"WASHINGTON -- President Obama, determined to show he understands middle-class struggles, is offering new initiatives meant to help people pay bills and save for retirement. Obama was ready to announce the new steps Monday in a partial preview of his State of the Union address. The proposals to be unveiled by Obama and Vice President Joe Biden at the White House include a doubling of the child care tax credit for families earning under $85,000; a $1.6 billion increase in federal funding for child care programs and a program to cap student loan payments at 10 percent of income above "a basic living allowance." His initiatives also include expanding tax credits to match retirement savings and increasing aid for families taking care of elderly relatives. That program would also require all employers to provide the option of a workplace-based retirement savings plan. Photo: AP The conference, covered widely in the Arab world but hardly at all in Israel, took place just weeks after the re-launch - after an absence of some 18 years - of an Arabic version of the Moscow News. It also comes at a time of diplomatic stagnation in the Middle East that has led to increased calls from many quarters - particularly the Palestinians and the EU - for various actors in the international community to step in and impose a solution on the parties. Russia, obviously, wants to be one of these actors. Hence the two-day conference, part of the Valdai Discussion Club, put on jointly by the Ria Novosti, the Russian News and Information Agency funded by the government, and the Russian Council on Foreign and Defense Policy, the equivalent to the Council on Foreign relations in the US. The organizers invited a slew of Mideast experts from Russia and the region - including Bahrain, Egypt, Iran, Iraq, Israel, Jordan, Lebanon, the "State of Palestine," Saudi Arabia, Syria and Turkey, with a couple of people from the UK, US and France thrown in for good measure - to discuss whether a comprehensive settlement is possible in the Middle East by 2020. The hope of the conference, said Sergei Karaganov of the Council on Foreign and Defense Policy at its outset, was to "generate fresh ideas." Forget about it. "n a sign of the growing confidence of the Chinese military, Admiral Yin Zhuo said that the country may set up a base in the Gulf of Aden in order to support missions against Somali pirates. Since the end of last year, China has sent four flotillas to the Middle East in order to take part in anti-piracy operations together with US, European, Indian and Russian warships. The latest mission, which departed from China in October, involved two missile frigates. Mr Yin said a permanent base in the region would help supply Chinese ships. "We are not saying we need our navy everywhere in order to fulfil our international commitments," he said, cautiously. "We are saying to fulfil our international commitments, we need to strengthen our supply capacity." His words, which came just a few days after China rescued 25 sailors from Somali pirates, were posted in an interview on the Defence ministry website. China is reported to have paid a USD4 million (Pounds2.5 million) ransom to free the De Xin Hai, a coal carrier. Mr Yin, who is a senior researcher at the navy's Equipment Research centre, pointed out that the first Chinese ships in the Gulf of Aden spent 124 days at sea without docking, a logistical challenge. However, Chinese ships have since been permitted to dock at a French base. "If China establishes a similar long-term supply base, I believe that the nations in the region and the other countries involved with the (anti-pirate) escorts would understand," he said. Gen David Petraeus - who is responsible for US Middle East and Central Asian operations - reportedly said the US was keen to support Yemen's fight against al-Qaeda. On Saturday, Mr Obama for the first time publicly accused an offshoot of al-Qaeda, based in Yemen, over the alleged attempt by Nigerian Umar Farouk Abdulmutallab to blow up an airliner over Detroit. "Iran warned on Saturday the West has until the end of the month to accept Tehran's counterproposal to a U.N.-drafted plan on a nuclear exchange, or they will start producing nuclear fuel on their own. The warning from Foreign Minister Manouchehr Mottaki showed a hardening in Iran's stance over its controversial nuclear program. While the West fears it shows Iran has nuclear ambitions, Tehran insists the program is only for peaceful, electricity production purposes. The Iranian foreign minister's message was broadcast on Iranian TV. He says that Iran gave [the West] an ultimatum, and they have one month left, giving them to the end of January [to accept]. He adds that [the West] must choose between one of the two proposals [that Iran has made], which is either to purchase uranium [directly from France or Russia] or to swap it [on Iranian soil]. Otherwise, he insists that Iran will go ahead and produce [high grade] enriched uranium fuel using its own talented experts. Western powers, including the United States, have called on Tehran, under the draft U.N. nuclear deal worked out last November, to ship around 70 percent of its low-grade uranium abroad. That fuel would then be transformed into more highly enriched (20 percent grade) uranium and shipped back to Iran. Iran, however, came up with a counterproposal insisting that its uranium stockpile be sent abroad in small batches, in quick transfers on Iranian soil, preferably on Iran's own Kish Island. Iran's proposal is unacceptable to the West, because it allows Iran to keep significant quantities of enriched uranium to produce nuclear weapons. "

On December 28th, Russian Prime Minister Vladimir Putin was on hand to celebrate the opening of Russia's first modern Pacific-based oil export facilities. The Pacific port of Kozmino is a project that Putin is extremely proud of, and it promises to literally change the world. So what makes this port so significant? The new Kozmino complex promises to be a gate through which Russia's vast East Siberian oilfields will supply oil for Asia's energy-hungry economies. Notice that the Middle East and the West are not part of that equation. According to Reuters, the first oil transport will load at Kozmino on January 15th. Hong Kong is scheduled to receive that first shipment. But this is just the latest sign that Russia has more than recovered from their past economic woes. In fact, the Russian Bear is back."

"A nuclear Iran would set off an unprecedented arms race in the Middle East, Deputy Foreign Minister Daniel Ayalon warned Wednesday. "A nuclear Iran would destroy the world order," Ayalon told a gathering in Jerusalem. "We would see a nuclear arms race which we have never seen before." Iran was an especially dangerous state to possess an atom bomb because of its "radical, fundamentalist" regime, its "extremist policy" and its support of Islamic militant factions, he charged. China's immediate, and outraged, reaction-canceling some military-to-military exchanges and announcing punitive sanctions against American companies - demonstrates, China experts said, that Beijing is feeling a little burned, particularly because the Taiwan arms announcement came on the same day that Secretary of State Hillary Rodham Clinton publicly berated China for not taking a stronger position on holding Iran accountable for its nuclear program."

"BOSTON - Republican Scott Brown, fresh from a stunning Massachusetts Senate victory that shook the power balance on Capitol Hill, declared Wednesday that his election had sent a "very powerful message" that voters are weary of backroom deals and Washington business-as-usual. Democrats scrambled to explain the loss, which imperils President Barack Obama's agenda for health care and other hard-fought domestic issues. Republicans greeted their victory with clear glee. "The president ought to take this as a message to recalibrate how he wants to govern, and if he wants to govern from the middle we'll meet him there," said Senate Republican leader Mitch McConnell of Kentucky. Obama said the Massachusetts vote reflected the mood around the country. "People are angry, and they're frustrated," he said in an interview with ABC News. Democrats still exercise majority control over both the House and Senate. But Tuesday's GOP upset to win the seat long held by the late Sen. Edward Kennedy - following Republican victories in Virginia and New Jersey last fall for gubernatorial seats that had been held by Democrats - signals challenges for Democratic prospects in midterm elections this year. WASHINGTON - The United States has warned that Iran could use its proxies to spark a war in the Middle East as an increasingly restive Iranian population continues to challenge the regime. ShareThis U.S. National Securit Adviser James Jones said Iran could be ready to order such proxies as Hamas and Hizbullah to launch hostilities that would spark a regional war. Jones said Iran could use the two Islamic militias to target Israel from Lebanon and the Gaza Strip. "History shows that when regimes are feeling pressure as Iran is internally and will externally in the near future, it often lashes out through its surrogates, including in Iran's case, Hizbullah in Lebanon and Hamas in Gaza," Jones said.

"Palestinian President Mahmoud Abbas has proposed that the Obama administration negotiate the final borders of a Palestinian state with Israel, a Palestinian official said Wednesday, as a U.S. envoy headed to the region for another attempt to restart Mideast peace talks. Such a proxy arrangement could provide a way around the current deadlock over reviving Israeli-Palestinian talks, which broke off more than a year ago. Abbas says he won't return to the table without a complete Israeli settlement freeze, something Israeli Prime Minister Benjamin Netanyahu has refused to do. As an alternative, U.S. officials could replace Palestinian negotiators in border talks with Israel, said an Abbas aide, who spoke on condition of anonymity because he was not authorized to discuss the content of internal meetings. The U.S. negotiators would be given clear parameters, the aide said. "BAGHDAD - Suicide bombers struck near three hotels popular with Western journalists and businessmen Monday just as Iraq announced the execution of Saddam Hussein's notorious cousin known as "Chemical Ali." At least 37 people were killed and more than 104 injured, security officials said. The blasts - coming in a span of about 15 minutes in downtown Baghdad - came shortly before state television announced that Ali Hassan al-Majid had been hanged. There was no claim of responsibility for the latest major attacks in Baghdad - about six weeks after a series of blasts killed 127 and brought outcry against Iraq's government for repeated security lapses as U.S. troops withdraw. Government spokesman Ali al-Dabbagh said the latest bombings "represent an extension" of the activities of insurgents linked to Saddam's regime. But he stopped short of declaring the blast as possible revenge for the execution. The first explosion struck at about 3:40 p.m. local time in the parking lot of the Sheraton Hotel, toppling high concrete blast walls protecting the site and damaging a number of buildings along the Abu Nawas esplanade across the Tigris River from the Green Zone. Two other blasts followed minutes later, striking near the Babylon Hotel and Hamra Hotel, which is popular with Western journalists and foreign security contractors. All officials spoke on condition of anonymity because they were not authorized to speak to the media.
