"An all-digital public library is opening today, as officials in Bexar County, Texas, celebrate the opening of the BiblioTech library. The facility offers about 10,000 free e-books for the 1.7 million residents of the county, which includes San Antonio. On its website, the Bexar County BiblioTech library explains how its patrons can access free eBooks and audio books. To read an eBook on their own device, users must have the 3M Cloud Library app, which they can link to their library card. The app includes a countdown of days a reader has to finish a book - starting with 14 days, according to My San Antonio."

On July 10, 2014, EDUCAUSE joined other leading higher education and library associations (listed below) in proposing a set of network neutrality principles for the Federal Communications Commission (FCC) to use in developing new regulations to preserve the "open Internet." These groups urged the FCC to adopt these principles in light of a recent court decision vacating two of the key network neutrality rules previously in place, which they believe creates an opportunity for Internet providers to block or degrade (e.g., arbitrarily slow) certain Internet traffic, or prioritize certain services, while relegating the online content and services of colleges, universities, and libraries to the "slow lane." The groups argue that new network neutrality rules based on these principles will ensure that the Internet remains a vital, vibrant platform for teaching, learning, research, and community support and engagement.

"Los Angeles Public Library is now adding another innovation to this lengthening list: It's planning to offer high school diplomas. The library announced Thursday that it will work with a private online education company to offer classes for high-school credit with in-person support at individual branches. The program is geared toward adult drop-outs, who would ultimately receive a diploma, not a GED."

In October 2011, the Washington State Board of Community and Technical Colleges launched the Open Course Library, a collection of high-quality, low-cost educational materials to correspond with the 81 largest-enrollment courses in the state. The first 42 courses are available immediately, and the remaining 39 are slated for development in 2012 and release in 2013. In conjunction with the release of the first 42 courses, the Student PIRGs conducted this informal study to evaluate just how much the Open Course Library could reduce costs for students. Based on a survey of 22 of the program's 42 course authors, all of whom had agreed to adopt the materials in their own teaching, we have preliminary estimates for the impact of these courses.

"Within the overall framework of the organization's strategy on OA, the recent launch of OA curricula for Researchers and Library Schools by UNESCO highlights its efforts for enhancing capacities to deal with Open Access issues. The carefully designed and developed sets of OA curricula for researchers and library and information professionals are based on two needs assessment surveys, and several rounds of face-to-face and online consultations with relevant stakeholders."

Schools and libraries subject to CIPA may not receive the discounts offered by the E-rate program unless they certify that they have an Internet safety policy that includes technology protection measures. The protection measures must block or filter Internet access to pictures that are: (a) obscene; (b) child pornography; or (c) harmful to minors (for computers that are accessed by minors). Before adopting this Internet safety policy, schools and libraries must provide reasonable notice and hold at least one public hearing or meeting to address the proposal. Schools subject to CIPA have two additional certification requirements: 1) their Internet safety policies must include monitoring the online activities of minors; and 2) as required by the Protecting Children in the 21st Century Act, they must provide for educating minors about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms, and cyberbullying awareness and response.

This initiative is being piloted by DoIT Academic Technology and the UW Libraries to encourage a transition away from high cost commercial textbooks and to explore new paradigms for course readings. We encourage instructors to think broadly and creatively about what might make their course materials better."

Stacy Zemke has been named the Open Educational Resources (OER) Coordinator for the University of Oklahoma Libraries. As the OER Coordinator, Zemke will assist in the creation, promotion and utilization of open educational resources and open access content in support of OU's goal to reduce textbook costs through the development of open access educational resources for both students and faculty.

"The U.S. Supreme Court heard oral arguments on Monday morning in a key copyright-infringement case, with justices asking pointed questions about the resale and reuse of protected works. Many of the questions homed in on possible consequences for individual buyers as well as libraries and other institutions, but did not suggest which way the court was leaning."
