  • As part of the biggest, costliest environmental cleanup project in the nation's history - disposing of 53 million gallons of radioactive waste at the Hanford Nuclear Reservation in Washington state - one thing was supposed to be sure: Waste stored in the sturdy, double-wall steel tanks that hold part of the toxic ooze wasn't going anywhere. But that reassurance has been thrown into question with the discovery of a 3-foot-long piece of radioactive material between the inner and outer steel walls of one of the storage tanks, prompting new worries at the troubled cleanup site. "We're taking it seriously, and we're doing an investigation so we can better understand what it is," Department of Energy spokeswoman Lori Gamache said
  • The discovery marks the first time material has been found outside the inner wall of one of the site's 28 double-shell tanks, thought to be relatively secure interim storage for the radioactive material generated when Hanford was one of the nation's major atomic production facilities. It opened in 1943 and began a gradual shutdown in 1964. Cleanup started in 1989. The $12.2-billion cleanup project eventually aims to turn most of the waste stored at Hanford into glass rods at a high-tech vitrification plant scheduled to be operational in 2019, assuming the formidable design and engineering hurdles can be overcome. In the meantime, plant engineers have been gathering waste stored in the facility's 149 aging, leaky single-wall storage tanks and redepositing them in the double0-shell tanks for safekeeping. Over the years, more than 1 million gallons of waste has leaked out of 67 single-wall tanks into the surrounding soil.
  • "There's been this presumption that the double-shell tanks at least are sound and won't fail, and they'll be there for us," said Tom Carpenter of the advocacy group Hanford Challenge. Several days ago the group obtained a memo from the cleanup site detailing discovery of the mysterious substance. "This changes everything. It is alarming that there is now solid evidence that Hanford double-shell has leaked," Carpenter said in a separate statement on the discovery. The 42-year-old tank, known as AY-102, holds about 857,000 gallons of radioactive and other toxic chemical waste, much of it removed several years ago from a single-shell storage tank where it was considered unsaf

  • Workers who relocated the material fell ill simply from inhaling the fumes, Carpenter said. Department of Energy officials said none of the material has leaked outside the outer steel wall or the concrete casing that surrounds the structure, and there is no present hazard to workers or groundwater. They said they were trying to determine whether the material leaked from the inner tank or oozed from a nearby pit into the space between the two walls, known as the annulus. "There's no evidence of it leaking the liquid from the inner shell right now," Gamache said. The material – a mound 2 feet by 3 feet by 8 inches -- is dry and doesn't appear to be growing. It was discovered during a routine video inspection of the annulus conducted last month from a viewpoint not normally used. The possibility that it could have come as overflow from a nearby pit arises because a pipe runs into the annulus from the pit, Gamache said.
  • But Carpenter, who has talked extensively with workers at Hanford and was briefed Tuesday by one of the Department of Energy's senior officials at the tank farm, said he believed the evidence was strong that there was a leak. "I know Hanford would like it not to be so. But the people I'm talking to at the Hanford site say, no, it really does look like a leak," he said.

Gamache said an initial sample of the material revealed that "the contamination levels were higher than expected" and it definitely contained radioactive waste. Carpenter said that if the inner tank leaked, it would probably prompt the need to reevaluate expectations that the tanks could safely act as interim storage vessels for several decades.

    Interview with Michael Collins who runs a radiation detection station in Los Angeles and reveals some interesting facts about contaminated food in the USA. www.EnviroReporter.com is his site. Japanese food was allowed to continue to enter the USA after the Fukushima event, just a few weeks ago the Obama administration put an end to industrial radiation monitoring machines at ports (which didn't work) for checking  incoming food. Now inspectors are supposed to use handheld geiger counters (not easy to test shipping containers of food that way) Collins tested dry seaweed in the bag, it was 54% higher than background radiation. After removing it from the bag it was 67% higher (meaning it contained alpha radiation which was blocked by the plastic from registering on the monitor). They did a spot check of yellow tail gill fish caught off coast of Japan, it was 54% over background (in the package). Arnie Gunderson has asked people who are measuring water to send sample giving high radiation readings to him. Collins is using an Inspector plus which measures alpha, beta, gamma and other forms of nuclear radiation

  • The Monticello nuclear power plant was automatically shut down over the weekend as a result of safety concerns, Xcel Energy officials said Sunday. The plant, owned and operated by Xcel, shut down at 11:12 p.m. Saturday when relays that are part of the reactor protection system activated, the company said, adding that all plant safety systems functioned as designed, and the situation posed no danger to the public or to plant workers. Plant operators are investigating what caused the relays to activate. The shutdown was not expected to be lengthy. The plant is about 40 miles northwest of Minneapolis. It generates enough electricity to power nearly 500,000 homes. Xcel will purchase energy from other sources until the plant comes back online.

  • A nuclear plant in Plymouth has been shut down after a suspected leak from the one of the plants safety relief valves. “An Nuclear Regulator Commission Resident Inspector was at the the Pilgrim nuclear power plant Monday to monitor the shutdown, which took place without any complications,” said Nuclear Regulator Commission spokesman Neil Sheehan. The Nuclear Regulator Commission says the Pilgrim nuclear power plant was shut down due to leakage from a valve which provides overpressure protection for the plant’s reactor coolant system. The NRC, in a statement said the valve opens when required, “to discharge reactor steam into the suppression pool, a large, donut-shaped reservoir of water located at the bottom of the reactor building.” NRC inspectors will also monitor the repairs to the valve and then also monitor the service restoration when the plans are completed.

  • Fish taken from a lake in northern Vermont had similar levels of strontium-90 and cesium-137 as fish taken from the Connecticut River near Vermont Yankee nuclear power plant in Vernon. During a Feb. 3 meeting of the House Fish, Wildlife and Water Resources Committee in the Vermont Statehouse, committee members heard from Bill Irwin, chief of radiological health for the Vermont Department of Health. "We got preliminary results from our fish sample analysis from Lake Carmi in northern Franklin County," Irwin told the Reformer on Monday. Irwin said Lake Carmine, in Enosburg Falls, is about as far away from Yankee as you can get and still be in the Green Mountain State. "The results are that cesium-137 and strontium-90 in Lake Carmi fish is in the same range as Connecticut River fish," said Irwin. "We take this as some evidence that all fish in Vermont are likely to have radioactive cesium and strontium at these levels and that, as we've hypothesized, it is from nuclear weapons fallout and the releases of Chernobyl. All of us are glad to have proof and not just conjecture." The fish taken from Lake Carmi were small-mouth bass, he said, and were taken from the lake by Vermont Fish and Wildlife fisheries personnel. Cesium was found in both edible and inedible portions of the bass, he said, while strontium was found only in inedible portions, which include bones, the head, fins and scales. "There's no danger in eating the fish," said Irwin. "Should we ever find that there are reasons to restrict diet from any sampling for any kind of radioactive or toxicological events, we would keep in mind different cultures have different diets."
  • In the same analyses, the fish had almost 500 times more potassium-40 in them than they do cesium-137, he said. Potassium-40 is a naturally occurring radioactive material that is in nearly everything and was created when the planet was formed billions of years ago, said Irwin. A fish taken from the Connecticut River in 2010 had the highest levels of strontium-90 in bone that his department has seen in any samples. "In that same sample we did find very low but measurable amounts of strontium-90 in the meat of the fish," said Irwin, which could have been a sampling or contamination error. "But we don't know that." The sampling is part of an ongoing multi-state operation to help determine what is the level of the two radioactive isotopes in fish in Vermont, New Hampshire, Massachusetts and New York. "We hope to further populate this data with fish taken from waters unaffected by nuclear power plants," said Irwin. The states are also working with the a Food and Drug Administration laboratory in Winchester, Mass., to develop sampling and analysis protocols. When more data has been assembled from around the region, Irwin said they hope to publish it in scientific journals. The results of the sampling from Lake Carmi will be posted soon on DOH's website, he said. When this year's fishing season begins, Fish and Wildlife personnel will be taking more fish for the Department of Health.

Problems Plague Cleanup at Hanford Nuclear Waste Site [19Jan12] - 0 views

  • Seven decades after scientists came here during World War II to create plutonium for the first atomic bomb, a new generation is struggling with an even more daunting task: cleaning up the radioactive mess.The U.S. government is building a treatment plant to stabilize and contain 56 million gallons of waste left from a half-century of nuclear weapons production. The radioactive sludge is so dangerous that a few hours of exposure could be fatal. A major leak could contaminate water supplies serving millions across the Northwest. The cleanup is the most complex and costly environmental restoration ever attempted.And the project is not going well.
  • A USA TODAY investigation has found that the troubled, 10-year effort to build the treatment plant faces enormous problems just as it reaches what was supposed to be its final stage.In exclusive interviews, several senior engineers cited design problems that could bring the plant's operations to a halt before much of the waste is treated. Their reports have spurred new technical reviews and raised official concerns about the risk of a hydrogen explosion or uncontrolled nuclear reaction inside the plant. The HEU-LEU agreement (Megatons to Megawatts Program) signed in 1993 supposed downblending of 500 tons of Soviet-made military grade highly enriched uranium (HEU) (equivalent to 20,000 nuclear warheads) into low-enriched uranium (LEU) to produce fuel for American nuclear power plants out of it. The program supplied up to 40 percent of nuclear fuel for America's 104 nuclear reactors (America's 65 nuclear power plants generate over 19 percent of electric power in the country)

  • A ‘smoking gun’ article is one that reveals a direct connection between a fossil fuel or alternative energy system promoter and a strongly antinuclear attitude. One of my guiding theories about energy is that a great deal of the discussion about safety, cost, and waste disposal is really a cover for a normal business activity of competing for market share.
  • This weekend, I came across a site called Culture Change that provides some strong support for my theory about the real source of strength for the antinuclear industry. According to the information at the bottom of the home page, Culture Change was founded by Sustainable Energy Institute (formerly Fossil Fuels Policy Action), a nonprofit organization.Jan Lundberg, who has led the organization and its predecessor organizations since 1988, grew up in a wealthy family with a father who was a popular and respected petroleum industry analyst.

As Lundberg tells the tale, he stopped “punching the corporate time clock” in 1988 to found Fossil Fuels Policy Action.I had just learned about peak oil. Upon my press conference announcing the formation of Fossil Fuels Policy Action, USA Today’s headline was “Lundberg Lines up with Nature.” My picture with the story looked like I was a corporate fascist, not an acid-tripping hippie. The USA Today story led to an invitation to review Beyond Oil: The Threat to Food and Fuel in the Coming Decades, for the quarterly Population and Environment journal. In learning for the first time about peak oil (although I had questioned long-term growth in petroleum supplies), I was awakened to the bigger picture as never before. Natural gas was no answer. And I already knew that the supply crisis to come — I had helped predict the 1970s oil shocks — was to be a liquid fuels crisis.
  • Lundberg tells an interesting story about his initial fundraising activities for his new non-profit group.Setting out to become a clearinghouse for energy data and policy, we had a tendency to go along with the buzzword “natural gas as a bridge fuel” — especially when my previous clients serving the petroleum industry until 1988 included natural gas utilities. They were and are represented by the American Gas Association, where I knew a few friendly executives. Upon starting a nonprofit group for the environment with an energy focus, I met with the AGA right away. I was anticipating one of their generous grants they were giving large environmental groups who were trumpeting the “natural gas is a bridge fuel” mantra.

East coast earthquake reveals faults in nuclear emergency planning [24Aug11] - 0 views

  • To say that Tuesday's east coast earthquake surprised everyone would be an understatement.
  • This is why our best bet is planning for the worst. And when we look at the US nuclear energy infrastructure, it becomes clear that we aren't planning for the worst – not even close
  • We had a pretty good warning earlier this year, when the tragic earthquake and tsunami in Japan caused an even bigger tragedy when the Fukushima nuclear power plant suffered a meltdown. Tuesday's earthquake was the worst on the east coast of the US since 1944, measuring at 5.8 on the Richter scale. And while we certainly avoided the kind of crisis that Japan has endured, two nuclear reactors near the site, at the North Anna nuclear power plant, were shut down following the quake. The plant temporarily lost power and halted operations until it switched to back-up generators. Twelve other plants around the country were put on alert following the quake.

  • Though a spokesman for the Nuclear Regulatory Commission told reporters that "as far as we know, everything is safe", the event revived fears about the safety of US nuclear plants. Most of the region's reactors were reportedly designed to withstand a 5.9 to 6.1 magnitude quake – which means Tuesday's quake was, for many, too close for comfort.
  • The North Anna plant is located about 15 miles from the epicentre of the quake in Mineral, Virginia. It was designed to withstand a 6.2-magnitude quake, according to its owner, Dominion Resources. The Nuclear Regulatory Commission lists the plant as one of the 10 US plants most at risk of damage in a seismic event. So, it seems like we got lucky in this case.
  • We're also lucky that this particular plant isn't as close to an urban centre as many others in the US. It's nearly 50 miles from Richmond, and about 100 miles from Washington, DC. But the plant that the NRC deemed most at risk was the Indian Point 3 reactor in Buchanan, New York – just 38 miles from New York City. This is the primary reason why New York Governor Andrew Cuomo has called for the plant to be shut down. After Fukushima, everyone within 50 miles of the plant had to be evacuated. Right now, our evacuation plans for all our nuclear sites only cover a 10-mile radius. If something really bad were to happen at Indian Point, it could create the need to evacuate 21 million people
  • don't believe we're going to shut down our existing nuclear energy infrastructure entirely any time soon. But at the very least, the 23 August quake should be a reminder that our worst-case scenarios might not be bad enough. We should perhaps rethink just how ready we are for the worst.

USA and Russia commit to expand nuclear power [21Sep11] - 0 views

  • Energy leaders from Russia and America have made a "commitment to supporting the safe and secure expansion of civil nuclear energy" on the sidelines of the International Atomic Energy Agency's General Conference.    Officials from the US Department of Energy and Russia's Rosatom signed what the US side called a "joint statement on strategic direction of US-Russia nuclear cooperation." US energy secretary Stephen Chu said it was a milestone for the two nuclear energy pioneers. They were long separated by their opposition during the Cold War, but now share a leading role in nuclear security and disarmament.
  • Chu said in his address to the conference that nuclear energy's role grows more valuable as we confront a changing climate, increasing energy demand and a struggling economy. "At the same time, Fukushima reminds us that nuclear safety and security require continued vigilance." He noted the agreements made by Russia and the USA to reduce their weapons stockpiles and the importance of the widest possible sign-up to the framework of international conventions supporting the safe use of nuclear energy.   Russian nuclear energy chief Sergei Kiriyenko focused comments on his country's efforts to help new nations enjoy the benefits of nuclear energy. Their entrance to the field raises "questions of nuclear safety, infrastructure, creation of licensing and safety oversight and development of a clear legal framework in accordance with the requirements and recommendations of the IAEA," he said.  
  • Kiriyenko noted Russia's cooperation towards nuclear build with Bangladesh, Belarus, Nigeria and Vietnam. "In the last year," he said, "we have proposed a new model of cooperation.. based on the principle of 'build-speak-operate'." The 'speak' component would refer to the lending of specific Russian expertise in the areas of law and regulation. This would come in addition to extensive and expanding lines of support from the IAEA. He said that "experience in this model confirms that this scheme can provide a higher level of safety and operational success."   The nuclear project in Turkey was said to be the first example of this mode of cooperation: Russia will build, own and operate a four-unit power plant at Akkuyu, supplying the state utility with electricity at a fixed price for at least 15 years. Rosatom will initially own 100% of the project and it intends to retain at least 51% in the long term.

He praised the IAEA board for referring the status of nuclear programs in Iran, Syria and North Korea to the UN Security Council.   Chu's statement contained a message from President Barack Obama: "The tragic events at Fukushima make clear that nuclear energy, which holds great promise for global development and as a carbon-free source of power, also brings significant challenges to our collective safety and security... We must aim for a future in which peaceful nuclear energy is not only safe, but also accessible by all nations that abide by their obligations."
