"MONTPELIER, Vt. - Snow falling like New Year's confetti joined forces with a chill that dipped deep to the South on Monday to close schools, delay commuters, threaten fruit farmers and shut down at least one nuclear power plant. A weekend snowstorm dumped an all-time record of more than 33 inches on Burlington, the largest city in Vermont. That broke a single-storm record of nearly 30 inches set in 1969. "It just dropped a tremendous amount of snow," said Steve Goodkind, public works director for the city of Burlington, which had a dozen plows and nine sidewalk snow removers out Monday. "It looks like mid-January, after we'd have a bunch of smaller storms." Most Vermonters took it in stride. Others took it too far: Vermont State Police cited a man after stopping him pulling a sled - with a rider in it - behind his car on Interstate 89 on Sunday. The driver was cited for driving with a suspended license. In upstate New York, it was a similar scene. So-called "lake effect snow" blanketed parts of the state with more than 3 feet. Fulton, in Oswego County, had received 42 inches since last Friday night, while Williamson, which is on Lake Ontario east of Rochester, got nearly 27 inches, according to the National Weather Service."

"DES MOINES, Iowa - Snow was piled so high in Iowa that drivers couldn't see across intersections and a North Dakota snowblower repair shop was overwhelmed with business as heavy snow and wind chills as low as 52 below zero blasted much of the Midwest on Thursday. Frigid weather also gripped the South, where a rare cold snap was expected to bring snow and ice Thursday to states from South Carolina to Louisiana. Forecasters said wind chills could drop to near zero at night in some areas. In Bowbells, in northwestern North Dakota, the wind chill hit 52-below zero Thursday morning. "The air freezes your nostrils, your eyes water and your chest burns from breathing - and that's just going from the house to your vehicle," said Jane Tetrault, the Burke County deputy auditor. Her vehicle started, but the tires were frozen. "It was bump, bump, bump all the way to work with the flat spots on my tires," Tetrault said. "It was a pretty rough ride." Other parts of the Midwest also had dangerously cold wind chills, including negative 40 in parts of South Dakota and minus 27 in northeast Nebraska, according to the National Weather Service. "The Obama administration says the internal unrest in Iran and signs of unexpected delays in their nuclear program make the Iranian government especially vulnerable to swift and serious sanctions, the New York Times reported on Sunday. An administration official said current circumstances "give us a window to impose the first sanctions that may make the Iranians think the nuclear program isn't worth the price tag." Despite the political unrest, Iran's political and military leaders are remaining steadfast in their determination to develop nuclear weapons, advisers to U.S. President Barack Obama said. But the unrest coupled with the Iranian government's internal turmoil has caused a deceleration in production of nuclear fuel in recent months. Advertisement The White House is interested in focusing new sanctions on Iran's Islamic Revolutionary Guard Corps, which is thought to be the driving force behind the country's nuclear weapons program. The Obama government believes that Iran's bomb making efforts were hurt following the exposure of a secret uranium enrichment plant three months ago in the city of Qum. The plant's exposure prevents Iran from enriching uranium at the high levels necessary for creating fuel for a nuclear weapon. Nuclear inspectors report that in Iran's plant in Natanz, the operation of centrifuges has dropped by 20 percent since the summer, which experts attribute to technical problems. "

The Internet behemoth believes these security intrusions are a quest not just for political knowledge but also for intellectual property. Experts warn that as many as 30 other companies have been hacked, ranging from software firms like Adobe and Juniper Networks to Northrop Grumman - a major U.S. defense contractor and manufacturer of nuclear-powered aircraft carriers and the Global Hawk unmanned drone. Microsoft has yet to patch the hole in IE 6, a flaw so serious it's prompted the German government to suggest citizens avoid IE. Microsoft has posted a security advisory detailing the problem, and urging users to upgrade to newer browsers. The main strategy or process that these hackers are following is said to be known as Spearphishing. They target the user with an e-mail that would appeal to them, one that leads to a site that launches malicious code onto your system. And the IE 6 exploit makes it particularly easy to slip that code on your computer. India's security chief, M.K. Narayanan, is claiming that Chinese hackers have attempted to hack into India's most sensitive government office. "PORT-AU-PRINCE, Haiti - A powerful aftershock sent Haitians screaming into the streets on Wednesday, collapsing buildings, cracking roads and adding to the trauma of a nation stunned by an apocalyptic quake eight days ago. The magnitude-5.9 jolt matched the strongest of the aftershocks that have followed the huge quake of Jan. 12 that devastated Haiti's capital. The new temblor collapsed seven buildings in Petit-Goave, the seaside town closest to the epicenter, according to Mike Morton of the U.N. Disaster Assessment and Coordination agency, but there were no reports of people crushed or trapped, perhaps because the earlier quake frightened most people into sleeping outside. Wails of terror erupted in Port-au-Prince, where the aftershock briefly interrupted rescue efforts amid the broken concrete of collapsed buildings, and prompted doctors and patients to flee the University Hospital. Hundreds of thousands of Haitians remain homeless, hungry and in mourning - most still waiting for the benefits of a nearly $1 billion global aid campaign that has brought hundreds of doctors and thousands of troops to the impoverished Caribbean nation. The U.S. Navy's floating hospital, USNS Comfort, dropped anchor in view of the capital on Wednesday with about 550 medical staff, joining teams from about 30 other countries trying to treat the injured. "KABUL - The top U.S. and NATO commander in Afghanistan plans to tighten the rules on night raids, The Associated Press has learned, in a new step to curb public anger over perceived violations against civilians. Such raids have emerged as the No. 1 complaint among Afghans after Gen. Stanley McChrystal curbed the use of airstrikes and other weaponry last year. NATO spokesman Rear Adm. Gregory Smith told the AP a new directive would be issued soon to set down new rules for night raids. "It addresses the issue that's probably the most socially irritating thing that we do and that is entering people's homes at night," he said Wednesday. He would not elaborate pending a formal announcement. The U.S.-led force has become increasingly sensitive to complaints by Afghan civilians as part of a renewed effort to win support among the public and lure people away from the Taliban. Last year McChrystal curbed the use of airpower and heavy weapons if civilians could be put at risk. Smith said complaints about civilian deaths from airstrikes had dropped sharply after McChrystal's order last year but Afghans are "not seeing enough difference in our nighttime operations." He acknowledged the possible tactical difficulties but said the problem needed to be addressed in the effort to win the confidence of Afghan civilians and keep them from supporting the Taliban."

Federal regulators seized Charter Bank in New Mexico this week as its capitalization fell below requirements, making it the latest of scores of banks to have failed in the economic crisis. However, the Albuquerque Journal reports that Charter faced a very low default rate on residential loans and no commercial failures, either - until the Office of Thrift Supervision, its regulator, demanded that Charter increase its declared risk fivefold (hat tip HA reader Super5): Federal authorities on Friday closed Charter Bank, a closely held, family-run financial institution known for its financing of low-income housing in New Mexico and for the philanthropy of its owners. … Last fall, Office of Thrift Supervision examiners, responding to the national collapse of real estate development, ordered Charter to increase its allowance for loan losses from $10.8 million to $55.4 million, even though Charter had no delinquent commercial construction loans and only [0].34 percent of the loans in its commercial real estate portfolio were behind on their payments. That order reduced the level of capital Charter had on its books. Last Wednesday, OTS ordered Charter to find new capital as a buffer against insolvency or face closure. Charter had hoped to find a buyer, but none appeared. The owners' stake in the company was wiped out by the forced closure. How involved were they in low-income lending? The head of New Mexico's MFA makes it clear: Charter became a major real estate lender and was especially active in underwriting and servicing mortgages for low-income housing.
