It goes through recent history looking at things that have impacted the amount of influence of the arts. The influence of budget cuts is one issue discussed. Budget cuts lead to art teachers and programs being cut. In general the authors try to emphasize the benefits of the arts to individuals. They use a quote from Bill Gates at the beginning to start off the article and enforce this point.
