Reinhart, Rogoff, and How the Macroeconomic Sausage Is Made - Justin Fox - Harvard Busi... - 0 views

  • This is watching the sausage of macroeconomics being made. It's not appetizing. Seemingly small choices in how to handle the data deliver dramatically different results. And it's not hard to see why: The Reinhart-Rogoff data set, according to Herndon-Ash-Pollin's analysis, contained just 110 "country-years" of debt/GDP over 90%, and 63 of those come from just three countries: Belgium, Greece, and the UK. This is a problem inherent to macroeconomics. It's not like an experiment that one can run multiple times, or observations that can be compared across millions of individuals or even hundreds of corporations. In the words attributed to economist Paul Samuelson, "We have but one sample of history." And it's just not a very big sample.
  • So what to do about it? One response is to dig for more data, and Reinhart and Rogoff have been doing that, going back to 1800 to examine episodes of public debt overhangs. Another is to have different people crunch it in different ways, which is what Herndon-Ash-Pollin did, or assemble different data sets, as several other scholars have done.

One response to this fog would be to throw up our hands and not do anything at all. Another is to acknowledge that our knowledge is limited and proceed anyway on a mix of data, theory, and intuition.

  • In early 2013, a few months after the mass shooting at Sandy Hook elementary school, a Yale psychologist created an experiment to test how political bias affects our reasoning skills. Dan Kahan was attempting to understand why public debates over social problems remain deadlocked, even when good scientific evidence is available. He decided to test a question about gun control.
  • Then Kahan ran the same test again. This time, instead of evaluating skin cream trials, participants were asked to evaluate whether a law banning citizens from carrying concealed firearms in public made crime go up or down. The result: when liberals and conservatives were confronted with a set of results that contradicted their political assumptions, the smartest people were barely more likely to arrive at the correct answer than the people with no math skills at all. Political bias had erased the advantages of stronger reasoning skills.
  • The reason that measurable facts were sidelined in political debates was not that people have poor reasoning skills, Kahan concluded. Presented with a conflict between holding to their beliefs or finding the correct answer to a problem, people simply went with their tribe.

  • With 15,305 participants in total, the new experiments had, on average, 60 times as many volunteers as the studies they were attempting to replicate. The researchers involved worked with the scientists behind the original studies to vet and check every detail of the experiments beforehand. And they repeated those experiments many times over, with volunteers from 36 different countries, to see if the studies would replicate in some cultures and contexts but not others.
  • Despite the large sample sizes and the blessings of the original teams, the team failed to replicate half of the studies it focused on. It couldn’t, for example, show that people subconsciously exposed to the concept of heat were more likely to believe in global warming, or that moral transgressions create a need for physical cleanliness in the style of Lady Macbeth, or that people who grow up with more siblings are more altruistic.

  • In 2013, five years after he co-authored a paper showing that Democratic candidates in the United States could get more votes by moving slightly to the right on economic policy1, Andrew Gelman, a statistician at Columbia University in New York City, was chagrined to learn of an error in the data analysis. In trying to replicate the work, an undergraduate student named Yang Yang Hu had discovered that Gelman had got the sign wrong on one of the variables.

  • This is the big problem in science that no one is talking about: even an honest person is a master of self-deception. Our brains evolved long ago on the African savannah, where jumping to plausible conclusions about the location of ripe fruit or the presence of a predator was a matter of survival. But a smart strategy for evading lions does not necessarily translate well to a modern laboratory, where tenure may be riding on the analysis of terabytes of multidimensional data. In today's environment, our talent for jumping to conclusions makes it all too easy to find false patterns in randomness, to ignore alternative explanations for a result or to accept 'reasonable' outcomes without question — that is, to ceaselessly lead ourselves astray without realizing it.

  • Although it is impossible to document how often researchers fool themselves in data analysis, says Ioannidis, findings of irreproducibility beg for an explanation. The study of 100 psychology papers is a case in point: if one assumes that the vast majority of the original researchers were honest and diligent, then a large proportion of the problems can be explained only by unconscious biases. “This is a great time for research on research,” he says. “The massive growth of science allows for a massive number of results, and a massive number of errors and biases to study.   • This question of accounting for what we call the "big bang state" -- the search for a physical explanation of it -- is probably the most important question within the philosophy of cosmology, and there are a couple different lines of thought about it.
  • One that's becoming more and more prevalent in the physics community is the idea that the big bang state itself arose out of some previous condition, and that therefore there might be an explanation of it in terms of the previously existing dynamics by which it came about
  • The problem is that quantum mechanics was developed as a mathematical tool. Physicists understood how to use it as a tool for making predictions, but without an agreement or understanding about what it was telling us about the physical world. And that's very clear when you look at any of the foundational discussions. This is what Einstein was upset about; this is what Schrodinger was upset about. Quantum mechanics was merely a calculational technique that was not well understood as a physical theory. Bohr and Heisenberg tried to argue that asking for a clear physical theory was something you shouldn't do anymore. That it was something outmoded. And they were wrong, Bohr and Heisenberg were wrong about that. But the effect of it was to shut down perfectly legitimate physics questions within the physics community for about half a century. I myself think that all of the reasons that lead people to say things like that have very little merit, and that people have just been misled, largely by mistaking the mathematics they use to describe reality for reality itself. If you think that mathematical objects are not in time, and mathematical objects don't change -- which is perfectly true -- and then you're always using mathematical objects to describe the world, you could easily fall into the idea that the world itself doesn't change, because your representations of it don't.

It’s hard to imagine that the hundredth TV ad that a person views is really worth it from a monetary perspective, versus that same money spent in a different race or a lower race. There’s a case to be made that too much money is being spent in the same ways and on the same people.
  • But the takeaway from this paper should not be that campaigns should stop. Campaigns do a lot of work that is measurable in return on getting voters to vote, and persuading voters. It’s just a question of how the money is spent.
  • Kalla: The first order of understanding an election and how people vote is partisan identity. Most people vote based on whether there’s a D or an R next to their name. Unpacking that should be more the focus than the horserace.
