  • KORIYAMA, Oct. 31 — “Japan still is struggling to figure out how to clean up the mess, exacerbating fears about health risks and fanning mistrust of the government,” reports Yumiko Ono in today’s Wall Street Journal. In fact, government policies may be increasing the spread of radioactive particles: According to the article, “Some experts say some ad hoc cleanup efforts risk spreading radiation further.” For example, Ono says schools “are temporarily storing contaminated soil in holes dug within the school compounds and lined with plastic sheets.”
  • Of this ‘storage’ method, Kimberlee Kearfott, a University of Michigan nuclear-engineering professor who has served on U.S. government panels for nuclear cleanups, says: Plastic isn’t a long-lasting seal against radioactive substances leaking. If radioactive materials get into the ground water and are concentrated there that could be worse than soil contamination because it could spread rapidly. “This type of shallow-pit burial has not been used in the U.S. since the 1960s.” “This is definitely not a good idea.” Officials at Japan’s environment ministry “concede the task is daunting,” according to the Journal article.

One of the first people I have met who can tell the inside story of the Fukushima accident, Yamada is concerned that work is not being done on the three nuclear reactors that melted down last year because the high radiation levels are still keeping TEPCO workers away. The crippled buildings are unstable, still contain nuclear assemblies, and present a long term threat to the people in the area. The cooling systems especially are a cause for concern. Mr. Yamada, founder and president of the Skilled Veterans Corps for Fukushima (Fukushima Genpatsu Kodotai), along with 700 members, want to help clean up the site.

  • The U.S. nuclear safety chief said Tuesday that he is comfortable with Japan's announcement that its tsunami-damaged nuclear power plant has reached stable conditions, brushing off skepticism raised by experts. Gregory Jaczko, chairman of the U.S. Nuclear Regulatory Commission, said significant progress has been made at the Fukushima Dai-ichi nuclear power plant since the March disaster and that he welcomes Japan's decision to now move toward a cleanup and the plant's eventual closure. Measures taken by Japan have been consistent with how the U.S. would handle a similar crisis, he said. "I feel very comfortable that they have really completed the requirements that are necessary to move on to the next stage," Jaczko told reporters a day after inspecting the Fukushima plant. "These are really significant milestones that have been achieved and I think they made the right determination to move on to the next stage in the decontamination and decommissioning activities."

TEPCO: Radioactive substances belong to landowners, not us [25Nov11] - 0 views

  • During court proceedings concerning a radioactive golf course, Tokyo Electric Power Co. stunned lawyers by saying the utility was not responsible for decontamination because it no longer "owned" the radioactive substances. “Radioactive materials (such as cesium) that scattered and fell from the Fukushima No. 1 nuclear plant belong to individual landowners there, not TEPCO,” the utility said. That argument did not sit well with the companies that own and operate the Sunfield Nihonmatsu Golf Club, just 45 kilometers west of the stricken TEPCO plant in Fukushima Prefecture.
  • The Tokyo District Court also rejected that idea. But in a ruling described as inconsistent by lawyers, the court essentially freed TEPCO from responsibility for decontamination work, saying the cleanup efforts should be done by the central and local governments. Although the legal battle has moved to a higher court, observers said that if the district court’s decision stands and becomes a precedent, local governments' coffers could be drained.

  • given the fact that a new study reports that the Columbia River will be contaminated with nuclear waste from a nuclear weapons plant for thousands—yes, thousands—of years. Even though the government has already spent billions of dollars on cleanup.
  • The Oregonian reports that the Hanford Nuclear Reservation, formerly a nuclear weapons production site, sits on 586 square miles of land next to the Columbia. And it has already leaked and spilled some waste into the river, contaminating the water and surrounding environment with such fun things as strontium, cesium, tritium, and plutonium. The federal government did an analysis of the damage to determine if capping and sealing off the waste would stop more of it from getting out, and also, if more waste could be imported to the site to be buried along with the original waste.
  • The analysis also shows that the U.S. energy department's plan to import low-level and midlevel radioactive waste from other sites to Hanford after 2022 poses "completely unacceptable" risks, [assistant director of the Oregon Department of Energy Ken] Niles said. A Visit to J-Village: Fukushima Workers Risk Radiation to Feed Families Pt 1 [22Sep11]I... - 0 views

  • Milepost 231 now marks the end of the road. Barricades prevent traffic from proceeding farther north on Highway 6, a four-lane road that leads to the ruin of the Fukushima Daiichi nuclear power plant. Men in uniform are waving stop signs. In the evening twilight, a red illuminated sign flashes the following message: "No access… disaster law." Two policemen armed with red glow sticks vigorously turn away every lost driver. Three of their colleagues are blocking the exit to the right. They yell at anyone approaching on foot.
  • A total of 20 officers guard this intersection, day and night. To the right of the road block, the highway leads to J-Village, a former training center for the Japanese national soccer team. Since March 11, Japan's largest soccer complex has been transformed into the base camp for Japan's peculiar heroes -- the workers who are trying to regain control of the crippled Fukushima Daiichi nuclear power plant. More than 1,000 of these workers prepare themselves for their shifts here, day after day. The TEPCO power company, which is the operator of the stricken nuclear power plant, sponsored construction of the sports facility years ago. Since it has become the hub for the nuclear cleanup workers, though, the company has sealed off the area to the media and the general public.

  • Standing in Line for Radiation Checks Sasaki's first stop in J-Village is the gymnasium to the right of the main building. Long lines of workers wearing protective suits and masks march up to the building. There are boxes at the entrance of the gym, and Sasaki pulls the plastic covers off of his shoes and places them in the first box. Then the respirator, the white protective suits made of synthetic paper and the gloves are each placed in additional boxes.
  • A number of workers trudge toward the gym; hardly anyone speaks. Some stumble when they have to stoop over to strip off the plastic covers from their shoes. Others rip off their suits with both hands, as if every tenth of a second counts before they can finally remove the hot and sweaty suits from their bodies. Then they stand in line for radiation checks. Most workers wear only long-sleeved dark-blue underwear under the suits. Those who have to spend particularly long periods in the oppressive heat and humidity are also allowed to wear turquoise vests under their protective suits. These vests contain a coolant designed to protect the men from heat exhaustion. Several workers have already collapsed. In August alone, 13 were admitted to an emergency room set up in front of reactors 5 and 6. A 60-year-old worker died in May, presumably of a heart attack.
  • A team of workers who have been quickly trained in radiation levels checks each man's exposure. The inspectors are wearing protective suits, blue caps and paper masks. Under the basketball hoop at the end of the gym, folding tables have been set up with four mobile Geiger counters, and next to these are three permanently installed radiometers.
  • During the check, the workers stand on a mat with an adhesive film designed to capture radioactive particles. Many of the men are young and look as if they are in their early twenties, but a number of weary old men are also among them.
  • Only buses and vans with a TEPCO authorization on the front windshield are allowed to pass. The vehicles shuttle workers to the reactors and back to J-Village. The heads of the exhausted men are visible through the buses' windows: Many of them have fallen asleep during the over 30-minute trip home. In one of the buses that struggles up the hill to J-Village sits Hitoshi Sasaki, 51, wearing a white Tyvek suit. The construction worker started here three weeks ago. His job is to surface a road to the destroyed reactor. The job involves laying down steel struts that will make it possible to support a 600-ton crane, which will be used to pull a plastic protective cover over the ruins.
  • Every day a brigade is deployed to the Fukushima Daiichi nuclear power plant in an attempt to bring the stricken reactor under control. The workers toil in sweltering heat and dangerously high radiation levels. The maximum annual dose for workers in Japanese nuclear power plants is normally 50 millisievert. After consulting with the authorities, TEPCO has decided to raise the maximum allowed dose to 250 millisievert, high enough to significantly increase the likelihood of developing cancer.
  • Some 18,000 workers have helped manage the disaster since March 11. Most of them are not employed by TEPCO, but by subcontractors, who in turn recruit their workers from temporary employment agencies. Before the tsunami, many of these temporary workers had already done their fair share of the dirty work at other nuclear power plants. Most of them are not doing this to save Japan, but to feed their families. Sasaki, the construction worker, has also come for the money. He was approached by a company from Hokkaido in northern Japan where he lives. As a young man, he had helped with major overhauls at other power plants.
  • Each morning, says Sasaki, he dons his suit and mask in J-Village, and makes a second stop behind the plant's gates. Here he has to put on a lead vest, and over this an additional protective suit made of especially thick material, safety glasses, a mask that covers his entire face, and three different pairs of gloves, one on top of the other. "It is so unbearably hot," says Sasaki. "I feel like pulling the mask right off my face, but that's not allowed anywhere." Nonetheless, there are reports of workers who take off their masks, sometimes to smoke a cigarette. 'It Looks Much Worse There Than on TV'
  • There are meetings in the morning where every worker finds out what he is doing that day, after which the buses head off to the reactor. Sasaki is only allowed to work one hour per day, or at most 90 minutes, otherwise he will receive an excessively high dose of radiation. Then he heads back to J-Village, and on to his boarding house in Iwaki- Yumoto, where he shares a room with three men. Days like this have him on the go for six hours.
  • It looks much worse there than on TV," he says. "Like New York after September 11. Destruction everywhere." He hasn't told his family that he works at the plant. He doesn't want them to worry.
  • He has his own worries. He needs the money, which is just under €100 a day. But if things keep going like this, he says that he will only be able to do the job a few more weeks until he reaches his company's radiation limits.

#Fukushima I Nuke Plant: Water Entombment Is Back on the Table [01Sept11] - 0 views

  • Remember the time when the TEPCO/government complex pretended that it would fill the Containment Vessels of Reactors 1, 2 and 3 with water to cool the Reactor Pressure Vessels inside? It was late April, TEPCO started to pour an enormous amount of water in the RPV of Reactor 1 to fill the Vessel (as the water would leak into the CV). The operation was dubbed "water entombment".
  • We know how it quickly ended. TEPCO finally managed to actually measure the water level inside the CV and RPV of Reactor 1, and found that there was hardly any water in either of them - i.e. both the CV and the RPV of Reactor 1 were broken, kaput. Of 10,000 tonnes of water that TEPCO poured into the CV of Reactor 1, 3,000 tonnes were discovered in the basement.
  • But now, the water entombment is back in discussion in conjunction with decommissioning the reactors at Fukushima I Nuclear Power Plant, according to Mainichi Shinbun (8/31/2011).

  • According to Mainichi, the plan submitted by TEPCO to a special committee of the Nuclear Safety Commission calls for the following steps: Clean up highly radioactive debris inside the reactor buildings;Identify and repair the damage to the Containment Vessels and the reactor buildings;Fill the Containment Vessels with water;Open the top lid of the Reactor Pressure Vessels and remove the melted fuel.
  • The NSC committee will consider the plan, and the government will decide on the final plan by January 2012. My questions: Step No.1: How? By whom? Step No.2: How? By whom? Step No.3: What's the point again? Step No.4: What melted fuel?
  • And no one knows, or rather, no one cares or wants to know, where exactly these melted blobs of fuel rods, control rods, instruments, metals, etc., are right now. TEPCO and the government will proceed as if they remain at the bottom of the Containment Vessel of each Reactor, if not still within the RPV. Inside the reactor buildings there are at least several spots as identified by TEPCO where the radiation levels are measured in sieverts/hour. Who is going to do the cleanup work, not to mention repairing the CVs and the building (I suppose they are thinking about the concrete foundations)?

#Radioactive Produce: National Government Told Fukushima Farmers to Farm as Usual [04Se... - 0 views

  • It is unconfirmed information, which may not be confirmed at all even if it is true as it may have been the "administrative guidance" from the government without a formal document. Plausible deniability has been one of Japan's forte over hundreds of years if not thousand. A resident of Fukushima City, responding to one of the tweets about why the farmers in Fukushima farmed at all this year and continue to sell produce even when they are aware that the land is heavily contaminated with radioactive fallout from Fukushima I Nuclear Power Plant, says the following:
  • Everyone was saying "We can't farm this year". Then the national government said to them, "Farm as usual".She also says in an earlier tweet:
  • I live in Fukushima City. None of the people around me eat [Fukushima produce]. Even the farmers say "We can't eat this year['s produce]". I personally believe it's "we can't eat from now on".Vegetables, meat, rice that even some people in Fukushima don't eat are being promoted and sold all over Japan.

  • Extend and pretend. The national government wanted to pretend to the farmers, to the citizens of Japan and to the outside world that everything was normal, and insisted the farmers in Fukushima till the land and plant just like last year, and the rice farmers in Niigata to reduce their crop as agreed last year. Many Fukushima farmers, even though their good senses told them that might be a bad idea, went along for whatever reason, tilled the land and planted.
  • To the defense of Fukushima farmers, I am aware that there are many who stopped farming after the accident, and stopped selling their produce because they do not want to force potentially contaminated food on the consumers. Another "un-confirmable" evidence of the national government's culpability is one particular tweet from March which I cannot locate any more but I remember very vividly. It was from someone whose family was the rice farmer in Niigata Prefecture. The JA (agricultural producer co-op) in the area held a meeting and decided to increase the area for planting rice because they thought the rice production in Fukushima would be significantly reduced because of the nuclear accident. To that request, the national government (Ministry of Agriculture, Forestry and Fisheries) answered not to bother, and told them to reduce the area for planting rice as scheduled.
  • No doubt they were soothed by the comforting message from Dr. Shunichi Yamashita, who was all over Fukushima preaching it was safe and everything was OK. As the result, radioactive cesium, plutonium, cobalt, and whatever else fell on top of the soil were turned over with the soil and buried deeper and mixed with clean soil.
  • And this national government under the new administration continues to say it will be responsible for decontamination. It is as if they wanted the soil contamination to go deeper so that the decontamination would be on a much, much bigger scale than otherwise, creating bigger and costlier projects for the well-connected companies and individuals. The minister who will be in charge of decontamination and other massive cleanup efforts says we have to share the pain of Fukushima, even as the pain was partly caused and made worse by his government to begin with.
  • I suppose they could justify the astronomical scale of decontamination by saying "it will create jobs in the area", which is exactly what they said when they promoted nuclear power plants in rural areas of Japan in the 1960s.

Six months after a tsunami turned Japan’s northeast into a tangled mess of metal, concrete, wood and dirt, legions of workers have made steady progress hauling away a good portion of the more than 20 million tonnes of debris covering ravaged coastal areas. The Environment Ministry says it expects to have it all removed by next March, and completely disposed of by 2014. 'I think Tokyo Electric Power Company (TEPCO), as well as the Japanese government, made many mistakes.' —Shoji Sawada, theoretical particle physicist But a weightless byproduct of this country’s March 11 disaster is expected to linger for much longer.  The Japanese learned a lot about the risks posed by radiation after the United States dropped atomic bombs on Hiroshima and Nagasaki in 1945. Now, once again, they are facing this invisible killer. This time, the mistake is of their own making. "I’m afraid," says Shoji Sawada, a theoretical particle physicist who is opposed to the use of nuclear energy .  Sawada has been carefully monitoring the fallout from the accident at the Fukushima Daiichi power plant. “I think many people were exposed to radiation. I am afraid [they] will experience delayed effects, such as cancer and leukemia.” Evacuation zone Japan's government maintains a 20-kilometre evacuation zone around the Fukushima Daiichi plant, with no unauthorized entry allowed. The government has urged people within a 30-km radius of the plant to leave, but it's not mandatory. Some people say the evacuation zone should include Fukushima City, which is 63 km away from the plant. At the moment, the roughly 100,000 local children are kept indoors, schools have banned soccer and outdoor sports, pools were closed this summer, and building windows are generally kept closed. A handful of people argue the government should evacuate all of Fukushima prefecture, which has a population of about 2 million.  Sawada dedicated his career to studying the impact radiation has on human health, particularly among the survivors of Japan’s atomic bombings. His interest is both professional and personal. When he was 13 years old, his mother urged him to flee their burning home in Hiroshima. She died, trapped beneath rubble . “I think Tokyo Electric Power Company [TEPCO], as well as the Japanese government, made many mistakes,” he says. Those mistakes have been clearly documented since the earthquake and tsunami triggered meltdowns and explosions at TEPCO’s Fukushima Daiichi, some 220 kilometres northeast of Tokyo. Warnings to build a higher tsunami wall were ignored; concerns about the safety of aging reactors covered up; and a toothless nuclear watchdog exposed as being more concerned with promoting atomic energy than protecting the public

Japan Forced School Children To Clean Radioactive Dirt From Swimming Pools [09Jul11] - 0 views

  • In another propaganda show meant to convince the public there is no threat from radiation in Japan, local schools forced children to clean radioactive dirt from the bottom of the schools swimming pools. One PTA member who didn’t trust the assertions from the school and the government kept a sample of the dirt collected from the pool and decided to have it tested for radiation

Under its provisions, the central government will designate areas with radioactive emissions of 1 millisievert per year or more “important contamination condition survey sites,” and will task local governments with cleanup operations. At first, the Environment Ministry told the Fukushima Prefectural Government and local municipalities that it planned to designate primarily areas with annual emissions of 5 millisieverts for contamination surveys. However, following strong opposition to this figure from local governments, Environment Minister Goshi Hosono — who is also minister of state for the nuclear accident — declared that the plan would be revised. One millisievert per year is the upper exposure limit set by the International Commission on Radiological Protection (ICRP) for regular citizens

  • the Defense Nuclear Facilities Safety Board (DNFSB), an independent organization tasked by the executive branch to oversee public health and safety issues at the DOE's nuclear facilities. In a report addressed to Secretary of Energy Steven Chu, DNFSB investigators wrote that "both DOE and contractor project management behaviors reinforce a subculture . . . that deters the timely reporting, acknowledgement, and ultimate resolution of technical safety concerns."
  • After reviewing 30,000 documents and interviewing 45 staffers, the DNFSB reported that those who went against the grain and raised concerns about safety issues associated with construction design "were discouraged, if not opposed or rejected without review." In fact, according to the DNFSB, one of these scientists, Dr. Walter Tamosaitis, was actually removed from his position as a result of speaking up about design problems.
  • It's not just the DNFSB that is concerned with the safety culture and management at Hanford. Seattle Weekly has obtained official documents revealing that the Government Accountability Office (GAO), the Congressional arm in charge of investigating matters relating to contractors and other public fund recipients, visited the Hanford site last month. In an outline sent to DOE personnel in advance of their visit, the GAO wrote that it will look into how contractors are addressing concerns over what they call "relatively lax attitudes toward safety procedures," "inadequacies in identifying and addressing safety problems," and a "weak safety culture, including employees' reluctance to report problems." Their findings likely will be made public in early 2012.

In 2004, the agency released a report critical of the DOE and Bechtel's clean-up plans, warning of faulty design and construction of the Tank Waste Treatment and Immobilization Plant (WTP), a structure at the heart of the clean-up effort. The WTP building was not designed to withstand a strong earthquake, but only after prodding from the DNFSB did the DOE force Bechtel to go back to the drawing board to ensure the plant could withstand one. As a result, Bechtel's design and cost estimates to finish construction skyrocketed from $4.3 billion to more than $10 billion. And in 2006, GAO released another paper critical of Bechtel's timeline and cost estimates, which seemed to change annually, saying that they have "continuing concerns about the current strategy for going forward on the project."

  • The unexpected bursts — something akin to flare-ups after a major fire — are extremely unlikely to presage a large-scale nuclear reaction with the resulting large-scale production of heat and radiation. But they threaten to increase the amount of dangerous radioactive elements leaking from the complex and complicate cleanup efforts, raising startling questions about how much remains uncertain at the plant, the site of the world’s worst nuclear disaster since Chernobyl. The Japanese government has said that it aims to bring the reactors to a stable state known as a “cold shutdown” by the end of the year.
  • On Wednesday, the plant’s operator, the Tokyo Electric Power Company, said that measurements of gas from inside Reactor No. 2 indicated the presence of radioactive xenon and other substances that could be the byproduct of nuclear fission.
