"Coursera has been informed by the Minnesota Office of Higher Education that under Minnesota Statutes (136A.61 to 136A.71), a university cannot offer online courses to Minnesota residents unless the university has received authorization from the State of Minnesota to do so. If you are a resident of Minnesota, you agree that either (1) you will not take courses on Coursera, or (2) for each class that you take, the majority of work you do for the class will be done from outside the State of Minnesota."

"Now let's imagine a university in the 21st century decides, as a matter of choice, to make all of its students attend classes in these sorts of learning spaces. But more than this, they decide to black out all of the windows so that no one can see in and they say that there can be no displays of student work within the room. They provide a standard overhead projector in each room and they insist that teaching consists of a 5 minute introductory presentation from the teacher followed by a question, followed by another 5 minute video and so on. Students are only allowed to talk to each other if they go to a corner of the room that has been walled off from everything else. This method of teaching will be the same for every degree program so the artists and sculptors will use a space like this as well as the engineers and physicists. Learning about modern dance and nursing will all occur in these spaces."

The bills would create an online library of digital textbooks for the 50 most widely-taken lower division courses at the University of California, California State University and the state's community colleges. The project would get under way when state or private funding becomes available. The digital texts would be "open-source," which means they are not copyrighted the same way traditional texts are, making them much less expensive. The texts are primarily available online; students can typically buy a print-out for around $20, about one-tenth the cost of many traditional textbooks.

Coursera continued its ambitious expansion in the growing market for MOOC support today, announcing accords with 16 new universities to help them produce massive open online courses - more than doubling the company's number of institutional partners and pushing its course count near 200.

"While universities have routinely collected information about students for years - from their family backgrounds to what books they take out of the library - increased computer power and better digital skills now offer the possibility to piece it all together. It could fundamentally change the way institutions operate - as well as raising challenging ethical and privacy issues. "It's almost waste stuff, generated as a by-product of communications, and previously we did nothing with it," says Rob Englebright, programme manager at Jisc, which champions use of digital technologies in education. "Now we can look at it and form patterns.""

The UCT OpenContent directory is the web portal for accessing open teaching and learning content from the University of Cape Town (UCT). Produced by the Open Educational Resources project in the Centre for Educational Technology at UCT with the support of the Shuttleworth Foundation, the directory aims to showcase the teaching efforts of UCT academics and encourage the publication of open resources.

"The consortium is interested, however, in how its members might avail themselves of sophisticated online tools while limiting their reliance on the education-technology industry, said Lauren Kay Robel, provost of Indiana University at Bloomington. "There is a rather widespread concern about the notion that the core of our academic mission, on the teaching side, is being essentially developed by for-profit companies," Ms. Robel said in an interview."

"In the United States-where public universities are hurting for funds, tuition and debt levels are growing, and graduation rates are stagnant-debate has focused on whether MOOCs represent a necessary innovation or the deplorable cheapening of elite university education. The question is: Could the hybrid, small-group model that's evolving abroad also provide a needed alternative for underserved American students?"

"Although massive open online courses (MOOCs) are seen to be, and are in fact designed to be, stand-alone online courses, their introduction to the higher education landscape has expanded the space of possibilities for blended course designs (those that combine online and face-to-face learning experiences). Instead of replacing courses at higher education institutions, could MOOCs enhance those courses? This paper reports one such exploration, in which a Stanford University Machine Learning MOOC was integrated into a graduate course in machine learning at Vanderbilt University during the Fall 2012 semester. The blended course design, which leveraged a MOOC course and platform for lecturing, grading, and discussion, enabled the Vanderbilt instructor to lead an overload course in a topic much desired by students. The study shows that while students regarded some elements of the course positively, they had concerns about the coupling of online and in-class components of this particular blended course design. Analysis of student and instructor reflections on the course suggests dimensions for characterizing blended course designs that incorporate MOOCs, either in whole or in part. Given the reported challenges in this case study of integrating a MOOC in its entirety in an on-campus course, the paper advocates for more complex forms of blended learning in which course materials are drawn from multiple MOOCs, as well as from other online sources."

"Mass higher education, conceptually, is practical, low cost, skills oriented, and mainly concerned with teaching. It caught on because state legislatures and businesses saw it as a means of economic development and a supplier of personnel, and because families saw it as a way of ensuring a place in the middle class for their children. Research universities, on the other hand, grant extraordinary freedom and empowerment to a small, elaborately trained and selected group of people whose mission is to pursue knowledge and understanding without the constraints of immediate practical applicability under which most of the rest of the world has to operate."

"As the cost of college in the U.S. soars to record levels, American students in growing numbers are enrolling in schools abroad, where tuition fees are substantially lower-and in some cases nonexistent. Annual tuition and fees for a private, nonprofit four-year university in the U.S. last year averaged $31,231, according to the nonprofit College Board. In Germany, universities receive so much in government subsidies that most students-including international students-pay no tuition at all."

"California State University is moving aggressively to offer web-based science labs, a systemwide virtual campus and online advising as remedies for "bottlenecks" that impede student progress and graduation rates, officials said Tuesday. Some of these efforts will be ready to roll out this fall. The detailed strategies were presented in a meeting of the Cal State Board of Trustees in Long Beach as a response to Gov. Jerry Brown's call for the Cal State and University of California systems to improve student performance in exchange for long-term funding increases."

Once the MOOC "revolution" got underway, universities, usually slow-moving and tight-fisted institutions, couldn't run fast enough to put their own MOOCs online. And, right now, we're seeing the results. In January alone, 180 MOOCs from major international universities, will get underway. "Drexel University last January earned praise for expanding a transfer program that brings the university's faculty members to local community colleges. But Drexel is phasing out the program less than a year later."
