Analysts said the move could be a sign of increased diversification of emerging market central bank assets away from the dollar and into investments denominated in other commodity-linked currencies, such as the Australian dollar. Adam Cole at RBC Capital Markets said if taken in isolation, Russia's announcement that it was buying Canadian dollars was not significant, but if it was part of a broader trend, then it was an important step. "If it is a barometer for the activity of other central banks, then its is structurally positive for the currencies of countries like Canada and Australia that have a commodity bias in their economies," he said. Although not officially confirmed, traders said that other emerging market central banks, including some in Asia which hold large foreign exchange reserves, have also been active in the foreign exchange market in recent weeks buying both Canadian dollars and Australian dollars. Alexei Ulyukayev, first deputy chairman of Russia's central bank, said that it would invest in Canadian dollar-denominated deposits and bonds. "The Canadian financial market is not very deep, so we can invest in deposits in significant volumes, while the bond market is limited," he said. Although the central bank did not specify how much of its reserves it was allocating to assets denominated in the Canadian dollar, analysts estimated that the central bank could put up to $9bn, or 2 per cent, of its foreign exchange reserves into the currency."

Hacks based on this security flaw led Google to threaten to drop its www.google.cn Web site and leave China last week. The Internet behemoth believes these security intrusions are a quest not just for political knowledge but also for intellectual property. Experts warn that as many as 30 other companies have been hacked, ranging from software firms like Adobe and Juniper Networks to Northrop Grumman - a major U.S. defense contractor and manufacturer of nuclear-powered aircraft carriers and the Global Hawk unmanned drone. Microsoft has yet to patch the hole in IE 6, a flaw so serious it's prompted the German government to suggest citizens avoid IE. "PORTLAND, Ore.-Oregon voters approved two special tax measures Tuesday designed to close a $733 million state budget gap. With 80% of the expected vote tallied, the Associated Press reported "yes" voters for Measures 66 and 67 garnered about 54% of Oregon's mail-in ballots. Elections here are by mailed ballot only. Tuesday was the last day ballots could be cast. Measure 66 increases Oregon's personal-income-tax rate by two percentage points for households earning over $250,000 a year. Measure 67 calls for an increase in the state's minimum corporate income tax, currently $10 a year, and imposes a tax on gross revenues for corporations that do not report a profit. The Oregon Legislature approved both tax increases last year, however opponents of the measures-chiefly business groups-sponsored a referendum campaign to put them to a statewide vote. Voters in this heavily Democratic state supported the legislators. "Passage of these measures means we keep core services of education, health care and public safety that Oregon families, businesses, and communities count on," said Oregon House Speaker Dave Hunt, a Democrat who represents Clackamas County. Defeat, he said, would have forced the state to cut nearly a billion dollars more from such services. The twin ballot measures also served as a gauge of anti-business populism and highlighted a nationwide debate over whether to fix state budgets by targeting the affluent. The World Health Organization is actually considering a plan to ask governments all over the globe to impose a global consumer tax on such things as Internet activity and everyday financial transactions like paying bills online. Seriously. Apparently the goal of such a plan would be to raise "tens of billions of dollars" which would then be used to "transfer" pharmaceutical research, development and manufacturing capabilities to the developing world. Transfer them from where? Places like the United States? So let's get this straight. According to the WHO global tax plan, they want to do the following three things.... #1) Take away research, development and manufacturing jobs from us and give them to the developing world at a time when we can least afford it. #2) Give much more money and power to the idiots who brought us the global swine flu scare of 2009. #3) Make us pay for all of it. The World Health Organization's "Expert Working Group" is also thinking of asking wealthy nations such as the United States to set aside fixed portions of their gross domestic product to finance the shift in worldwide research and development. What in the world? No, we do not want a global tax. No, we do not want to redistribute our wealth. We've got a big enough debt problem right now without the WHO trying to dip their greedy little fingers into our pockets. "PORT-AU-PRINCE, Haiti - Troops, doctors and aid workers flowed into Haiti on Monday even while victims of the quake that killed an estimated 200,000 people still struggled to find a cup of water or a handful of food. European nations pledged more than a half-billion dollars in emergency and long-term aid, on top of at least $100 million promised earlier by the U.S. But help was still not reaching many victims of Tuesday's quake - choked back by transportation bottlenecks, bureaucratic confusion, fear of attacks on aid convoys, the collapse of local authority and the sheer scale of the need. Looting spread to more parts of downtown Port-au-Prince as hundreds of young men and boys clambered up broken walls to break into shops and take whatever they can find. Especially prized was toothpaste, which people smear under their noses to fend off the stench of decaying bodies. At a collapsed and burning shop in the market area, youths used broken bottles, machetes and razors to battle for bottles of rum and police fired shots to break up the crowd. "I am drinking as much as I can. It gives courage," said Jean-Pierre Junior, wielding a broken wooden plank with nails to protect his bottle of rum. Even so, the U.S. Army's on-the-ground commander, Lt. Gen. Ken Keen, said the city is seeing less violence than before the earthquake. "Is there gang violence? Yes. "The missionaries were arrested on Friday trying to cross into the Dominican Republic from Haiti with a busload of 33 children they said were orphaned by the January 12 quake. They denied charges they were engaged in child trafficking, insisting they were trying to help vulnerable orphans. Haitian police have said some of the children have living parents. The case could be diplomatically sensitive at a time when the United States is spearheading a huge relief effort to help hundreds of thousands of Haitian quake victims, and as U.S. aid groups pour millions of dollars of donations into Haiti. The five missionaries were questioned behind closed doors at Haiti's judicial police headquarters in Port-au-Prince, where they are being held behind bars. They were escorted from their cells by uniformed Haitian National Police officers to a separate room where the judge awaited along with a clerk and a translator. "I heard five of them. Then I will hear the other five tomorrow," Judge Ezaie Pierre-Louis said. "After the hearing tomorrow, I will make a report to the prosecutor, then he will decide what he does next." Communications Minister Marie-Laurence Lassegue said the missionaries did not have lawyers present. One of the missionaries, a woman, was returned to the police building on Tuesday after being treated at a hospital for hypertension. Before the hearing, prosecutor Mazarre Fortil said authorities were in the preliminary stages of the investigation. "I am here to hear the Americans, to know more about the case, about what were their intentions," he said. "We are looking deeper into what happened to determine the next steps."
