"Executive Order will Strengthen Further Partnership Between the Federal and State and Local Governments to Better Protect Our Nation The President today signed an Executive Order (attached) establishing a Council of Governors to strengthen further the partnership between the Federal Government and State Governments to protect our Nation against all types of hazards. When appointed, the Council will be reviewing such matters as involving the National Guard of the various States; homeland defense; civil support; synchronization and integration of State and Federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities. The bipartisan Council will be composed of ten State Governors who will be selected by the President to serve two year terms. In selecting the Governors to the Council, the White House will solicit input from Governors and Governors' associations. Once chosen, the Council will have no more than five members from the same party and represent the Nation as a whole. Federal members of the Council include the Secretary of Defense, the Secretary of Homeland Security, the Assistant to the President for Homeland Security and Counterterrorism, the Assistant to the President for Intergovernmental Affairs and Public Engagement, the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs, the U.S. Northern Command Commander, the Commandant of the Coast Guard, and the Chief of the National Guard Bureau. The Secretary of Defense will designate an Executive Director for the Council. The Council of Governors will provide an invaluable Senior Administration forum for exchanging views with State and local officials on strengthening our National resilience and the homeland defense and civil support challenges facing our Nation today and in the future. "President Obama by executive order has established a new "Council of Governors" designated to advise on the "synchronization and integration of state and federal military activities in the United States." The recent order, posted on the White House website, was accompanied by the explanation that the group is to work "to protect our nation against all types of hazards." It comes just weeks after the president issue a similarly obscure order vastly expanding INTERPOL's privileges in the U.S. The White House said the new council is to include governors and administration officials to review "such matters as involving the National Guard of the various states; homeland defense, civil support; synchronization and integration of state and federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities." However, there was no definition of what would be included in the group's authority. Can the council recommend "military activities" and can the governors, who already are in command of their own state guard units, mandate activities outside of their areas of jurisdiction? The White House did not respond to WND questions on the issue. "

"RIO DE JANEIRO (Reuters) - Rescue crews on Saturday intensified the search for victims at a plush Brazilian beach resort ravaged by mudslides and flooding that have killed at least 64 people in three states. Heavy rain also left several cities without power in the state of Sao Paulo, where six tourists died in a mudslide in the town of Cunha. At least three people died because of mudslides in Juiz de Fora, a city in Minas Gerais state. "PORTLAND, Ore.-Oregon voters approved two special tax measures Tuesday designed to close a $733 million state budget gap. With 80% of the expected vote tallied, the Associated Press reported "yes" voters for Measures 66 and 67 garnered about 54% of Oregon's mail-in ballots. Elections here are by mailed ballot only. Tuesday was the last day ballots could be cast. Measure 66 increases Oregon's personal-income-tax rate by two percentage points for households earning over $250,000 a year. Measure 67 calls for an increase in the state's minimum corporate income tax, currently $10 a year, and imposes a tax on gross revenues for corporations that do not report a profit. The Oregon Legislature approved both tax increases last year, however opponents of the measures-chiefly business groups-sponsored a referendum campaign to put them to a statewide vote. Voters in this heavily Democratic state supported the legislators. "Passage of these measures means we keep core services of education, health care and public safety that Oregon families, businesses, and communities count on," said Oregon House Speaker Dave Hunt, a Democrat who represents Clackamas County. Defeat, he said, would have forced the state to cut nearly a billion dollars more from such services. The twin ballot measures also served as a gauge of anti-business populism and highlighted a nationwide debate over whether to fix state budgets by targeting the affluent. But they also fueled resentment of "tax and spend" legislators, as well as public-employee unions whose members enjoy job security at a time when thousands here have lost jobs. "

"Washington (CNN) -- Another attempted terrorist attack on the United States in coming months is "certain," the heads of major U.S intelligence agencies told a Senate committee Tuesday. Al Qaeda remains the top security threat to the United States, but a growing cyber-security threat also must be addressed by the U.S. intelligence community, the heads of the CIA, the FBI and other agencies told the Senate Intelligence Committee. The hearing covered a range of security issues and became contentious, with Republicans on the committee arguing with Democratic counterparts and the intelligence chiefs on how the Obama administration has handled terrorism suspects such as the failed Christmas Day bomber of a U.S. airliner. Asked by committee chair Sen. Dianne Feinstein, D-California, of the likelihood of another attempted terror attack on the United States in the next three to six months, the officials agreed with Director of National Intelligence Dennis Blair's initial answer of "certain." While none of the intelligence chiefs, who included CIA Director Leon Panetta, FBI Director Robert Mueller and others, cited a specific pending threat, their testimony made clear that an evolving al Qaeda remains their top concern. "My greatest concern, and what keeps me awake at night, is that al Qaeda and its terrorist allies and affiliates could very well attack the United States," Panetta said. Al Qaeda is adapting methods to make their plots more difficult to detect, shifting from large attacks with multiple players to using individuals without any background in terrorism, Panetta said. He noted the Christmas Day attempt as an example, saying the suspect had a U.S. visa but little history of involvement with terrorist groups. "Obviously, they decided to make use of someone like that within a very short period of time" of the suspect coming into contact with al Qaeda, Panetta said."

Authorities are debating whether or not video surveillance should be increased in the United States due to their importance in uncovering the suspects of the Boston Marathon bombings. Lawmakers are in talks about the importance of increasing surveillance and how CCTV (close-circuit television) cameras will be able to increase security and protect citizens as well as help authorities track down suspects. Many lawmakers believed that if there are more security cameras installed in cities, it would help speed up the process of identifying suspects and catching them before they get very far. Michael Bloomberg, the Mayor of New York, states that they had recently increased surveillance in New York's midtown and downtown areas due to the tragic events of the Boston bombings. He says, "The Boston bombing is a terrible reminder of why we've made these investments-including camera technology that could help us deter an attack, or investgate and apprehend those involved. [The added video surveillance can] alert police to abnormalities it detects on the street, such as an abandoned package that is left on a corner." However, calls for extra video surveillance has left many privacy advocates concerned. They believe that increasing video surveillance can be a potential invasion of privacy for the general public. They also state that since the authorities were able to track down the Boston bombers within only a few days, there really isn't any need for any extra surveillance tools. A lawyer for the Electronic Privacy Information Center, Alan Butler, says,

But experts say it could have been far worse. Because the epicenter was located in solid rock about 25 miles offshore - and the rural region's population is scattered and resides primarily in wood-frame housing - damage was minimal for a quake of that size. The quake was also a powerful reminder that the area is the seismic capital of our state, yet its turbulence receives far less attention than quakes in the Bay Area and Los Angeles Basin. "I spent twenty-two years serving in the Colorado criminal justice arena. I worked as a municipal police patrolman, a police detective, a patrol sergeant, and as a uniformed county sheriff's deputy and detective. Lesia Liss, D-Warren. "You can register online for selective service, we pay our taxes online," she said. "So why not make online voter registration a priority as well?" "A nuclear Iran would set off an unprecedented arms race in the Middle East, Deputy Foreign Minister Daniel Ayalon warned Wednesday. "A nuclear Iran would destroy the world order," Ayalon told a gathering in Jerusalem. "We would see a nuclear arms race which we have never seen before." "(1/4/10) FORT LAUDERDALE, FL - A new state law attempting to meet the requirements of the Federal Real ID Act instituted by Congress in 2005, now requires Floridians either getting a new license or renewing an expiring license to provide additional documentation to prove their identity before their new license can be issued. Even if a person uses the on-line renewal system or does so by mail, every renewing driver will have to bring at least four items to a local DHSMV/Driver's License office, proving their identity, address and Social Security Number. The DHSMV has set up a convenient website to help customers gather the necessary documents by creating a personalized list of items to bring with them to a driver's license office. Effective January 1, 2010, drivers are required to provide one of the following to establish their identity: a certified, state-issued birth certificate, a valid passport, a counselor report of birth abroad, a certificate of naturalization, or a certificate of citizenship. Expired or expiring driver's licenses/ID cards will not be accepted to prove one's identity. To prove their Social Security Number, they must provide one of the following items: a Social Security Card, a W-2 Form from their employer, a recent pay check, or a Form 1099. Additionally, drivers will have to show two documents to establish their home address, including (but not limited to): a recent mortgage bill or statement, a Florida voter registration card, Florida vehicle registration, a utility hook-up bill no more than 60 days old, a W-2 or 1099 form, recent bank statements,or even a current homeowner's insurance statement or bill. For those minors or dependents who do not have any of these items in their own name, a parent or guardian residing at the same address must accompany the driver and provide proof of their residence. "A California judge today tentatively scheduled a trial for Jan. 26, 2010, for a case that challenges Barack Obama's eligibility to be president based on questions over his qualifications under the requirements of the U.S. Constitution. If the case actually goes to arguments before U.S. District Judge David Carter, it will be the first time the merits of the dispute have been argued in open court, according to one of the attorneys working on the issue. In a highly anticipated hearing today before Carter, several motions were heard, including a resolution to long-standing questions about whether attorney Orly Taitz properly served notice on the defendants, which she had. In a second ruling, Carter ordered that attorney Gary Kreep of the United States Justice Foundation can be added to the case to represent plaintiffs Wiley Drake and Markham Robinson, who had been removed by an earlier court order. "The State Department is planning to welcome thousands of immigrants from terror-watch list countries into the United States this year through a "diversity visa" lottery -- a giant legal loophole some lawmakers say is a "serious national security threat" that has gone unchecked for years. Ostensibly designed to increase ethnic diversity among immigrants, the program invites in thousands of poorly educated laborers with few job skills -- and that's only the beginning of its problems, according to lawmakers and government investigations. "There are a lot of holes in this program in terms of security and in terms of fraud," said Rep. Bob Goodlatte, R-Va., who has written legislation aimed at killing the lottery. Now, in the wake of the botched Christmas Day terror attack that emerged from Nigeria and Yemen, members of Congress are worried the system could be vulnerable to radicals looking to "play" the visa lottery as a means of reaching the U.S. Here's how it works: to avoid getting stuck with 3.5 million others on a visa waiting list, hundreds of thousands of people put their names into the separate diversity lottery, which rewards countries that typically see low levels of immigration to the U.S. Immediate family are allowed to join lottery winners. Countries like China, where lots of immigrants originate, are excluded. Then a computer in Kentucky picks names at random from the qualified applicants, who need only a high school degree or two years at a job that requires two years of experience. The program accounts for about 10 percent of all immigrant visas each year. Included in the lottery are all four countries the U.S considers state sponsors of terror -- Iran, Sudan, Cuba, and Syria -- and 13 of the 14 nations that are coming under special monitoring from the Transportation Security Administration as founts of terrorism. "Palestinian President Mahmoud Abbas has proposed that the Obama administration negotiate the final borders of a Palestinian state with Israel, a Palestinian official said Wednesday, as a U.S. envoy headed to the region for another attempt to restart Mideast peace talks. Such a proxy arrangement could provide a way around the current deadlock over reviving Israeli-Palestinian talks, which broke off more than a year ago. Abbas says he won't return to the table without a complete Israeli settlement freeze, something Israeli Prime Minister Benjamin Netanyahu has refused to do. As an alternative, U.S. officials could replace Palestinian negotiators in border talks with Israel, said an Abbas aide, who spoke on condition of anonymity because he was not authorized to discuss the content of internal meetings. The U.S. negotiators would be given clear parameters, the aide said. The official Islamic Republic News Agency said the "home-built" Kavoshgar-3, or Explorer-3 rocket was launched at a ceremony to commemorate this month's anniversary of the 1979 Islamic Revolution that overthrew Iran's monarchy. Iran, which is trying to contain a political crisis after violent protests erupted following the disputed re-election of hardline President Mahmoud Ahmadinejad, is expected to mount a series of high profile events to mark the anniversary.
