Federal regulators seized Charter Bank in New Mexico this week as its capitalization fell below requirements, making it the latest of scores of banks to have failed in the economic crisis. However, the Albuquerque Journal reports that Charter faced a very low default rate on residential loans and no commercial failures, either - until the Office of Thrift Supervision, its regulator, demanded that Charter increase its declared risk fivefold (hat tip HA reader Super5): Federal authorities on Friday closed Charter Bank, a closely held, family-run financial institution known for its financing of low-income housing in New Mexico and for the philanthropy of its owners. … Last fall, Office of Thrift Supervision examiners, responding to the national collapse of real estate development, ordered Charter to increase its allowance for loan losses from $10.8 million to $55.4 million, even though Charter had no delinquent commercial construction loans and only [0].34 percent of the loans in its commercial real estate portfolio were behind on their payments. That order reduced the level of capital Charter had on its books. Last Wednesday, OTS ordered Charter to find new capital as a buffer against insolvency or face closure. Charter had hoped to find a buyer, but none appeared. The owners' stake in the company was wiped out by the forced closure. How involved were they in low-income lending? The head of New Mexico's MFA makes it clear: Charter became a major real estate lender and was especially active in underwriting and servicing mortgages for low-income housing. It worked closely with the Mortgage Finance Authority, which was established by the State Legislature to help finance low-income housing construction. "(1/4/10) FORT LAUDERDALE, FL - A new state law attempting to meet the requirements of the Federal Real ID Act instituted by Congress in 2005, now requires Floridians either getting a new license or renewing an expiring license to provide additional documentation to prove their identity before their new license can be issued. Even if a person uses the on-line renewal system or does so by mail, every renewing driver will have to bring at least four items to a local DHSMV/Driver's License office, proving their identity, address and Social Security Number. The DHSMV has set up a convenient website to help customers gather the necessary documents by creating a personalized list of items to bring with them to a driver's license office. Effective January 1, 2010, drivers are required to provide one of the following to establish their identity: a certified, state-issued birth certificate, a valid passport, a counselor report of birth abroad, a certificate of naturalization, or a certificate of citizenship. Expired or expiring driver's licenses/ID cards will not be accepted to prove one's identity. To prove their Social Security Number, they must provide one of the following items: a Social Security Card, a W-2 Form from their employer, a recent pay check, or a Form 1099. Additionally, drivers will have to show two documents to establish their home address, including (but not limited to): a recent mortgage bill or statement, a Florida voter registration card, Florida vehicle registration, a utility hook-up bill no more than 60 days old, a W-2 or 1099 form, recent bank statements,or even a current homeowner's insurance statement or bill. For those minors or dependents who do not have any of these items in their own name, a parent or guardian residing at the same address must accompany the driver and provide proof of their residence. But the sides are so far apart, at least in public declarations, it is impossible to predict where any diplomatic efforts will lead. North Korea continues to hold fast to the position that its nuclear and ballistic missile programs are non-negotiable. Pyongyang's official news agency says the North wants U.N. Security Council sanctions lifted. The sanctions were put in place after North Korea launched a three-stage rocket last December that put a satellite in orbit. More sanctions were added when the North conducted its third underground nuclear test in February. The U.S. and South Korea insist that a verifiable path to dismantling those programs must be on the table for any negotiating process to begin. South Koreans are increasingly saying they may need a nuclear deterrent to counter Pyongyang's threats. China, of course, detests the possibility the U.S. would reintroduce strategic nuclear weapons there. (They were removed in 1991.) Everyone is heaping pressure on China to rein in the North Koreans. Looking at the North's rapidly growing nuclear threat, some South Koreans admit that after years of dismissing all the bombastic rhetoric from Pyongyang, real fears are emerging. It also comes at a time of diplomatic stagnation in the Middle East that has led to increased calls from many quarters - particularly the Palestinians and the EU - for various actors in the international community to step in and impose a solution on the parties. Russia, obviously, wants to be one of these actors. Hence the two-day conference, part of the Valdai Discussion Club, put on jointly by the Ria Novosti, the Russian News and Information Agency funded by the government, and the Russian Council on Foreign and Defense Policy, the equivalent to the Council on Foreign relations in the US. The organizers invited a slew of Mideast experts from Russia and the region - including Bahrain, Egypt, Iran, Iraq, Israel, Jordan, Lebanon, the "State of Palestine," Saudi Arabia, Syria and Turkey, with a couple of people from the UK, US and France thrown in for good measure - to discuss whether a comprehensive settlement is possible in the Middle East by 2020. Following twenty years as a cop, I also spent two years on the other side of t he Courtroom as an Investigator for the Colorado State Public Defender's Office. So, I saw crime and punishment from both sides of the Courtroom. I spent my share of time at crime scenes gathering facts and evidence, then in Courts of Law, presenting the evidence and testifying under oath in trials. Every molecule of matter obeys his command, and the earthquakes reveal his reign -- as do the tides of relief and assistance flowing into Haiti right now. A faithful Christian cannot accept the claim that God is a bystander in world events. The Bible clearly claims the sovereign rule of God over all his creation, all of the time. We have no right to claim that God was surprised by the earthquake in Haiti, or to allow that God could not have prevented it from happening. God's rule over creation involves both direct and indirect acts, but his rule is constant. The universe, even after the consequences of the Fall, still demonstrates the character of God in all its dimensions, objects, and occurrences. And yet, we have no right to claim that we know why a disaster like the earthquake in Haiti happened at just that place and at just that moment. "LONDON - New regulations that took effect Wednesday require skilled foreign workers who extend their stay in Britain to obtain identity cards containing biometric data, including finger prints and photographs. The UK Border Agency rules are part of the extended rollout of a 2008 program that will require all foreign workers who plan to stay in Britain six months or longer to obtain an ID card by April 2011. The rules apply only to workers from outside the European Economic Area and Switzerland. British officials say the ID cards for foreign workers will help combat illegal workers and illegal immigration and allow cardholders to establish their identity and immigration status, making it easier for them to access various benefits they are entitled to. The cards, in conjunction with workers' passports, can also be used to facilitate entry into Britain after trips abroad, officials said. Skilled workers are defined as those with a job sponsor who can establish their skills and earnings potential on a point-based system that also takes into account their English language ability."
