Electronic Media and Youth Violence: A CDC Issue Brief for Educators and Caregivers focuses on the phenomena of electronic aggression. This document was developed for educators and caregivers. It summarizes what is known about young people and electronic aggression and discusses the implications of these findings for school staff, educational policy makers, and caregivers. Do school officials have the authority to impose discipline in response to harmful off-campus online speech? Should they? This is a major challenge facing school administrators today. Many state legislatures are now adding statutory provisions requiring schools to incorporate cyberbullying into bullying prevention policies. But this has presented some concerns. For example, in Oregon and Washington, language incorporated into cyberbullying legislation appears to restrict administrators from responding to any off-campus bullying regardless of the harmful impact on campus. Administrators from these two states are advised to check with their legal council. Administrators in other states should understand that the American Civil Liberties Union is trying to use language in the cyberbullying statutes to override federal case law and restrict administrators from doing anything in response to off-campus harmful speech.

When school starts today, Broward County schools will be armed to take action against you.A new district policy, adopted July 22, allows a range of punishments, from "positive behavioral interventions" to suspensions for students, to sanctions against teachers' certificates for "egregious acts of bullying." Included are cyber-stalking and cyber-bullying, which experts say are becoming more common among South Florida students.

The use of computers and the Internet by Latinos and low-income Californians continues to lag behind other groups, according to a survey released Thursday by the Public Policy Institute of California.

Cyberbullying is becoming so prevalent in Canadian schools and society that it should be made a separate Criminal Code offense, according to a new policy that will be adopted Saturday by the Canadian Teachers' Federation.

Delegates at a meeting of a national teachers' organization have unanimously voted in favour of urging the federal government to make cyberbullying a criminal offense. Members of the Canadian Teachers' Federation endorsed the policy of taking a tougher stand against cyberbullies at the group's annual meeting Saturday in Moncton.

Another YouTube brawl earns suspension for two girls. Two Southwind Middle School girls were suspended Monday after their locker room fight was posted on the Internet. This follows similar beatings in Indiana and Florida where the acts were committed in order to videotape the event. School principal Marcia Crouch sent a note home to parents Monday afternoon alerting them about the fight and warning them of the school district's zero-tolerance policy regarding such misbehavior.
