In the introduction Zawahiri stated that he had always heard from Pakistani scholars that the Pakistani constitution is indeed based on "true Islamic foundations," but that "the ruling class" is corrupt. Challenging the claims, Zawahiri said he studied the Pakistan constitution to determine why the country is "the biggest U.S. ally." He condemns those who do not make Islamic law the foundation for ruling society, and notes that in Pakistan the president can "pardon anyone he wishes," whereas the Muhammad, according to an Islamic saying, was not immune to punishment. He concluded "Pakistan is an un-Islamic country," and that "its constitution is un-Islamic" due to its "many grave contradictions with the Islamic shariah." Pakistan's 23 million people are believed to include about 2.3 million or 10 percent who are viewed as sympathetic to Al Qaida's Islamist creeds.

What were once unacknowledged, relatively infrequent targeted killings of suspected militants or terrorists in the Bush years have become commonplace under the Obama administration. And since a devastating December 30th suicide attack by a Jordanian double agent on a CIA forward operating base in Afghanistan, unmanned aerial drones have been hunting humans in the Af-Pak war zone at a record pace. In Pakistan, an "unprecedented number" of strikes -- which have killed armed guerrillas and civilians alike -- have led to more fear, anger, and outrage in the tribal areas, as the CIA, with help from the U.S. Air Force, wages the most public "secret" war of modern times. In neighboring Afghanistan, unmanned aircraft, for years in short supply and tasked primarily with surveillance missions, have increasingly been used to assassinate suspected militants as part of an aerial surge that has significantly outpaced the highly publicized "surge" of ground forces now underway. And yet, unprecedented as it may be in size and scope, the present ramping up of the drone war is only the opening salvo in a planned 40-year Pentagon surge to create fleets of ultra-advanced, heavily-armed, increasingly autonomous, all-seeing, hypersonic unmanned aerial systems (UAS). "WASHINGTON-The U.S.'s top intelligence officials said Tuesday that an attempted al Qaeda attack on the U.S. in the next three to six months was "certain." An official also said the Nigerian who allegedly attempted to blow up an airliner on Christmas Day was again cooperating with federal investigators. Republicans have accused the administration of squandering a chance to gain valuable intelligence from the suspect by using the civilian court system to charge him, instead of declaring him an enemy combatant and subjecting him to more interrogation. Al Qaeda remains a significant threat to the U.S., the officials said, and the group's recent evolution in tactics includes dispatching individuals who can enter the U.S. without arousing suspicion, such as the man accused of attempting the Christmas Day attack. Such tactics have created "a new degree of difficulty" for U.S. spies seeking to thwart the next attack, Director of National Intelligence Dennis Blair told the Senate Select Committee on Intelligence. Al Qaeda will remain intent on attacking in the U.S. at least until Osama bin Laden and his second in command, Ayman al Zawahiri, are killed or captured, Mr. Blair said. Al Qaeda's many affiliates are also of great concern to the spy agencies. The Yemeni affiliate, which is believed to have directed the attempted Christmas Day attack, will continue to attempt additional attacks on the U.S., Mr. Blair said. TOBA TEK SINGH, Pakistan, January 14 (CDN) - Two Pakistani Christians who were shot at a wedding on Dec. 26 for refusing to convert to Islam are still receiving treatment at a hospital intensive care unit, but doctors are hopeful that they will recover. In low, barely audible voices, Imran Masih, 21, and Khushi Masih, 24, told Compass that two Muslims armed with AK-47s in Punjab Province's Chak (village) 297-JB, in Toba Tek Singh district, shot them in their chests after they refused orders to recite the Islamic creed signifying conversion. Soon after they arrived at the wedding, a group of Muslim youths armed with AK-47 assault rifles surrounded them and began shooting into the air, as is customary at village weddings. They were not alarmed, they said, assuming the young Muslim men were simply celebrating joyfully. "One of the green-turban-wearing Muslims peremptorily told us to recite the Islamic holy Kalima [profession of faith] or face direct bullets and the lethal consequences," said Khushi Masih. Both Christians said that they joyfully refused, and instead they began reciting Psalm 91. "Our decision infuriated them," Imran Masih said, "and instead of shooting into the air, they shot us, leaving us only after being convinced that we were dead. "The US army is training a crack unit to seal off and snatch back Pakistani nuclear weapons in the event that militants, possibly from inside the country's security apparatus, get their hands on a nuclear device or materials that could make one. The specialised unit would be charged with recovering the nuclear materials and securing them. The move follows growing anti-Americanism in Pakistan's military, a series of attacks on sensitive installations over the past two years, several of which housed nuclear facilities, and rising tension that has seen a series of official complaints by US authorities to Islamabad in the past fortnight. "What you have in Pakistan is nuclear weapons mixed with the highest density of extremists in the world, so we have a right to be concerned," said Rolf Mowatt-Larssen, a former CIA officer who used to run the US energy department's intelligence unit. "There have been attacks on army bases which stored nuclear weapons and there have been breaches and infiltrations by terrorists into military facilities." "

"In Egypt, seven Coptic Christians were murdered yesterday by a Muslim gunman as they filed out of a midnight mass in the southern town of Nag Hamadi. In Pakistan, more than 100 Christian homes were ransacked by a Muslim mob last July in the village of Bahmaniwala. In Iraq that same month, seven Christian churches were bombed in Baghdad and Mosul in the space of three days. Such atrocities-and there are scores of other examples-are grim reminders that when it comes to persecution, few groups have suffered as grievously as Christians in Muslim lands. Fewer still have suffered with such little attention paid. Now a new report from the non-profit ministry, Open Doors USA, shines a light on the scale of oppression. In its annual World Watch List, Open Doors ranks eight Muslim countries among the 10 worst persecutors of Christians. The other two, North Korea (which tops the list) and Laos, are communist states. Of the 50 countries on the list, 35 are majority Muslim. Take Iran, which this year ranks as the world's second-worst persecutor of Christians. Open Doors reports that in 2009 the Islamic Republic arrested 85 Christians, many of whom were also mistreated in prison. In 2008, some 50 Christians were arrested and one Christian couple was beaten to death by security officials. At least part of the reason for the mistreatment appears to be the result of Muslim conversions to Christianity: Apostasy carries a mandatory death sentence in Iran."

"The State Department is planning to welcome thousands of immigrants from terror-watch list countries into the United States this year through a "diversity visa" lottery -- a giant legal loophole some lawmakers say is a "serious national security threat" that has gone unchecked for years. Ostensibly designed to increase ethnic diversity among immigrants, the program invites in thousands of poorly educated laborers with few job skills -- and that's only the beginning of its problems, according to lawmakers and government investigations. "There are a lot of holes in this program in terms of security and in terms of fraud," said Rep. Bob Goodlatte, R-Va., who has written legislation aimed at killing the lottery. Now, in the wake of the botched Christmas Day terror attack that emerged from Nigeria and Yemen, members of Congress are worried the system could be vulnerable to radicals looking to "play" the visa lottery as a means of reaching the U.S. Here's how it works: to avoid getting stuck with 3.5 million others on a visa waiting list, hundreds of thousands of people put their names into the separate diversity lottery, which rewards countries that typically see low levels of immigration to the U.S. Immediate family are allowed to join lottery winners. Countries like China, where lots of immigrants originate, are excluded. Then a computer in Kentucky picks names at random from the qualified applicants, who need only a high school degree or two years at a job that requires two years of experience. The program accounts for about 10 percent of all immigrant visas each year. Included in the lottery are all four countries the U.S considers state sponsors of terror -- Iran, Sudan, Cuba, and Syria -- and 13 of the 14 nations that are coming under special monitoring from the Transportation Security Administration as founts of terrorism. "Four missiles fired by a US drone aircraft in the northern Pakistani tribal region of North Waziristan have killed three militants, officials say. They say that a militant camp was also destroyed by the missiles. Separately Pakistani intelligence officials say US drone missiles recently killed a militant on the FBI's most-wanted terrorists list. The man, named as Jamal Saeed Abdul Rahim, is believed to have died on 9 January in North Waziristan. The FBI's Web site says that Mr Rahim has a $5m bounty on his head and is wanted for his alleged role in the 1986 hijacking of Pan American World Airways flight during a stop in the southern Pakistani city of Karachi. Taliban sanctuaries More than 700 people have been killed in about 77 US drone strikes since August 2008. A surge in such strikes has been ordered by US President Barack Obama, with seven drones hitting the tribal north-west this month alone. "

"KABUL - The top U.S. and NATO commander in Afghanistan plans to tighten the rules on night raids, The Associated Press has learned, in a new step to curb public anger over perceived violations against civilians. Such raids have emerged as the No. 1 complaint among Afghans after Gen. Stanley McChrystal curbed the use of airstrikes and other weaponry last year. NATO spokesman Rear Adm. Gregory Smith told the AP a new directive would be issued soon to set down new rules for night raids. "It addresses the issue that's probably the most socially irritating thing that we do and that is entering people's homes at night," he said Wednesday. He would not elaborate pending a formal announcement. The U.S.-led force has become increasingly sensitive to complaints by Afghan civilians as part of a renewed effort to win support among the public and lure people away from the Taliban. Last year McChrystal curbed the use of airpower and heavy weapons if civilians could be put at risk. Smith said complaints about civilian deaths from airstrikes had dropped sharply after McChrystal's order last year but Afghans are "not seeing enough difference in our nighttime operations." He acknowledged the possible tactical difficulties but said the problem needed to be addressed in the effort to win the confidence of Afghan civilians and keep them from supporting the Taliban."
