Introduction Globalization has brought China ever close to the rest of the world not only through its trade and transport networks, but also many transport-related issues that seem to be in common among other countries, while simultaneously with special causes deep-rooted from its unique pathway of development especially in the past several decades. The major fundamental difference of China's development from other countries lies in its economy in general, while the transport sector, in particular, lies in the role of the government. Indeed, since the global financial crisis in 2008, advanced economies, such as the US and several EU countries, have intensified on how to redefine and strengthen the role of the state within respective economies. On the contrary, the Chinese situation is exactly the other way round: the debate is about how to reduce interferences from the very strong hands of the government towards a real regulated market. In this respect, the transport sector typifies this ongoing marketization process. On one extreme, the mode of highway transportation is fully marketized: private investors may construct toll expressways in almost any provinces, either as joint ventures partnering with state-owned firms or just as fully private developers. On the other side of the continuum, after more than three decades of 'reforms', railway infrastructures, as well as their operation, are still fully and tightly controlled by the Ministry of Railways (MOR) through its subsidiary's monopoly. In-between the highways and railways are air and maritime transportation, both of which being characterized by oligopolies with two to three state-owned listed companies taking up more than 80% of the market share. Regional total factor energy efficiency: An empirical analysis of industrial sector in ... - 0 views

    The rapid growth of the Chinese economy has resulted in great pressure on energy consumption, especially the energy intensive sector - the industrial sector. To achieve sustainable development, China has to consider how to promote energy efficiency to meet the demand of Chinese rapid economic growth, as the energy efficiency of China is relatively low. Meanwhile, the appeal of energy saving and emission reduction has been made by the Chinese central government. Therefore, it is important to evaluate the energy efficiency of industrial sector in China and to assess efficiency development probabilities. The framework of total factor energy efficiency index is adopted to determine the discrepancy of energy efficiency in Chinese industrial sector based on the provincial statistical data of industrial enterprises above designated size in 30 provinces from 2005 to 2009, with gross industrial output as the output value and energy consumption, average remaining balance of capital assets and average amount of working force as the input values. Besides, in considerate of the regional divide of China, namely eastern, central, and western, and economic development differences in each region, energy efficiency of each region is also analysed in this paper. The results show that there is room for China to improve its energy efficiency, especially western provinces which have large amount of energy input excess. Generally speaking, insufficient technological investment and fail of reaching best scale of manufacture are two factors preventing China from energy efficiency promotion. Based on our findings, some policy implications on the improvement of energy efficiency, particularly for economically underdeveloped regions in China, are also discussed.

Production of Space and Space of Production: High-Tech Industrial Parks in Beijing and ... - 1 views

    The development of high-tech industrial parks (HTIPs) has become a salient phenomenon in China's economic and urban development. Current studies regarding the development of HTIPs tend to focus either on the active role of the local government or on the consequences of technological innovation that those parks may have brought about. Very few studies have paid attention to the intrinsic relationship between the process of space production in building HTIPs and the effect on urban development. To fill this theoretical gap, this article considers developing HTIPs as a territorial project through which both central and local states seek to promote economic growth by reorganizing their territories so as to facilitate capital accumulation based on building high-tech industrial parks. The authors use Beijing's Zhongguancun and Shanghai's Yangpu areas as examples to show the active role played by district governments in promoting and using the symbol of "high tech" to develop industrial estates. In the end, due to the HTIPs' quick tax-generating potentiality, their construction has given rise to commodity housing and commercial projects that district governments are much more enthusiastic to pursue. The property-led high-tech development projects have paradoxically generated a negative impact on sustainable high-tech development.

It notes the progress that has been made and the increasing internationalization of the industry and Chinese chains as they commence to raise capital overseas and begin a period of mergers and acquisitions of foreign based chains. An analysis of the balance between demand and supply is provided for different cities throughout China. The challenges facing the Chinese domestic industry and for foreign chains operating in China are classified and a commentary is provided for each of these categorisations.

    Changes in sexual attitudes and behaviors and resurgence of the sex industry in China have increased concerns about HIV/AIDS and sexually transmitted infections (STI) epidemics. Little attention has been paid to the significant and growing sex industry in rural China. Promotion of barrier protection in this context is most effective to prevent STIs and pregnancy. The female condom (FC) is a barrier method that gives women more autonomy in its application, and has other advantages, but has been little promoted and tested in high risk contexts in China. The China/US Women's Health Project was designed to promote FC use in addition to male condoms (MC) through outreach intervention conducted in sex work establishments in rural and small urban towns in southern China, using the original prototype FC1. The study used quantitative and qualitative methods to document the pre-intervention context, intervention delivery process, and post-intervention outcomes of FC use. In this paper we compare post-intervention FC users and non-users in the first study sites, two rural towns in a single county in Hainan Province. Examination of cross-sectional six-month and 12-month surveys indicated that, despite relatively high MC use, about one-third of the women in sex work establishments in these rural towns had adopted FC at each post-intervention survey. Compared with non-users, FC users were more likely to be freelance women in boarding houses, more sexually experienced, married with children, more sexually active in the prior month, and more exposed to the intervention. The rural context hampered intervention implementation, particularly the significant limits in health and human resources available to manage prevention of HIV/STIs among women in the sex industry. Greenhouse Gas Emissions from Chinese Cities - 0 views

    Full Text available. As some of the most rapidly urbanizing places in the world, China's cities have a unique relationship with global climate change. The economies found in Chinese cities are extremely resource and energy intensive; as a result, they produce significant levels of greenhouse gas (GHG) emissions. This article provides comprehensive and detailed emissions inventories for Shanghai, Beijing, and Tianjin, which were found to be responsible for 12.8, 10.7, and 11.9 tonnes of carbon dioxide equivalent per capita (t CO2-eq/capita), respectively, in 2006. The majority of emissions were from electricity production, heating and industrial fuel use, and ground transportation. The prevalence of coal in the energy supply mix (including up to 98% in Tianjin) was a fundamental cause of high energy emissions. Non-energy emissions from industrial processes were also significant, including emissions from cement and steel production. The GHG inventories for Shanghai, Beijing, and Tianjin point to sectors requiring the most attention in terms of low-carbon growth. Compared to ten other global cities, Chinese cities are among the highest per capita emitters, alluding to the important challenge China faces of reducing emissions while improving the quality of life for urban residents. Accordingly, this article concludes with a discussion of the opportunities and issues concerning low-carbon growth in China, including the potential for renewable energy and the difficulties associated with emissions relocation and policy adoption.

Paper 1. http://scholarship.claremont.edu/cmc_theses/1 Abstract Electric vehicles (EVs) offer an exciting opportunity in China both in terms of the potential to build a domestic manufacturing base and the potential to create a strong domestic market for the product. The Chinese nation stands to benefit from both supply-side and demand-side promotion due to the economic stimulus from EV manufacturing and export, the environmental benefits of reduced air pollution and reduced greenhouse gas emissions, and the energy security benefits of transitioning away from foreign oil dependence. The Chinese have several advantages when it comes to stimulating EV industry development and EV deployment, including: leadership in battery technology, great potential for cost competitiveness, an enormous and emerging number of new car buyers, and high level government support. Yet a number of challenges must be taken into account as well, including: shortfalls in overall automobile R&D spending, consumer concerns about Chinese cars' safety and reliability, enhancing the appeal of the Chinese brand, and heavy national infrastructure demands. This paper will seek to examine the opportunities and challenges associated with EV deployment in China and identify industry actions and policy measures to facilitate the process.

Based on time series Landsat MSS/TM/ETM + imagery and historical census data, analysis of the relationship between land use dynamics, built-up land expansion patterns, and underlying driving forces from 1978 to 2008 was performed, using an integrated approach of remote sensing (RS) and geographic information system (GIS) techniques and statistical methods. The results showed that rapid expansion of built-up land in the Hangzhou Metropolitan Area (HMA) led to accelerated land use conversion. The built-up land increased from 319.3 km2 in 1978 to 862.5 km2 in 2008. Expansion patterns of built-up land in the HMA were essentially characterized by axial expansion centered on the former city proper before 1991. In 1996 and 2001, two significant administrative division adjustments for the former city proper and two neighboring municipalities occurred. This led to the success in implementing strategies of "frog-leaping development along the Qiantang River" and "crossing the Qiantang River and developing southward". Spatially, a closer linkage between the former city proper and two neighboring municipalities was established. Consequently, rapid development of infrastructures, facilities, intensive industrial parks, and urban and rural settlements along the Qiantang River resulted in the eastward and southward expansion of built-up land. Thus, from 1991 to 2008 the model of urban expansion resulted in a multi-nuclei pattern. Tourism-driven urbanization in China's small town development: A case study of Zhapo To... - 0 views

    Abstract This paper investigates the process of tourism-driven urbanization as a local strategy of town development in China. Existing literature has highlighted the role of industrialization in the urbanization process of China's small towns, but here it is suggested that tourism - a development initiative based on the creation of space for consumption, rather than production - can also foster significant expansion of urbanized built environment and remarkable transformation of local socio-economic structures. The case study suggests that, in contrast to the recent process of industrialization-based urbanization in China's small towns, tourism urbanization in Zhapo Town, Guangdong Province has been a highly localized development initiative characterized by the absence of foreign capital investment. Tourism-driven urbanization in Zhapo has involved several processes whose joint effect has reproduced the local socio-spatial organization: the rapid of expansion of urbanized built environment; a unique pattern of land use and land development; the booming of tertiary economic sectors; and the emergence of a flexible regime of labor force. In the meantime, the research also contests Mullins' (1991) classical theorization of tourism urbanization, and suggests that recent tourism-driven urbanization process in Zhapo Town is not the product of the post-modernization of urban cultural manifestations, but is situated within the context-specific space of China's modernity and is based on relatively standardized provision of tourism-related service and the mass consumption of nature.     Abstract The development objective of the Gansu Qingyang Urban Infrastructure Improvement Project for China is to assist Qingyang Municipality to improve selected urban infrastructure services including urban roads and urban environmental services. There are two components to the project. The first component is urban infrastructure improvements. This component includes the following subcomponents: 1) urban bypass. This sub-component includes (i) construction of bypass roads of the southern section of Xifeng's West Ring Road and the northern section of Xifeng's East Ring Road with installation of associated pipes; (ii) construction of three connection roads to the two bypass corridors of West Ring Road and East Ring Road; 2) integrated road corridor. This sub-component includes: (i) improvement of three selected main road corridors (Nan Bei Street, Anding Dong Xi Road, West Ring Road), including road pavement, traffic channelization, and lighting and greening, along with drainage and sewage system improvements; (ii) rehabilitation of three selected backstreets and small lanes for slow traffic (Nanyuan, Tianhe and Xifeng lanes); and (iii) carrying out, as part of the design of the integrated road corridor, the parking action plan, the public transport action plan, and the traffic safety, education and enforcement action plan; 3) drainage and sewage; and 4) wastewater treatment plant. The second component is institutional strengthening and capacity building.     For more than three decades China has achieved remarkable success in economic development, but its rapid growth has resulted in considerable damage to the natural environment. In 1998, the World Health Organization reported that seven of the ten most polluted cities in the world were in China. Sulfur dioxide and soot produced by coal combustion fall as acid rain on approximately 30 percent of China's land area. Industrial boilers and furnaces consume almost half of China's coal and are the largest sources of urban air pollution. In many cities, the burning of coal for cooking and heating accounts for the rest. At the same time, since the beginning of economic reform in the late 1970s, the government has paid considerable attention to environmental problems, particularly in terms of regulatory responsibility and enforcement at the local government level. China passed the Environmental Protection Law for trial implementation in 1979, and in 1982 the constitution included important environmental protection provisions. Since then, various laws and policies have been put in place to address China's current and future urban environment. The 2010 World Exposition in Shanghai provided evidence that the Chinese government views its environmental problems as a priority. The green construction of the facilities for the Expo and particularly of the Chinese Pavilion reflected the emphasis the government has placed on protecting and improving the environment through new technologies. In addition, China's "eco cities" have also been recognized worldwide for advances in urban sustainability, such as Tianjin, Shenzhen, and Wuxi.

Urbanisation and migration externalities in China - 0 views

    " We evaluate the role that cities play on individual productivity in China. First, we show that location explains a large share of nominal wage disparities. Second, even after controlling for individual and -firms characteristics and instrumenting city characteristics, the estimated elasticity of wage with respect to employment density is about three times larger than inWestern countries. Land area and industrial specialisation also play a significant role whereas the access to external markets does not. Therefore, large agglomeration economies prevail in China and they are more localised than in Western countries. Third, we -find evidence of a large positive impact of the local share of migrants on local workers'wages. Overall, these results strongly support the productivity gains that can be expected from further migration and urbanisation in China. "

This project started in 2005 when the Shanghai Industrial Investment Corporation (SIIC) contracted Arup, a UK-headquartered international engineering consultancy firm, to prepare a master plan. As a strategic partner of SIIC, Arup took the responsibility of planning the 80 km2 of land at Dongtan. The project received widespread attention around the world, partially because of excellent information dissemination by the project.     Abstract Not all environmental issues get the same level of policy attention because of the limited capacity of the political and administrative system [End Page 220] to consider all issues simultaneously. This article explores the priority attached to different environmental issues in China through a content analysis of 1,564 government documents during the 1999 to 2008 period. The analysis focuses on four issues, namely pollution types, high-polluting industrial sectors, environmental policy instruments and the implementation of international environmental treaties. The empirical results provide useful insights into changing policy priorities in the area of environmental protection so as to gain a better understanding of the roles of environmental regulation in China.

Redevelopment of development zones: The smart growth of cities in China - 0 views

    Development zones are the important carriers of China's promoting industrialization and attracting international investment in the past 30 years and act as the primary means of city expansion. In this article, we analyse the low efficiency of land use problem existing in China's current development zones. Comparing with the general old city update phenomenon, we make a detailed illustration on the feasibility and comparative advantage of redevelopment of development zones. On this basis, combining with the investigation practice, we propose the basic redevelopment models of development zones and analyse the typical redevelopment cases of development zones in Xi'an, Shanghai, Changzhou, Hangzhou and Nanjing.
