  • The U.S. Department of Education announced today that its Office for Civil Rights has entered into an agreement with Virtual Community School of Ohio to ensure compliance with Section 504 of the Rehabilitation Act and Title II of the Americans with Disabilities Act for students with disabilities at the school. This first-of-its-kind resolution promises equal access to educational opportunities for students with disabilities in virtual charter schools. Virtual Community School of Ohio is an Internet-based, public charter school that serves approximately 1,200 students who reside throughout the state of Ohio. "Students with disabilities who attend online public charter schools are entitled to all the protections of the federal civil rights laws that their peers receive at traditional public schools, including the right to receive a free appropriate education. Online schools also must take steps to ensure that the websites and online classrooms they use to promote their services and to educate students are accessible to individuals with disabilities," said Catherine E. Lhamon, Assistant Secretary for Civil Rights. "Online education environments such as this in which students reside across the state and go to school together in a totally on-line environment, may present unique challenges. Nevertheless, these online schools must comply with the civil rights laws. I commend Virtual Community School of Ohio for agreeing to address these issues as part of its agreement with OCR."

  • There is a shortage across the nation of speech-language pathologists (SLPs) in schools, which has caused some districts to choose virtual speech therapy, which, according to current research from the American Speech-Language-Hearing Association (ASHA), a professional association for SLPs, can be as effective as traditional speech therapy. One reason for the shortage, says Deborah Dixon, director of school services at ASHA, is that, although there are an adequate number of students graduating with a bachelor’s degree in the field, a master’s degree is required to be an SLP, and there are not many openings in graduate schools. Virtual speech therapy offers a solution for students with mild to moderate impairment since the flexible hours are appealing for those who want to work part-time and for retired SLPs.

  • A New Approach to Early Intervention: Virtual Home Visits Some bicoastal residents call it “flyover country.” Earlier generations called the huge expanses of America’s West “the Great American Desert.” But for the families of infants and toddlers with disabilities who reside there, often in remote and sometimes harsh circumstances far from the care their children require, it is home. Reaching those families for regular required home visits is often a monumental or downright impossible task for administrators of early intervention programs and their service providers who must drive for hours each way in weather conditions that are often severe and dangerous in an era in which fuel prices promise to remain prohibitively high. Until now, hard choices had to be made. Home visits to families in remote areas had to be postponed or canceled due to weather or cost. For families, their children’s needs went unmet. For federally funded statewide programs charged with seeking out and serving all infants and toddlers needing early intervention services, charters went unfulfilled. Today, however, technology provides the hope that virtual home visits can effectively and efficiently supplement, but not replace, traditional in-person visits.

  • The fight for equality continues to rage on, but no more so than in the frontiers of virtual worlds. These are priceless environments where a man who can’t hear can be a rock star, a woman who can’t see can fly a spaceship and a child who can’t move a muscle can be a world class athlete. Yes, these things called “video games” can bring an immense amount of joy to those who may otherwise be completely locked out of some of life’s most precious moments. Part of keeping vigil over the entertainment industry is warning gamers with disabilities against buying certain games because the designers have overlooked an aspect of accessibility, as well as pointing out the flaws in technology that may prevent certain segments of the disability community from taking part in a new era of fun. But once a year I have the honor of helping identify new and innovative features that hoist one video game above the rest.
