Young Christians from across Europe have spent the last week reflecting on their relationship with God at the European Meeting of Young Christians in Poznan, Poland, which ends today. Brother Alois told the youths last night that it was important for them to remain rooted in the church. "We have seen that in Poland, faith in Christ is inseparable from belonging to the church," he said. "So more than ever it is important not to run away but to go towards (the church), in order to express our love of this unique communion which is the church." Brother Alois said a new thirst for spirituality and the beyond was emerging in the West, as well as the church in China, which he recently visited. "This is a sign of hope," he said. "So the time has come for you, young people, to realise that it is up to you to transmit trust in God to others. Even if you have understood little of the Gospel, put it into practice; talk to your friends who do not know the faith, and accompany some children along the path of faith, too. "KABUL - The top U.S. and NATO commander in Afghanistan plans to tighten the rules on night raids, The Associated Press has learned, in a new step to curb public anger over perceived violations against civilians. Such raids have emerged as the No. 1 complaint among Afghans after Gen. Stanley McChrystal curbed the use of airstrikes and other weaponry last year. NATO spokesman Rear Adm. Gregory Smith told the AP a new directive would be issued soon to set down new rules for night raids. "It addresses the issue that's probably the most socially irritating thing that we do and that is entering people's homes at night," he said Wednesday. He would not elaborate pending a formal announcement. The U.S.-led force has become increasingly sensitive to complaints by Afghan civilians as part of a renewed effort to win support among the public and lure people away from the Taliban. Last year McChrystal curbed the use of airpower and heavy weapons if civilians could be put at risk. Smith said complaints about civilian deaths from airstrikes had dropped sharply after McChrystal's order last year but Afghans are "not seeing enough difference in our nighttime operations." He acknowledged the possible tactical difficulties but said the problem needed to be addressed in the effort to win the confidence of Afghan civilians and keep them from supporting the Taliban."

But the sides are so far apart, at least in public declarations, it is impossible to predict where any diplomatic efforts will lead. North Korea continues to hold fast to the position that its nuclear and ballistic missile programs are non-negotiable. Pyongyang's official news agency says the North wants U.N. Security Council sanctions lifted. The sanctions were put in place after North Korea launched a three-stage rocket last December that put a satellite in orbit. More sanctions were added when the North conducted its third underground nuclear test in February. The U.S. and South Korea insist that a verifiable path to dismantling those programs must be on the table for any negotiating process to begin. South Koreans are increasingly saying they may need a nuclear deterrent to counter Pyongyang's threats. China, of course, detests the possibility the U.S. would reintroduce strategic nuclear weapons there. (They were removed in 1991.) Everyone is heaping pressure on China to rein in the North Koreans. Looking at the North's rapidly growing nuclear threat, some South Koreans admit that after years of dismissing all the bombastic rhetoric from Pyongyang, real fears are emerging. "It really is a game changer," said Hahm Chaibong, president of the ASAN Institute for Policy Studies in Seoul. "We really don't know what to do with it because these are political weapons, these are psychological weapons."

"Republicans scoff at the "Jobs for Main Street Act" title that House Democrats put on their $174 billion package last month. They refer to it as "son of the stimulus," the $787 billion economic recovery plan of nearly a year ago that they say was ineffective at producing jobs. "A 19-year-old man was fatally shot in the face and two men were arrested on drug charges after fleeing police in separate incidents that occurred near the route for Monday's Martin Luther King Jr. Day parade, according to Baltimore police. About 2:30 p.m., after the parade had finished but with roads still shut down, an off-duty officer near the 600 block of W. Hoffman St. said he heard gunshots. Officers found a man inside an apartment in the 1000 block of Pennsylvania Ave., about two blocks from Martin Luther King Jr. Boulevard, suffering from multiple gunshot wounds to his face and chest. He was taken by ambulance to Maryland Shock Trauma Center, where he was listed in critical condition, police said. The man, identified as Darius Goines of the 600 block of Murphy Lane, was pronounced dead at about 8:30 p.m. last night, according to Nicole Monroe, a police spokeswoman. A motive is not known, though court records show Goines was on probation for a drug distribution conviction in April 2009. Authorities were looking for a silver Toyota with a driver wearing a ski mask. He was last seen heading east on Preston Street. Earlier, about 1 p.m., two men were sitting in a vehicle on Lombard Street just west of Martin Luther King Jr. Boulevard when a traffic officer approached. Donny Moses, a city police spokesman, said the driver "got spooked" and put the car in reverse. Moses said the driver sped east on Lombard, then turned onto the 800 block of West Baltimore St., all while in reverse, and struck a parked University of Maryland police car. The occupants ran but were caught and arrested, Moses said. He said about two ounces of marijuana was found in the vehicle. Antonio Wilkens, 31, and Corey Wilkens, 30, both of the 5900 block of Fenwick Ave., were charged, Moses said."

"By Kang Juan China made stern representations to the US Thursday after the Obama administration approved a sale of upgraded Patriot air-defense missile equipment to Taiwan. The decision was denounced by Chinese military scholars as a representation of US-style pragmatism and its long-term containment policy toward China. The US defense department announced the contract late on Wednesday, allowing Lockheed Martin Corp to sell an unspecified number of Patriots, said the American Institute in Taiwan, Washington's de facto embassy in the absence of formal ties, Reuters reported Thursday. Wendell Minnick, Asia bureau chief of Defense News, told Reuters that the sale rounds out a $6.5 billion arms package approved in late 2008, which included 330 Patriot Advanced Capability (PAC-3) missiles worth up to $3.1 billion. "This is the last piece that Taiwan has been waiting on," Minnick said. Late last month, Raytheon, the world's largest missile maker, won contracts totaling $1.1 billion to produce the Patriot Air and Missile Defense System for Taiwan, including ground-system hardware and spare parts. According to a Wednesday press release by the US Department of Defense on its website, the contract with Lockheed, awarded December 30, included "basic missile tooling upgrades, command and launch control tooling, spares and ground support equipment." The completion date of the work is estimated to be October 31, 2012. In a regular press conference in Beijing Thursday, Chinese Foreign Ministry spokesperson Jiang Yu said China has urged the US to cancel any planned arms sales to Taiwan to avoid damaging its ties with Beijing. "PARIS (Reuters) - French President Nicolas Sarkozy on Friday proposed setting up a group of 28 countries to guide global negotiations on climate change and avoid a repetition of last year's chaotic talks in Copenhagen. In a New Year address to the diplomatic community, Sarkozy said United Nations climate negotiations in Copenhagen in December had failed because of the huge number of countries involved in preparing the accord. "The main lesson from Copenhagen is that you can't negotiate in a round of 192," Sarkozy said, arguing that national leaders had arrived in the Danish capital to sign the accord only to find an illegible text full of disputed clauses. He proposed forming a "balanced, representative" group of 28 countries that would provide ideas and prepare for the next round of negotiations in Cancun. He did not name any of the proposed participants. "The wisest option would be to pursue a twin strategy -- talks among the 192, as that involves the whole international community, and among ministers and sherpas from the Group of 28," he said. Sarkozy said he wanted the Group of 28 to hold monthly meetings, starting in March, in New York or Bonn. Last month's Copenhagen talks ended with a bare-minimum agreement when delegates "noted" a deal struck by the United States, China and other emerging powers that fell short of the conference's original goals. Mexico will host the next talks in Cancun in November/December, building on the Copenhagen deal which seeks to limit the rise in temperature to 2 Celsius above the average recorded in pre-industrial times. The Copenhagen accord did not spell out how to achieve that goal."

The Centers for Disease Control and Prevention released the estimates on Friday , which cover roughly the first eight months of the pandemic - from April through mid-December. The CDC last estimated that through mid-November, the pandemic had sickened 50 million Americans and killed 10,000. Swine flu infections have been waning since late October, and no states were reporting widespread cases as of last week."

"PORTLAND, Ore.-Oregon voters approved two special tax measures Tuesday designed to close a $733 million state budget gap. With 80% of the expected vote tallied, the Associated Press reported "yes" voters for Measures 66 and 67 garnered about 54% of Oregon's mail-in ballots. Elections here are by mailed ballot only. Tuesday was the last day ballots could be cast. Measure 66 increases Oregon's personal-income-tax rate by two percentage points for households earning over $250,000 a year. Measure 67 calls for an increase in the state's minimum corporate income tax, currently $10 a year, and imposes a tax on gross revenues for corporations that do not report a profit. The Oregon Legislature approved both tax increases last year, however opponents of the measures-chiefly business groups-sponsored a referendum campaign to put them to a statewide vote. Voters in this heavily Democratic state supported the legislators. "Passage of these measures means we keep core services of education, health care and public safety that Oregon families, businesses, and communities count on," said Oregon House Speaker Dave Hunt, a Democrat who represents Clackamas County. Defeat, he said, would have forced the state to cut nearly a billion dollars more from such services. The twin ballot measures also served as a gauge of anti-business populism and highlighted a nationwide debate over whether to fix state budgets by targeting the affluent. But they also fueled resentment of "tax and spend" legislators, as well as public-employee unions whose members enjoy job security at a time when thousands here have lost jobs. "

Federal regulators seized Charter Bank in New Mexico this week as its capitalization fell below requirements, making it the latest of scores of banks to have failed in the economic crisis. However, the Albuquerque Journal reports that Charter faced a very low default rate on residential loans and no commercial failures, either - until the Office of Thrift Supervision, its regulator, demanded that Charter increase its declared risk fivefold (hat tip HA reader Super5): Federal authorities on Friday closed Charter Bank, a closely held, family-run financial institution known for its financing of low-income housing in New Mexico and for the philanthropy of its owners. … Last fall, Office of Thrift Supervision examiners, responding to the national collapse of real estate development, ordered Charter to increase its allowance for loan losses from $10.8 million to $55.4 million, even though Charter had no delinquent commercial construction loans and only [0].34 percent of the loans in its commercial real estate portfolio were behind on their payments. That order reduced the level of capital Charter had on its books. Last Wednesday, OTS ordered Charter to find new capital as a buffer against insolvency or face closure. Charter had hoped to find a buyer, but none appeared. The owners' stake in the company was wiped out by the forced closure. How involved were they in low-income lending? The head of New Mexico's MFA makes it clear: Charter became a major real estate lender and was especially active in underwriting and servicing mortgages for low-income housing. It worked closely with the Mortgage Finance Authority, which was established by the State Legislature to help finance low-income housing construction. "Almost 1,500 earthquakes have been recorded in Yellowstone National Park during a recent swarm over the last two weeks. Since Jan. 17 when the swarm began, there have been 1,497 earthquakes with magnitude 0.4 to 3.8 recorded on the west side of the park through 9 a.m. Thursday, Jan. 28, the park said in a news release. Over the last couple days, a pair of earthquakes of magnitude 3.1 and 3.2 occurred in the park, according to the University of Utah Seismograph Stations. The magnitude 3.1 event occurred at 12:52 p.m. on Wednesday, Jan. 27. The magnitude 3.2 occurred at 1:46 a.m. Jan. 28. Both shocks happened about nine miles to the southeast of West Yellowstone and about 10 miles to the northwest of Old Faithful. Both quakes were reported felt in the park. The largest earthquake in the swarm as of 9 a.m. Jan. 28 was a magnitude 3.8. Of the 1,497 located earthquakes, 12 events were of magnitude larger than 3, 111 events were of magnitude 2 to 3, and 1,374 events were of magnitude less than 2. There have been multiple personal reports of ground shaking from observers inside the park and in surrounding areas for some of the larger events, according to the park. Earthquake swarms are relatively common in Yellowstone, the park said. "Yellowstone Volcano Observatory scientists still consider that the swarm events are likely the result of slip on pre-existing faults and are not thought to be caused by underground movement of magma. Currently there is no indication of premonitory volcanic or hydrothermal activity, but ongoing observations and analyses will continue to evaluate these different sources," the park said in the news release. Let that sink in for a bit. China sells more stuff to other countries than anyone else in the world. That fact alone is enough to make China an economic superpower. Citizens of the U.S. like to think of themselves as the greatest economic superpower, but the reality is that the average American is drowning in debt. In fact, the average American piled up even more debt this past Christmas season buying cheap plastic stuff made in China to exchange with family members around the ole Christmas tree."

A Smartphone Immediately after the Boston Marathon bomb exploded, David Green pulled out his smartphone and snapped a shot of the aftermath, smoke and all-around chaos. He then put his phone away and started helping victims. Taking a picture of what you see in front of you-whether it be a disaster, a beautiful view, a plate of food-has become as instinctual as just plain seeing. What Green didn't know, and what the world was soon going to find out, was that Green's picture eventually became the clearest image of 19-year-old Dzhokhar Tsarnaev, aka Suspect #2. In the high-resolution image, you can see Tsarnaev calmly walk away from the explosion in his unmistakable white baseball cap. Perry asks rhetorically. He has me stumped there. I tell him I always thought of it as a service for overdrawn students to drive a few more sales through the tills. "No," he responds politely. "It's because they want cash out of the system so there is less to manage. Processing a transaction on a card can be cheaper than handling cash." "Among those detained are two infants, both less than a year old, reported International Christian Concern last week. ICC said it has learned that the indigenous Christians have been imprisoned since October, and among those detained is a six-month-old infant. The local governor, Jose de los Santos Sauna Limaco, had announced that Christianity was banned and called a meeting with the Kogui Christians on the Kogui reservation in northern Colombia on Oct. 27. After the Christians were gathered, he reportedly trapped them and imprisoned 16 individuals, including children, for refusing to renounce their faith. Since then, the number of Kogui Christians in prison has grown to 28. ICC noted that in some regions of Colombia the governor and local authorities are given relative autonomy over reserves for indigenous tribes."

"Iran warned on Saturday the West has until the end of the month to accept Tehran's counterproposal to a U.N.-drafted plan on a nuclear exchange, or they will start producing nuclear fuel on their own. The warning from Foreign Minister Manouchehr Mottaki showed a hardening in Iran's stance over its controversial nuclear program. While the West fears it shows Iran has nuclear ambitions, Tehran insists the program is only for peaceful, electricity production purposes. The Iranian foreign minister's message was broadcast on Iranian TV. He says that Iran gave [the West] an ultimatum, and they have one month left, giving them to the end of January [to accept]. He adds that [the West] must choose between one of the two proposals [that Iran has made], which is either to purchase uranium [directly from France or Russia] or to swap it [on Iranian soil]. Otherwise, he insists that Iran will go ahead and produce [high grade] enriched uranium fuel using its own talented experts. Western powers, including the United States, have called on Tehran, under the draft U.N. nuclear deal worked out last November, to ship around 70 percent of its low-grade uranium abroad. That fuel would then be transformed into more highly enriched (20 percent grade) uranium and shipped back to Iran. Iran, however, came up with a counterproposal insisting that its uranium stockpile be sent abroad in small batches, in quick transfers on Iranian soil, preferably on Iran's own Kish Island. Iran's proposal is unacceptable to the West, because it allows Iran to keep significant quantities of enriched uranium to produce nuclear weapons. "
