    "Executive Order will Strengthen Further Partnership Between the Federal and State and Local Governments to Better Protect Our Nation The President today signed an Executive Order (attached) establishing a Council of Governors to strengthen further the partnership between the Federal Government and State Governments to protect our Nation against all types of hazards. When appointed, the Council will be reviewing such matters as involving the National Guard of the various States; homeland defense; civil support; synchronization and integration of State and Federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities. The bipartisan Council will be composed of ten State Governors who will be selected by the President to serve two year terms. In selecting the Governors to the Council, the White House will solicit input from Governors and Governors' associations. Once chosen, the Council will have no more than five members from the same party and represent the Nation as a whole. Federal members of the Council include the Secretary of Defense, the Secretary of Homeland Security, the Assistant to the President for Homeland Security and Counterterrorism, the Assistant to the President for Intergovernmental Affairs and Public Engagement, the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs, the U.S. Northern Command Commander, the Commandant of the Coast Guard, and the Chief of the National Guard Bureau. It comes just weeks after the president issue a similarly obscure order vastly expanding INTERPOL's privileges in the U.S. The White House said the new council is to include governors and administration officials to review "such matters as involving the National Guard of the various states; homeland defense, civil support; synchronization and integration of state and federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities." However, there was no definition of what would be included in the group's authority. Can the council recommend "military activities" and can the governors, who already are in command of their own state guard units, mandate activities outside of their areas of jurisdiction? The Oregon Legislature approved both tax increases last year, however opponents of the measures-chiefly business groups-sponsored a referendum campaign to put them to a statewide vote. Voters in this heavily Democratic state supported the legislators. "Passage of these measures means we keep core services of education, health care and public safety that Oregon families, businesses, and communities count on," said Oregon House Speaker Dave Hunt, a Democrat who represents Clackamas County. Defeat, he said, would have forced the state to cut nearly a billion dollars more from such services. The twin ballot measures also served as a gauge of anti-business populism and highlighted a nationwide debate over whether to fix state budgets by targeting the affluent. Al Qaeda remains the top security threat to the United States, but a growing cyber-security threat also must be addressed by the U.S. intelligence community, the heads of the CIA, the FBI and other agencies told the Senate Intelligence Committee. The hearing covered a range of security issues and became contentious, with Republicans on the committee arguing with Democratic counterparts and the intelligence chiefs on how the Obama administration has handled terrorism suspects such as the failed Christmas Day bomber of a U.S. airliner. Asked by committee chair Sen. Dianne Feinstein, D-California, of the likelihood of another attempted terror attack on the United States in the next three to six months, the officials agreed with Director of National Intelligence Dennis Blair's initial answer of "certain." While none of the intelligence chiefs, who included CIA Director Leon Panetta, FBI Director Robert Mueller and others, cited a specific pending threat, their testimony made clear that an evolving al Qaeda remains their top concern. "My greatest concern, and what keeps me awake at night, is that al Qaeda and its terrorist allies and affiliates could very well attack the United States," Panetta said. Al Qaeda is adapting methods to make their plots more difficult to detect, shifting from large attacks with multiple players to using individuals without any background in terrorism, Panetta said.     Authorities are debating whether or not video surveillance should be increased in the United States due to their importance in uncovering the suspects of the Boston Marathon bombings. Lawmakers are in talks about the importance of increasing surveillance and how CCTV (close-circuit television) cameras will be able to increase security and protect citizens as well as help authorities track down suspects. Many lawmakers believed that if there are more security cameras installed in cities, it would help speed up the process of identifying suspects and catching them before they get very far. Michael Bloomberg, the Mayor of New York, states that they had recently increased surveillance in New York's midtown and downtown areas due to the tragic events of the Boston bombings. He says, "The Boston bombing is a terrible reminder of why we've made these investments-including camera technology that could help us deter an attack, or investgate and apprehend those involved. [The added video surveillance can] alert police to abnormalities it detects on the street, such as an abandoned package that is left on a corner." However, calls for extra video surveillance has left many privacy advocates concerned. They believe that increasing video surveillance can be a potential invasion of privacy for the general public. They also state that since the authorities were able to track down the Boston bombers within only a few days, there really isn't any need for any extra surveillance tools. I worked as a municipal police patrolman, a police detective, a patrol sergeant, and as a uniformed county sheriff's deputy and detective. Following twenty years as a cop, I also spent two years on the other side of t he Courtroom as an Investigator for the Colorado State Public Defender's Office. So, I saw crime and punishment from both sides of the Courtroom. Sometimes, warrant in hand, I actually kicked in doors and made arrests at gunpoint, but not exactly like this Clint Eastwood "Dirty Harry" operation. Real cops don't get to do business like Dirty Harry did - but it is fun to watch his movies. To convince a judge to sign a search or arrest warrant I had to first make sure that in preparing my affidavit for arrest or search warrant I had jumped through all of the hoops within the Fourth Amendment, which guarantees protection from unreasonable police searches of our homes, and capricious or illegal arrests. All of my reports, photos, and collected evidence were a matter of public record, available to defense attorneys through motions for discovery, to lay members of the public, and to members of the press via the Freedom of Information Act (FOIA). Imagine now a foreign international police department that does not have to worry about the constraints of the Fourth Amendment, an agency that has license to bypass American Courts of Law, can investigate and arrest American citizens within our own borders, haul them off to Court in a foreign land, and does not have to reveal any records or documents to anyone in the United States. Even if a person uses the on-line renewal system or does so by mail, every renewing driver will have to bring at least four items to a local DHSMV/Driver's License office, proving their identity, address and Social Security Number. The DHSMV has set up a convenient website to help customers gather the necessary documents by creating a personalized list of items to bring with them to a driver's license office. Effective January 1, 2010, drivers are required to provide one of the following to establish their identity: a certified, state-issued birth certificate, a valid passport, a counselor report of birth abroad, a certificate of naturalization, or a certificate of citizenship. Expired or expiring driver's licenses/ID cards will not be accepted to prove one's identity. To prove their Social Security Number, they must provide one of the following items: a Social Security Card, a W-2 Form from their employer, a recent pay check, or a Form 1099. Additionally, drivers will have to show two documents to establish their home address, including (but not limited to): a recent mortgage bill or statement, a Florida voter registration card, Florida vehicle registration, a utility hook-up bill no more than 60 days old, a W-2 or 1099 form, recent bank statements,or even a current homeowner's insurance statement or bill.
