Imagine a high school student in the year 2015. She has grown up in a world where learning is as accessible through technologies at home as it is in the classroom, and digital content is as real to her as paper, lab equipment, or textbooks. At school, she and her classmates engage in creative problem-solving activities by manipulating simulations in a virtual laboratory or by downloading and analyzing visualizations of real-time data from remote sensors. Away from the classroom, she has seamless access to school materials and homework assignments using inexpensive mobile technologies. She continues to collaborate with her classmates in virtual environments that allow not only social interaction with each other but also rich connections with a wealth of supplementary content. Her teacher can track her progress over the course of a lesson plan and compare her performance and aptitudes across a lifelong “digital portfolio,” making note of areas that need additional attention through personalized assignments and alerting parents to specific concerns. What makes this possible is cyberlearning, the use of networked computing and communications technologies to support learning. Cyberlearning has the potential to transform education throughout a lifetime, enabling customized interaction with diverse learning materials on any topic—from anthropology to biochemistry to civil engineering to zoology. Learning does not stop with K–12 or higher education; cyberlearning supports continuous education at any age.

Assembly Bill 86, introduced by Assemblyman Ted Lieu of Torrance, passed the Senate on Monday by a 12-11 vote and now heads back to the Assembly for consideration of Senate amendments, according to an Associated Press report. If the Assembly approves the Senate amendments, the bill will be sent to Gov. Arnold Schwarzenegger.

Lieu's bill would allow students to be suspended or expelled from school for bullying that occurs via electronic communication, including cell phones, computers, or pagers.

Experts say the biggest obstacle to combating cyberbullying is that children are unlikely to report it. Unlike real-life bullying, there is often no witness or physical scar to alert parents or teachers to a cyberbullying situation.

A school must have a written bullying policy that includes consequences for violations, identify school personnel to notify with complaints and the policy must be posted in every classroom and be reviewed by students, according to a press release issued by Williams' office.

And while school violence had declined 4 percent during the past several years, bullying in schools has risen 5 percent, according to the U.S. Department of Education.

The new legislation applies to any threats or intimidation in a school setting, including on school grounds, on a school bus or at any school-sponsored event. Also, the measure covers threats sent via e-mail or over the Internet, called cyber bullying. According to the state Department of Education, every school day 160,000 students miss school because they are afraid of being bullied.

Teens are reportedly taking sexually explicit photos of themselves and sending them to friends, but the images can easily be sent without consent to others, Nicolakis said. "That's child pornography, and that's a felony," he said. "If you think you're immune to it here in Modesto, you're wrong. It's probably already happened, you just don't know yet.

he new law takes effect January 1st and provides that the Internet safety curriculums in schools will begin with the 2009-2010 school year. The bill allows the age-appropriate unit of instruction to be incorporated into the current courses of study regularly taught in the districts’ schools.

Illinois’ partnership with the Netsmartz national Internet safety program was a Governor’s initiative that was launched in 2006.

Earlier this week, Governor Blagojevich signed into law the state’s new Cyberbullying law. It clarifies the definition of harassing someone by using electronic communication such as the Internet and text messaging and enables the prosecution of someone who anonymously bullies in this capacity.

All of the defendants are charged with possession of child pornography, and some are charged with additional offenses, such as production of child pornography and committing crimes while registered as sex offenders. Those charged include a law enforcement officer, attorneys and men with previous convictions related to the child pornography.

These cases are the result of a coordinated investigation in which law enforcement used sophisticated software to track down computers on which child pornography was being stored and made available to others via peer-to-peer networks. Peer-to-peer networks are an increasingly popular method for sharing files on the Internet. Using software programs such as Limewire, computer users can join networks that allow the sharing of files across the Internet, often for no charge.

Robert Schoch, special agent in charge for the ICE office of investigations in Los Angeles, stated: “Today, those involved in child exploitation - like everyone else - are using the remarkable reach of the Internet, and peer-to-peer technology is the latest frontier. But we have a message for child sex predators who think they can escape justice by hiding in Cyberspace. We will do everything in our power and use every tool at our disposal to keep our children safe - whether they are around the block or around the world.”

Cyber bullying conducted at school allows school authorities to more easily impose discipline. The use of school equipment to cyber bully also makes a stronger legal argument for action by the school. And if the student e-mails offensive speech to school or downloads it at school and then distributes it, the school is in an advantageous position regarding disciplining the student. However, speech created at home—such as the creation of a Web site—affords greater legal protection for cyber bullies.

“The problem with the approach that web speech created at home can—if accessed at school—become school speech that can be regulated is the very nature of the Internet. Once something is created and placed on the Internet, the author loses control over who can access the speech and where it can be accessed.”

ead teachers are being advised to draw up new rules on mobile phone use amid a growing number of cases of what is now known as “cyber-bullying”. In many secondary schools, over 90% of bullying cases are through text messages or internet chatrooms. It is hoped that the rules about mobile phone use will protect children from abusive texts, stop phones going off in class and prevent mobiles being taken into exam halls.

Although the majority of kids who are harassed online aren’t physically bothered in person, the cyber-bully still takes a heavy emotional toll on his or her victims. Kids who are targeted online are more likely to get a detention or be suspended, skip school and experience emotional distress, the medical journal reports. Teenagers who receive rude or nasty comments via text messages are six times more likely to say they feel unsafe at school.

The problem is that bullying is still perceived by many educators and parents as a problem that involves physical contact. Most enforcement efforts focus on bullying in school classrooms, corridors and toilets. But given that 80% of adolescents use mobile phones or computers, “social interactions have increasingly moved from personal contact at school to virtual contact in the chatroom,'’ write Kirk R. Williams and Nancy G. Guerra, co-authors of one of the journal reports. “Internet bullying has emerged as a new and growing form of social cruelty.'’

Tech companies are releasing new software products that monitor and police kids' Internet use, helping them avoid cyberbullying and letting parents know when it's occurring. Internet monitoring software like CyberBully Alert lets kids notify parents when they're being bullied and takes a screen shot of the computer when a child clicks an alert icon. Programs like CyberPatrol and Spector allow parents to keep tabs on everything kids do on MySpace and Facebook, and keep screen snapshots and a record of what kids write in chat and instant messages.

Using these programs, parents can also block Web sites and downloads of movies, music or images. Verizon announced in June that it will begin offering similar free security tools for parents. Internet security software maker Symantec has an online tool it will preview to some parents next month that will notify them by text message when a child attempts to access a forbidden site. The tool, code-named Watchdog until its official release, also lets parents control who is on the child’s buddy list. Symantec offers online tips at its Norton Family Resource Center.

But the case is now part of a national debate that pits teachers' right to free expression against how communities expect them to behave.

She now faces possible firing for listing “teaching chitlins in the ghetto of Charlotte” among her activities.
