  • Intel, founded by Gordon Moore and Robert Noyce, both physicists, began by building memory chips that were twice as fast as old ones. Sun Microsystems introduced a new kind of modular computer system, built by one of its founders, Andy Bechtolsheim. Their “big ideas” were expressed in physical products and grew out of their own technical expertise. In that light, Meraki, which came from Biswas’s work at M.I.T., can be seen as having its origins in the old guard. And it followed what was for decades the highway that connected academia to industry: Grad students researched technology, powerful advisers brokered deals, students dropped out to parlay their technologies into proprietary solutions, everyone reaped the profits. That implicit guarantee of academia’s place in entrepreneurship has since disappeared. Graduate students still drop out, but to start bike-sharing apps and become data scientists. That is, if they even make it to graduate school. The success of self-educated savants like Sean Parker, who founded Napster and became Facebook’s first president with no college education to speak of, set the template. Enstitute, a two-year apprenticeship, embeds high-school graduates in plum tech positions. Thiel Fellowships, financed by the PayPal co-founder and Facebook investor Peter Thiel, give $100,000 to people under 20 to forgo college and work on projects of their choosing.
  • Much of this precocity — or dilettantism, depending on your point of view — has been enabled by web technologies, by easy-to-use programming frameworks like Ruby on Rails and Node.js and by the explosion of application programming interfaces (A.P.I.s) that supply off-the-shelf solutions to entrepreneurs who used to have to write all their own code for features like a login system or an embedded map. Now anyone can do it, thanks to the Facebook login A.P.I. or the Google Maps A.P.I.

  • A week after the first coronavirus case had been identified in the United States, and six long weeks before President Trump finally took aggressive action to confront the danger the nation was facing — a pandemic that is now forecast to take tens of thousands of American lives — Dr. Mecher was urging the upper ranks of the nation’s public health bureaucracy to wake up and prepare for the possibility of far more drastic action.

  • Terrorism, public health, and police violence are all life-and-death issues, and all involve the state, so they’re more consequential than the criticism, shunning, and loss of professional opportunities associated with cancel culture. But that doesn’t mean the latter isn’t a problem.

  • Michael Hobbes calls all this worrying about wokeness a “moral panic.” That’s a term some use online to wave away serious concerns, but Hobbes uses it the way sociologist Stanley Cohen did in the 1970s, as a phenomenon where something becomes “defined as a threat to societal values and interests” based on media accounts that “exaggerate the seriousness, extent, typicality and/or inevitability of harm.”
  • The point here is not that stranger abductions never happened, but that they didn’t happen nearly as much as the media, concerned parents, and lawmakers thought. And because stranger kidnappings were not a national crisis, but treated as one, the “solution” made things worse.
  • Along similar lines, Hobbes argues that anti-woke alarm-bell-ringing relies on a relatively small number of oft-repeated anecdotes. Some don’t stand up to scrutiny, and some of those that do are low-stakes. The resulting moral panic fuels, among other things, a wave of red state legislation aimed at banning “critical race theory” that uses vague language and effectively cracks down on teaching about racism in American history.

It doesn’t tell us what, if anything, society should do about it.
  • In Liberal Currents, Adam Gurri cites the Foundation for Individual Rights in Education (FIRE), which documented 426 “targeting incidents involving scholars at public and private American institutions of higher education” since 2015 and 492 “disinvitation attempts” since 1998
  • The organization Canceled People lists 217 cases of “cancellation” since 1991, while the National Association of Scholars (NAS) lists 194 cancellations in academia since 2004 (plus two in the 20th century).
  • Based on these numbers, Gurri concludes, “If any other problem in social life was occurring at this frequency and at this scale, we would consider it effectively solved.”
  • There are nearly 4,000 colleges and universities in the United States. U.S. News’ 2021 rankings of the best schools lists 1,452. Using that smaller number and NAS’s figure of 194 academic cancellations since 2004, the chance of a college or university experiencing a cancellation in a given year is less than 0.8 percent.
  • There are some concerning cases in the NAS database too, in which professors were fired for actions that should be covered under a basic principle of academic freedom — for example, reading aloud a Mark Twain passage that included a racial slur, even after giving students advance notice — so this isn’t a total non-issue. But the number of low stakes and relatively unobjectionable cases means the risk is lower than 0.8 percent (and it’s even lower than that, since NAS includes Canada and my denominator is ranked schools in the United States).
  • Similarly, FIRE classifies about 30 percent of the attempted disinvitations in its database as from the right. About 60 percent are from the left — the other 10 percent N/A — so if you want to argue that the left does this more, you’ve got some evidence. But still, the number of cases from the left is lower than the total. And more than half of FIRE’s attempted disinvitations did not result in anyone getting disinvited.
  • Using U.S. News’ ranked schools as the denominator, the chance of left-wing protestors trying to get a speaker disinvited at a college or university in a given year is about 0.5 percent. The chance of an actual disinvitation is less than 0.25 percent. And that’s in the entire school. To put this in perspective, my political science department alone hosts speakers most weeks of the semester.

That suggests self-censorship is, to a significant degree, a factor of the political, cultural, and technological environment, rather than caused by any particular ideology.

  • The same study shows that the biggest increase in self-censorship from 2017 to 2020 was among strong liberals (+12), while strong conservatives increased the least (+1).

  • Self-censoring can be a problem, but also not. The adage “do not discuss politics or religion in general company” goes back to at least 1879. If someone today is too scared to say “Robin DiAngelo’s conception of ‘white fragility’ does not stand up to logical scrutiny,” that’s bad. If they’re too scared to shout racial slurs at minorities, that isn’t. A lot depends on the content of the speech.
  • When I was a teenager in the 1990s, anti-gay slurs were common insults among boys, and tough-guy talk in movies. Now it’s a lot less common, one of the things pushed out of polite society, like the n-word, Holocaust denial, and sexual harassment. I think that’s a positive.

By overstating the threat of cancellation and the power of woke activists, anti-woke liberals are chilling speech they aim to protect.

  • Instead, they see institutions as stages on which they can perform, can display their splendid selves.
  • People run for Congress not so they can legislate, but so they can get on TV. People work in companies so they can build their personal brand.
  • The result is a world in which institutions not only fail to serve their social function and keep us safe, they also fail to form trustworthy people. The rot in our structures spreads to a rot in ourselves.
  • The Failure of Society
  • The coronavirus has confronted America with a social dilemma. A social dilemma, the University of Pennsylvania scholar Cristina Bicchieri notes, is “a situation in which each group member gets a higher outcome if she pursues her individual self-interest, but everyone in the group is better off if all group members further the common interest.”
  • Social distancing is a social dilemma. Many low-risk individuals have been asked to endure some large pain (unemployment, bankruptcy) and some small inconvenience (mask wearing) for the sake of the common good. If they could make and keep this moral commitment to each other in the short term, the curve would be crushed, and in the long run we’d all be better off. It is the ultimate test of American trustworthiness.
  • While pretending to be rigorous, people relaxed and started going out. It was like watching somebody gradually give up on a diet. There wasn’t a big moment of capitulation, just an extra chocolate bar here, a bagel there, a scoop of ice cream before bed
  • in reality this was a mass moral failure of Republicans and Democrats and independents alike. This was a failure of social solidarity, a failure to look out for each other.
  • Alexis de Tocqueville discussed a concept called the social body. Americans were clearly individualistic, he observed, but they shared common ideas and common values, and could, when needed, produce common action. They could form a social body.
  • Over time, those common values eroded, and were replaced by a value system that put personal freedom above every other value
  • When Americans were confronted with the extremely hard task of locking down for months without any of the collective resources that would have made it easier—habits of deference to group needs; a dense network of community bonds to help hold each other accountable; a history of trust that if you do the right thing, others will too; preexisting patterns of cooperation; a sense of shame if you deviate from the group—they couldn’t do it. America failed.

  • This wasn’t just a political and social crisis, it was also an emotional trauma.

  • Cultures are collective responses to common problems. But when reality changes, culture takes a few years, and a moral convulsion, to completely shake off the old norms and values.
  • The culture that is emerging, and which will dominate American life over the next decades, is a response to a prevailing sense of threat.
  • This new culture values security over liberation, equality over freedom, the collective over the individual.
  • From risk to security.
  • we’ve entered an age of precarity in which every political or social movement has an opportunity pole and a risk pole. In the opportunity mentality, risk is embraced because of the upside possibilities. In the risk mindset, security is embraced because people need protection from downside dangers
  • In this period of convulsion, almost every party and movement has moved from its opportunity pole to its risk pole.
  • From achievement to equality
  • In the new culture we are entering, that meritocratic system looks more and more like a ruthless sorting system that excludes the vast majority of people, rendering their life precarious and second class, while pushing the “winners” into a relentless go-go lifestyle that leaves them exhausted and unhappy
  • Equality becomes the great social and political goal. Any disparity—racial, economic, meritocratic—comes to seem hateful.
  • From self to society
  • If we’ve lived through an age of the isolated self, people in the emerging culture see embedded selves. Socialists see individuals embedded in their class group. Right-wing populists see individuals as embedded pieces of a national identity group. Left-wing critical theorists see individuals embedded in their racial, ethnic, gender, or sexual-orientation identity group.
  • The cultural mantra shifts from “Don’t label me!” to “My label is who I am.”
  • From global to local
  • When there is massive distrust of central institutions, people shift power to local institutions, where trust is higher. Power flows away from Washington to cities and states.
  • From liberalism to activism
  • enlightenment liberalism, which was a long effort to reduce the role of passions in politics and increase the role of reason. Politics was seen as a competition between partial truths.
  • Liberalism is ill-suited for an age of precarity. It demands that we live with a lot of ambiguity, which is hard when the atmosphere already feels unsafe. Furthermore, it is thin. It offers an open-ended process of discovery when what people hunger for is justice and moral certainty.
  • liberalism’s niceties come to seem like a cover that oppressors use to mask and maintain their systems of oppression. Public life isn’t an exchange of ideas; it’s a conflict of groups engaged in a vicious death struggle
  • The cultural shifts we are witnessing offer more safety to the individual at the cost of clannishness within society. People are embedded more in communities and groups, but in an age of distrust, groups look at each other warily, angrily, viciously.
  • The shift toward a more communal viewpoint is potentially a wonderful thing, but it leads to cold civil war unless there is a renaissance of trust. There’s no avoiding the core problem. Unless we can find a way to rebuild trust, the nation does not function.
  • How to Rebuild Trust
  • Historians have more to offer, because they can cite examples of nations that have gone from pervasive social decay to relative social health. The two most germane to our situation are Great Britain between 1830 and 1848 and the United States between 1895 and 1914.
  • In both periods, a highly individualistic and amoral culture was replaced by a more communal and moralistic one.
  • But there was a crucial difference between those eras and our own, at least so far. In both cases, moral convulsion led to frenetic action.
  • As Robert Putnam and Shaylyn Romney Garrett note in their forthcoming book, The Upswing, the American civic revival that began in the 1870s produced a stunning array of new organizations: the United Way, the NAACP, the Boy Scouts, the Forest Service, the Federal Reserve System, 4-H clubs, the Sierra Club, the settlement-house movement, the compulsory-education movement, the American Bar Association, the American Legion, the ACLU, and on and on
  • After the civic revivals, both nations witnessed frenetic political reform. During the 1830s, Britain passed the Reform Act, which widened the franchise; the Factory Act, which regulated workplaces; and the Municipal Corporations Act, which reformed local government.
  • The Progressive Era in America saw an avalanche of reform: civil-service reform; food and drug regulation; the Sherman Act, which battled the trusts; the secret ballot; and so on. Civic life became profoundly moralistic, but political life became profoundly pragmatic and anti-ideological. Pragmatism and social-science expertise were valued.
  • Can America in the 2020s turn itself around the way the America of the 1890s, or the Britain of the 1830s, did? Can we create a civic renaissance and a legislative revolution?
  • I see no scenario in which we return to being the nation we were in 1965, with a cohesive national ethos, a clear national establishment, trusted central institutions, and a pop-culture landscape in which people overwhelmingly watch the same shows and talked about the same things.
  • The age of distrust has smashed the converging America and the converging globe—that great dream of the 1990s—and has left us with the reality that our only plausible future is decentralized pluralism.
  • The key to making decentralized pluralism work still comes down to one question: Do we have the energy to build new organizations that address our problems, the way the Brits did in the 1830s and Americans did in the 1890s?

  • Over the past 60 years, we have given up on the Rotary Club and the American Legion and other civic organizations and replaced them with Twitter and Instagram. Ultimately, our ability to rebuild trust depends on our ability to join and stick to organizations.
  • Whether we emerge from this transition stronger depends on our ability, from the bottom up and the top down, to build organizations targeted at our many problems. If history is any guide, this will be the work not of months, but of one or two decades.
  • For centuries, America was the greatest success story on earth, a nation of steady progress, dazzling achievement, and growing international power. That story threatens to end on our watch, crushed by the collapse of our institutions and the implosion of social trust
  • But trust can be rebuilt through the accumulation of small heroic acts—by the outrageous gesture of extending vulnerability in a world that is mean, by proffering faith in other people when that faith may not be returned.   • Nearly two decades later, I would now cross the street to avoid some of the people who were at my New Year’s Eve party. They, in turn, would not only refuse to enter my house, they would be embarrassed to admit they had ever been there. In fact, about half the people who were at that party would no longer speak to the other half. The estrangements are political, not personal. Poland is now one of the most polarized societies in Europe, and we have found ourselves on opposite sides of a profound divide, one that runs through not only what used to be the Polish right but also the old Hungarian right, the Italian right, and, with some differences, the British right and the American right, too.
  • Some of my New Year’s Eve guests continued, as my husband and I did, to support the pro-European, pro-rule-of-law, pro-market center-right—remaining in political parties that aligned, more or less, with European Christian Democrats, with the liberal parties of Germany and the Netherlands, and with the Republican Party of John McCain. Some now consider themselves center-left. But others wound up in a different place, supporting a nativist party called Law and Justice—a party that has moved dramatically away from the positions it held when it first briefly ran the government, from 2005 to 2007, and when it occupied the presidency (not the same thing in Poland), from 2005 to 2010.

  • In a famous journal he kept from 1935 to 1944, the Romanian writer Mihail Sebastian chronicled an even more extreme shift in his own country. Like me, Sebastian was Jewish; like me, most of his friends were on the political right. In his journal, he described how, one by one, they were drawn to fascist ideology, like a flock of moths to an inescapable flame. He recounted the arrogance and confidence they acquired as they moved away from identifying themselves as Europeans—admirers of Proust, travelers to Paris—and instead began to call themselves blood-and-soil Romanians. He listened as they veered into conspiratorial thinking or became casually cruel. People he had known for years insulted him to his face and then acted as if nothing had happened. “Is friendship possible,” he wondered in 1937, “with people who have in common a whole series of alien ideas and feelings—so alien that I have only to walk in the door and they suddenly fall silent in shame and embarrassment?”
  • This is not 1937. Nevertheless, a parallel transformation is taking place in my own time, in the Europe that I inhabit and in Poland, a country whose citizenship I have acquired

  • My answer is a complicated one, because I think the explanation is universal. Given the right conditions, any society can turn against democracy. Indeed, if history is anything to go by, all societies eventually will.
  • And it is taking place without the excuse of an economic crisis of the kind Europe suffered in the 1930s. Poland’s economy has been the most consistently successful in Europe over the past quarter century. Even after the global financial collapse in 2008, the country saw no recession. What’s more, the refugee wave that has hit other European countries has not been felt here at all. There are no migrant camps, and there is no Islamist terrorism, or terrorism of any kind.

The best-run businesses should make the most money. The most appealing and competent politicians should rule. The contests between them should take place on an even playing field, to ensure a fair outcome.
  • All of these debates, whether in 1890s France or 1990s Poland, have at their core a series of important questions: Who gets to define a nation? And who, therefore, gets to rule a nation? For a long time, we have imagined that these questions were settled—but why should they ever be?

Places in universities, civil-service jobs, and roles in government and industry did not go to the most industrious or the most capable. Instead, they went to the most loyal.
  • As Hannah Arendt wrote back in the 1940s, the worst kind of one-party state “invariably replaces all first-rate talents, regardless of their sympathies, with those crackpots and fools whose lack of intelligence and creativity is still the best guarantee of their loyalty.”
  • Lenin’s one-party system also reflected his disdain for the idea of a neutral state, of apolitical civil servants and an objective media. He wrote that freedom of the press “is a deception.” He mocked freedom of assembly as a “hollow phrase.” As for parliamentary democracy itself, that was no more than “a machine for the suppression of the working class.”
  • These parties tolerate the existence of political opponents. But they use every means possible, legal and illegal, to reduce their opponents’ ability to function and to curtail competition in politics and economics. They dislike foreign investment and criticize privatization, unless it is designed to benefit their supporters. They undermine meritocracy. Like Donald Trump, they mock the notions of neutrality and professionalism, whether in journalists or civil servants. They discourage businesses from advertising in “opposition”—by which they mean illegitimate—media.

  • The truth, as it began to emerge, was not comforting to the Law and Justice Party or to its leader, the dead president’s twin brother. The plane had taken off late; the president was likely in a hurry to land, because he wanted to use the trip to launch his reelection campaign. There was thick fog in Smolensk, which did not have a real airport, just a landing strip in the forest; the pilots considered diverting the plane, which would have meant a drive of several hours to the ceremony. After the president had a brief phone call with his brother, his advisers apparently pressed the pilots to land. Some of them, against protocol, walked in and out of the cockpit during the flight. Also against protocol, the chief of the air force came and sat beside the pilots. “Zmieścisz się śmiało”—“You’ll make it, be bold,” he said. Seconds later, the plane collided with the tops of some birch trees, rolled over, and hit the ground.
  • When, some weeks after the election, European institutions and human-rights groups began responding to the actions of the Law and Justice government, they focused on the undermining of the courts and public media. They didn’t focus on the institutionalization of the Smolensk conspiracy theory, which was, frankly, just too weird for outsiders to understand. And yet the decision to put a fantasy at the heart of government policy really was the source of the authoritarian actions that followed.
  • Although the Macierewicz commission has never produced a credible alternate explanation for the crash, the Smolensk lie laid the moral groundwork for other lies. Those who could accept this elaborate theory, with no evidence whatsoever, could accept anything.

  • Our standard framework for thinking about engineering failures—reflected, for instance, in regulations for medical devices—was developed shortly after World War II, before the advent of software, for electromechanical systems. The idea was that you make something reliable by making its parts reliable (say, you build your engine to withstand 40,000 takeoff-and-landing cycles) and by planning for the breakdown of those parts (you have two engines). But software doesn’t break. Intrado’s faulty threshold is not like the faulty rivet that leads to the crash of an airliner. The software did exactly what it was told to do. In fact it did it perfectly. The reason it failed is that it was told to do the wrong thing.
  • Software failures are failures of understanding, and of imagination. Intrado actually had a backup router, which, had it been switched to automatically, would have restored 911 service almost immediately. But, as described in a report to the FCC, “the situation occurred at a point in the application logic that was not designed to perform any automated corrective actions.”

  • The fact that the two of them were thinking about the same problem in the same terms, at the same time, was not a coincidence. They had both just seen the same remarkable talk, given to a group of software-engineering students in a Montreal hotel by a computer researcher named Bret Victor. The talk, which went viral when it was posted online in February 2012, seemed to be making two bold claims. The first was that the way we make software is fundamentally broken. The second was that Victor knew how to fix it.
  • Though he runs a lab that studies the future of computing, he seems less interested in technology per se than in the minds of the people who use it. Like any good toolmaker, he has a way of looking at the world that is equal parts technical and humane. He graduated top of his class at the California Institute of Technology for electrical engineering,
  • WYSIWYG (pronounced “wizzywig”) came along. It stood for “What You See Is What You Get.”
  • “Our current conception of what a computer program is,” he said, is “derived straight from Fortran and ALGOL in the late ’50s. Those languages were designed for punch cards.”
  • in early 2012, Victor had finally landed upon the principle that seemed to thread through all of his work. (He actually called the talk “Inventing on Principle.”) The principle was this: “Creators need an immediate connection to what they’re creating.” The problem with programming was that it violated the principle. That’s why software systems were so hard to think about, and so rife with bugs: The programmer, staring at a page of text, was abstracted from whatever it was they were actually making.
  • Victor’s point was that programming itself should be like that. For him, the idea that people were doing important work, like designing adaptive cruise-control systems or trying to understand cancer, by staring at a text editor, was appalling.
  • With the right interface, it was almost as if you weren’t working with code at all; you were manipulating the game’s behavior directly.
  • When the audience first saw this in action, they literally gasped. They knew they weren’t looking at a kid’s game, but rather the future of their industry. One programmer who saw the talk wrote later: “Suddenly all of my tools feel obsolete.”

He wanted the site’s programming exercises to work just like Victor’s demos. On the left-hand side you’d have the code, and on the right, the running program: a picture or game or simulation. If you changed the code, it’d instantly change the picture. “In an environment that is truly responsive,” Resig wrote about the approach, “you can completely change the model of how a student learns ... [They] can now immediately see the result and intuit how underlying systems inherently work without ever following an explicit explanation.” Khan Academy has become perhaps the largest computer-programming class in the world, with a million students, on average, actively using the program each month.
  • . In traditional programming, your task is to take complex rules and translate them into code; most of your energy is spent doing the translating, rather than thinking about the rules themselves. In the model-based approach, all you have is the rules. So that’s what you spend your time thinking about. It’s a way of focusing less on the machine and more on the problem you’re trying to get it to solve.
  • “Everyone thought I was interested in programming environments,” he said. Really he was interested in how people see and understand systems—as he puts it, in the “visual representation of dynamic behavior.” Although code had increasingly become the tool of choice for creating dynamic behavior, it remained one of the worst tools for understanding it. The point of “Inventing on Principle” was to show that you could mitigate that problem by making the connection between a system’s behavior and its code immediate.
  • In a pair of later talks, “Stop Drawing Dead Fish” and “Drawing Dynamic Visualizations,” Victor went one further. He demoed two programs he’d built—the first for animators, the second for scientists trying to visualize their data—each of which took a process that used to involve writing lots of custom code and reduced it to playing around in a WYSIWYG interface.
  • Victor suggested that the same trick could be pulled for nearly every problem where code was being written today. “I’m not sure that programming has to exist at all,” he told me. “Or at least software developers.” In his mind, a software developer’s proper role was to create tools that removed the need for software developers. Only then would people with the most urgent computational problems be able to grasp those problems directly, without the intermediate muck of code.
  • Victor implored professional software developers to stop pouring their talent into tools for building apps like Snapchat and Uber. “The inconveniences of daily life are not the significant problems,” he wrote. Instead, they should focus on scientists and engineers—as he put it to me, “these people that are doing work that actually matters, and critically matters, and using really, really bad tools.”

  • Newcombe was convinced that the algorithms behind truly critical systems—systems storing a significant portion of the web’s data, for instance—ought to be not just good, but perfect. A single subtle bug could be catastrophic. But he knew how hard bugs were to find, especially as an algorithm grew more complex. You could do all the testing you wanted and you’d never find them all.
  • An algorithm written in TLA+ could in principle be proven correct. In practice, it allowed you to create a realistic model of your problem and test it not just thoroughly, but exhaustively. This was exactly what he’d been looking for: a language for writing perfect algorithms.
  • TLA+, which stands for “Temporal Logic of Actions,” is similar in spirit to model-based design: It’s a language for writing down the requirements—TLA+ calls them “specifications”—of computer programs. These specifications can then be completely verified by a computer. That is, before you write any code, you write a concise outline of your program’s logic, along with the constraints you need it to satisfy
  • Programmers are drawn to the nitty-gritty of coding because code is what makes programs go; spending time on anything else can seem like a distraction. And there is a patient joy, a meditative kind of satisfaction, to be had from puzzling out the micro-mechanics of code. But code, Lamport argues, was never meant to be a medium for thought. “It really does constrain your ability to think when you’re thinking in terms of a programming language,”
  • Code makes you miss the forest for the trees: It draws your attention to the working of individual pieces, rather than to the bigger picture of how your program fits together, or what it’s supposed to do—and whether it actually does what you think. This is why Lamport created TLA+. As with model-based design, TLA+ draws your focus to the high-level structure of a system, its essential logic, rather than to the code that implements it.
  • But TLA+ occupies just a small, far corner of the mainstream, if it can be said to take up any space there at all. Even to a seasoned engineer like Newcombe, the language read at first as bizarre and esoteric—a zoo of symbols.

At my request, a number of police officers had run my photo through the Clearview app. They soon received phone calls from company representatives asking if they were talking to the media — a sign that Clearview has the ability and, in this case, the appetite to monitor whom law enforcement is searching for.
  • The company eventually started answering my questions, saying that its earlier silence was typical of an early-stage start-up in stealth mode. Mr. Ton-That acknowledged designing a prototype for use with augmented-reality glasses but said the company had no plans to release it.
  • In addition to Mr. Ton-That, Clearview was founded by Richard Schwartz — who was an aide to Rudolph W. Giuliani when he was mayor of New York — and backed financially by Peter Thiel, a venture capitalist behind Facebook and Palantir.

  • In cases of disease outbreak, U.S. leadership and coordination of the international response was as well established and taken for granted as the role of air traffic controllers in directing flights through their sectors
  • in normal circumstances, its location in China would have been a plus. Whatever the ups and downs of political relations over the past two decades, Chinese and American scientists and public-health officials have worked together frequently, and positively, on health crises ranging from SARS during George W. Bush’s administration to the H1N1 and Ebola outbreaks during Barack Obama’s.
  • One U.S. official recalled the Predict program: “Getting Chinese agreement to American monitors throughout their territory—that was something.” But then the Trump administration zeroed out that program.
  • “We had cooperated with China on every public-health threat until now,” Susan Shirk, a former State Department official and longtime scholar of Chinese affairs at UC San Diego, told me. “SARS, AIDS, Ebola in Africa, H1N1—no matter what other disputes were going on in the relationship, we managed to carve out health, and work together quite professionally. That the U.S. knew less than it would have otherwise, and knew it later; that its actions brought out the worst (rather than the merely bad) in China’s own approach to the disease, which was essentially to cover it up internally and stall in allowing international access to emerging data; that the Trump administration lost what leverage it might have had over Chinese President Xi Jinping and his officials; and that the chance to keep the disease within the confines of a single country was forever lost.

  • The president’s advance notice of the partial European ban almost certainly played an important part in bringing the infection to greater New York City. Because of the two-day “warning” Trump gave in his speech, every seat on every airplane from Europe to the U.S. over the next two days was filled. Airport and customs offices at the arrival airports in the U.S. were unprepared and overwhelmed. News footage showed travelers queued for hours, shoulder to shoulder, waiting to be admitted to the U.S. Some of those travelers already were suffering from the disease; they spread it to others. On March 11, New York had slightly more than 220 diagnosed cases. Two weeks later, it had more than 25,000. Genetic testing showed that most of the infection in New York was from the coronavirus variant that had come through Europe to the United States, rather than directly from China (where most of the early cases in Washington State originated).
  • Aviation is safe because, even after all the advances in forecasting and technology, its culture still imagines emergencies and rehearses steps for dealing with them.
  • Especially in the post-9/11 era of intensified concern about threats of all sorts, American public-health officials have also imagined a full range of crises, and have prepared ways to limit their worst effects. The fundamental premise—so widely shared that it barely needed to be spelled out—was that the U.S. federal government would act as the indispensable flywheel, as it had during health emergencies of the past. As noted, it would work with international agencies and with governments in all affected areas to coordinate a global response. Within its own borders it would work with state agencies to detect the potential for the disease’s spread and to contain cases that did arise:
  • Referring to the detailed pandemic playbooks from the Bush and Obama administrations, John R. Allen told me: “The moment you get confirmation of a problem, you would move right to the timeline. Decisions by the president, actions by the secretary of defense and the CDC, right down the list. You’d start executing.”Or, in the case of the current administration, you would not. Reading these documents now is like discovering a cockpit checklist in the smoking wreckage.
  • 4. The Pilot

  • The deadliest airline crash in U.S. history occurred in 1979. An American Airlines DC-10 took off from O’Hare Airport, in Chicago—and just as it was leaving the ground, an incorrectly mounted engine ripped away from one of the wings. When the engine’s pylon was pulled off, it cut the hydraulic lines that led from the cockpit to the control surfaces on the wings and tail. From that point on, the most skillful flight crew in the world could not have saved the flight.
  • By the time the pandemic emerged, it may have already been too late. The hydraulic lines may already have been too damaged to transmit the signals. It was Trump himself who cut them.
  • The more complex the organization, the more its success or failure turns on the skill of people in its middle layers—the ones who translate a leader’s decision to the rest of the team in order to get results. Doctors depend on nurses; architects depend on contractors and craftsmen; generals depend on lieutenants and sergeants

Bush came to office with broad experience in the federal government—as much as any other president. He had been vice president for eight years, a CIA director, twice an ambassador, and a member of Congress. He served only four years in the Oval Office but began with a running start. Before he became president, Bill Clinton had been a governor for 12 years and had spent decades learning and talking about government policies. A CIA official told me that Clinton would not read his President’s Daily Briefs in the morning, when they arrived, but would pore over them late at night and return them with copious notes. George W. Bush’s evolution from dependence on the well-traveled Dick Cheney, in his first term, to more confident control, in his second, has been well chronicled. As for Obama, Paul Triolo told me: “By the end of his eight years, Obama really understood how to get the bureaucracy to do what he wanted done, and how to get the information he needed to make decisions.” The job is far harder than it seems. Donald Trump has been uninterested in learning the first thing about it.
  • In a situation like this, some of those in the “regular” government decide to struggle on. Others quit—literally, or in the giving-up sense

  • Wuhan had most recently reported a locally transmitted symptomatic case on May 18th. It’s the most thoroughly tested city in China: at the end of May, in part to boost confidence, the government tried to test every resident, a total of eleven million.
  • I never met a cabdriver who had been swab-tested less than twice, and a couple had been tested five times. Most of the cabbies had no relatives or friends who had been infected; swabbing was simply required by the city and by their cab companies.
  • “I tend to take a charitable view of countries that are at the beginning stage of epidemics,” Jennifer Nuzzo, an epidemiologist at the Johns Hopkins Center for Health Security, told me, in a phone conversation. According to her, it’s unrealistic to expect that any country could have stopped this particular virus at its source. “I’ve always believed that this thing was going to spread,” she said
  • The physician who handled testing told me that, on average, his hospital still recorded one positive for every forty thousand exams. Most of these positives were repeat patients: after having been infected during the initial run of the virus, they recovered fully, and then for some reason, months later, showed evidence of the virus again. So far, most of the positives had been asymptomatic, and the physician saw no indication that the virus was spreading in the city.
  • In town, there were few propaganda signs about the epidemic, and Wuhan newspapers ran upbeat headlines every morning (Yangtze Daily, August 29th, front page: “STUDENTS DO NOT HAVE TO WEAR MASKS IN SCHOOLS”). Movie theatres were open; restaurants and bars had no seating restrictions. At the Hanyang Renxinghui Mall, I saw barefaced kids playing in what may have been one of the last fully functioning ball pits on earth, a sight that seemed worthy of other headlines (“CHILDREN DO NOT HAVE TO WEAR MASKS IN WUHAN BALL PITS”).
  • Across town, colleges and universities were in the process of bringing back more than a million students. Wuhan has the second-highest number of students of any city in China, after Guangzhou.
  • Wuhan memories remained fresh, and the materials of documentation were also close at hand. People sometimes handed over manuscripts, and they took out their phones and pulled up photographs and messages from January and February. But I wondered how much of this material would dissipate over time.
  • In town, I met two Chinese journalists in their twenties who were visiting from out of town. They had been posted during the period of the sealed city: back then, anybody sent to cover events in Wuhan had to stay for the long haul.
  • One was a director of streaming media whom I’ll call Han, and he had found that government-run outlets generally wanted footage that emphasized the victory over the disease, not the suffering of Wuhan residents. Han hoped that eventually he’d find other ways to use the material. “It will be in the hard drive,” he said, tapping his camera.
  • After that, Yin reported on a number of issues that couldn’t be published or completed, and she often talked with scientists and officials who didn’t want to say too much. “One person said, ‘Ten years later, if the climate has changed, I’ll tell you my story,’ ” Yin told me. “He knew that he would be judged by history.” She continued, “These people are inside the system, but they also know that they are inside history.”
  • Such fare is much more popular in Guangdong, in the far south. It’s possible that the disease arrived from somewhere else and then spread in the wet, cool conditions of the fish stalls. A few Wuhan residents told me that a considerable amount of their seafood comes from Guangdong, and they suggested that perhaps a southerner had unwittingly imported the disease,
  • When I spoke with scientists outside China, they weren’t focussed on the government’s early missteps
  • In time, we will learn more, but the delay is important to the Communist Party. It handles history the same way that it handles the pandemic—a period of isolation is crucial. Throughout the Communist era, there have been many moments of quarantined history: the Great Leap Forward, the Cultural Revolution, the massacre around Tiananmen Square. In every case, an initial silencing has been followed by sporadic outbreaks of leaked information. Wuhan will eventually follow the same pattern, but for the time being many memories will remain in the sealed city.
  • Wafaa El-Sadr, the director of ICAP, a global-health center at Columbia University, pointed out that Chinese scientists had quickly sequenced the virus’s genome, which was made available to researchers worldwide on January 11th. “I honestly think that they had a horrific situation in Wuhan and they were able to contain it,” she said. “There were mistakes early on, but they did act, and they shared fast.”
  • For much of El-Sadr’s career, she has worked on issues related to AIDS in the United States, Africa, and elsewhere. After years of research, scientists eventually came to the consensus that H.I.V. most likely started through the bushmeat trade—the first human was probably infected after coming into contact with a primate or primate meat.
  • El-Sadr views the coronavirus as another inevitable outcome of people’s encroachment on the natural world. “We are now living through two concomitant massive pandemics that are the result of spillover from animal to human hosts, the H.I.V. and the COVID pandemics,” she wrote to me, in an e-mail. “Never in history has humanity experienced something along this scale and scope.”
  • There’s a tendency to believe that we would know the source of the coronavirus if the Chinese had been more forthcoming, or if they hadn’t cleaned out the Huanan market before stalls and animals could be studied properly.
  • Yiwu He, the chief innovation officer at the University of Hong Kong, told me that the C.N.B.G. vaccine has already been given to a number of Chinese government officials, under an emergency-use approval granted by the authorities. “I know a few government officials personally, and they told me that they took the vaccine,” he said, in a phone conversation. He thought that the total number was probably around a hundred. “It’s middle-level officials,” he said. “Vice-ministers, mayors, vice-mayors.”
  • Daszak believes the virus probably circulated for weeks before the Wuhan outbreak, and he doubts that the city was the source. “There are bats in Wuhan, but it was the wrong time of year,” he told me. “It was winter, and bats are not out as much.”
  • His research has indicated that, across Southeast Asia, more than a million people each year are infected by bat coronaviruses. Some individuals trap, deal, or raise animals that might serve as intermediary hosts. “But generally it’s people who live near bat caves,”
  • Daszak said that he had always thought that such an outbreak was most likely to occur in Kunming or Guangzhou, southern cities that are close to many bat caves and that also have an intensive wildlife trade.
  • He thinks that Chinese scientists are probably now searching hospital freezers for lab samples of people who died of pneumonia shortly before the outbreak. “You would take those samples and look for the virus,” he said. “They’ll find something eventually. These things just don’t happen overnight; it requires a lot of work. We’ve seen this repeatedly with every disease. It turns out that it was already trickling through the population.”
  • Daszak is the president of EcoHealth Alliance, a nonprofit research organization based in New York. EcoHealth has become the target of conspiracy theorists, including some who claim that the virus was man-made. Daszak and many prominent virologists say that anything created in a lab would show clear signs of manipulation.
  • There’s also speculation that the outbreak started when researchers accidentally released a coronavirus they were studying at the Wuhan Institute of Virology. But there’s no evidence of a leak, or even that the institute has ever studied a virus that could cause a COVID-19 outbreak.
  • “Scientists in China are under incredible pressure to publish,” Daszak said. “It really drives openness and transparency.”
  • He has spent a good deal of time in Wuhan, and co-authored more than a dozen papers with Chinese colleagues. “If we had found a virus that infected human cells and spread within a cell culture, we would have put the information out there,” he said. “In sixteen years, I’ve never come across the slightest hint of subterfuge. They’ve never hidden data. I’ve never had a situation where one lab person tells me one thing and the other says something else. If you were doing things that you didn’t want people to know about, why would you invite foreigners into the lab?”
  • In April, President Trump told reporters that the U.S. should stop funding research connected to the Wuhan Institute of Virology. Shortly after Trump’s comments, the National Institutes of Health cancelled a $3.7-million grant to EcoHealth, which had been studying how bat coronaviruses are transmitted to people.
  • I asked Daszak why, if he has such faith in the openness of his Wuhan colleagues, the Chinese government has been so closed about other aspects of the outbreak. He said that science is one thing, and politics something else; he thinks that officials were embarrassed about the early mistakes, and in response they simply shut down all information.
  • At the beginning of July, China National Biotec Group, a subsidiary of a state-owned pharmaceutical company called Sinopharm, completed construction of a vaccine-manufacturing plant in Wuhan. The project began while the city was still sealed. “That’s the politically correct thing to do,” a Shanghai-based biotech entrepreneur told me. “To show the world that the heroic people of Wuhan have come back.”
  • But Peter Daszak, a British disease ecologist who has collaborated with the Wuhan Institute of Virology for sixteen years on research on bat coronaviruses, told me that it’s typical to fail to gather good data from the site of an initial outbreak. Once people get sick, local authorities inevitably focus on the public-health emergency. “You send in the human doctors, not the veterinarians,” he said, in a phone conversation. “And the doctors’ response is to clean out the market. They want to stop the infections.”
  • Pharmaceutical executives have also been expected to lead the way, like the construction manager who donned P.P.E. in order to escort his workers into the patient ward. “Every senior executive at Sinopharm and C.N.B.G. has been vaccinated,” He said. “Including the C.E.O. of Sinopharm, the chairman of the board, every vice-president—everyone.” The Chinese press has reported that vaccinations have also been administered to hundreds of thousands of citizens in high-risk areas around the world.
  • In the West, China’s image has been badly damaged by the pandemic and by other recent events. The country has tightened political crackdowns in Hong Kong and Xinjiang, and, in May, after Australia called for an investigation into the origins of the virus, China responded furiously, placing new tariffs and restrictions on Australian goods ranging from barley to beef.
  • But He believes that the situation is fluid. “All of these feelings can turn around quickly,” he told me. “I think that once China has a vaccine, and if they can help other countries, it can make a huge difference.”
  • There’s also a competitive element. “China wants to beat America,” He said. He believes that the C.N.B.G. vaccine will receive some level of approval for public use by the end of October. “Chinese officials are thinking that Donald Trump might approve a U.S. vaccine before the election,” he said. “So their goal is to have a vaccine approved before that.”
  • No matter how quickly the Chinese develop a vaccine, or how effectively they have handled the pandemic since January, it’s unlikely to make Westerners forget the mistakes and misinformation during the pandemic’s earliest phase.
  • Some of this is due to a cultural difference—the Chinese response to errors is often to look forward, not back. On January 31st, Fang Fang commented in her diary, “The Chinese people have never been fond of admitting their own mistakes, nor do they have a very strong sense of repentance.” It’s often hard for them to understand why this quality is so frustrating for Westerners. In this regard, the pandemic is truly a mirror—it doesn’t allow the Chinese to look out and see themselves through the eyes of others.
  • The pandemic illuminates both the weaknesses and the strengths of the Chinese system, as well as the relationship between the government and the people. They know each other well: officials never felt the need to tell citizens exactly what happened in Wuhan, but they understood that American-level casualties would have been shocking—given China’s population, the tally would have been more than a million and counting.
  • In order to avoid death on that scale, the government also knew that people would be willing to accept strict lockdowns and contribute their own efforts toward fighting the virus.

In “The Forever War” by Dexter Filkins, a U.S. Army lieutenant colonel in Iraq assures the author that “with a heavy dose of fear and violence, and a lot of money for projects, I think we can convince these people that we are here to help them.”

But if you dig down into that study you see that they assume that the consumption of parenthood would remain the same with each subsequent kid. People in the global south generally have large families. And it hasn’t increased their carbon emissions at all. It’s not the kids, it’s the consumption.

We can’t put an honest price on carbon so that when you’re buying gas, you’re actually paying for the environmental damage that’s being caused or when you’re buying an airplane ticket. Those are just things that are well outside of our capacity to control
  • jane coastonCould you explain what climate justice means to an audience that is me?genevieve guentherBasically, it means that the global north historically has been responsible for the vast majority of carbon pollution. And the global south has been responsible for almost none of it. Since 1990, for example, the top 10 percent of earners have been responsible for 52 percent of the growth of global emissions. And the poorest, 50 percent, who largely live in the global south, have been responsible for about 7 percent of global emissions. But that hasn’t grown at all. Historically, they have contributed nothing to the exponential growth of emissions and the increased and accelerating global heating that we’re already seeing. So the idea of climate justice is that global north nations have a moral responsibility to reduce their emissions first and faster so that there is some room left in whatever carbon budget we still have for the global south to pull themselves out of poverty.
  • jane coastonDavid, what do you make of what Genevieve said about the messaging about good and evil there?
  • david wallace-wellsI would say even more importantly, we can’t set our standard at extinction. It’s not like if we survive and avoid extinction, that that’s a success. There is huge suffering between here and there. And every degree of temperature rise is going to create more suffering. And every degree we avoid can help us avoid that.
  • The climate crisis has begun in the United States, too. But the real violence of it is in the global south. And I would argue that the global north doesn’t see it because the news media isn’t reporting on it and because the kind of white supremacy prevents people in this country from really recognizing that this is a violence that would feel unimaginable if it happened to their children.
  • genevieve guentherOK, so the first part is understanding why we have to do this. And I would argue that most Americans still don’t know enough about global heating and the climate crisis.
  • jane coastonYeah, but and a benefit when? Because I think a lot of this messaging relies on something that, in general, people do not like, which is, you may need to do a thing or change a thing about your life for a future that we have not yet defined. From a messaging perspective, how do we message the urgency
  • To think about the concrete impacts, 350,000 Americans, it’s estimated, die every single year from the air pollution from the burning of fossil fuels. That is a death toll literally equal to the 2020 death toll from COVID.
  • Or is it going to take so long that, in fact, things are going to spiral out of control?
  • within the space of a few years, by simply refusing to accept their own impotence, they have literally remade the entire landscape of global climate politics. Like in the U.S., when we have Joe Biden who Sunrise gave an F to in the primary, talking about this as an existential threat, that is because the protests worked. And they worked in an incredibly short amount of time
  • I personally think the high consumption, and particularly the flying of people who are in the public eye, trying to communicate the urgency of the climate crisis, is incredibly destructive to building a political movement. They’re actually doing something extremely counterproductive in my interpretation. They’re reinforcing everybody’s cognitive dissonance with their behavior, which is also a form of speech. They’re communicating that they’re not willing to make transformative changes and not willing to support transformative policies, and that, in fact, you need to use fossil fuels even to do climate work. And so, for me, I feel like the people who need to worry about their carbon footprints insofar as anybody does are the 1 percent and people in the climate movement.
  • here are huge, huge health consequences from this pollution. It may be the case that air pollution may even be a bigger crisis than climate change. That is how dramatic these impacts are. They happen to be caused largely by the same thing so we can solve them at the same time, but we’re talking about rising rates of respiratory disease and coronary disease and cancers of all kinds and Alzheimer’s and dementia and ADHD and criminality and premature birth and low birth weight. And just every aspect of human flourishing is damaged by the pollution that is produced by the burning of fossil fuels
  • david wallace-wellsIt’s really, really stark, as Genevieve lays out, that it is the wealthy countries of the world and the wealthy people of the world who have engineered this crisis. So whenever we hear about the problem of India, the problem of electrifying sub-Saharan Africa, these are problems. We need to figure them out and do them clean in a way that doesn’t imperil the future of the planet. But those are only problems that we have to deal with now because of the development patterns that countries like ours and across northern Europe went through over the last few decades and centuries.
  • Half of all emissions in the entire history of humanity have come in the last 30 years. Now since Al Gore published his first book on warming, you know I often joke it’s since the premiere of “Friends,” which means that, actually, the people who have done the lion’s share of the damage to the planet are alive today. And it is true, of course, that the people who have been running Shell and Chevron and ExxonMobil have much more responsibility than I do or Genevieve does or Jane does. But it is also the case that all of us have benefited in significant ways from economic activity that has been powered by fossil fuels and to which we could have raised louder objections earlier.

  • some of the actions that you’re talking about, the individual actions, I think can be useful in terms of generating small scale political energy that can eventually sort of trickle up into politics. Leaders see that we’re making changes. They see that we’re demanding changes. They may feel more comfortable making those changes themselves.
  • We as a culture need to normalize that it’s actually healthy not to be happy in the face of climate change and that it doesn’t mean we’re failed Americans. It means that we’re actually human beings who are having an appropriate and ethical moral response to the suffering that is coming in the pipe for everybody, also our own children

  • david wallace-wellsHonestly, the person I was talking to was the United States. I mean, that is the perspective that we have as a country. And as guilty as I feel as responsible as I feel, as I’m sure, Genevieve, and to some extent, Jane, you feel, all of us are actually behaving in ways that are imposing that kind of suffering on people elsewhere in the world. It’s almost unavoidable, given the systems that we live in today. And that is really horrifying. But I think the more clearly that we can see that, the more likely we are to be demanding real change of our leaders and the systems in which we live
  • david wallace-wellsWell, some of them can matter in limiting your carbon footprint. So if you don’t eat beef, if you don’t take airplanes, if you drive an electric car, you’re probably pretty far along in reducing your own carbon footprint. And that is one measure of climate responsibility, carbon responsibility
  • The ability to put your preferred candidates in office is a huge part of the climate fight
  • david wallace-wellsI think that this story is one about our responsibility towards other humans, in which collectively, human behavior has imperiled the future of the planet. I think as a result, we have to talk about it in terms of good and evil, that there are very obvious sides.
  • And it is borne disproportionately by Black and Brown and poor people.
  • genevieve guentherI actually agree with David. This is a systemic problem that is only going to be solved by governments and large corporations leading the transformation of our economies to zero-emission economies. That said, rich people across the globe have a responsibility, a personal responsibility, to reduce their discretionary emissions, to reduce their consumption, both for climate justice reasons and also simply because we need them to do it if we’re going to meet our emissions targets and halt global heating.
  • what is hopeful about these net zero pledges, even as they are greenwashing, is the fact that these companies feel pressure to make them at all, right? This is a sea change in politics. If they can’t actually transform, they’re going to be pushed out, and new incumbents are going to come in. And the question is, can we do this fast enough to halt global warming in time to preserve much of the habitable world?
  • The second piece is a kind of climate communication that shows people how this is going to affect them. Most people think of this as a crisis that’s for the global south or for the distant future or for our grandchildren’s grandchildren or whatever. And it’s up to every single communicator, as far as I’m concerned, to make it clear in really concrete embodied terms what this crisis is going to mean for the children who are alive today.
  • When I started writing about climate five years ago, I would not have thought that this kind of political change was at all possible. We are living through what is a genuinely unprecedented global climate awakening, which has totally changed the landscape of what is possible. And it really has made the world and the future look sunnier
  • famously last year, Drew Shindell, who’s an air pollution expert at Duke, testified before U.S. Congress saying that a green transition of the American energy system would entirely pay for itself through the public health benefits of cleaner air. You could put aside all of the climate impacts. You could put aside all the benefits of cheaper electricity. And just because we would be healthier as a result, even in the U.S. where air is already clean, the dollars and cents would add up and make that a very, very clear win for all of us
  • here’s another thing you can do. You can organize your workplace to ask your company to make greener business decisions or to lobby Congress for climate policies
  • once they’re in office, keep pressuring them. Call their D.C. offices. Call their local offices. Send them emails regularly
  • he dynamic is even more horrifying elsewhere in the world where other countries have much dirtier air than we do. Estimates are as high as 10 million people globally dying of air pollution every single year, 8.7 million of them from the burning of fossil fuels
  • then the third piece of that is really showing how making these changes that are required would be such a benefit to them.
  • that you have to live like a monk to make this work. That may have been, to some degree, true 25, 30 years ago when the alternative systems that we now see right around the corner were much farther away in the distance and much more expensive. But it just isn’t the case now that to green our economy will require an enormous burden
  • when we think of it simply in terms of, is the economy going to grow faster or is it going to go slower, I think we really, really miss the huge, huge public health consequences of continuing running the systems as we are running them today, and also the huge benefits we would get from getting off those systems
  • david wallace-wellsIn 2070, we’re in a net zero world. Nobody has a carbon footprint. So having more kids is not going to make one difference in either direction. And I think we’re still in a place where we can keep that goal in mind and fight to make that possible so that we don’t have to do things like reduce family size.
  • I had this interaction just before the pandemic at an event I did. I keep thinking about it. I think about it maybe every week, maybe every day, where I gave a talk about looking at how dire some of these situations could be. And afterwards, somebody came up to me who assured me that he was not a climate denier. And then he said, so really, how bad is it going to get? And I said, well, at two degrees, we’re talking about 150 million people dying of air pollution. And he said, but that’s out of 8 billion. And I said, well, yeah, I mean, I’m not talking about the total extinction of the human race here, but 150 million is 150 million. That’s 25 Holocausts. And he said, but out of 8 billion.
  • the true, are we going to make humans extinct, kind of futures that we were talking about as slim but real possibilities a few years ago, I think are much, much less likely today. And that is in large part the result of climate protests by people who started their activism within the last few years.
  • genevieve guentherAnd just say that the word “responsibility” has two different definitions, right? There’s the sense of responsibility as guilt. Who is responsible for this crime? Who has to pay the price? But then there’s responsibility as duty. Who’s going to take responsibility for cleaning up this mess?
  • There is a very small ask that can be made, which is just to support the people who support aggressive climate action. We’re talking about massive, immediate, or quasi immediate payback for all of the investments we’re making.

  • finally, one of the most impactful things that you can do is simply talk about climate change in your social networks, especially when it feels most socially awkward and embarrassing. Because unless we continue to break the kind of conspiracy of climate silence that allows people to look away, we’re not actually going to have the kind of pressure internally and psychologically in people that will help them join the climate movemen
  • genevieve guentherWell, let me contextualize this for a moment. The concept of the carbon footprint is actually a legitimate concept in sustainability research. It was developed by two researchers in the 1990s
  • What is the 1 percent? In the United States, I would define the 1% as people making $450,000 a year and above. So it’s hard to imagine how much consumption is normalized among these people. It is not at all considered wasteful to buy a new SUV every two or three years as new models come out. It is not all considered extravagant to fly up to 20 times a year. It is not at all horrific to buy an entirely new wardrobe two or three times a year and throw it all away. In fact, this is considered a signal that you are in the rich group and that you are living your best life.
  • it actually has to be done right now. We don’t get another shot at this.
  • Do my personal actions, be they avoiding plastic straws or composting or calculating my personal carbon footprint, as oil companies seem to really want me to do, or switching light bulbs or becoming a vegetarian, in the scheme of averting climate change or mitigating climate change, do those actions really matter?
  • I think that there are certain actors who have played hugely disproportionate, often toxic, roles in that story, namely the fossil fuel industry and their allies in political power, not just in the U.S. but all around the world.
  • that’s not to say that that person is as culpable as the CEOs of ExxonMobil. Obviously, there’s a huge spectrum of culpability, but I think that a huge majority of Americans are understandably viewed by people elsewhere in the world as contributing to the problem as opposed to contributing to the solution, and that we should not dismiss that judgment because we happen to think, well, I was just doing it for myself, or I was just acting in the system in which I live. We should take seriously that judgment and try to think about what we can do to sort of make it right, so to speak.

  • as the Presidential campaign exposed increasingly toxic divisions in America, Antonio García Martínez, a forty-year-old former Facebook product manager living in San Francisco, bought five wooded acres on an island in the Pacific Northwest and brought in generators, solar panels, and thousands of rounds of ammunition. “When society loses a healthy founding myth, it descends into chaos,” he told me. The author of “Chaos Monkeys,” an acerbic Silicon Valley memoir, García Martínez wanted a refuge that would be far from cities but not entirely isolated. “All these dudes think that one guy alone could somehow withstand the roving mob,” he said. “No, you’re going to need to form a local militia. You just need so many things to actually ride out the apocalypse.” Once he started telling peers in the Bay Area about his “little island project,” they came “out of the woodwork” to describe their own preparations, he said. “I think people who are particularly attuned to the levers by which society actually works understand that we are skating on really thin cultural ice right now.”

He agreed to tell me about his thinking, if I would not publish his name. Brought up on the East Coast, he said, over coffee, that he expects America to face at least a decade of political turmoil, including racial tension, polarization, and a rapidly aging population. “The country has turned into the New York area, the California area, and then everyone else is wildly different in the middle,” he said. He worries that the economy will suffer if Washington scrambles to fund Social Security and Medicare for people who need it. “Do you default on that obligation? Or do you print more money to give to them? What does that do to the value of the dollar? It’s not a next-year problem, but it’s not fifty years away, either.”

He’s, like, ‘What’s the percentage chance that Trump is actually a fascist dictator? Maybe it’s low, but the expected value of having an escape hatch is pretty high.’ 
  • As Americans withdraw into smaller circles of experience, we jeopardize the “larger circle of empathy,” he said, the search for solutions to shared problems. “The easy question is, How do I protect me and mine? The more interesting question is, What if civilization actually manages continuity as well as it has managed it for the past few centuries? What do we do if it just keeps on chugging?”
