  • Over the years, we’ve heard rumblings about the dwindling supply of precious Saudi oil. Now it’s becoming apparent that not only are they beginning to run dry, they’ve been grossly overstating what they already had (by 40% to be precise).
  • This is alarming if not just for the fact that global peak oil (whilst not being officially acknowledged) is already slowing production in the major oil exporting countries. Saddad al-Husseini, the former head of exploration at the Saudi oil monopoly Aramco, revealed that the Kingdom’s oil capacity “will have hit its highest point by 2012″.

  • Enter Rostam Ghasemi. While that might not be breaking news to some, the appointment of Ghasemi (who was also Iran’s Revolutionary Guard’s chief) as OPEC’s new president is sure to rock the boat
  • It’s not beyond the realms of possibility that Ghasemi might spill the beans as to what Saudi Arabia’s actual crude oil reserves are, hence sending the energy-hungry West into damage-control.
  • Ghasemi is currently subject to US, EU and Australian sanctions and his assets have been blacklisted by US Treasury and western powers. After all, this man belongs to the wing of the Iranian military which threatened to close the Strait of Hormuz if Iran is threatened by a foreign power (ie. Israel or the United States). It’s worthwhile to note that 40% of the world’s oil is shipped through that strait. Heres the kicker. Most of that oil comes from Saudi Arabia. War or no war, it seems that supplies are going to dry up regardless due to increased domestic consumption levels. Just last year alone, the Saudi’s consumed more than 2.4 million barrels of oil a day. That’s a 50% increase just within the last seven years. Yep, it’s going fast.

DOE, NNSA Announce Availability of Reserve Stockpile of Nuclear Power Reactor Fuel Mate... - 0 views

  • WASHINGTON, D.C. – As part of the Obama Administration’s commitment to strengthen global nuclear nonproliferation efforts, the U.S. Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) today announced the availability of a reserve stockpile of low-enriched uranium (LEU) for use as commercial nuclear power fuel. The stockpile was derived from down-blending surplus highly enriched uranium (HEU) from the U.S. stockpile.This new American Assured Fuel Supply (AFS) creates a vehicle for promoting the peaceful use of nuclear energy without exacerbating nuclear proliferation risks. Through this plan, the U.S. is able to encourage wider use of nuclear power production at the same time as it meets U.S. nuclear disarmament obligations.
  • The AFS sets aside LEU down-blended from surplus U.S. weapons HEU to serve as a backup fuel supply for foreign or domestic reactors in the event of a supply disruption. Along with the International Fuel Bank to be administered by the International Atomic Energy Agency (IAEA), the AFS gives nation states that are looking to nuclear power as a clean energy source an assured supply of LEU, decreasing the need to develop costly enrichment technology. Establishing this reserve will put confidence in the U.S. as a reliable supplier of nuclear fuel and should encourage other governments to see American nuclear vendors as preferable partners.“As more countries look to nuclear power as a low-carbon option for addressing growing energy demands, assuring a fuel supply without promoting proliferation sensitive technologies is a critical national security priority,” said Secretary of Energy Steven Chu. “In addition to protecting fuel supplies for commercial power producers, the Assured Fuel Supply helps demonstrate our commitment to nuclear nonproliferation by eliminating surplus weapons uranium in a way that promotes the peaceful use of nuclear energy.”
  • The AFS reserve is modest in size and designed not to disrupt or replace market mechanisms. Rather, it is to be sold at market value in the event of demonstrated need after all other market options are exhausted.

Private Fuel Storage Targets High-Level Radioactive Waste Dump at Skull Valley Goshute ... - 0 views

  • The tiny Skull Valley Band of Goshute Indians Reservation in Utah is targeted for a very big nuclear waste dump. Private Fuel Storage (PFS), a limited liability corporation representing eight powerful nuclear utilities, wants to "temporarily" store 40,000 tons of commercial high-level radioactive waste (about 80% of the commercial irradiated nuclear fuel in the U.S. as of the end of 2004) next to the two-dozen tribal members who live on the small reservation. The PFS proposal is the latest in a long tradition of targeting Native American communities for such dumps. But there is another tradition on the targeted reservations as well–fighting back against blatant environmental racism, and winning.

    The Hanford Nuclear Reservation, along the Columbia River in Benton County, was built in our own back yard in 1943 to produce plutonium as part of the top-secret Manhattan Project. Hanford's 56 million gallons of the most contaminated nuclear waste in the western hemisphere is a true horror story. There are 177 storage tanks holding this waste; 149 of these are older single-shell carbon steel tanks, some there since the 1940s. Many have a life span of merely 20 years. There is no surprise that tanks are decaying.

  • conversations have been popping up about thorium in recent years and how it can be a game-changer in the energy industry. Thorium has incredible potential as an ultra-safe, clean, and cheap nuclear energy source which can power the world for millennia.
  • Thorium is found naturally in rocks in the form of thorium-232, and has a half-life of about 14 billion years. Estimates by the International Atomic Energy Agency (IAEA) show it is about three times more common in the Earth's crust than uranium. It can be obtained through various methods, most commonly through the extraction from monazite sands. Known reserves of thorium are not well-known due to lack of exploratory research. The US Geological Service estimates that the USA, Australia, and India hold the largest reserves. India is believed to have the lion's share of thorium deposits. In the United States, Idaho contains a large vein deposit. The world has an estimated total of 4.4 million tons
  • A newly created organization known as the Weinberg Foundation has taken up the cause of promoting thorium energy. The foundation was named after Dr. Alvin Weinberg, a nuclear energy researcher in the 1960s who laid out the vision of safe and abundant thorium power. He pioneered the Molten Salt Reactor using thorium in its liquid fuel form at the US Oak Ridge National Laboratory. This reactor had an inherently safer design and dramatically reduced the amount of atomic waste in comparison to typical nuclear reactors. Unfortunately, the thorium reactor program was not fully pursued due to political and military reasons.

  • At the same time, the nuclear power industry contributed large sums to Congressional and Presidential campaigns, and lobbied hard on Capitol Hill to establish a "temporary storage site" at the Nevada nuclear weapons test site, not far from the proposed federal permanent underground dump for high-level atomic waste at Yucca Mountain, Nevada. Both these proposed "temporary" and permanent dump sites would be on Western Shoshone land, as affirmed by the 1863 Treaty of Ruby Valley. Yucca Mountain is sacred to the Western Shoshone, and their National Council has long campaigned to prevent nuclear dumping there.
  • Having lost its bid to "temporarily" store its deadly wastes on Western Shoshone land near Yucca Mountain, nuclear utilities have re-focused their hopes for "interim" relief on Nevada’s neighbor, Utah. PFS must have done its homework: it would be hard to find a community more economically and politically vulnerable than the Skull Valley Goshutes to the Faustian bargain of getting "big bucks" in exchange for hosting the nation’s deadliest poisons.

  • As part of the biggest, costliest environmental cleanup project in the nation's history - disposing of 53 million gallons of radioactive waste at the Hanford Nuclear Reservation in Washington state - one thing was supposed to be sure: Waste stored in the sturdy, double-wall steel tanks that hold part of the toxic ooze wasn't going anywhere. But that reassurance has been thrown into question with the discovery of a 3-foot-long piece of radioactive material between the inner and outer steel walls of one of the storage tanks, prompting new worries at the troubled cleanup site. "We're taking it seriously, and we're doing an investigation so we can better understand what it is," Department of Energy spokeswoman Lori Gamache said
  • The discovery marks the first time material has been found outside the inner wall of one of the site's 28 double-shell tanks, thought to be relatively secure interim storage for the radioactive material generated when Hanford was one of the nation's major atomic production facilities. It opened in 1943 and began a gradual shutdown in 1964. Cleanup started in 1989. The $12.2-billion cleanup project eventually aims to turn most of the waste stored at Hanford into glass rods at a high-tech vitrification plant scheduled to be operational in 2019, assuming the formidable design and engineering hurdles can be overcome. In the meantime, plant engineers have been gathering waste stored in the facility's 149 aging, leaky single-wall storage tanks and redepositing them in the double0-shell tanks for safekeeping. Over the years, more than 1 million gallons of waste has leaked out of 67 single-wall tanks into the surrounding soil.
  • "There's been this presumption that the double-shell tanks at least are sound and won't fail, and they'll be there for us," said Tom Carpenter of the advocacy group Hanford Challenge. Several days ago the group obtained a memo from the cleanup site detailing discovery of the mysterious substance. "This changes everything.   • Workers who relocated the material fell ill simply from inhaling the fumes, Carpenter said. Department of Energy officials said none of the material has leaked outside the outer steel wall or the concrete casing that surrounds the structure, and there is no present hazard to workers or groundwater. They said they were trying to determine whether the material leaked from the inner tank or oozed from a nearby pit into the space between the two walls, known as the annulus. "There's no evidence of it leaking the liquid from the inner shell right now," Gamache said. The material – a mound 2 feet by 3 feet by 8 inches -- is dry and doesn't appear to be growing. It was discovered during a routine video inspection of the annulus conducted last month from a viewpoint not normally used. The possibility that it could have come as overflow from a nearby pit arises because a pipe runs into the annulus from the pit, Gamache said.
  • But Carpenter, who has talked extensively with workers at Hanford and was briefed Tuesday by one of the Department of Energy's senior officials at the tank farm, said he believed the evidence was strong that there was a leak. "I know Hanford would like it not to be so. But the people I'm talking to at the Hanford site say, no, it really does look like a leak," he said.

Gamache said an initial sample of the material revealed that "the contamination levels were higher than expected" and it definitely contained radioactive waste. "There wasn't enough material to fully characterize the material, so we're preparing to pull another sample. That will probably happen around the mid-September time frame," she said. Carpenter said that if the inner tank leaked, it would probably prompt the need to reevaluate expectations that the tanks could safely act as interim storage vessels for several decades.

  • Takamatsu imported several LB 200 gamma spectroscopy machines from Germany to equip his new shop, which allows anyone to check items for contamination from the Fukushima nuclear crisis for a fee of ¥980 per 20 minutes.
  • The high-tech radiation detectors cost ¥1 million each but can detect cesium levels as low as 20 becquerels, as long as customers provide 1 kg of the item. The machines have proven popular. People brought in 3,000 items to Bec-Miru for scanning in the first two months, and reservations are now common.

Analysts Warn of Downside to Sanctions on Iran Oil Exports [06Jan11] - 0 views

  • will an oil embargo work? Not as far as oil analyst Paul Stevens of London-based Chatham House is concerned. "If you look at history, oil embargoes have never, ever worked and never, ever been effective…so it's not going to work," he said. "It's just going to cause a great deal of disruption."
  • Stevens says EU countries that depend on Iranian oil can find new suppliers - like the Gulf states. But Iran may also find new buyers for its oil in Asia.
  • Iranian officials have downplayed the impact of Western measures - including new U.S. sanctions that could reduce Iran's ability to sell oil and other exports.  But Tehran also has threatened to close the critically important Strait of Hormuz, the entrance to the Persian Gulf.

  • The more expensive method will be a hard sell as long as irrefutable proof of the link between fracking and earthquakes remains elusive. "If we knew what was in the earth we could perfectly mitigate the risk of earthquakes," said Austin Holland, seismologist at the Oklahoma Geological Survey. "That is something that we don't have enough science to establish yet." A 4.0 New Year's Eve quake in Ohio prompted officials to shut down five wells used to dispose of fluid used in the hydraulic fracturing process. That comes less than a year after Arkansas declared a moratorium due to a surge in earthquakes as companies developed the Fayetteville Shale reserve.

BP has set aside about $1bn for restoration.The Obama administration has been indicating for some time that the Gulf of Mexico oil disaster, which began on 20 April 2010 with an explosion on board the Deepwater Horizon drilling rig that killed 11 workers, was moving into a second phase.Earlier on Tuesday, the US government rolled out a new five-year plan for selling offshore drilling leases.The proposal was a radically scaled back version of the president's earlier plans for offshore drilling – put forward just a few weeks before the Deepwater Horizon blowout – that would have opened up the Arctic and Atlantic coasts for drilling.

US LLC Rules Allow Nuclear Power Companies To Take Profits, Dump Risk On Taxpayers [09N... - 0 views

  • US nuclear power plants mostly exist in a legal “get out of jail free” land of LLC (Legal Liability Corporation) ownership. While big energy conglomerates like Entergy own the bulk of the commercial nuclear power plants in the US, these plants are owned by individual LLC companies that have one asset, the power plant. Through a network of LLC companies and holding companies these energy giants are able to suck all the profits out of these nuclear power plants but shoulder none of the risk if something goes bad.
  • The US has a nuclear accident liability law, Price-Anderson. This law sets up a limited fund that all licensed nuclear plant owners would pay into in the event of an accident. They only pay premiums into this fund after an accident happens. Under this law each plant is required to have $300 million in liability insurance that would pay before Price-Anderson would kick in. Proving any other sort of cash reserves, ability to pay for an extended outage or an accident (including Price-Anderson premiums) has been largely voluntary by the power companies. Even when proof of financial assets is asked for by the NRC it is calculated based on projected income estimates done by the power company. The NRC admits they are out of their expertise when it comes to finance and also does no investigation to assure these estimates have any basis in fact. The NRC has also complained repeatedly that deregulation of the energy industry is causing a lack of safety and maintenance to become a large problem as companies try to extract as much profit as possible up and out of these LLC companies to the parent company, leaving insufficient money to safely operate these nuclear plants. Many of these plants in LLC situations are among the aging reactor fleet from the 1960′s & 1970′s. As these plants ask for operating license extensions from the NRC, financial soundness is not part of the review.
  • If a nuclear power plant has a major accident, is found to have an expensive damage situation or is facing decommissioning the LLC that owns it can file for bankruptcy and walk away. The parent company has no financial risk or liability. The NRC has expressed doubt about being able to “pierce the corporate veil” in court and has diverted into settlements every time it has run into this issue with an aging plant facing a financial crisis. The NRC also has no special standing in a bankruptcy case where they can compel Price-Anderson premium payments or for the nuclear power company to pay funds towards decommissioning. It is not totally clear where the decommissioning trust fund lies as these funds are “sold” along with the plant when a new company takes over a nuclear power plant.

  • The Japanese government seems to be "instructing" TEPCO not to release certain information in English.TEPCO submitted the report to its regulatory agency Nuclear and Industrial Safety Agency (NISA) "on the measures to continue water injection into reactors of Units 1 to 3 at Fukushima Daiichi Nuclear Power Station" on August 3. It's in Japanese only, and it may or may not be translated into English.According to TEPCO:We have provided a Japanese press release version of the instruction document received from NISA. However, at this time we have reserved the right not to provide an English version due to potential misunderstandings that may arise from an inaccurate rendering of the original Japanese text. We may provide the English translation that NISA releases in our press releases.   • The report talks about the fuel inside the Reactor Pressure Vessels;It talks about the reactors as if they were sound;It states that zirconium will start to interact with water at a certain temperature (1,200 degrees Celsius).
  • Most likely, there is no fuel left inside the RPVs at Fukushima I Nuke Plant. Even if there is, it is not fuel any more but "corium" - fuel, control rods, instruments, whatever inside the RPV, melted together. TEPCO has already admitted that there are holes in the RPV, and holes in the Containment Vessels. There is no zirconium left because there is no cladding left.

  • nowhere in the report does the company say anything about melted fuel, broken reactors, water in the basements, or extremely high radiation at certain locations in the plant.But the report goes on to describe the elaborate backup pump system and power system as if what they are dealing with is normal (i.e. without cracks or holes at the bottom) reactors with intact fuel rods inside the RPVs with control rods safely deployed in a clean nuclear power plant, and all they need to worry is how they can continue the cooling; or as if the salt-encrusted molten mess of everything that was inside the RPV behaves just the same as normal fuel rods in a normal reactor.
  • Why was TEPCO asked by NISA to submit this report to begin with? So that the national government can begin the discussion with the local municipalities within the 20-kilometer radius evacuation zone for the return of the residents to their towns and villages. The discussion is to begin this month, and TEPCO's report will be used to reassure the residents that Fukushima I Nuke Plant is so stable now with the solid plans (to be approved by NISA, which no doubt will happen very soon) to cool the fuels in the reactors even in case of an emergency.
  • Remember the mayor of Naraha-machi, where Fukushima II Nuclear Power Plant is located? He wants TEPCO to restart the plant so that 5,000 jobs will return to the town. He also wanted to invite the government to build the final processing plant of spent nuclear fuels in his town. He would be the first one to highly approve of the report so that his town can continue to prosper with nuclear money.

And it has already leaked and spilled some waste into the river, contaminating the water and surrounding environment with such fun things as strontium, cesium, tritium, and plutonium. The federal government did an analysis of the damage to determine if capping and sealing off the waste would stop more of it from getting out, and also, if more waste could be imported to the site to be buried along with the original waste.
  • The analysis also shows that the U.S. energy department's plan to import low-level and midlevel radioactive waste from other sites to Hanford after 2022 poses "completely unacceptable" risks, [assistant director of the Oregon Department of Energy Ken] Niles said.   • The climatologist said the proposal is a steppingstone to exploiting the entire oil sands region in Canada, where a vast amount of carbon dioxide sits underground in sand formations. Hansen asserted that its extraction would mean "game over" for the Earth when combined with emissions from coal. Canada holds the second-largest oil reserves in the world after Saudi Arabia.
