    "(1/4/10) FORT LAUDERDALE, FL - A new state law attempting to meet the requirements of the Federal Real ID Act instituted by Congress in 2005, now requires Floridians either getting a new license or renewing an expiring license to provide additional documentation to prove their identity before their new license can be issued. Even if a person uses the on-line renewal system or does so by mail, every renewing driver will have to bring at least four items to a local DHSMV/Driver's License office, proving their identity, address and Social Security Number. The DHSMV has set up a convenient website to help customers gather the necessary documents by creating a personalized list of items to bring with them to a driver's license office. Effective January 1, 2010, drivers are required to provide one of the following to establish their identity: a certified, state-issued birth certificate, a valid passport, a counselor report of birth abroad, a certificate of naturalization, or a certificate of citizenship. Expired or expiring driver's licenses/ID cards will not be accepted to prove one's identity. To prove their Social Security Number, they must provide one of the following items: a Social Security Card, a W-2 Form from their employer, a recent pay check, or a Form 1099. Additionally, drivers will have to show two documents to establish their home address, including (but not limited to): a recent mortgage bill or statement, a Florida voter registration card, Florida vehicle registration, a utility hook-up bill no more than 60 days old, a W-2 or 1099 form, recent bank statements,or even a current homeowner's insurance statement or bill. For those minors or dependents who do not have any of these items in their own name, a parent or guardian residing at the same address must accompany the driver and provide proof of their residence. With 80% of the expected vote tallied, the Associated Press reported "yes" voters for Measures 66 and 67 garnered about 54% of Oregon's mail-in ballots. Elections here are by mailed ballot only. Tuesday was the last day ballots could be cast. Measure 66 increases Oregon's personal-income-tax rate by two percentage points for households earning over $250,000 a year. Measure 67 calls for an increase in the state's minimum corporate income tax, currently $10 a year, and imposes a tax on gross revenues for corporations that do not report a profit. The Oregon Legislature approved both tax increases last year, however opponents of the measures-chiefly business groups-sponsored a referendum campaign to put them to a statewide vote. Voters in this heavily Democratic state supported the legislators. "Passage of these measures means we keep core services of education, health care and public safety that Oregon families, businesses, and communities count on," said Oregon House Speaker Dave Hunt, a Democrat who represents Clackamas County. Defeat, he said, would have forced the state to cut nearly a billion dollars more from such services. The twin ballot measures also served as a gauge of anti-business populism and highlighted a nationwide debate over whether to fix state budgets by targeting the affluent. But they also fueled resentment of "tax and spend" legislators, as well as public-employee unions whose members enjoy job security at a time when thousands here have lost jobs. "

"We need to be using it less." Expensive? Vintage wines, maybe. Designer clothes, yes. Modern art, almost certainly. But cash? "Why do you think supermarkets introduced cashback?" Perry asks rhetorically. He has me stumped there. I tell him I always thought of it as a service for overdrawn students to drive a few more sales through the tills. "No," he responds politely. "It's because they want cash out of the system so there is less to manage. Processing a transaction on a card can be cheaper than handling cash." Perry is a leading cheerleader for the cashless society. It's hardly a surprising role, but its an argument he is finding increasingly easy to make. Last month, for example, the Payments Council announced to anguished outrage that in 2018 the cheque would be dead. "There are many more efficient ways of making payments than by paper in the 21st century, and the time is ripe for the economy as a whole to reap the benefits of its replacement," Paul Smee, chief executive of the Payments Council, said. Perry extends the same argument to cash. Notes and coins are never going to be fully replaced, he accepts. Currency has, after all, been around in some form or another since 3,000BC. But now that we're in the electronic age, payments could do with a little catching up, he reckons. Visa has recently published an extensive report on the cost of cash to society. Since the end of last year, China has sent four flotillas to the Middle East in order to take part in anti-piracy operations together with US, European, Indian and Russian warships. The latest mission, which departed from China in October, involved two missile frigates. Mr Yin said a permanent base in the region would help supply Chinese ships. "We are not saying we need our navy everywhere in order to fulfil our international commitments," he said, cautiously. "We are saying to fulfil our international commitments, we need to strengthen our supply capacity." His words, which came just a few days after China rescued 25 sailors from Somali pirates, were posted in an interview on the Defence ministry website. China is reported to have paid a USD4 million (Pounds2.5 million) ransom to free the De Xin Hai, a coal carrier. Mr Yin, who is a senior researcher at the navy's Equipment Research centre, pointed out that the first Chinese ships in the Gulf of Aden spent 124 days at sea without docking, a logistical challenge. However, Chinese ships have since been permitted to dock at a French base. "If China establishes a similar long-term supply base, I believe that the nations in the region and the other countries involved with the (anti-pirate) escorts would understand," he said. For many it is a tremendously humbling moment to turn to the government for help, and for so many millions to be dependent on the food stamps program is yet another indication of how deep the economic despair in America has gotten. Most of the time you won't even notice them being used at the checkout counters. Today food stamps take the form of inconspicuous plastic cards and they can be used to purchase a wide variety of food items. A record 37.2 million people, which is approximately one out of every eight Americans, received food stamps in September, and that number is growing rapidly. In particular, children are being enrolled in this program in staggering numbers. One out of every four children in America now gets assistance from food stamps each month. In fact, it is projected that half of all U.S. kids will be on food stamps at some point in their lives. So if nobody in your family has ever had to go on food stamps consider yourself to be very fortunate. Things are particularly bad in rural areas such as Tennessee. Nearly 1,186,000 people who live in Tennessee, or more than one in six residents, currently receive some kind of food stamp assistance and that number is rapidly increasing. I worked as a municipal police patrolman, a police detective, a patrol sergeant, and as a uniformed county sheriff's deputy and detective. Following twenty years as a cop, I also spent two years on the other side of t he Courtroom as an Investigator for the Colorado State Public Defender's Office. So, I saw crime and punishment from both sides of the Courtroom. I spent my share of time at crime scenes gathering facts and evidence, then in Courts of Law, presenting the evidence and testifying under oath in trials. Sometimes, warrant in hand, I actually kicked in doors and made arrests at gunpoint, but not exactly like this Clint Eastwood "Dirty Harry" operation. Real cops don't get to do business like Dirty Harry did - but it is fun to watch his movies. To convince a judge to sign a search or arrest warrant I had to first make sure that in preparing my affidavit for arrest or search warrant I had jumped through all of the hoops within the Fourth Amendment, which guarantees protection from unreasonable police searches of our homes, and capricious or illegal arrests. All of my reports, photos, and collected evidence were a matter of public record, available to defense attorneys through motions for discovery, to lay members of the public, and to members of the press via the Freedom of Information Act (FOIA). Imagine now a foreign international police department that does not have to worry about the constraints of the Fourth Amendment, an agency that has license to bypass American Courts of Law, can investigate and arrest American citizens within our own borders, haul them off to Court in a foreign land, and does not have to reveal any records or documents to anyone in the United States. It also comes at a time of diplomatic stagnation in the Middle East that has led to increased calls from many quarters - particularly the Palestinians and the EU - for various actors in the international community to step in and impose a solution on the parties.     "A 19th-century illustration by Currier & Ives shows the traditional vision of Noah's ark. That they processed aboard the enormous floating wildlife collection two-by-two is well known. Less familiar, however, is the possibility that the animals Noah shepherded on to his ark then went round and round inside. According to newly translated instructions inscribed in ancient Babylonian on a clay tablet telling the story of the ark, the vessel that saved one virtuous man, his family and the animals from god's watery wrath was not the pointy-prowed craft of popular imagination but rather a giant circular reed raft. The now battered tablet, aged about 3,700 years, was found somewhere in the Middle East by Leonard Simmons, a largely self-educated Londoner who indulged his passion for history while serving in the RAF from 1945 to 1948. The relic was passed to his son Douglas, who took it to one of the few people in the world who could read it as easily as the back of a cornflakes box; he gave it to Irving Finkel, a British Museum expert, who translated its 60 lines of neat cuneiform script. There are dozens of ancient tablets that have been found which describe the flood story but Finkel says this one is the first to describe the vessel's shape. "In all the images ever made people assumed the ark was, in effect, an ocean-going boat, with a pointed stem and stern for riding the waves - so that is how they portrayed it," said Finkel. "But the ark didn't have to go anywhere, it just had to float, and the instructions are for a type of craft which they knew very well. It's still sometimes used in Iran and Iraq today, a type of round coracle which they would have known exactly how to use to transport animals across a river or floods.""
