"LONDON - New regulations that took effect Wednesday require skilled foreign workers who extend their stay in Britain to obtain identity cards containing biometric data, including finger prints and photographs. The UK Border Agency rules are part of the extended rollout of a 2008 program that will require all foreign workers who plan to stay in Britain six months or longer to obtain an ID card by April 2011. The rules apply only to workers from outside the European Economic Area and Switzerland. British officials say the ID cards for foreign workers will help combat illegal workers and illegal immigration and allow cardholders to establish their identity and immigration status, making it easier for them to access various benefits they are entitled to. The cards, in conjunction with workers' passports, can also be used to facilitate entry into Britain after trips abroad, officials said. Skilled workers are defined as those with a job sponsor who can establish their skills and earnings potential on a point-based system that also takes into account their English language ability."

Analysts said the move could be a sign of increased diversification of emerging market central bank assets away from the dollar and into investments denominated in other commodity-linked currencies, such as the Australian dollar. Adam Cole at RBC Capital Markets said if taken in isolation, Russia's announcement that it was buying Canadian dollars was not significant, but if it was part of a broader trend, then it was an important step. "If it is a barometer for the activity of other central banks, then its is structurally positive for the currencies of countries like Canada and Australia that have a commodity bias in their economies," he said. Although not officially confirmed, traders said that other emerging market central banks, including some in Asia which hold large foreign exchange reserves, have also been active in the foreign exchange market in recent weeks buying both Canadian dollars and Australian dollars. Alexei Ulyukayev, first deputy chairman of Russia's central bank, said that it would invest in Canadian dollar-denominated deposits and bonds. "The Canadian financial market is not very deep, so we can invest in deposits in significant volumes, while the bond market is limited," he said. Although the central bank did not specify how much of its reserves it was allocating to assets denominated in the Canadian dollar, analysts estimated that the central bank could put up to $9bn, or 2 per cent, of its foreign exchange reserves into the currency."

"A little-discussed executive order from President Obama giving foreign cops new police powers in the United States by exempting them from such drudgery as compliance with the Freedom of Information Act is raising alarm among commentators who say INTERPOL already had most of the same privileges as diplomats. At David Horowitz's Newsreal, Michael van der Galien said the issue is Obama's expansion of President Ronald Reagan's order from 1983 that originally granted those diplomatic privileges. Reagan's order carried certain exemptions requiring that INTERPOL operations be subject to several U.S. laws such as the Freedom of Information Act. Obama, however, removed those restrictions in his Dec. 16 amendment to Executive Order 12425. That means, van der Galien wrote today, "this foreign law enforcement organization can operate free of an important safeguard against government and abuse." It also comes at a time of diplomatic stagnation in the Middle East that has led to increased calls from many quarters - particularly the Palestinians and the EU - for various actors in the international community to step in and impose a solution on the parties. Russia, obviously, wants to be one of these actors. Hence the two-day conference, part of the Valdai Discussion Club, put on jointly by the Ria Novosti, the Russian News and Information Agency funded by the government, and the Russian Council on Foreign and Defense Policy, the equivalent to the Council on Foreign relations in the US. "Iran warned on Saturday the West has until the end of the month to accept Tehran's counterproposal to a U.N.-drafted plan on a nuclear exchange, or they will start producing nuclear fuel on their own. The warning from Foreign Minister Manouchehr Mottaki showed a hardening in Iran's stance over its controversial nuclear program. While the West fears it shows Iran has nuclear ambitions, Tehran insists the program is only for peaceful, electricity production purposes. The Iranian foreign minister's message was broadcast on Iranian TV. He says that Iran gave [the West] an ultimatum, and they have one month left, giving them to the end of January [to accept]. He adds that [the West] must choose between one of the two proposals [that Iran has made], which is either to purchase uranium [directly from France or Russia] or to swap it [on Iranian soil]. Otherwise, he insists that Iran will go ahead and produce [high grade] enriched uranium fuel using its own talented experts. Western powers, including the United States, have called on Tehran, under the draft U.N. nuclear deal worked out last November, to ship around 70 percent of its low-grade uranium abroad. That fuel would then be transformed into more highly enriched (20 percent grade) uranium and shipped back to Iran. Iran, however, came up with a counterproposal insisting that its uranium stockpile be sent abroad in small batches, in quick transfers on Iranian soil, preferably on Iran's own Kish Island. Iran's proposal is unacceptable to the West, because it allows Iran to keep significant quantities of enriched uranium to produce nuclear weapons. "

Imagine now a foreign international police department that does not have to worry about the constraints of the Fourth Amendment, an agency that has license to bypass American Courts of Law, can investigate and arrest American citizens within our own borders, haul them off to Court in a foreign land, and does not have to reveal any records or documents to anyone in the United States. "A group of prominent Muslim clerics in Yemen warned today that they will call for jihad - holy war - if the US sends troops to fight al-Qaida in Yemen. The group of 15 clergymen includes the highly influential Sheikh Abdul-Majid al-Zindani, whom the US has branded a spiritual mentor of Osama bin Laden but who is also courted by the Yemeni government. The clerics' warning goes straight to the Yemeni government's dilemma in co-operating with Washington against an al-Qaida offshoot. In doing so, Yemen's weak regime must avoid upsetting al-Zindani and other radical Islamic figures whose support it needs to stay in power. "If any foreign country insists on aggression and the invasion of the country or interference, in a military or security way, Muslim sons are duty bound to carry out jihad and fight the aggressors," the clerics said in a statement. Barack Obama has said he does not plan to send US combat troops to Yemen, though Washington is increasing counterterrorism aid and training to Yemeni forces to fight al-Qaida in the Arabian Peninsula. Concern about the growing capabilities of Yemen's al-Qaida offshoot increased after the failed attempt to bomb a US airliner shortly before it landed in Detroit on Christmas Day. US investigators say the Nigerian suspect in the failed attack told them he received training and instructions from al-Qaida in Yemen. The group of clerics also said they believed an international conference on Yemen to be held on 27 January in London was intended to clear the way for the country's occupation by foreign nations. "BEIJING - In China's first official response to Google's threat to leave the country, the government Thursday said foreign Internet companies are welcome but must obey the law and gave no hint of a possible compromise over Web censorship. Foreign ministry spokeswoman Jiang Yu, without mentioning Google by name, said Beijing prohibits e-mail hacking, another issue cited by the company. She was responding to questions about Google at a regular ministry briefing. "China's Internet is open," Jiang said. "China welcomes international Internet enterprises to conduct business in China according to law." Google Inc. said Tuesday it would stop censoring search results in China and might shut down its China-based Google.cn site, citing attempts to break into accounts on its Gmail service used by human rights activists."

"IT MIGHT sound like a contradiction in terms, but for the first time one of the main Irish consumer banks is moving to cashless banking in all its branches. National Irish Bank has written to thousands of its customers this month informing them of a "new style of banking" in which branches will not handle over-the-counter cash transactions. The letter says branches will no longer handle cash withdrawals and lodgements, night safe lodgements and foreign currency cash. Branches will continue to lodge cheques, drafts and postal orders and issue drafts. Customers are advised to obtain cash from "ATMs nationwide" or to seek "cash-back" on their debit cards. A spokesman confirmed that cashless banking was being introduced across the entire NIB branch network over the next 18 months, and had already been introduced successfully in a number of branches. He said the feedback from customers was positive with few complaints. "These branches provide better security for staff and allow us to spend more time, in a better setting, with our customers . . . Customers like them, as our staff have more time to discuss customers' overall needs.""

"RIO DE JANEIRO (Reuters) - Rescue crews on Saturday intensified the search for victims at a plush Brazilian beach resort ravaged by mudslides and flooding that have killed at least 64 people in three states. Heavy rain also left several cities without power in the state of Sao Paulo, where six tourists died in a mudslide in the town of Cunha. At least three people died because of mudslides in Juiz de Fora, a city in Minas Gerais state. In Rio de Janeiro state, where Brazil has most of its oil reserves and has long been the nation's flagship tourist destination, the death toll climbed to 55, authorities said."

Last week's foiled airline bombing plot by a Nigerian man who hid explosives in his clothing has renewed debate in the United States as to how extensive and invasive passenger screening should be at U.S. airports. A few major airports already possess machines that can take detailed, full-body images, but Congress has not mandated widespread use of the technology. Air travelers worldwide are accustomed to passing through metal detectors. But in an era of plastic explosives and advanced chemical compounds, that system has proved lacking. Kip Hawley is a former head of the U.S. Transportation Security Administration, or TSA, which is charged with screening airline passengers and luggage. "The number one area we need to focus on, the biggest potential vulnerability, is a bomb on the body," said Hawley. Dutch officials have ordered detailed, full body scans of all U.S.-bound air travelers. Terrorism expert M.J. Gohel of the London-based Asia Pacific Foundation applauds the move. "These scanners are, in fact, very effective," he said. "They actually show a person's body - any foreign object attached anywhere in the body, even if it is internally. That kind of x-ray scanner would have located the package that this individual [Umar Farouk Abdulmutallab] had on the flight to Detroit. They are on a trial basis at the moment."

"Iranian media on Sunday reported Tehran will conduct a large-scale defensive military exercise next month, coinciding with what government officials now say is a deadline for the West to respond to its counteroffer to a nuclear-fuel deal. The commander of Iran's ground forces, Brig. Gen. Ahmad-Reza Pourdastan, said the drill will be conducted by Iran's army, in conjunction with some units of the Islamic Revolutionary Guard Corps, to improve "defensive capabilities," Press TV, the English-language, state-run media outlet reported. The report follows comments by Iran's foreign minister Manouchehr Mottaki on Saturday, challenging Western nations to decide by the end of the month on counterproposals Tehran has floated to an internationally brokered nuclear-fuel deal. In the counterproposals, Iran has said it would agree to swap the bulk of its low-enriched uranium for higher enriched uranium, but in small batches and on Iranian soil."

"A nuclear Iran would set off an unprecedented arms race in the Middle East, Deputy Foreign Minister Daniel Ayalon warned Wednesday. "A nuclear Iran would destroy the world order," Ayalon told a gathering in Jerusalem. "We would see a nuclear arms race which we have never seen before." "China has said relations with the United States will be seriously undermined if President Barack Obama holds a meeting with the exiled Tibetan spiritual leader, the Dalai Lama. A senior Chinese communist party official has said Beijing will take action if the meeting goes ahead. The White House has indicated that President Obama intends to meet the Dalai Lama, who is due in Washington later this month, but no date has been announced. China's ties with the US have become more strained in recent months over a variety of issues, including planned US arms sales to Taiwan and accusations by the internet company Google of systematic attempts originating in China to hack into its computer systems. China has for many years tried to isolate the Dalai Lama by asking foreign leaders not to meet him."

"By Kang Juan China made stern representations to the US Thursday after the Obama administration approved a sale of upgraded Patriot air-defense missile equipment to Taiwan. The decision was denounced by Chinese military scholars as a representation of US-style pragmatism and its long-term containment policy toward China. The US defense department announced the contract late on Wednesday, allowing Lockheed Martin Corp to sell an unspecified number of Patriots, said the American Institute in Taiwan, Washington's de facto embassy in the absence of formal ties, Reuters reported Thursday. Wendell Minnick, Asia bureau chief of Defense News, told Reuters that the sale rounds out a $6.5 billion arms package approved in late 2008, which included 330 Patriot Advanced Capability (PAC-3) missiles worth up to $3.1 billion. "This is the last piece that Taiwan has been waiting on," Minnick said. Late last month, Raytheon, the world's largest missile maker, won contracts totaling $1.1 billion to produce the Patriot Air and Missile Defense System for Taiwan, including ground-system hardware and spare parts. According to a Wednesday press release by the US Department of Defense on its website, the contract with Lockheed, awarded December 30, included "basic missile tooling upgrades, command and launch control tooling, spares and ground support equipment." The completion date of the work is estimated to be October 31, 2012. In a regular press conference in Beijing Thursday, Chinese Foreign Ministry spokesperson Jiang Yu said China has urged the US to cancel any planned arms sales to Taiwan to avoid damaging its ties with Beijing. The PAC-3 missile is the world's "most advanced, capable and powerful theater air defense missile," which defeats tactical ballistic missiles, cruise missiles and fixed and rotary winged aircraft, and significantly increases the Patriot system's firepower, Lockheed said on its website."

"BAGHDAD - Suicide bombers struck near three hotels popular with Western journalists and businessmen Monday just as Iraq announced the execution of Saddam Hussein's notorious cousin known as "Chemical Ali." At least 37 people were killed and more than 104 injured, security officials said. The blasts - coming in a span of about 15 minutes in downtown Baghdad - came shortly before state television announced that Ali Hassan al-Majid had been hanged. There was no claim of responsibility for the latest major attacks in Baghdad - about six weeks after a series of blasts killed 127 and brought outcry against Iraq's government for repeated security lapses as U.S. troops withdraw. Government spokesman Ali al-Dabbagh said the latest bombings "represent an extension" of the activities of insurgents linked to Saddam's regime. But he stopped short of declaring the blast as possible revenge for the execution. The first explosion struck at about 3:40 p.m. local time in the parking lot of the Sheraton Hotel, toppling high concrete blast walls protecting the site and damaging a number of buildings along the Abu Nawas esplanade across the Tigris River from the Green Zone. Two other blasts followed minutes later, striking near the Babylon Hotel and Hamra Hotel, which is popular with Western journalists and foreign security contractors. All officials spoke on condition of anonymity because they were not authorized to speak to the media. "Haitian officials estimated Wednesday that the death toll might reach between 100,000 and 150,000 and that 70,000 bodies have already been buried in mass graves. But U.N. officials say the numbers are at best a guess. The grim process of counting the dead has been complicated by the breakdown of government institutions, including the collapse of hospitals and morgues. Many people are still buried under collapsed homes, hotels and government buildings, making a final count premature.
