"JERUSALEM - Israel has approved construction of four new apartment buildings in disputed east Jerusalem, officials said Tuesday, fueling tensions with the Palestinians at a time when the U.S. is laboring to get peace talks moving again. The Palestinians claim east Jerusalem for a future capital and demand all construction there stop before negotiations resume. The 24-unit project is being developed in an Arab neighborhood by Irving Moskowitz, an American Jew who has generously funded Jewish settlers determined to cement Israel's hold on contested areas of the holy city. The latest project is potentially even more contentious than others because it is not in any of the established Jewish neighborhoods. Instead, it is located in the heart of a predominantly Arab area of the city. Jerusalem is the most explosive issue between Israel and the Palestinians, and the new buildings would be located in one of its most volatile sites, just outside the walled Old City with its Christian, Muslim and Jewish shrines."

"Iran warned on Saturday the West has until the end of the month to accept Tehran's counterproposal to a U.N.-drafted plan on a nuclear exchange, or they will start producing nuclear fuel on their own. The warning from Foreign Minister Manouchehr Mottaki showed a hardening in Iran's stance over its controversial nuclear program. While the West fears it shows Iran has nuclear ambitions, Tehran insists the program is only for peaceful, electricity production purposes. The Iranian foreign minister's message was broadcast on Iranian TV. He says that Iran gave [the West] an ultimatum, and they have one month left, giving them to the end of January [to accept]. He adds that [the West] must choose between one of the two proposals [that Iran has made], which is either to purchase uranium [directly from France or Russia] or to swap it [on Iranian soil]. Otherwise, he insists that Iran will go ahead and produce [high grade] enriched uranium fuel using its own talented experts. Western powers, including the United States, have called on Tehran, under the draft U.N. nuclear deal worked out last November, to ship around 70 percent of its low-grade uranium abroad. That fuel would then be transformed into more highly enriched (20 percent grade) uranium and shipped back to Iran. Iran, however, came up with a counterproposal insisting that its uranium stockpile be sent abroad in small batches, in quick transfers on Iranian soil, preferably on Iran's own Kish Island. Iran's proposal is unacceptable to the West, because it allows Iran to keep significant quantities of enriched uranium to produce nuclear weapons. "

Benedict has been dubbed the "green pope" for his increasingly vocal concern about the need to protect the environment. Under his watch, the Vatican has installed photovoltaic cells on its main auditorium to convert sunlight into electricity and has joined a reforestation project aimed at offsetting its CO2 emissions. "Palestinian President Mahmoud Abbas has proposed that the Obama administration negotiate the final borders of a Palestinian state with Israel, a Palestinian official said Wednesday, as a U.S. envoy headed to the region for another attempt to restart Mideast peace talks. Such a proxy arrangement could provide a way around the current deadlock over reviving Israeli-Palestinian talks, which broke off more than a year ago. Abbas says he won't return to the table without a complete Israeli settlement freeze, something Israeli Prime Minister Benjamin Netanyahu has refused to do. As an alternative, U.S. officials could replace Palestinian negotiators in border talks with Israel, said an Abbas aide, who spoke on condition of anonymity because he was not authorized to discuss the content of internal meetings. The U.S. negotiators would be given clear parameters, the aide said. Advertisement The state would have to be established in the territories Israel captured in the 1967 Mideast War - the West Bank, Gaza and east Jerusalem - but the Palestinians would agree to swap up to 3 percent of the territory to accommodate some Israeli settlements, the aide said. "Iran is serious about developing a nuclear bomb and has the ability to produce a primitive, truck-sized version of the bomb this year, the German magaziner Der Spiegel reported on Monday. An intelligence dossier obtained by Der Spiegel shows that there is a secret military branch of Iran's nuclear research program that answers to Tehran's ministry of defense, according to the report. Officials who have read this document - which is currently under review by the U.S., Germany and Israel - claim that it shows that their nuclear program aimed at producing a bomb is well advanced. "In an interview with Kuwaiti newspaper Al-Rai published on Sunday, a US official who spoke on condition of anonymity said that "if Syria supplies Hezbollah with surface-to-air missiles (SA-2), war will break out and Tel Aviv will directly strike Damascus." In addition, the official said Syria trained Hezbollah members in Damascus on how to use the SA-2 missiles. Israel has previously warned the country not to supply Hezbollah with the missiles, according to the US source. "Any possible military attack by Hezbollah against Israel will be met by a 'harmful war' on Lebanon. Israel made a mistake in 2006 by not striking Syria during the war with Lebanon, and any new attack from Hezbollah against it will not spare Damascus from a strike," he added. Israel's top priority, the official said, is preventing Syria from supplying Hezbollah with the SA-2 missiles. "Dubai: The government of Dubai on Thursday announced that it is fully prepared to host the headquarters of the United Nations if its officials decide to move from New York where the organisation is currently located. According to an official source in the Dubai government, the announcement was made in light of the UAE's - and Dubai's - appreciation of the vital role the United Nations plays in all areas, and in the protection of international peace and security and economic development in particular. The source said Dubai welcomes dialogue with UN officials to provide them with full information on the capabilities which the emirate can provide and which could make it the optimal choice as the new seat of the UN headquarters if a final decision is taken to move out of New York. Among the capabilities which Dubai possesses are suitable geographical location and world-class infrastructure and air, land and sea transport systems which make the emirate an easily accessible meeting point in the middle of the world, noted the source. "In Egypt, seven Coptic Christians were murdered yesterday by a Muslim gunman as they filed out of a midnight mass in the southern town of Nag Hamadi. In Pakistan, more than 100 Christian homes were ransacked by a Muslim mob last July in the village of Bahmaniwala. In Iraq that same month, seven Christian churches were bombed in Baghdad and Mosul in the space of three days. Such atrocities-and there are scores of other examples-are grim reminders that when it comes to persecution, few groups have suffered as grievously as Christians in Muslim lands. Fewer still have suffered with such little attention paid. Now a new report from the non-profit ministry, Open Doors USA, shines a light on the scale of oppression. In its annual World Watch List, Open Doors ranks eight Muslim countries among the 10 worst persecutors of Christians. The other two, North Korea (which tops the list) and Laos, are communist states. Of the 50 countries on the list, 35 are majority Muslim. Take Iran, which this year ranks as the world's second-worst persecutor of Christians. Open Doors reports that in 2009 the Islamic Republic arrested 85 Christians, many of whom were also mistreated in prison. In 2008, some 50 Christians were arrested and one Christian couple was beaten to death by security officials. At least part of the reason for the mistreatment appears to be the result of Muslim conversions to Christianity: Apostasy carries a mandatory death sentence in Iran."

"PORT-AU-PRINCE, Haiti - Scores of U.S. troops landed on the lawn of Haiti's shattered presidential palace Tuesday to the cheers of quake victims and the U.N. said it would throw more police and soldiers into the sluggish global effort to aid the devastated country. The U.N. forces are aimed at controlling outbursts of looting and violence that have slowed distribution of supplies, leaving many Haitians still without help a week after the magnitude-7.0 quake killed an estimated 200,000 people. Looters were rampaging through a part of downtown Port-au-Prince even as the Security Council was voting to add 2,000 troops to the 7,000 military peacekeepers already in the country as well as 1,500 more police to the 2,100-strong international force. Haitians jammed the fence of the palace grounds to gawk and cheer as U.S. troops emerged from six Navy helicopters. "We are happy that they are coming, because we have so many problems," said Fede Felissaint, a hairdresser. Given the circumstances, he did not even mind the troops taking up positions at the presidential palace. "If they want, they can stay longer than in 1915," he said, a reference to the start of a 19-year U.S. military presence in Haiti - something U.S. officials have repeatedly insisted they have no intention of repeating. A full week after the quake, the capital's port remains blocked and the city's lone airport remains a chokepoint that the U.S. military is trying to expand. Tens of thousands of people sleep in the streets or under plastic sheets in makeshift camps. Relief workers say they fear visiting some parts of the city."
