The debate over whether to repopulate the area, if trial cleanups prove effective, has become a proxy for a larger battle over the future of Japan. Supporters see rehabilitating the area as a chance to showcase the country’s formidable determination and superior technical skills — proof that Japan is still a great power. For them, the cleanup is a perfect metaphor for Japan’s rebirth.

(AP) — Pickup trucks believed present at the world's first nuclear bomb test, coke and whiskey bottles, a calendar and a toothbrush are just a few of the items unearthed by a cleanup of one of Los Alamos National Laboratory's original toxic dump sites, where the detritus of the 1940s Manhattan Project was strewn through some of northern New Mexico's most scenic mesas and canyons.More important, workers also extracted 43,000 cubic yards of radioactive debris and toxic soil — all beneath highly specialized containment domes — from what is known as Area B, just across the street from a strip of local businesses, and just more than a mile from downtown Los Alamos.The three-year, $212 million excavation project on the six-acre site was completed last month, and lab officials boast that environmental conditions there will soon be suitable for residential development.That's the good news.

But that reassurance has been thrown into question with the discovery of a 3-foot-long piece of radioactive material between the inner and outer steel walls of one of the storage tanks, prompting new worries at the troubled cleanup site. "We're taking it seriously, and we're doing an investigation so we can better understand what it is," Department of Energy spokeswoman Lori Gamache said
  • The discovery marks the first time material has been found outside the inner wall of one of the site's 28 double-shell tanks, thought to be relatively secure interim storage for the radioactive material generated when Hanford was one of the nation's major atomic production facilities. It opened in 1943 and began a gradual shutdown in 1964. Cleanup started in 1989.   • Workers who relocated the material fell ill simply from inhaling the fumes, Carpenter said. Department of Energy officials said none of the material has leaked outside the outer steel wall or the concrete casing that surrounds the structure, and there is no present hazard to workers or groundwater. They said they were trying to determine whether the material leaked from the inner tank or oozed from a nearby pit into the space between the two walls, known as the annulus. "There's no evidence of it leaking the liquid from the inner shell right now," Gamache said. The material – a mound 2 feet by 3 feet by 8 inches -- is dry and doesn't appear to be growing. It was discovered during a routine video inspection of the annulus conducted last month from a viewpoint not normally used. The possibility that it could have come as overflow from a nearby pit arises because a pipe runs into the annulus from the pit, Gamache said.

"I know Hanford would like it not to be so. But the people I'm talking to at the Hanford site say, no, it really does look like a leak," he said.

  • Everything about the waste treatment plant at Hanford is unprecedented — and urgent.The volume of waste, its complex mix of highly radioactive and toxic material, the size of the processing facilities — all present technical challenges with no proven solution. The plant is as big as the task: a sprawling, 65-acre compound of four giant buildings, each longer than a football field and as tall as 12 stories high.The plant will separate the waste's high- and low-level radioactive materials, then blend them with compounds that are superheated to create a molten glass composite — a process called "vitrification." The mix is poured into giant steel cylinders, where it cools to a solid form that is safe and stable for long-term storage — tens of thousands of glass tubes in steel coffins.
  • Once the plant starts running, it could take 30 years or more to finish its cleanup work.The 177 underground tanks at Hanford hold detritus from 45 years of plutonium production at the site, which had up to nine nuclear reactors before it closed in 1989. Some of the tanks, with capacities ranging from 55,000 gallons to more than 1 million gallons, date to the mid-1940s, when Hanford's earliest reactor made plutonium for the first atomic bomb ever detonated: the "Trinity" test at Alamagordo, N.M.   • Radioactive fallout from the crippled Fukushima No. 1 nuclear plant has caused widespread fear, prompting the government in August to adopt basic targets for decontamination efforts in and around Fukushima Prefecture.
  • But the government's plan falls short and efforts should focus in particular on residential areas with more aggressive decontamination measures and goals, including reducing current radiation levels by 90 percent, two radiation experts said when interviewed by The Japan Times. "I really doubt their seriousness (about decontamination)," said radiation expert Tomoya Yamauchi, a professor at the Graduate School of Maritime Sciences at Kobe University.
  • The experts said the government's goal of human effort achieving a 10 to 20 percent reduction is not ambitious enough. "A 10 percent reduction doesn't really mean anything. I mean, 40 percent of the radiation would be reduced just by natural causes, so I think the government is almost saying it is just going to wait for the radioactive materials to decrease naturally," said Shunichi Tanaka, former chairman of the Atomic Energy Society of Japan. The main radioactive materials that spewed from the Fukushima No. 1 plant are cesium-134 and -137, the second of which has a half-life of 30 years. Given the relatively short half-life of cesium-134, the total radiation will naturally be halved in four years and fall to one-third in six years, although the threat from the latter will remain for a longer time. The government is now trying to reduce contamination mainly by using high-power water hoses, known as pressure washers, on structures and removing surface soil and vegetation in limited areas.

  • Areas with radiation exposure readings representing more than 20 millisieverts per year have been declared no-go zones, and the government has shifted the focus of its decontamination plan to areas with radiation readings, based on an annual accumulative amount, of between 20 millisieverts and more than 1 millisievert, with the goal of reducing the contamination by 50 to 60 percent over two years. Decontamination efforts by humans, however, are expected to only yield a reduction of 10 to 20 percent. Nature, including the impact of rain, wind and the normal degradation of the radioactivity of cesium-134, whose half-life is roughly two years, is assumed to do the rest, thus reaching the best-case scenario of cutting the contamination by 60 percent.
  • But radioactive cesium can find its way into minute cracks and crevices. It is hard to remove, for example, from roofs made of certain materials, or surfaces that are rusted or whose paint is peeling, Yamauchi said. He has monitored radiation in areas in the city of Fukushima and found that the levels were still quite high after the city performed cleanup operations. To lower the contamination to pre-March 11 levels, Yamauchi said drastic, and highly costly, efforts by the government are needed, including replacing roofs and removing the surface asphalt of roads. Tanaka meanwhile pointed out that the government has not even floated a plan for decontaminating the no-go zones where the radiation exceeds 20 millisieverts per year — areas where there isn't even a timetable for when evacuees will be able to return.
  • If the government doesn't speed up the decontamination work, it will be years before the evacuees may be able to return home, he said, adding that the government can't set a target date because it isn't sure how the cleanup effort will fare. The government's stance regarding the no-go zone is largely based on recommendations by the International Commission on Radiological Protection and other scientists that call for the maximum radiation exposure of between 20 and 100 millisieverts per year under an emergency situation. The ICRP theorizes that cumulative exposure of 100 millisieverts could increase the cancer mortality risk by about 0.5 percent, meaning about 50 out of 10,000 people exposed to that level could die of cancer caused by radiation.
  • "Municipalities need to communicate closely with residents (to solicit their involvement) . . . without the participation of the residents, they can't find space for the storage," Tanaka said.

The patch of ground was one of more than 20 spots in and around the nation’s capital that the citizens’ group, and the respected nuclear research center they worked with, found were contaminated with potentially harmful levels of radioactive cesium. “Everybody just wants to believe that this is Fukushima’s problem,” said Kota Kinoshita, one of the group’s leaders and a former television journalist. “But if the government is not serious about finding out, how can we trust them?”

  • Apparently Noguchi was not aware of the fact that the radiation has to wash somewhere, and it is likely that wherever it ends up will end up accumulating from other hot spots, spreading to wider areas and concentrating in even greater hot-spots.  But the cesium in the dirt is a big problem when its undetected on sports fields where children play, because Noguchi doesn’t think  people will purposefully eat it, but who has ever gotten dirt in their mouth when playing baseball, or is that not ‘eating’ the dirt? Last month, a local government in a Tokyo ward found a pile of composted leaves at a school that measured 849 becquerels per kilogram of cesium 137, over two times Japan’s legally permissible level for compost.
  • And on Wednesday, civilians who tested the roof of an apartment building in the nearby city of Yokohama — farther from Fukushima than Tokyo — found high quantities of radioactive strontium. Japanese nuclear experts and activists have begun agitating for more comprehensive testing in Tokyo and elsewhere, and a cleanup if necessary. Robert Alvarez, a nuclear expert and a former special assistant to the United States secretary of energy, echoed those calls, saying the citizens’ groups’ measurements “raise major and unprecedented concerns about the aftermath of the Fukushima nuclear disaster.”

Japan Holds Seminars to train Clean-Up Workers [05Oct11] - 0 views

  • Fukushima Prefecture has begun holding training seminars for workers who will be cleaning areas contaminated with radiation from the Daiichi nuclear power plant. Fukushima plans to conduct the 2-day technical seminars around the prefecture. On Tuesday, 113 civil engineers, painters and other volunteers who have just begun cleanup work took part in the first seminar in Koriyama City. An expert from the Japan Atomic Energy Agency spoke about what kind of tools should be used to effectively remove radioactive materials from home gutters and roadside ditches. The participants also learned how to protect themselves while they are working. On the second day, they will receive practical training using dosimeters. A man from Iwaki City said he has volunteered several times for decontamination work and would like to learn how to prevent polluted water from spreading. He said he wants to decontaminate Fukushima quickly and restore the area to what it was before. The prefecture plans to hold 10 seminars by the end of the year and hopes to train as many people as possible to help accelerate the cleanup process.

  • Almost 12 million tons of radioactive waste will be moved from the banks of the Colorado River, the source of drinking water for more than 25 million people across the West, the government said Wednesday. Energy Department officials on Wednesday cleared the way for a plan that was announced this year. The 94-foot high pile of uranium mining waste is near Moab, Utah, and 750 feet from the river. The department now will work on the specifics of moving the waste to a site at Crescent Junction, more than 30 miles northwest. Concern that contaminants would leach into the Colorado River was heightened by January flooding in southern Utah.
  • Moab's rich uranium deposits were mined for nuclear bombs starting in the 1950s. The Uranium Reduction Co. sold its mill in 1962 to Atlas Corp., which ran it sporadically until declaring bankruptcy in 1998. The Energy Department took over the site in 2001.
  • Left behind was a 130-acre uranium mill tailings pile, which is mostly in the open air on bare ground, surrounded by a chain-link fence. "This decision demonstrates our commitment to fulfilling our Cold War cleanup obligations as well as preserving the long-term environmental health of the river and the many communities it serves," Energy Secretary Samuel Bodman said in a statement. Utah Gov.   • Yet another fine example of how a government is so good at misallocating the resource. By pledging to pour hundreds of billions of yen (probably in trillions) into "decontaminating" Fukushima, the Japanese government has already spawned a brand-new industry of residential decontamination. Who are the industry participants? Cleaners, painters, just about anyone who has a high-pressure washer.Some are apparently charging 1 million yen (US$13,000) to hose down your house. As you can see in the video in the previous post, their idea of "decontamination" looks little more than year-end cleanup. On the other hand, there are cases where the residents hire contractors for decontamination on their own. There are also active sales promotion by the contractors.
  • Disputes mostly rise from the latter cases. The Fukushima prefectural department in charge of decontamination has received a complaint from a resident who was presented with a bill for 1 million yen by the contractor who did the decontamination work for his residence. The department says it has received similar complaints.

Even if it does, it simply moves cesium to somewhere else, like the neighbor's yard or onto the public road. Then, particularly in the case of Fukushima, the contaminated mountains and forests surrounding the cities and towns will supply radioactive cesium and other nuclides over time with rain and wind.But no matter. Money is there to be made, as near-endless supply of money flowing from the national government to "decontaminate" Fukushima and make people stay.If blasting with power washer does decontaminate, I am pretty sure Russians, Ukrainians, and Belarusians have done that long time ago.
  • Prime Minister Noda, whom you can see in the video in the previous post, won the leadership election thanks to his oratorical skills and NHK misreporting on the votes available for Banri Kaieda, looks absolutely clueless. Just as his predecessor, the whole thing looks way over his head.
