Nelson WASHINGTON -- President Obama today will propose spending $8 billion on job training programs at community colleges over the next three years, part of a budget for the 2013 fiscal year that also would increase spending on Education Department programs and some scientific research. The president will outline the job-training proposal in more detail in a speech at Northern Virginia Community College this morning. But unlike past calls to spend more on community colleges, this plan is aimed squarely at an election-year message of "jobs, jobs, jobs" rather than the administration's goal of increasing the number of Americans with college degrees. The proposal, as outlined by Education Department officials Sunday evening, builds on job training programs already in existence -- especially the Trade Act Assistance Community College Career Training Program, which began making grants to community colleges in September. If approved by Congress, the president's proposal would provide $1.3 billion each per year to the Education and Labor Departments, on top of the trade act grants. While it's unclear whether the money would create new federal programs or build up existing ones, the funds would be spent at community colleges that train workers for jobs in high-demand fields, according to materials released by the Education Department. Programs that are especially successful at finding jobs for their graduates, or at placing those who traditionally have difficulty finding work, would be eligible for additional money. The grants would also be used to encourage partnerships between businesses, states, local governments and community colleges, and to create an online course to encourage entrepreneurs. Julie M. Heup, an unemployed structural engineer from Slinger, Wis., recently attended a networking event where she handed a local employer two business cards: her own and that of her husband, Mark. Mr. Heup, a jobless supply-chain manager, often returns the favor. The two 40-year-olds never anticipated simultaneous layoffs. "I figured the likelihood of it happening at the same time was slim to none," says Mr. Heup, who lost his job three months after his wife did in November. That's why "we are supporting each other," he says.

Mentors can be essential, especially for people making career transformations. But unfortunately, a lot of mentor relationships fall apart after a few months because there is no formal structure to support them.

Community colleges are thrilled that President Obama is planning a major infusion of federal support for their job training programs, and they are talking about how this might best be done.

Autism is a spectrum disorder. Behavioral symptoms or characteristics for autism can be present from mild to severe (Rapin, 2008, p.1129). Often the following terms or labels are used to describe our loved ones: autistic, autistic-like, high-functioning or low-functioning. A person with autism usually has problems interacting, communicating and showing restrictive, repetitive, or ritualistic behaviors, interests and activities. The important point to remember is our loved ones with autism can learn, make progress and may grow up to function productively with an appropriate education, benefits, support and services.

Traditionally, in a mentoring relationship, a senior-level person provides guidance, support, and information for a younger person just beginning in a career. However, with rapid changes in the workplace, people living and working longer, and several career/job movements and shifts being the norm, an up-dated perspective of mentoring and learning is needed.
