Who Are We? - The New York Times - 0 views

  • “That’s not who we are.” So said President Obama, again and again throughout his administration, in speeches urging Americans to side with him against the various outrages perpetrated by Republicans.
  • If close to half of America voted for Republicans in the Obama years and support Trump today, then clearly something besides the pieties of cosmopolitan liberalism is very much a part of who we are.
  • This self-undermining flaw makes the trope a useful way to grasp the dilemmas facing Trump’s opponents. In seeking to reject Trump’s chauvinist vision, they end up excluding too much of what a unifying counternarrative would require.

  • In this narrative, which has surged to the fore in response to Trump’s refugee and visa policies, we are a propositional nation bound together by ideas rather than any specific cultural traditions
  • Given this story’s premises, saying that’s not who we are is a way of saying that all more particularist understandings of Americanism, all non-universalist forms of patriotic memory, need to be transcended.
  • But the real American past was particularist as well as universalist. Our founders built their a new order atop specifically European intellectual traditions. Our immigrants joined a settler culture, Anglo-Saxon and Protestant, that demanded assimilation to its norms.
  • Our crisis of the house divided was a Christian civil war. Our great national drama was a westward expansion that conquered a native population rather than coexisting with it.
  • As late as the 1960s, liberalism as well as conservatism identified with these particularisms, and with a national narrative that honored and included them. The exhortations of civil rights activists assumed a Christian moral consensus.
  • Then for a variety of reasons — a necessary reckoning with white supremacism, a new and diverse wave of immigration, the pull of a more globalist ethos, the waning of institutional religion — that mid-century story stopped making as much sense.

They still see themselves more as settlers than as immigrants, identifying with the Pilgrims and the Founders, with Lewis and Clark and Davy Crockett and Laura Ingalls Wilder. They still embrace the Iliadic mythos that grew up around the Civil War, prefer the melting pot to multiculturalism, assume a Judeo-Christian civil religion rather the “spiritual but not religious” version.
  • Trump’s ascent is, in part, an attempt to restore their story to pre-eminence. It’s a restoration attempt that can’t succeed, because the country has changed too much, and because that national narrative required correction.
  • But so far we haven’t found a way to correct the story while honoring its full sweep — including all the white-male-Protestant-European protagonists to whom, for all their sins, we owe so much of our inheritance.
  • Instead liberalism, under pressure from the left, has become steadily more anxious about its political and cultural progenitors, with Woodrow Wilson joining Jackson and Jefferson in the dock
  • Meanwhile the right’s narrative has become steadily more exclusionary — religious-conservative outreach to Muslims has given way to Islamophobia, racial optimism has been replaced by white resentment.
  • Maybe no unifying story is really possible. Maybe the gap between a heroic founders-and-settlers narrative and the truth about what befell blacks and Indians and others cannot be adequately bridged.
  • But any leader who wants to bury Trumpism (as opposed to just beating Trump) would need to reach for one — for a story about who we are and were, not just what we’re not, that the people who still believe in yesterday’s American story can recognize as their own.

  • This is nonsense. Let’s unpack all of it.
  • “We” and “They”
  • The “mainstream media”—I’m going to stop putting that in quotes, but keep imagining that I’m saying it sarcastically—is probably made up of several thousand individuals and then a three-figure number of institutions. At any given moment, on any given story, some number of these people and institutions will communicate facts that are eventually understood to be misleading or incorrect. Some of these people and institutions are better at their jobs than others.

  • The point is that the MSM universe is so large that you’re always going to be able to cherry-pick examples to support the notion that “they” are feeding “us” false narratives.
  • We have had a robust conversation about whether the inflation we’re seeing is transitory, or not. There are different signals pointing in different directions. Of the thousands of people who make up the MSM, some give more credence to one view, some to the other.1
  • The same is true for literally every other example Sullivan cherry-picks. Jussie Smollett was not an “MSM narrative.” It was a crime-blotter case that the media reported, and then continued reporting on, even as the subsequent reporting took Smollett’s story apart.
  • Surely some people in or around the MSM were more credulous than they should have been. Some people were skeptical from the start. There was no “narrative” except the one that exists in Andrew Sullivan’s head.
  • And of the dozens of thousands of meta-stories the MSM has covered over the last five years, much of the reporting has added real value to our world, yes?
  • For instance, if you only relied on reporting from the MSM about COVID, you would have been much better informed than if you’d relied on, say, Facebook, or conservative media. Reporting on the 2020 election lawsuits and allegations of fraud in the MSM were, in the main, very helpful.
  • What’s the Alternative?
  • Remember: It wasn’t a faceless blob called “the media” that published the UVA story. It was Rolling Stone. And it was a collection of reporters at various “mainstream media outlets” who took the Rolling Stone story apart.
  • I mention this history not to damn the mainstream media, but to show that what Sullivan laments isn’t new. There is no golden past. People in the media make mistakes. Sometimes big ones. Bigger, even, than the “narrative” on the Covington kids.
  • Undergirding Sullivan’s essay is a notion that someone ought to do something.
  • Is the journalistic mode great? No. Like democracy, it is the worst system there is—except for all the others.
  • Well, we tried that. “Conservative media” in its modern incarnation—the Washington Times, Fox News, the Federalist—was created as a corrective to the endemic flaws in the mainstream media.
  • The conservative broadcast ecosystem—Fox, OAN, Newsmax, talk radio—is so untethered from reality that their legal departments occasionally force them to air libel-remedy hostage videos condemning their own “reporting.” They air anti-vaccine nonsense and false-flag theories.
  • The Federalist publishes snuff fantasies and COVID death-cult nonsense.
  • And conservative media criticism is so nakedly partisan that on occasions when conservative media makes a mistake—for instance, the Washington Examiner’s Muslim prayer-rugs-at-the-border story—the response from erstwhile “conservative media critics” was . . . [crickets].
  • In conservative media, there is no self-corrective outside of the legal system.2

  • Why has Sullivan recently become so exercised about the dangers of MSM narratives? I suspect because we often write what we know.
  • In recent years Andrew Sullivan has been othered by parts of the MSM for sins against current political orthodoxy. To him, these recent developments feel like a big, all-consuming story. Because for him, personally, they have been.
  • someone has to defend the honor of the dreaded mainstream media. Because here is the very boring truth about “MSM narratives”:
  • The media is a vast space where actors and institutions are interconnected, but operate semi-independently, according to a variety of incentives. Sometimes independent actors make good-faith mistakes. Sometimes they make bad-faith mistakes. But in most cases—in nearly every case, actually—the marketplace of ideas eventually wins and the truth outs.
  • The MSM is like a giant peer-review system, but where the peer-reviewing takes place after publication. Jonathan Rauch talks about this at length in The Constitution of Knowledge—that the scientific enterprise and the journalistic enterprise have similar modes of operation.
  • the Rolling Stone case is actually a proof of concept for the media.
  • By its diffuse nature, the media can’t be optimized. There will always be flaws and inefficiencies.5
  • I’d argue that the mainstream media’s continued openness to self-correction over the last few years is evidence of its overall reliability and health—even in the face of our democracy having hit a real-deal constitutional crisis.
  • We are on the cusp of a media crisis that no one is talking about.
  • As we move toward 2024, the big concern should be how the media would cover an openly anti-democratic presidential candidate. Would they treat said candidate as a danger to America? Or would they attempt to remain neutral and pretend that he was just another generic politician doing normal political things?

What Happens If Putin Falls Out of a Window? - 0 views

  • Cochran identifies four different blame narratives he found in his historical survey:
  • The pretender narrative targets political leadership’s lack of judgement and competence in instigating a failed war. The decision to go to war was misguided and based on faulty assessments or narrow interests, and any assurances of victory made at the outset have proven a façade. In contrast, the bungler narrative maligns political leadership for ineffective prosecution of the war regardless of who started the war. Associated critiques relate to inadequately resourcing the military, tying the military’s hands, or otherwise adopting a “no win” approach. The backstabber narrative cites political leadership for prematurely and unnecessarily terminating a war that was still winnable and still worth fighting. Success remained within reach, but political leadership pulled the plug before the military could finish the job and thus snatched defeat from the jaws of victory. Finally, the sellout narrative focuses on political leadership’s failure to procure the best possible outcome despite military defeat, highlighting leadership’s role in an unfair peace settlement that betrays the nation’s sacrifice. 
  • Of these four narratives, only the “pretender” narrative leaves room for the new leader to walk away from the failed war. The other three more or less commit the new guy to keep fighting.

  • So the question is: What are the chances that Putin could be deposed and then made to be seen as a “pretender” by his successor? And are there ways in which the West could help this narrative along?

  • There is a cleft both in elite and public opinion in Russia, and it is now becoming visible on television.  Some people think that the war is a holy cause and can be won if heads roll, leadership behaves honorably, and more men and materiel are sent to the front.  Among them are the military bloggers who are actually at the front, and whose voices are becoming more mainstream.  This is a trap for Putin, since he is already sending everything that he can.  Those voices make him look weak.  Other people think that the war was a mistake.  These voices will make him look foolish.  This is just the most basic of a number of contradictory positions that Putin now faces, from an exposed and weakened position.

The U.S. and Japan have very different memories of World War II. - 0 views

  • The Japanese national narrative is that the bomb gave Japan a mission for peace in the world. The bomb doesn’t end the war: It starts the postwar mission for peace. The American narrative is that the bomb ended the war and saved American lives. That’s the story.
  • the critique some people make is that Japan’s understanding of the war hasn’t changed at all, on any front, and that the country still sees itself as a victim rather than an aggressor.
  • It has a victim narrative, but that is true with every country, including Germany, which saw itself as a victim of its leaders. But Japanese victims’ narratives lasted a lot longer than others. There are several reasons for that, but probably the most important was the United States, which conspired in creating that narrative in the first few months after the American occupation. To achieve the goals of the American occupation, it was important to see the Japanese aggression and atrocities as something that was brought about by bad leaders, so that these leaders—but not the people—were held responsible. That was a good grounding for reforms. This narrative sat well with the Japanese but it was a co-created narrative.

  • The bomb story hasn’t changed but the country has changed since 1989. When Hirohito died in 1989, the same year the Cold War ended, the United States stopped being the only country that mattered to Japan. The country was [suddenly] facing Asia, and so you got the rise of issues like the comfort women and biological war crimes.

  • Despite what you might have learned in Economics 101, people aren’t always selfish. In politics, they’re more often groupish. When people feel that a group they value — be it racial, religious, regional or ideological — is under attack, they rally to its defense, even at some cost to themselves. We evolved to be tribal, and politics is a competition among coalitions of tribes.
  • The key to understanding tribal behavior is not money, it’s sacredness. The great trick that humans developed at some point in the last few hundred thousand years is the ability to circle around a tree, rock, ancestor, flag, book or god, and then treat that thing as sacred. People who worship the same idol can trust one another, work as a team and prevail over less cohesive groups. So if you want to understand politics, and especially our divisive culture wars, you must follow the sacredness.

  • The Notre Dame sociologist Christian Smith once summarized the moral narrative told by the American left like this: “Once upon a time, the vast majority” of people suffered in societies that were “unjust, unhealthy, repressive and oppressive.” These societies were “reprehensible because of their deep-rooted inequality, exploitation and irrational traditionalism — all of which made life very unfair, unpleasant and short. But the noble human aspiration for autonomy, equality and prosperity struggled mightily against the forces of misery and oppression and eventually succeeded in establishing modern, liberal, democratic, capitalist, welfare societies.” Despite our progress, “there is much work to be done to dismantle the powerful vestiges of inequality, exploitation and repression.” This struggle, as Smith put it, “is the one mission truly worth dedicating one’s life to achieving.”This is a heroic liberation narrative. For the American left, African-Americans, women and other victimized groups are the sacred objects at the center of the story. As liberals circle around these groups, they bond together and gain a sense of righteous common purpose.

Then liberals came along and erected an enormous federal bureaucracy that handcuffed the invisible hand of the free market. They subverted our traditional American values and opposed God and faith at every step of the way.” For example, “instead of requiring that people work for a living, they siphoned money from hard-working Americans and gave it to Cadillac-driving drug addicts and welfare queens.” Instead of the “traditional American values of family, fidelity and personal responsibility, they preached promiscuity, premarital sex and the gay lifestyle” and instead of “projecting strength to those who would do evil around the world, they cut military budgets, disrespected our soldiers in uniform and burned our flag.” In response, “Americans decided to take their country back from those who sought to undermine it.”This, too, is a heroic narrative, but it’s a heroism of defense. In this narrative it’s God and country that are sacred — hence the importance in conservative iconography of the Bible, the flag, the military and the founding fathers. But the subtext in this narrative is about moral order. For social conservatives, religion and the traditional family are so important in part because they foster self-control, create moral order and fend off chaos.
  • Part of Reagan’s political genius was that he told a single story about America that rallied libertarians and social conservatives, who are otherwise strange bedfellows. He did this by presenting liberal activist government as the single devil that is eternally bent on destroying two different sets of sacred values — economic liberty and moral order. Only if all nonliberals unite into a coalition of tribes can this devil be defeated.

  • The belief that the Civil War wasn’t for us was the result of the country’s long search for a narrative that could reconcile white people with each other, one that avoided what professional historians now know to be true: that one group of Americans attempted to raise a country wholly premised on property in Negroes, and that another group of Americans, including many Negroes, stopped them. In the popular mind, that demonstrable truth has been evaded in favor of a more comforting story of tragedy, failed compromise, and individual gallantry. For that more ennobling narrative, as for so much of American history, the fact of black people is a problem.
  • Honor is salvageable from a military defeat; much less so from an ideological defeat, and especially one so duly earned in defense of slavery in a country premised on liberty.

  • The celebrated Civil War historian Bruce Catton best sums up this sense when he refers to the war as “a consuming tragedy so costly that generations would pass before people could begin to say whether what it had bought was worth the price.” All of those “people” are white. For African Americans, war commenced not in 1861, but in 1661, when the Virginia Colony began passing America’s first black codes, the charter documents of a slave society that rendered blacks a permanent servile class and whites a mass aristocracy. They were also a declaration of war.
  • African Americans understood they were at war, and reacted accordingly: run­ning away, rebelling violently, fleeing to the British, murdering slave-catchers, and—less spectacularly, though more significantly—refusing to work, breaking tools, bending a Christian God to their own interpretation, stealing back the fruits of their labor, and, in covert corners of their world, committing themselves to the illegal act of learning to read.   • In our present time, to express the view of the enslaved—to say that the Civil War was a significant battle in the long war against bondage and for government by the people—is to compromise the comfortable narrative. It is to remind us that some of our own forefathers once explicitly rejected the republic to which they’d pledged themselves, and dreamed up another country, with slavery not merely as a bug, but as its very premise. It is to point out that at this late hour, the totems of the empire of slavery—chief among them, its flag—still enjoy an honored place in the homes, and public spaces, of self-professed patriots and vulgar lovers of “freedom.” It is to understand what it means to live in a country that will never apologize for slavery, but will not stop apologizing for the Civil War.
  • For the portion of the country that still honors, or traces its ancestry to, the men who fired on Fort Sumter, and thus brought war, the truthful story of the Civil War tells of a defeat richly deserved, garnered in a pursuit now condemned. For the blameless North, it throws up the failed legacy of appeasement of slaveholders, the craven willingness to bargain on the backs of black people, and the unwillingness, in the Reconstruction years, to finish what the war started.
  • For realists, the true story of the Civil War illuminates the problem of ostensibly sober-minded compromise with powerful, and intractable, evil. For radicals, the wave of white terrorism that followed the war offers lessons on the price of revolutionary change. White Americans finding easy comfort in nonviolence and the radical love of the civil-rights movement must reckon with the unsettling fact that black people in this country achieved the rudi­ments of their freedom through the killing of whites.

What Do These Midterms Mean? « The Dish - 0 views

They seem to me to be reflecting at the very least a sour and dyspeptic mood in the country at large, a well of deepening discontent and concern, and a national funk that remains very potent as a narrative, even if it has become, in my view, close to circular and more than a little hysterical.

  • Even though the economic signals in the US are stronger than anywhere else in the developed world, even as unemployment has fallen, and as energy independence has come closer than anyone recently expected, the underlying structure of the economy remains punishing for the middle class. This, in some ways, can be just as dispiriting as lower levels of growth – because it appears that even when we have a recovery, it will not make things any better for most people.

  • This shoe falling in the public psyche – a sense that we are in a deep structural impasse for the middle class, rather than a temporary recessionary hit – means a profound disillusionment with the future. And the fact that neither party seems to have a workable answer to this problem intensifies the sense of drift.

  • But most Americans are not going to parse these trends and events and come to some nuanced view. I don’t think there’s ever been an American president who had an experience like that at a young age of what power is.

It was an interesting encounter to imagine, between Kissinger, who made peace with Mao’s China while bombing Laos to bits, and Rhodes, who helped effect a similar diplomatic volte-face with Iran but kept the United States out of a civil war in Syria, which has caused more than four million people to become refugees. I ask Rhodes how it felt being seated next to the embodiment of American realpolitik. “It was surreal,” he says, looking off into the middle distance. “I told him I was going to Laos,” he continues. “He got a weird look in his eye.

  • What went wrong? “When all is said and done,” Tooze writes, “the answer must be sought in the failure of the United States to cooperate with the efforts of the French, British, Germans and the Japanese [leaders of the early 1920s] to stabilize a viable world economy and to establish new institutions of collective security. … Given the violence they had already experienced and the risk of even greater future devastation, France, Germany, Japan, and Britain could all see this. But what was no less obvious was that only the US could anchor such a new order.”
  • And that was what Americans of the 1920s and 1930s declined to do—because doing so implied too much change at home for them: “At the hub of the rapidly evolving, American-centered world system there was a polity wedded to a conservative vision of its own future.”
  • The Forgotten Depression is a polemic embedded within a narrative, an argument against the Obama stimulus joined to an account of the depression of 1920-21. As Grant correctly observes, that depression was one of the sharpest and most painful in American history.

  • Americans, meanwhile, were preoccupied with the problem of German recovery. How could Germany achieve political stability if it had to pay so much to France and Belgium? The Americans pressed the French to relent when it came to Germany, but insisted that their own claims be paid in full by both France and Britain.
  • Germany, for its part, could only pay if it could export, and especially to the world’s biggest and richest consumer market, the United States. The depression of 1920 killed those export hopes. Most immediately, the economic crisis sliced American consumer demand precisely when Europe needed it most.
  • But the gravest harm done by the depression to postwar recovery lasted long past 1921. To appreciate that, you have to understand the reasons why U.S. monetary authorities plunged the country into depression in 1920.
  • Monetary authorities, worried that inflation would revive and accelerate, made the fateful decision to slam the credit brakes, hard. Unlike the 1918 recession, that of 1920 was deliberately engineered. There was nothing invisible about it. Nor did the depression “cure itself.” U.S. officials cut interest rates and relaxed credit, and the economy predictably recovered
  • But 1920-21 was an inflation-stopper with a difference. In post-World War II America, anti-inflationists have been content to stop prices from rising. In 1920-21, monetary authorities actually sought to drive prices back to their pre-war levels
  • James Grant hails this accomplishment. Adam Tooze forces us to reckon with its consequences for the rest of the planet.
  • When the U.S. opted for massive deflation, it thrust upon every country that wished to return to the gold standard (and what respectable country would not?) an agonizing dilemma. Return to gold at 1913 values, and you would have to match U.S. deflation with an even steeper deflation of your own, accepting increased unemployment along the way. Alternatively, you could re-peg your currency to gold at a diminished rate. But that amounted to an admission that your money had permanently lost value—and that your own people, who had trusted their government with loans in local money, would receive a weaker return on their bonds than American creditors who had lent in dollars.
  • Britain chose the former course; pretty much everybody else chose the latter.
  • The consequences of these choices fill much of the second half of The Deluge. For Europeans, they were uniformly grim, and worse.
  • But one important effect ultimately rebounded on Americans. America’s determination to restore a dollar “as good as gold” not only imposed terrible hardship on war-ravaged Europe, it also threatened to flood American markets with low-cost European imports. The flip side of the Lost Generation enjoying cheap European travel with their strong dollars was German steelmakers and shipyards underpricing their American competitors with weak marks.
  • American leaders of the 1920s weren’t willing to accept this outcome. In 1921 and 1923, they raised tariffs, terminating a brief experiment with freer trade undertaken after the election of 1912. The world owed the United States billions of dollars, but the world was going to have to find another way of earning that money than selling goods to the United States.
  • Between 1924 and 1930, world financial flows could be simplified into a daisy chain of debt. Germans borrowed from Americans, and used the proceeds to pay reparations to the Belgians and French. The French and Belgians, in turn, repaid war debts to the British and Americans. The British then used their French and Italian debt payments to repay the United States, who set the whole crazy contraption in motion again. Everybody could see the system was crazy. Only the United States could fix it. It never did.
  • The reckless desperation of Hitler’s war provides context for the horrific crimes of his regime. Hitler’s empire could not feed itself, so his invasion plan for the Soviet Union contemplated the death by starvation of 20 to 30 million Soviet urban dwellers after the invaders stole all foodstuffs for their own use. Germany lacked workers, so it plundered the labor of its conquered peoples. By 1944, foreigners constituted 20 percent of the German workforce and 33 percent of armaments workers
  • “If man accumulates enough combustible material, God will provide the spark.” So it happened in 1929. The Deluge that had inundated the rest of the developed world roared back upon the United States.
  • From the start, the United States was Hitler’s ultimate target. “In seeking to explain the urgency of Hitler’s aggression, historians have underestimated his acute awareness of the threat posed to Germany, along with the rest of the European powers, by the emergence of the United States as the dominant global superpower,” Tooze writes. “The originality of National Socialism was that, rather than meekly accepting a place for Germany within a global economic order dominated by the affluent English-speaking countries, Hitler sought to mobilize the pent-up frustrations of his population to mount an epic challenge to this order.”
  • Germany was a weaker and poorer country in 1939 than it had been in 1914. Compared with Britain, let alone the United States, it lacked the basic elements of modernity: There were just 486,000 automobiles in Germany in 1932, and one-quarter of all Germans still worked as farmers as of 1925. Yet this backward land, with an income per capita comparable to contemporary “South Africa, Iran and Tunisia,” wagered on a second world war even more audacious than the first.
  • That way was found: more debt, especially more German debt. The 1923 hyper-inflation that wiped out Germany’s savers also tidied up the country’s balance sheet. Post-inflation Germany looked like a very creditworthy borrower.
  • On paper, the Nazi empire of 1942 represented a substantial economic bloc. But pillage and slavery are not workable bases for an industrial economy. Under German rule, the output of conquered Europe collapsed. The Hitlerian vision of a united German-led Eurasia equaling the Anglo-American bloc proved a crazed and genocidal fantasy.
  • The foundation of this order was America’s rise to unique economic predominance a century ago. That predominance is now coming to an end as China does what the Soviet Union and Imperial Germany never could: rise toward economic parity with the United States.
