Public involvement requirements for infrastructure planning in China - 0 views

China's transportation planning is examined to understand the infrastructure planning framework stipulated in the laws and regulations on city planning. The city planning ordinances of 27 provincial capitals and 4 municipalities directly under the Central Government are investigated and their requirements for PI are classified. Factors affecting PI requirements are considered including: geographic location, population and level of economic development among others. The authors discuss the effect of the social environment, geography, economic development level and legal requirements on PI implementation. Legislative and regulatory improvements concerning planning procedures and PI are suggested, with the advanced cities to be used as models. Research highlights ► The paper examines public involvement in Chinese infrastructure planning. ► Public involvement regulations are not uniform across the country but vary among cities. ► Larger, more economically advanced Eastern coastal cities have more detailed requirements than other cities.

The Dongtan project on Chongming Island in Shanghai was the first experiment. This project started in 2005 when the Shanghai Industrial Investment Corporation (SIIC) contracted Arup, a UK-headquartered international engineering consultancy firm, to prepare a master plan. As a strategic partner of SIIC, Arup took the responsibility of planning the 80 km2 of land at Dongtan. The project received widespread attention around the world, partially because of excellent information dissemination by the project. Dongtan originally aimed to accommodate 10,000 people in the first phase by 2010 when World Expo was held in Shanghai, and would expand to 80,000 people by 2020. Greenhouse Gas Emissions from Chinese Cities - 0 views

    Full Text available. As some of the most rapidly urbanizing places in the world, China's cities have a unique relationship with global climate change. The economies found in Chinese cities are extremely resource and energy intensive; as a result, they produce significant levels of greenhouse gas (GHG) emissions. This article provides comprehensive and detailed emissions inventories for Shanghai, Beijing, and Tianjin, which were found to be responsible for 12.8, 10.7, and 11.9 tonnes of carbon dioxide equivalent per capita (t CO2-eq/capita), respectively, in 2006. The majority of emissions were from electricity production, heating and industrial fuel use, and ground transportation. The prevalence of coal in the energy supply mix (including up to 98% in Tianjin) was a fundamental cause of high energy emissions. Non-energy emissions from industrial processes were also significant, including emissions from cement and steel production. The GHG inventories for Shanghai, Beijing, and Tianjin point to sectors requiring the most attention in terms of low-carbon growth. Compared to ten other global cities, Chinese cities are among the highest per capita emitters, alluding to the important challenge China faces of reducing emissions while improving the quality of life for urban residents. Accordingly, this article concludes with a discussion of the opportunities and issues concerning low-carbon growth in China, including the potential for renewable energy and the difficulties associated with emissions relocation and policy adoption.

But is also looks at Modernism from the Americas to Africa to Asia; we want to get as many stories of the changing face - and the new face - of "the modern" as possible. Architecture, and indeed the world, has changed massively over the last century, so this conference will explore what contemporary ideas can be drawn from different historical periods and different social circumstances. Chongqing: Beyond the latecomer advantage 重庆:超越后发优势 - 0 views

    The spectacular growth of Chinese cities since the 1980s is often theorised as reflecting the advantages of latecomer development (ALD). ALD has been more effective in cosmopolitan, globally accessible coastal cities than outer cities. As leading cities, like Shanghai, close the development gap, the potential for 'easy' ALD growth falls off rapidly. Because institution building is more difficult than firm-based growth, ALD strategies may generate rapid short-term economic growth but not sustainable development. Accordingly, Chongqing municipality, with a population of 33 million, in West China, is pursuing a beyond latecomer advantage model. This is characterised by: (i) reducing poverty and rural-urban disparity through accelerated urbanisation, rural-urban integration and emphasising human resource development; (ii) upgrading the value added of Chongqing's economy through targeting of FDI and incentives to local start-ups; (iii) endogenous development, reducing risks from external shocks; (iv) Hukou reform; (v) establishing a land use conversion certificate market to rationalise land use; (vi) emphasis on morality to address crime/corruption; (vii) recognition of the importance of amenity in attracting investment and talent; and (viii) establishing a longer developmental time perspective. This paper explores this Chongqing model in detail.

Eco pilots find habits hard to change - 0 views

    Zhang Chun Wang Haotong August 03, 2012 China's low-carbon city programmes are doing well on public awareness, but an NGO survey finds little evidence of greener habits. Only a small proportion of people in China's low-carbon pilot cities are living "low-carbon lives" in spite of widespread knowledge of the green agenda, a year-long survey of household energy consumption carried out by Beijing-based NGO Green Beagle suggests. The study of habits in eight Chinese cities identified as green leaders by China's top economic planning body, the National Development and Reform Commission, involved 3,200 questionnaires and interviews with three to five households in different income brackets in each region. The NGO wanted to find out if inhabitants of these places had heard about "low-carbon" lifestyles and whether they were making efforts to reduce their own environmental footprint through their daily choices. Under the "low-carbon" pilot scheme, which launched in 2010, the eight cities - Tianjin, Chongqing, Shenzhen, Xiamen, Hangzhou, Nanchang, Guiyang and Baoding - are trying to find ways of reducing carbon emissions while continuing to grow economically (Beijing and Shanghai were added to the list in 2011, but are treated as a separate category). Five provinces are charged with the same task: Guangdong, Liaoning, Hubei, Shanxi and Yunnan. If they perform well, they will be treated as an example for the rest of the country.[...]

Private motorization has accompanied unprecedented urbanization in China, as a matter of public policy. Planning at the provincial and city levels has supported the rapid build-up of the private car fleet in major cities through the development of regional and urban highway networks, higher capacity local streets and much higher standards for car parking in new developments. By contrast, urban planning until 1994 concentrated on the building of community and the support for a non-motorized lifestyle. Guangzhou experienced particularly rapid city-building during this period because it was at the centre of the market reforms launched in 1978. The communities that were built form a broad ring around the historic core of the city, constituting one of the most significant obstacles to government ambitions to maintain the recent growth rates in car ownership. Guangyuan and Jiangnanxi are examples of such middle-class, home-owning communities where daily life remains almost exclusively non-motorized. Self-organized groups in the community are increasingly vocal and active in their demands to enhance local environmental quality and restrict local motorization. Local municipal authorities, although increasingly active and autonomous, try to strike a balance between government objectives and local demands. The application of motorization illustrates the growing gap between high-level policy and grassroots urban planning in Guangzhou.

Based on time series Landsat MSS/TM/ETM + imagery and historical census data, analysis of the relationship between land use dynamics, built-up land expansion patterns, and underlying driving forces from 1978 to 2008 was performed, using an integrated approach of remote sensing (RS) and geographic information system (GIS) techniques and statistical methods. The results showed that rapid expansion of built-up land in the Hangzhou Metropolitan Area (HMA) led to accelerated land use conversion. The built-up land increased from 319.3 km2 in 1978 to 862.5 km2 in 2008. Expansion patterns of built-up land in the HMA were essentially characterized by axial expansion centered on the former city proper before 1991. In 1996 and 2001, two significant administrative division adjustments for the former city proper and two neighboring municipalities occurred. This led to the success in implementing strategies of "frog-leaping development along the Qiantang River" and "crossing the Qiantang River and developing southward". Spatially, a closer linkage between the former city proper and two neighboring municipalities was established. Consequently, rapid development of infrastructures, facilities, intensive industrial parks, and urban and rural settlements along the Qiantang River resulted in the eastward and southward expansion of built-up land. Thus, from 1991 to 2008 the model of urban expansion resulted in a multi-nuclei pattern. The 293-km Hanyi Railway links Wuhan and Yichang, two large cities in central China's Hubei province. The railway will reduce travel time between the cities to one hour and 39 minutes, said Yang Tao, an official with the Wuhan railway bureau. The Hanyi Railway is part of the Shanghai-Wuhan-Chengdu Railway, or Huhanrong Railway, a major east-west high-speed rail corridor outlined in China's national high-speed railway development plan. The 2,078-km railway will travel though four provinces and two municipalities, connecting the cities of Shanghai, Nanjing, Hefei, Wuhan, Chongqing and Chengdu. That is based on the assumption that there will be more families with more disposable income when poor farmers from China's countryside move to cities and become middle-class industrial and office workers. But the assumption overlooks a policy from the era of Chinese leader Mao Zedong that restricts the upward mobility of its rural citizens, says a University of Washington geographer. This calls into question China's strength in the global market and its ability to overtake the United States as a global superpower, according to Kam Wing Chan, a UW professor of geography. As the southern center of the Yangtze River Delta, an emerging global city region of China, Hangzhou has been restlessly searching for strategies to promote economic growth and survive the competition with Shanghai. This paper analyzes Hangzhou's development strategies, including globalization, tourism, industrial development, and urban development, in the context of shifting macro conditions and local responses. We hold that urban policies in China are situated in the broad economic restructuring and the gradual, experiential national reform and are therefore transitional. The paper suggests that China's urban policies are state institution-directed, growth-oriented, and land-based, imposing unprecedented challenges to sustainability and livability. Land development and spatial restructuring are central to urban policies in China. Last, while Hangzhou's development strategies and policies to some extent reflect policy convergence across cities in China, local/spatial contexts, including local settings, territorial rescaling and land conditions, are underlying the functioning of development/entrepreneurial states. Central in these greening initiatives has been increased attention on promoting public participation in community-based environmental activities. Focusing on China's green community initiatives, we examine the production and effects of participation in a state-led development program. Our analysis considers how incentives for program organizers and participants are structured by broader political and economic imperatives facing Chinese cities. We also consider what influence China's history of neighborhood-based mobilization campaigns had on the meanings and methods of participation in green communities. To understand how urban development processes and memories of mobilization influence participation at the local level, we present two examples of the community greening process from the city of Guangzhou, comparing policy outcomes between a new and older neighborhood. This article seeks to demonstrate that the participatory processes associated with such an urban environmental initiative cannot be adequately understood without reference to earlier participatory practices and broader policy priorities guiding development in Chinese cities. Spatial determinants of urban land conversion in large Chinese cities: a case of Hangzhou - 0 views

    Source : Academic Search Premier Auteurs : Yong, Liu, Yue Wenze, and Fan Peilei DO I: 10.1068/b37009 Résumé: In this research we assessed the urban land conversion, and identified the factors responsible for the conversion, from 1995 to 2009 in Hangzhou, a large city located in the lower Yangtze River Delta of China. We mapped urban land from satellite images by using a hybrid approach of spectral mixture analysis, unsupervised classification, and expert rules. We employed binary logistic regression to model the probability of urban land conversion as a function of spatial independent variables. In recent years Hangzhou started its transformation from a compact, monocentric city to a polycentric city. We found that accessibility to the central business district, industrial centers, roads, Qiantang River, the amount of built-up area in the neighborhood, locations of markets, and spatial policies were the major determinants of Hangzhou's urban land conversion. Moreover, the availability of land in the neighborhood has become increasingly important in recent years. We identified several major institutional forces underlying Hangzhou's urban development: administrative annexation and development zones, the increasingly important role of the market, and the unique role of local government. China's Environmental Policy and Urban Development - 0 views

    For more than three decades China has achieved remarkable success in economic development, but its rapid growth has resulted in considerable damage to the natural environment. In 1998, the World Health Organization reported that seven of the ten most polluted cities in the world were in China. Sulfur dioxide and soot produced by coal combustion fall as acid rain on approximately 30 percent of China's land area. Industrial boilers and furnaces consume almost half of China's coal and are the largest sources of urban air pollution. In many cities, the burning of coal for cooking and heating accounts for the rest. At the same time, since the beginning of economic reform in the late 1970s, the government has paid considerable attention to environmental problems, particularly in terms of regulatory responsibility and enforcement at the local government level. China passed the Environmental Protection Law for trial implementation in 1979, and in 1982 the constitution included important environmental protection provisions. Since then, various laws and policies have been put in place to address China's current and future urban environment. The 2010 World Exposition in Shanghai provided evidence that the Chinese government views its environmental problems as a priority. The green construction of the facilities for the Expo and particularly of the Chinese Pavilion reflected the emphasis the government has placed on protecting and improving the environment through new technologies. In addition, China's "eco cities" have also been recognized worldwide for advances in urban sustainability, such as Tianjin, Shenzhen, and Wuxi.

Redevelopment of development zones: The smart growth of cities in China - 0 views

    Development zones are the important carriers of China's promoting industrialization and attracting international investment in the past 30 years and act as the primary means of city expansion. In this article, we analyse the low efficiency of land use problem existing in China's current development zones. Comparing with the general old city update phenomenon, we make a detailed illustration on the feasibility and comparative advantage of redevelopment of development zones. On this basis, combining with the investigation practice, we propose the basic redevelopment models of development zones and analyse the typical redevelopment cases of development zones in Xi'an, Shanghai, Changzhou, Hangzhou and Nanjing.

Gas-on-gas competition in Shanghai - 0 views

    In common with other major economic centres in China, Shanghai's energy consumption has been increasing rapidly to support the high growth rate of its economy. To achieve rational, efficient and clean use of energy, together with improved environmental quality within the city, the Shanghai municipal government has decided to expand the supply and utilization of natural gas. Shanghai plans to increase the share of natural gas in its primary energy mix to 7 per cent by 2010, up from 3 per cent in 2005. This increase in natural gas demand has to be matched with a corresponding increase in supply. To date, the Shanghai region has relied on offshore extracted natural gas but this supply is limited due to the size of the reserves. Since 2005, the West-East pipeline has provided an alternative for Shanghai but demands from other regions could reduce the potential for expanding supplies from that source. Since domestic production will not be sufficient to meet demand in the near future, Shanghai is building a liquefied natural gas (LNG) regasification terminal at the Yangshan deep-water port that would allow an additional supply of more than 3 billion cubic meters per year of natural gas. Malaysia has already committed to supply LNG to the Shanghai terminal at a price that is significantly higher than the wholesale "city-gate" price for natural gas transported via pipeline, but still lower than the gas price to end-use consumers. The presence of both an LNG terminal and a transmission pipeline that connects Shanghai to domestic gas-producing regions will create gas-on-gas competition. This study assesses the benefits of introducing such competition to one of China's most advanced cities under various scenarios for demand growth. In this paper, the impact of imported LNG on market concentration in Shanghai's gas market will be analysed using the Herfindahl-Hirschmann index (HHI) and the residual supply index (RSI). State-led land requisition and transformation of rural villages in transitional China - 0 views

Chan Paru dans : Habitat International, Volume 35, Issue 1, January 2011, Pages 57-65 Abstract Since the implementation of economic reforms in 1978, Chinese cities have undergone unprecedented urban expansion. The suburban landscape of these cities has changed dramatically - from traditionally agricultural to rapidly urbanizing. This paper sheds light on the urbanization process that rural villages have undergone through state-led land requisition. It identifies two physical manifestations of the Chinese countryside during the urbanization process: semi-urbanized villages and urban resettlement housing districts. Based on a case study of the suburban districts of Shanghai, it argues that these two emerging forms of suburban landscape differ not only in terms of their physical form and land-use structure, but also in many of the social, economic, cultural and organizational characteristics of these ex-rural communities. Through analysis of public data and observation from personal interview, the study concludes that state-led land requisition has been a dominant force in expediting the urbanization of the suburban areas of Chinese cities and that the complex interplay between state and market impetuses has led to the multi-faceted transformation of rural communities and to a complicated countryside profile.

Determinants of public acceptance of tiered electricity price reform in China: Evidence... - 0 views

    Tiered electricity price (TEP) reform is a planning policy for household electricity conservation in China. Based on TEP, several price hierarchies are provided, and additional payment will be charged if the electricity consumptions exceed the upper bound of each hierarchy. Yet, the optimal level of each price tier and the institutions for implementing TEP need further research, which are set on the basis of considering residents' affordability and willingness to pay. Therefore, this paper aims at exploring determinants of public willingness to accept TEP and finding out the acceptable range of premium. A questionnaire survey in four urban cities of China is conducted to collect data, and an ordinary regression model is adopted in our analysis to identify the drivers and barriers to general public's acceptance of TEP. The results show that middle income earners are the groups that are mostly opposed to TEP.
