent Taylor from taking power, but also to rein in Compaoré’s ambitions and cement Nigeria’s status as the West African powerbroker.

Italy Still Won't Confront Its Colonial Past - 0 views

  • Italy’s colonial past is largely absent from public debate in the country.
  • Last month, an anti-racist group in Milan asked for the removal of a statue of the journalist Indro Montanelli, pointing out that he bought a 12-year-old Eritrean girl as a “temporary wife”—that is, a sex slave—when he was a young colonial soldier in the 1930s. It was no secret. Montanelli, a celebrity conservative journalist who also enjoyed a following among the left, repeatedly bragged about the episode until his death in 2001. He resorted to overtly racist tropes, describing the girl, whose name was either Fatima or Destà, as “a docile tiny pet” and stressing that he was repulsed by her smell. He dismissed the charges of pedophilia, claiming that African girls are different from Europeans: “At 14, they’re women; at 20 they are old.”
  • During Italy’s occupation of the Horn of Africa, it was fairly common for Italian soldiers to take local girls as temporary wives, a practice known as “madamato” (from the word “madama,” or mistress), which Italians authorities considered legal—and even encouraged—until 1937, when the Fascist regime outlawed it in the name of racial purity. 'All of them means all of them': Who are Lebanon's political elite? | Middle East Eye - 0 views

  • From Tripoli to Tyre, and Beirut to Baalbek, Lebanese have been chanting the same slogan: “All of them means all of them.” Since its independence, Lebanon has been ruled by a clique of politicians and political families who have used sectarianism, corruption and clientelism to cling to power and amass incredible wealth. Now protesters are calling for them all to be removed, from Hezbollah’s Hassan Nasrallah to Prime Minister Saad Hariri, with nervous responses from the leaders themselves. Middle East Eye takes a quick look at some of the more prominent figures and parties in the protesters’ sights.

  • The Amal Movement was founded in 1974 by Lebanese-Iranian cleric Musa Sadr to represent Lebanon’s Shia, who had long been marginalised as one of the country’s poorest sections of society. Though originally notable for its efforts to pull Shia Lebanese out of poverty, during the civil war it became one of the country’s most effective militias and controlled large parts of the south.

Turkey's Invasion of Syria Makes the Kurds the Latest Victims of the Nation-State - 0 views

  • The global system is built around sovereign states, and it shows. This is an enormous problem for groups that define themselves, or are defined by others, as distinct from the country within whose borders they happen to reside, and it’s also terrible as a framework for navigating the global politics of a rapidly changing world.
  • Sovereignty is usually traced back to the 1648 Treaty of Westphalia, which was pivotal in shifting conceptions of government toward a secular state with entire authority inside inviolable territorial borders. Designed as a diplomatic solution to catastrophic religious wars among feudal, monarchical territories, its tenets have persisted into the modern world largely due to the entrenched power of those states, jealously guarding their unfettered rule over their slice of geography.
  • as the power of monarchy eroded and European countries needed something else to inspire loyalty among their citizens, the ideal of the nation-state—that the people within those arbitrary borders would feel some sort of collective identity—became popular. This led to more wars as European states expelled or converted anyone who didn’t fit their concept of nation: not French enough, not German enough, not Italian enough. The brave men and women, eyewitnesses to an attempt to destroy a whole nation, are dying in silence and anonymity. With their passing, we are also losing their stories, experiences and wisdom. These self-fashioned self-help actors are grooming people to see that their pain and confusion isn’t their fault, but the fault of feminists, immigrants, people of color. They’re helping them believe that the institutions they already distrust — the news media, Hollywood, government, school, even the church — are actually working to oppress them.
