And as society’s “elites”—experts and public figures who help those around them navigate the heavy responsibilities that come with self-rule—have increasingly been sidelined, citizens have proved ill equipped cognitively and emotionally to run a well-functioning democracy. As a consequence, the center has collapsed and millions of frustrated and angst-filled voters have turned in desperation to right-wing populists.

  • While several studies have examined retirements from the US Congress, fewer studies have examined retirement patterns in other legislatures. Christopher D. Raymond and Marvin Overby examine partisan differences in retirement rates in Britain and Canada.
  • n our forthcoming article in Political Studies, we test whether the phenomenon of partisan differences in retirements can be found in other legislatures. To do so, we analyse retirement patterns among MPs in Canada and Britain. While these two countries use similar electoral systems to the US (first-past-the-post), differences in the types of parties in each case allow us to parse out some of the ideological and personal motivations guiding retirement decisions that are more difficult to isolate in the two-party system of the US.
  • Not only do conservative politicians seem to retire early because they find the work less rewarding, but politicians belonging to parties commonly as being the ‘natural’ party of government seem to be more likely to try to hold on to their seats.

  • Because incumbency carries electoral benefits, parties comprised of politicians preferring devolved and/or less government may have a tougher time holding on to their seats than other parties. This has implications for the ability of some parties to participate in government and policymaking. Whether this electoral disadvantage is overcome by other benefits enjoyed by these parties is a question for future research.

America's Democracy Was Far Less Peaceful Than Political Scientists Pretended - 0 views

  • Many political scientists like political behavior to fall into neat boxes, whether those be typologies cleanly defining terms or spreadsheets in which every row contains a discrete observation. They recognize that there’s always phenomena that won’t fit, cleanly, but those can be the basis of future research—or relegated to the “error term,” the leftover bin for the facts that theory doesn’t explain.

  • The United States Political Violence (USPV) database records numerous riots around elections during the mid-19th century. In April 1855, for example, hundreds of nativists “invaded” a German area of Cincinnati, Ohio, and destroyed more than a thousand ballots. Subsequent fighting led to two deaths. In August of that year, nativist Protestants attacked German and Irish neighborhoods in Louisville, Kentucky, killing at least 20. In Baltimore, election violence became routine in the 1850s, with 30 dead and 350 wounded in the 1856 election alone
  • The bloodiest efforts came in the repression of Black people. The USPV lists nearly 70 incidents of political riots and assassinations in the decade after the formal cessation of hostilities, mostly in the South but including riots in Philadelphia and Indianapolis

Africa's Civil Wars Are Not Domestic Issues. They Are Really International Contests for... - 0 views

  • Analyses of security threats in the continent focus on fragile and failing states, ethnic rivalries, violent extremism, and conflict over natural resources. African governments are seen as too weak to project power as far as their borders, let alone across them. And indeed, since African countries achieved independence in the 1950s and 1960s—and especially since 1964, when the newly founded Organisation of African Unity adopted its “Cairo Declaration” on the inviolability of inherited colonial boundaries—there have been few border wars and just two successful secessions (Eritrea and South Sudan). There have been only a handful of regime change invasions—such as when Tanzania toppled Uganda’s Idi Amin in 1979, and Libya’s invasion of Chad under Muammar al-Qaddafi.

When Nigeria, which sees itself as the West African regional hegemon, sent troops to Liberia in 1990, ostensibly as a West African peacekeeping force (the Economic Community of West African States Monitoring Group), the aim wasn’t only to stabilize Liberia and prevent Taylor from taking power, but also to rein in Compaoré’s ambitions and cement Nigeria’s status as the West African powerbroker.

Turkey's Invasion of Syria Makes the Kurds the Latest Victims of the Nation-State - 0 views

  • The global system is built around sovereign states, and it shows. This is an enormous problem for groups that define themselves, or are defined by others, as distinct from the country within whose borders they happen to reside, and it’s also terrible as a framework for navigating the global politics of a rapidly changing world.
  • Sovereignty is usually traced back to the 1648 Treaty of Westphalia, which was pivotal in shifting conceptions of government toward a secular state with entire authority inside inviolable territorial borders. Designed as a diplomatic solution to catastrophic religious wars among feudal, monarchical territories, its tenets have persisted into the modern world largely due to the entrenched power of those states, jealously guarding their unfettered rule over their slice of geography.

  • Erica Chenweth begins “Trends in Nonviolent Resistance and State Response: Is Violence Towards Civilian-based Movements on the Rise?” (Global Responsibility to Protect[1], July 2017) with the following rather discouraging statement, at least if you’re a protester: Through 2010, nonviolent mass movements tended to be surprisingly effective in removing incumbent leaders from power or achieving territorial independence, even when they experienced some repression from the government. However, since 2010, the success rates of nonviolent campaigns have declined by a staggering rate (about 20% below the average)
  • She speculates that the cause of the this decline is due to Authoritarian Adaptation: the ability of authoritarian governments to adopt more politically savvy repressive tools may be part of the reason for the decline in success rates in the past six years.21. Authoritarian leaders have begun to develop and systematize sophisticated techniques to undermine and thwart nonviolent activists.

  • Unique to today’s environment is the sheer number of sources and the time-limited nature of the discovery-and-review period: Given the transience of information on the internet compared to print media, thousands of sources produce reports of variable reliability on a daily basis. Researchers must archive and extract information such as where, when, and why a protest took place, as well as how many people attended, before that content is moved behind a paywall, deleted, or otherwise made unavailable.
  • Moving forward, best practices will require forming teams of scholars that are geographically dispersed in a way that corresponds with the distribution of the events under investigation. We collect data on the social composition of opposition movements to test these expectations, measuring degree of participation of six major social groups in about 200 antiregime campaigns globally from 1900 to 2006. Movements dominated by industrial workers or middle classes are more likely to yield democratization, particularly in fairly urbanized societies. Movements dominated by other groups, such as peasants or military personnel, are not conducive to democratization, even compared to situations without any opposition mobilization. When separating the groups, results are more robust for industrial worker campaigns

Yet, we anticipate a clearer relationship for industrial worker campaigns, due to their multiple sources of leverage and especially strong organizational capacity allowing for effective and sustained challenges to the regime.
