    There is a revolution happening on the Internet that is alive and building momentum with each passing tag. With the advent of social software and Web 2.0, we usher in a new era of Internet order. One in which the user has the power to effect their own online experience, and contribute to others'. Today, users are adding metadata and using tags to organize their own digital collections, categorize the content of others and build bottom-up classification systems. The wisdom of crowds, the hive mind, and the collective intelligence are doing what heretofore only expert catalogers, information architects and website authors have done. They are categorizing and organizing the Internet and determining the user experience, and it's working. No longer do the experts have the monopoly on this domain; in this new age users have been empowered to determine their own cataloging needs. Metadata is now in the realm of the Everyman.

The ASN has three main objectives: 1) To create an Internet-wide system that enables more efficient and effective knowledge sharing between people across institutional, geographic, and social boundaries. 2) To establish a form of persistent online identity that supports the public commons and the values of civil society. 3) To enhance the ability of citizens to form relationships and self-organize around shared interests in communities of practice in order to better engage in the process of democratic governance. In effect, the ASN proposes a form of "online citizenship" for the Information Age."

The big difference, however, is the new context of threats and opportunities which have led to Redmond's latest effort to deploy its legendary financial muscle in pursuit of corporate goals of market domination. This difference emerges from changing conditions of networked media-computing which are in part associated with the rise of Web 2.0 and which provide an essential clue to understanding why Web 2.0 occupies such an important position in contemporary thinking about the Internet. As I will explain in this paper, Web 2.0 can itself be understood fully only by locating its emergence and significance within the broad movement of convergence of old and new media forms.
