Open Access repositories promote the widespread dissemination of scientific and scholarly production. Researchers and teachers publish free on line digital assets for claiming their activity and for sharing research results with other researchers. In particular universities, research centres, libraries and, for limited subsets of their collections, museums, administrative archives and other cultural institutions are promoting open access. In the future, a considerable section of scholarly, academic and cultural institutions memory will be formed by born-digital assets, stored in open access archives. Their digital collections will have an ever growing relevance in making up the scientific and information heritage of the next generations. In order to ensure that these objects will survive and continue to be cited, scholarly and academic communities should be committed to the long term preservation of their repositories.

"Open access is a powerful solution to the barriers that researchers in developing and transition countries face. In 2013, a project was launched that let 100 institutions in Kenya, Tanzania and Uganda join forces in educating their researchers on the changing practices of scholarly communication. The result: 25 fully operational open access repositories already, and the number is set to double."

Millions of digital resources from thousands of contributors

OAIster is a union catalog of digital resources. Access to these digital resources is provided by "harvesting" their descriptive metadata (records) using OAI-PMH (the Open Archives Initiative Protocol for Metadata Harvesting). It includes the Institutional Repositories of many universities.

"MELIBEA is a Spanish database that uses a composite formula with eight weighted conditions to estimate the effectiveness of Open Access mandates (registered in ROARMAP). We analyzed 68 mandated institutions for publication years 2011-2013 to determine how well the MELIBEA score and its individual conditions predict what percentage of published articles indexed by Web of Knowledge is deposited in each institution's OA repository, and when. We found a small but significant positive correlation (0.18) between MELIBEA score and deposit percentage. We also found that for three of the eight MELIBEA conditions (deposit timing, internal use, and opt-outs), one value of each was strongly associated with deposit percentage or deposit latency (immediate deposit required, deposit required for performance evaluation, unconditional opt-out allowed for the OA requirement but no opt-out for deposit requirement). When we updated the initial values and weights of the MELIBEA formula for mandate effectiveness to reflect the empirical association we had found, the score's predictive power doubled (.36). There are not yet enough OA mandates to test further mandate conditions that might contribute to mandate effectiveness, but these findings already suggest that it would be useful for future mandates to adopt these three conditions so as to maximize their effectiveness, and thereby the growth of OA. "

The Open Education is one of the most discussed topics on education internationally today. Can be defined as open education practices that characterize the opening of access to knowledge, ways of learning, learning technologies, educational systems, models of educational management, leadership and certification. Integral part of the Open Education are OER (Open Educational Resources), materials of teaching, learning and research, in any format or media, licensed to allow their reuse, adaptation and sharing by others. Since 2006 ABED disseminates OER and Open Education. Prof. Fredric Litto in 2006 wrote about open content and in 2009, the publication of the book 'Distance Education: State of the Art vol.1', ABED - Pearson Education, which won the Premio Tortoise brought the seventh of chapters on concept of openness in ODL open University of Brazil, REA, learning through virtual and digital libraries and digital repositories and virtual, written by Andreia inamorato dos Santos, Ronaldo Mota, Fredric Litto, Ana Paula Leite de Camargo and Ana Cristina Birth , respectively. Since then, in Brazil, have sprouted traces of a theme that would be provided shortly international prominence - Open Education. To expand the discussion of the topic in Brazil and international trends, ABED creates workgroup ABED OPEN. "The goal is to have the collective and representative participation of various social actors to be a working group with legitimacy, representativeness and goals, and can promote discussions on educational priorities in Brazil with respect to open education", says the researcher.

Open access, be it via institutional repositories or publishing using OJS, is fast becoming the norm for sharing research output. Africa needs to get onto the open access bandwagon.

Therefore, we suggest that abandoning journals altogether, in favor of a library-based scholarly communication system, will ultimately be necessary. This new system will use modern information technology to vastly improve the filter, sort and discovery functions of the current journal system."

Talk about an ambitious suggestion! As we've talked about this in class, I'm not surprised to find scientific research that impact factor is bad scientific (not to mention business) practice. I'm also very interested in this idea of alternative scholarly communication systems; and if libraries are to play a central role, I have to assume that projects like institutional repositories would play an enormous part in this new system. I wonder what this suggests about altmetrics, though? Are we just putting a band-aid on a deep wound, and treating the symptom instead of the disease?

Completely. The short answer is that copyright law gives the copyright holder the right to make access open or restricted, and we seek to put copyright in the hands of authors or institutions that will consent to make access open. The long answer depends on whether we are talking about open access journals or open access repositories.
