The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) announces the availability of funds for the fiscal year 2018 Direct Services for Survivors of Torture (DS SOT) grant program. The purpose of the DS SOT program is to increase access to strengths-based, trauma-informed services that assist survivors of torture and their families in the healing and recovery process. Under this grant program, direct services are provided to persons who have been tortured on foreign soil under the color of law. The program offers holistic and integrated services including medical, psychological, legal, and social work. All of these services are provided either directly by the grantee or indirectly through partner organizations or affiliates.

Operating as a field of interest fund of the Denver Foundation, the Colorado Health Access Fund works to improve healthcare access and outcomes for underserved populations in the state by reducing barriers to treatment, supporting community-based solutions, and  disseminating project successes and obstacles, all with the goal of improving industry best practices. In support of this mission, the fund currently is accepting applications from behavioral health organizations working to increase access to treatment for those with mental health and substance use disorders. Grants of up to $250,000 will be awarded to programs, collaborations, and capital improvements that help improve health care for those who have an identified behavioral health issue concurrent with an additional barrier to health equity such as homelessness, a lack of health insurance, a physical disability, or a primary language other than English. Grants may be awarded for up to three consecutive years.

The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is issuing a Disruption Opportunity (DO) Special Notice (SN) inviting submissions of innovative basic or applied research concepts in the technical domain of understanding group biases. This DO SN is issued under the Program Announcement for Disruptioneering, DARPA-PA-18-01. All proposals in response to the technical area(s) described herein will be submitted to DARPA-PA-18-01 and if selected, will result in an award of an Other Transaction (OT) for prototype project not to exceed $1,000,000.

The Centers for Disease Control and Prevention's National Center for Injury Prevention and Control (NCIPC) is soliciting investigator-initiated research that conducts rigorous evaluation research to assess the effectiveness of Return to School programs after traumatic brain injury of all severities (e.g., mild, moderate and severe) in children. These programs have been developed to provide teachers, medical staff and parents with guidance on how best to return a child to school after a traumatic brain injury. Priority is placed on evaluation of Return to School programs that have been subjected to a structured evaluability assessment process and identified as ready for evaluation by CDC. Funds are available to conduct such studies to help expand and advance our understanding about what works to prevent and control unintentional traumatic brain injury.

The purpose of this funding opportunity announcement (FOA) is to stimulate research on cardiovascular and pulmonary physiologic and health effects of electronic cigarette (e-cigarette) exposure. This FOA invites applications addressing the effects of e-cigarettes on the cardiovascular and pulmonary systems, alone or in combination. Studies involving clinical populations, animal models and/or cell preparations would all be considered responsive.  Research may examine the effects of the whole e-cigarette aerosol or of individual components or constituents. Research may also examine where aerosols, components, or constituents deposit in the airways and resulting heart and/or lung consequences.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information from FAR Part 15 and included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be used. The goal of the Children's Initiative is to support direct service programs that create and promote stability, resilience, and healing for children who have witnessed domestic violence. In order to be considered, programs must meet all of the following requirements. - The program's targeted age group(s) must be between 0-14 years of age who have witnessed domestic violence. - Provide direct, age-appropriate services to address the impact of having witnessed domestic violence. - Be a new program for the organization that is within its first year of development or implementation. The Foundation does not fund existing programs or the expansion of existing programs - Include a plan for an outcome-based evaluation of the program. The plan should contain rigorous metrics for assessing the program's effectiveness in healing children who have witnessed domestic violence. - Services include a program component that enhances the relationship between the child and parent/primary caregiver. The Foundation gives priority to programs that: - Include a specific domestic violence education component for the parent/primary caregiver. - Offer therapeutic services beyond crisis intervention and the establishment of initial safety, providing for a continuity of care. - Collaborate with other organizations to enhance services, measure outcomes, or expand and share knowledge.

The Albert Einstein Fellowship supports creative, interdisciplinary thought by giving young scholars the chance to pursue research outside their previous area of work. Candidates must be under 35 and hold a university degree in the humanities, in the social sciences, or in the natural sciences. Applications for 2019 should include a CV, a two-page project proposal, and two letters of recommendation. All documents must be received by April 15, 2018. At the end of the fellowship period, the fellow will be expected to present his or her project in a public lecture at the Einstein Forum and at the Daimler and Benz Foundation. The Einstein Fellowship is not intended for applicants who wish to complete an academic study they have already begun. A successful application must demonstrate the quality, originality, and feasibility of the proposed project, as well as the superior intellectual development of the applicant. It is not relevant whether the applicant has begun working toward, or currently holds, a PhD. The proposed project need not be entirely completed during the time of the fellowship, but can be the beginning of a longer project. PLEASE NOTE THAT NO FELLOWSHIPS WILL BE GIVEN FOR DISSERTATION RESEARCH. THE PROPOSED PROJECT MUST BE SIGNIFICANTLY DIFFERENT IN CONTENT, AND PREFERABLY FIELD AND FORM, FROM THE APPLICANT'S PREVIOUS WORK.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) is accepting applications for fiscal year (FY) 2018 Mental Health Technology Transfer Center Cooperative Agreements (Short Title: MHTTC). The purpose of this program is to establish one MHTTC National Coordinating Center, ten (10) MHTTC Regional Centers, one MHTTC Tribal Affairs Center, and one MHTTC Hispanic and Latino Center to develop and maintain a collaborative network to support resource development and dissemination, training and technical assistance, and workforce development to the field and CMHS grant recipients. It is expected that MHTTC Cooperative Agreements will coordinate and manage CMHS's national efforts to ensure that high-quality, effective mental health disorder treatment and recovery support services, and evidence-based practices are available for all individuals with mental disorders including, in particular, those with serious mental illness. Years of research and knowledge of evidence-based practices related to mental disorders show that well-designed prevention, treatment, and recovery support efforts are effective and can have multiple benefits for individuals with mental health disorders, including serious mental illness. It is SAMHSA's intent to ensure that the public has the resources it needs to be successful in treating these conditions. The MHTTCs will work with organizations and treatment practitioners involved in the delivery of mental health services to strengthen their capacity to deliver effective, evidence-based practices to individuals, including the full continuum of services spanning mental illness prevention, treatment, and recovery support.

Family caregivers shoulder many emotional and economic burdens in the course of delivering care to loved ones. Their role however is essential. According to a 2018 report from bipartisan policy center the majority of long-term care services and supports comes from family caregivers with estimates reporting that family caregivers have provided $470 billion in care. Additionally, the same report cites a statistic that family caregivers aged 50 and over lose approximately $304,000 in income and benefits over the duration of their care. Consequently family caregivers are especially vulnerable to experiencing the devastating economic burdens of the provision of care. As such, the development and dissemination of training and information to improve and strengthen the financial literacy of family caregivers is paramount in efforts to help them maintain their caregiving duties while concurrently helping them better understand and prepare for the potential financial impacts associated with the provision of care. The target population to be served will be all eligible family caregivers as defined in Title III E of the Older Americans Act. The objectives for this new funding opportunity include:* Advance understanding of the need for and the available interventions to improve financial literacy among family caregivers, incluidng gaps found in existing interventions, and develop a stragety for addressing these needs

Recent studies show nearly half of older adults will experience social isolation, which is linked to a broad range of negative physical and psychological outcomes that can be life threatening. Due to geographic isolation, limited access to reliable transportation, and reduced family/social networks as young people move to urban areas for employment, the problem disproportionally impacts older adults in rural areas. By providing older adults with stimulating, meaningful, and enjoyable activities, technology can enhance their sense of connection to family, friends and community, add to their overall quality of life, and help them live independently in their communities of choice. However, technology on its own cannot eliminate social isolation completely and must be combined with increased community engagement, human connectivity, and opportunities for rural residents of all ages to work together to promote healthy aging.

Clinical Scholars is a three-year, team-based program for a wide variety of health professionals in community, clinical, or academic settings. By the end of the program, fellows will have gained the skills they need to appraise, synthesize, use the best evidence to guide practice and inform policy in addressing complex health problems in their teams, organizations, and communities. The purpose of this new funding opportunity is to expand on ACL's previous project entitled "Advancing Person-Centered, Trauma-Informed Supportive Services for Holocaust Survivors." This new project will seek to further develop innovative service approaches for aging Holocaust survivors and expand the national capacity to provide person-centered, trauma-informed supportive services to Holocaust survivors in the U.S., other older adult populations with a history of trauma and the family caregivers who support these individuals. With this expanded focus, the successfull grantee will be expected to build on previous advancements in this area to further embed person-centered, trauma-informed approaches at all levels of the aging services network (e.g., federal, state and local/community).

Each ACT Fellowship will provide up to $220,000 for up to thirty-three months in support of a systematic and sustained course of study in an empirical science such as physics, psychology, biology, genetics, cognitive science, neuroscience, or sociology. Acceptable courses of study might include a plan to audit undergraduate and graduate-level courses, a plan to spend time in residence at a research lab, or a plan to earn a degree in an empirical science. This iteration of the program also will permit applicants to request that up to one year of the ACT Fellowship be used to support a small-scale pilot scientific research project that improves or enhances the capacity, skill, and talent of the fellow to investigate the above-described Big Questions. Fellows may undertake their study at their home institution or another institution. All fellows must have a faculty mentor in their cross-training discipline.

The purpose of the NIH Mentored Research Scientist Development Award (K01) is to provide support and protected time (three to five years) for an intensive, supervised career development experience in the biomedical, behavioral, or clinical sciences leading to research independence. Although all of the participating NIH Institutes and Centers (ICs) use this support mechanism to support career development experiences that lead to research independence, some ICs use the K01 award for individuals who propose to train in a new field or for individuals who have had a hiatus in their research career because of illness or pressing family circumstances. Other ICs offer separate K01 FOAs intended to increase research workforce diversity.

In September 2016, the Office of Planning, Research and Evaluation (OPRE) funded 8 cooperative agreements, under HHS-2016-ACF-OPRE-YE-1177 (Child Care and Development Block Grant Implementation Research and Evaluation Planning Grants, Cohort I/Phase I), for 18-months to Child Care and Development Fund (CCDF) Lead Agencies. Those grants provided funding for Lead Agencies to develop a research-based evaluation plan of the implementation of policies and initiatives in response to the goals of the CCDBG Act of 2014. Under this funding opportunity announcement (FOA), all grantees awarded planning grants (Cohort I/Phase I) could be funded to implement their research plan (up to 8 awards may be made).

Announcement supports applied and translational research to advance the development of knowledge and materiel products for rehabilitation and restoration of function following TBI. PIs should explain how their work will inform the development, refinement, and/or revision of existing standards of care, clinical recommendations, or guidelines. TBI is defined as being caused by (1) a direct blow or impact to the head, (2) a penetrating head injury, or (3) an exposure to external forces such as blast waves that disrupt the function of the brain. Not all blows to the head or exposure to external forces result in a TBI. The severity of TBI may range from "mild," a brief change in mental status or consciousness, to "severe," an extended period of unconsciousness or confusion after the injury. Definitions of TBI severity can be found in Table 1 of the VA/DoD Clinical Practice Guideline for the Management of Concussion-Mild Traumatic Brain Injury. The FY17/18 PH/TBIRP CTRR-CRA supports clinical research but not clinical trials. Supported research can include observational research studies. The Clinical Research Award (CTRR-CRA) is intended to support clinical research focused on understanding the clinical sequelae and mechanisms of recovery associated with TBI and TBI rehabilitation interventions. The overarching goals of this award are to address TBI-related impairments and deficits including sensory, sensorimotor, and cognitive dysfunction to (1) develop and validate rehabilitation outcome measures; (2) define and evaluate mechanisms of injury progression or recovery associated with rehabilitation interventions; and (3) improve clinician-driven assessment strategies to guide return-to-duty decision making.

This Funding Opportunity Announcement (FOA) encourages applicants to develop innovative research applications on prescription drug abuse, including research to examine the factors contributing to prescription drug abuse; to characterize the adverse medical, mental health and social consequences associated with prescription drug abuse; and to develop effective prevention and service delivery approaches and behavioral and pharmacological treatments. Applications to address these issues are encouraged across a broad range of methodological approaches including basic science, clinical, epidemiological, and health services research to define the extent of the problem of prescription drug abuse, to characterize this problem in terms of classes of drugs abused and combinations of drug types, etiology of abuse, and populations most affected (including analyses by age group, race/ethnicity, gender, and psychiatric symptomatology). Studies on individual- and patient-level factors, prescriber factors, and/or health system factors are encouraged, as are studies on all classes of prescription drugs with high abuse liability, including analgesics, stimulants, sedative/hypnotics and anxiolytics. Researchers are further encouraged to study the relationship between the prescription medication, the indication for which the medication was prescribed (e.g., pain, sleep disorder, anxiety disorder, obesity), and the environmental and individual factors contributing to abuse.

Established in 2009, the Hilda and Preston Davis Foundation was created to "...to advance the development of all areas of the lives of children and young adults…with special emphasis…on those suffering from eating disorders." The primary goal of The Hilda and Preston Davis Foundation Awards Program for Eating Disorders Research is to support innovative, clinically relevant research that seeks to understand the underlying biology of eating disorders, including anorexia nervosa and bulimia nervosa, leading to improved patient care. To meet this goal, the Program provides vital support to Junior Faculty Investigators and Senior Postdoctoral Fellows working in non-profit academic, medical and research institutions in the United States to build a strong workforce dedicated to the etiology of eating disorders, its associated pathologies, and to drive therapeutic and treatment development.
