Like a superhero, the U.S. Library of Congress has just swooped in and unveiled an enormous new (and free!) resource that's all about the Common Core. It's located at http://www.loc.gov/teachers and worth checking out.

Udacity's Terms of Service specify that content is published under the Creative Commons Attribution-NonCommercial-NoDerivs 3.0 License, the most restrictive version. This means Udacity videos are sharable only for non-commercial purposes, and derivative works are expressly prohibited. In other words, you may not edit or alter any of those Udacity videos on YouTube, even though they are freely accessible. Creative Commons Director of Global Learning Cable Green specifically recommends that CC NC ND works not be considered OER.

The intersection of copyright and the scale and delivery of MOOCs highlights the enduring tensions between academic freedom, institutional autonomy, and copyright law in higher education. To gain insight into the copyright concerns of MOOC stakeholders, EDUCAUSE talked with CIOs, university general counsel, provosts, copyright experts, and other higher education associations. The consensus opinion was that intellectual property questions for MOOC content merit wide discussion because they affect multiple stakeholders and potentially carry significant consequences. Each MOOC provider, for example, establishes a proprietary claim on material included in its courses, licenses to the user the terms of access and use of that material, and establishes its ownership claim of user-generated content. This conflicts with the common institutional policy approach that grants rights to faculty who develop a course. Fair-use exceptions to traditional copyright protection face challenges as well, given a MOOC's potential for global reach. Nonetheless, fair use and MOOCs are not mutually exclusive ideas. MOOCs remain an experiment. Initiating discussions with a wide range of campus stakeholders will ensure clarity of purpose and a common understanding of copyright issues in a MOOC environment.

Creative Commons licenses are the standard for sharing free content online for individual creators, governments, foundations, and academics. CC licenses have changed the way the internet works, providing a core function to some of the largest content platforms on the web. The result is greater access to knowledge and culture for everyone, everywhere.

A true educational Commons would be a force for reducing academic hierarchy and income inequality. I'm all in favor of that. You say you are too. In 2010, Roberts was a graduate student working for the federal government while teaching introductory psychology at night. He didn't set aside a summer, a month or a few weeks to prepare his book - he created it on a week-by-week basis, often putting sections together late at night or early in the morning. Roberts, who provides his book free of charge to the university's PSYC 100: Introduction to Psychology classes, is part of a national growing open educational resources movement. These resources are published under a Creative Commons license, which allows for free use and sometimes editing, much like Wikipedia. Roberts' psychology textbook draws from free online information, videos and graphics.

"The Online Research and Media Skills (ORMS) model takes a closer look at ways to effectively integrate skills and strategies needed to support all literacies when working with Internet and Communication Technologies (ICT) in classrooms. This class will focus on the planning, implementation and assessment of an inquiry-based lesson. The lesson will involve objectives deemed appropriate by Common Core Standards, but accelerated through the use of ICTs. Participants will leave with effective ways to embed literacy and research skills in the technologically equipped classroom. "

A year and a half ago, the Washington State Board for Community and Technical Colleges (SBCTC) released the first 42 of Washington state's 81 high-enrollment courses under the Creative Commons Attribution license (CC BY). Now they have released the remaining 39 under the same terms, which means that anyone, anywhere, including the state's 34 public community and technical colleges and four-year colleges and universities, can use, customize, and distribute the course materials.
