Today, the Department of Education announced new steps to help close the achievement gap for students with disabilities by moving away from a one-size-fits-all, compliance-focused approach to a more balanced system that looks at how well students are being educated in addition to continued efforts to protect their rights.
While the Department has effectively ensured access to educational resources for students with disabilities, not enough attention has been paid to educational outcomes, which have not sufficiently improved. This is partly due to the fact that federal policy has focused more on procedural requirements and not enough on critical indicators like increasing academic performance or graduation rates for students with disabilities.

Since the current process of conducting on-site state compliance reviews has not focused enough on improving student outcomes, the Department will not be carrying out the visits scheduled for the 2012-13 school year to allow it time to develop a new and more effective system. However, the Department will continue to review annual performance reports as well as monitor state supervision systems.

What:
The Common Core State Standards for Mathematical Content are designed to be focused and coherent in order to improve mathematics achievement. These content standards are articulated over time as a sequence of topics and performances that are logical and move students to deeper understanding of mathematics. The standards stress conceptual understanding of key mathematical ideas and incorporate research-based learning progressions about how students mathematical knowledge, skill, and understanding develop over time. These workshops are presented as a series of four sessions. Each session will build on the previous sessions. Participants must attend all four sessions.

The Montana Office of Public Instruction is happy to announce that a series of DVD Video Conferences and other interpreter training materials from Boys Town and Educational Interpreter Performance Assessment (EIPA) are now available to be checked-out by interpreters, teachers of the deaf and other people with interest in the education of the Deaf and Hard of Hearing.
How to borrow the DVDs:
The OPI library loans materials to other libraries and not to individual borrowers. To borrow the DVDs, please contact your local school or public library to request any of the titles below. The EIPA Video Conference series will be circulated as a set (4 DVDs) for each year. The interpreting series (2 DVDs) will be cataloged as elementary and secondary. Because OPI will be granting renewal credits and needs verification of circulation, the Resource Center will send a letter on OPI letterhead to the borrowing library with the DVD(s) verifying the DVD title(s) was checked out. The borrowing library will fill in the patron's name and give the letter to the patron with the loaned DVD(s). It will be the patron's responsibility to present the letter to OPI for Renewal Units (CEUs). The videos will be loaned on a "first-come, first-served" basis for a period of 2 weeks. Renewals after the two-week period will be granted if there is no waiting list.

The United Cerebral Palsy (UCP) has released its annual Case for Inclusion that benchmarks states' actual performance in improving lives for individuals with intellectual and developmental disabilities. Among the findings, there remain 169 large institutions (more than 16 beds) housing 36,175 Americans. This is a decline of four institutions from the previous year, as well as 1,536 fewer people living in them. However, nine states (down from 11) continue to report more than 2,000 residents living in large public or private institutions - California, Florida, Illinois, New Jersey, New York, North Carolina, Ohio, Pennsylvania & Texas. Nine states - Alaska, Hawaii, Maine, New Hampshire, New Mexico, Rhode Island, Vermont and West Virginia, and the District of Columbia - have no large state institutions.

Anna Biegel knew since she was in kindergarten that something was wrong.“I remember crying as a little child because I couldn’t read some of what the other kids could, and I would get so frustrated with the sounds,” the Billings native said.Biegel went on to graduate with honors in piano performance from Montana State University Billings. While she was in college she finally was able to put a name to her problem: dyslexia.
