No, America is Not Experiencing a Version of China's Cultural Revolution - by Nicholas ... - 0 views

  • The first institution Maoists captured was not the academy, it was the state. The seeds of the Cultural Revolution were not in the academy, but in the perceived weakness of the communist party in China, and Mao’s position within the party, after the failures of the Great Leap Forward. Maoists took over the state first, and 17 years later launched a campaign to force cultural change in the academy and elsewhere.
  • Cultural power, and related concepts like “privilege,” aren’t nothing, but they’re vaguer and less impactful than the state, which can credibility threaten, authorize, excuse, and utilize force.

  • Terrorism, public health, and police violence are all life-and-death issues, and all involve the state, so they’re more consequential than the criticism, shunning, and loss of professional opportunities associated with cancel culture. But that doesn’t mean the latter isn’t a problem.
  • We can, and should, care about more than one thing at a time, and many things that aren’t the worst problem deserve attention.

  • Michael Hobbes calls all this worrying about wokeness a “moral panic.” That’s a term some use online to wave away serious concerns, but Hobbes uses it the way sociologist Stanley Cohen did in the 1970s, as a phenomenon where something becomes “defined as a threat to societal values and interests” based on media accounts that “exaggerate the seriousness, extent, typicality and/or inevitability of harm.”
  • The point here is not that stranger abductions never happened, but that they didn’t happen nearly as much as the media, concerned parents, and lawmakers thought. And because stranger kidnappings were not a national crisis, but treated as one, the “solution” made things worse.
  • Along similar lines, Hobbes argues that anti-woke alarm-bell-ringing relies on a relatively small number of oft-repeated anecdotes. Some don’t stand up to scrutiny, and some of those that do are low-stakes. The resulting moral panic fuels, among other things, a wave of red state legislation aimed at banning “critical race theory” that uses vague language and effectively cracks down on teaching about racism in American history.
  • For that, we should look to data, and here again the problem looks smaller than anti-woke liberals make it out to be
  • In the universe of cancel culture cases, I find more incidents concerning than Hobbes and fewer concerning than Young, but “this one incident wasn’t actually bad” vs. “yes it really was” doesn’t answer the question about size and scope. It doesn’t tell us what, if anything, society should do about it.
  • In Liberal Currents, Adam Gurri cites the Foundation for Individual Rights in Education (FIRE), which documented 426 “targeting incidents involving scholars at public and private American institutions of higher education” since 2015 and 492 “disinvitation attempts” since 1998
  • The organization Canceled People lists 217 cases of “cancellation” since 1991, while the National Association of Scholars (NAS) lists 194 cancellations in academia since 2004 (plus two in the 20th century).
  • Based on these numbers, Gurri concludes, “If any other problem in social life was occurring at this frequency and at this scale, we would consider it effectively solved.”
  • There are nearly 4,000 colleges and universities in the United States. U.S. News’ 2021 rankings of the best schools lists 1,452. Using that smaller number and NAS’s figure of 194 academic cancellations since 2004, the chance of a college or university experiencing a cancellation in a given year is less than 0.8 percent.
  • There are some concerning cases in the NAS database too, in which professors were fired for actions that should be covered under a basic principle of academic freedom — for example, reading aloud a Mark Twain passage that included a racial slur, even after giving students advance notice — so this isn’t a total non-issue. But the number of low stakes and relatively unobjectionable cases means the risk is lower than 0.8 percent (and it’s even lower than that, since NAS includes Canada and my denominator is ranked schools in the United States).
  • Similarly, FIRE classifies about 30 percent of the attempted disinvitations in its database as from the right. About 60 percent are from the left — the other 10 percent N/A — so if you want to argue that the left does this more, you’ve got some evidence. But still, the number of cases from the left is lower than the total. And more than half of FIRE’s attempted disinvitations did not result in anyone getting disinvited.
  • Using U.S. News’ ranked schools as the denominator, the chance of left-wing protestors trying to get a speaker disinvited at a college or university in a given year is about 0.5 percent. The chance of an actual disinvitation is less than 0.25 percent. And that’s in the entire school. To put this in perspective, my political science department alone hosts speakers most weeks of the semester.

  • even if we assume these databases capture a fraction of actual instances — which would be surprising, given the media attention on this topic, but even so — the data does not show an illiberal left-wing movement in control of academia.
  • The number agreeing that the political climate prevents them from saying things they believe ranges from 42% to 77%, which is high across political views. That suggests self-censorship is, to a significant degree, a factor of the political, cultural, and technological environment, rather than caused by any particular ideology.
  • Conservatives report self-censoring more than liberals do.
  • The same study shows that the biggest increase in self-censorship from 2017 to 2020 was among strong liberals (+12), while strong conservatives increased the least (+1).
  • If this data told a story of ascendent Maoists suppressing conservative speech, it would probably be the opposite, with the left becoming more confident of expressing their views — on race, gender, etc. — while the right becomes disproportionately more fearful.   • Nevertheless, this data does show conservatives are more likely to say the political climate prevents them from expressing their beliefs. But what it doesn’t show is which beliefs or why.
  • Self-censoring can be a problem, but also not. The adage “do not discuss politics or religion in general company” goes back to at least 1879. If someone today is too scared to say “Robin DiAngelo’s conception of ‘white fragility’ does not stand up to logical scrutiny,” that’s bad. If they’re too scared to shout racial slurs at minorities, that isn’t. A lot depends on the content of the speech.
  • When I was a teenager in the 1990s, anti-gay slurs were common insults among boys, and tough-guy talk in movies. Now it’s a lot less common, one of the things pushed out of polite society, like the n-word, Holocaust denial, and sexual harassment. I think that’s a positive.

  • Then a survey asks if the political climate prevents them from saying what they believe, and, primed by media, they say yes.
  • With so many writers on the anti-woke beat, it’s not especially plausible that we’re missing many cases of transgender servers getting people canceled for using the wrong pronoun in coffee shops to the point that everyone who isn’t fully comfortable with the terminology should live in fear. By overstating the threat of cancellation and the power of woke activists, anti-woke liberals are chilling speech they aim to protect.

It’s an unsurprising result of empowering the state to suppress ideas in an environment with bad faith culture warriors, such as Chris Rufo and James Lindsay, advocating state censorship and deliberately stoking panic to get it.
  • Texas, Florida, and other states trying to suppress unwanted ideas in both K-12 and higher ed isn’t the Cultural Revolution either — no state-sanctioned mass violence here — but it’s coming from government, making it a bigger threat to speech and academic freedom.

Kendi has called for an “anti-racist Constitutional amendment,” which would “make unconstitutional racial inequity over a certain threshold, as well as racist ideas by public officials,” and establish a Department of Anti-Racism to enforce it. It’s a terrible proposal that would repeal the First Amendment and get the state heavily involved in policing speech (which, even if well-intentioned, comes with serious risks of abuse).

  • There have been unmistakable changes in American culture — Western culture, really — regarding race and gender, but there are way more than two sides to that.   • why is diversity good? Diversity isn't good in and of itself; it's good because it allows us to expand our horizons, to break out of the boxes – by they cultural, ethnic, or religious – in which we find ourselves. To think about other values, other beliefs, other lifestyles, to make judgements upon those values and beliefs and lifestyles. To enter, in other words, into a dialogue, a debate, through which a more universal language of citizenship can arise. It is precisely such dialogue and debate that multiculturalism as a political process undermines and erodes in the name of "respect" and "tolerance".
  • I think the very notion of multiculturalism is an irrational one. It assumes from the start that societies are composed of cultures that somehow relate to each other externally, as it were. Here is one culture, here's another, and there's another, and these cultures then interact with each other.   • There are two ways over the past half-century in which we've stopped treating people as citizens. One is through racism. The racist says "you're not a citizen, you don't have full rights in this society because you have a different skin colour, you are foreign", etc. The second is multiculturalism. The multiculturalist says: "we treat you not as an individual citizen, but as a Muslim or a Hindu or a Sikh or a black". The irony is that multiculturalism developed as an attempt to combat the problems created by racism. But it has recreated many of the problems by treating people not as citizens but as members of groups, and by formulating public policy in relation to those groups and not in relation to the needs of individual citizens.
  • we have to say that the multicultural policies were flawed from the very beginning: it wasn't as if this was a good set of policies that somehow eroded over time.   • What has happened is that the very notion of equality has transformed over the last twenty years. Equality used to mean that everybody was treated the same despite their differences. Now it's come to me that everybody is treated differently because of those differences.

First, the group becomes a focus not only for providing rights, but also for prejudice: you deal not with the problems of individual Roma, but the imputed problems of Roma as a whole.   • As for the relationship between multiculturalism and constraints on free speech, an argument has developed that runs something like this: we live in a society where there are lots of different peoples and cultures, each with deeply set, often irreconcilable, views and beliefs. In such a society we need to restrict what people say or do in order to minimize friction between cultures and to guarantee respect for people embedded in different cultures.
  • it is precisely because we live in a plural society that we need the most robust defence of free speech possible. It seems to me that in a plural society, the giving of offence is both inevitable and necessary. It is inevitable because we do have societies with deep-seated, conflicting views. But most importantly, the giving of offence is necessary because no kind of social change or social progress is possible without offending some group of other. When people say, "you are offending me", what they are really saying is, "you can't say that because I don't want my beliefs to be questioned or ridiculed or abused."   • The real issue is not actually the threat of violence from Islamists. It is something much more internal to western societies, the sense that it is morally wrong to give offence to other groups and cultures. People are frightened of doing things because they fear the repercussions, but they are also frightened of doing things because they think it is morally wrong to offend other people and other cultures. And I think that is a much greater problem. We should say it is morally right to offend people. That is what a plural society is. If we want to live in a plural society, the price of a plural society – though I don't see it as a price, I think it is the value of the plural society – is that we confront each other. That is what is good about plural society.
  • We also need to make a distinction between colour blindness and racism blindness. The two have become confused, so that in France, for instance, arguments against multiculturalism have become an argument in defence of racism. Discriminatory policies, and not just against the Roma, but also against Muslims and others, have been defended on the basis that they are necessary for assimilation. The law outlawing the burqa, for instance. In one sense assimilation means treating individuals as citizens and not as members of a particular group. That seems to me to be a very good thing.   • sulted in the authorities treating different groups of people differently by pointing up their differences, insisting that certain groups – Muslims or the Roma, for example – cannot belong to our culture, to our society, because their culture, their values, their ways of life are so different and inimical to ours. That is the way assimilation policies have developd and I think that is very dangerous.
  • Part of the problem of multiculturalism is that the distinction between the public and the private realms have become eroded. We need to defend the right of people to pursue their values, their lifestyles, their beliefs in private. By "private", I don't mean in the privacy of their homes, but in those areas of life distinct from the state and state institutions. But we also need to ensure that, in the public realm, the state does not treat people differently because of their particular values, beliefs or lifestyles. The ideal plural society is one where people have perfect freedom to pursue their beliefs, values and lifestyles in private but in public are treated as citizens, whatever those lifestyles, beliefs and values are. Multiculturalism has come to mean the very opposite: people are treated differently in the public realm because of their values, beliefs and lifestyles, but at the same time restrictions are placed upon the private realm, on what one can say or do, because of fear of giving offence.
  • Fighting racism doesn't mean I have to limit freedom of expression. I hate racist jokes, but I would protect the right of people to tell them. They are really ugly and stupid, but I wouldn't dream of regulating it by law. Actually, I do not believe in collective rights. I think everyone should be treated equally, but people also need to be free to live how they prefer. Fighting violent racism is something that should be done by law enforcement authorities. But it is also the responsibility of the cultural elites: to make racism something one should be ashamed of. It's a matter of education, I think. Not of laws limiting free speech.
  • The point about free speech is this: who is it that benefits from censorship? Is it those in power, or is it those without power? It seems to me that the only people to benefit from censorship are those with the power to enforce that censorship and the need to do so. Those who have no power are much better served by as little censorship as possible. Free speech is always the weapon in the hands of those who want to challenge power and censorship is always a weapon in those who want to preserve their power. That's why I think anyone who wants to challenge racism should support of the greatest extension of free speech possible.

  • Many critics have used the incident at Middlebury, as well as violent protests at the University of California Berkeley, to argue that free speech is under assault. To these critics, liberal activists who respond aggressively to ideas they dislike are hypocrites who care little about the liberal values of tolerance and free speech.

  • Counter-speech can take many forms. It can be an assertion of fact designed to rebut a speaker’s claim. It can be an expression of opinion that the speaker’s view is misguided, ignorant, offensive, or insulting. It can even be an accusation that the speaker is racist or sexist, or that the speaker’s expression constitutes an act of harassment, discrimination, or aggression.
  • In other words, much of the social pushback that critics complain about on campus and in public life—indeed, the entire phenomenon of political correctness—can plausibly be described as counter-speech.
  • It’s worth asking, though, why expression that shames or demonizes a speaker is not a legitimate form of counter-speech.

  • The problem with this argument is that all counter-speech has a potential chilling effect. Any time people refute an assertion of fact by pointing to evidence that contradicts it, speakers may be hesitant to repeat that assertion.
  • Are these forms of social pressure inconsistent with the values of free speech?  That is a more complicated question than many observers seem willing to acknowledge.
  • This highlights a paradox of free speech, and of our relationship to it. On the one hand, Americans are encouraged to be tolerant of opposing ideas in the belief that “the best test of truth is the power of the thought to get itself accepted in the competition of the market
  • On the other hand, unlike the government, Americans are not expected to remain neutral observers of that market. Instead, we are participants in it; the market works only if we take that participation seriously, if we exercise our own right of expression to combat ideas we disagree with, to refute false claims, to discredit dangerous beliefs
  • This does not mean we are required to be vicious or uncivil. But viciousness and incivility are legitimate features of America’s free speech tradition
  • This, one suspects, is what bothers many critics of political correctness: the fact that so much of the social pressure and pushback takes on a nasty, vindictive tone that is painful to observe. But free speech often is painful.
  • Many critics, particularly on the left, seem to forget this. Although they claim to be promoting an expansive view of free speech, they are doing something quite different. They are promoting a vision of liberalism, of respect, courtesy, and broadmindedness

  • This explains why violence and threats of violence are not legitimate mechanisms for countering ideas one disagrees with. Physical assault—in addition to not traditionally being regarded as a form of expression —too closely resembles the use of force by the government.
  • What about other forms of social pressure? If Americans are concerned about the risk of coercion, the question is whether the pressures are such that it is reasonable to expect speakers to endure them. Framed this way, we should accept the legitimacy of insults, shaming, demonizing, and even social ostracism, since it is not unreasonable for speakers to bear these consequences.

  • Heckling raises trickier questions. Occasional boos or interruptions are acceptable since they don’t prevent speakers from communicating their ideas. But heckling that is so loud and continuous a speaker literally cannot be heard is little different from putting a hand over a speaker’s mouth and should be viewed as antithetical to the values free speech.  
  • Because social restraints on speech do not violate the Constitution, Americans cannot rely on courts to develop a comprehensive framework for deciding which types of pressure are too coercive. Instead, Americans must determine what degree of pressure we think is acceptable.

From a U.S. perspective, the report notes that strong rhetoric from officials condemning human rights violations in China is “often undercut by Trump’s praise of Xi Jinping and other friendly autocrats,” as well as the Trump-administration’s own policies in violation of human rights, including forced separation at the U.S.-Mexican border.

  • The main reasons WeChat is a concern if you were the United States government is number one, it’s become a major vector of the spread of Chinese propaganda and censorship, and because it’s a social network that is anchored by a vast majority of users in China who are censored and who are receptive to all this propaganda, even if you’re overseas using WeChat and not censored in the same way, what you get is mostly content shared from people who are living in a censored environment, so it basically stays a censored environment. I call that a super filter bubble; the idea is that there are multiple filter bubbles contending in a website like Facebook, but with WeChat, because it’s so dominated by government controls, you get one really big mega pro-China filter bubble that then is spread all over the the world over the app, even if people outside of China don’t face the same censorship. So that’s one thing.
