On Mac OS X you can simply clip things like the Recent tags portlet to your dashboard, or desktop. These clippings run without a web browser.
Windows Vista and Windows 7 have Microsoft Gadgets but I'm not aware of a comparable approach to creating gadgets from web page clippings. Windows XP lacks support for gadgets.

thanks a lot graham for your feedback . really appreciate it. i just logged in today just to see that mytags has imported all my tags and showing an expandable list also. i think initially when i imported the bookmarks from delicious the diigo didnt do it completely so i think it has take more time to compile and get back all the bookmarks so it was a matter of time i think . and i am now getting the expandable of my tags in order also thanks a lot again.
