This NOFO supports implementation of programs and activities focusing on protecting and improving health globally and further implementing Global Health Security (GHS) through partnerships with health organizations. Its purpose is to advance support for multi-sectoral engagement in human and animal health at all levels in developing strong health systems and resources needed for enhanced surveillance, preparedness and readiness efforts for outbreaks, public health emergencies and health threats. The three main strategic areas are prevent avoidable epidemics, detect threats early, and respond rapidly and effectively to potential events of concern for public health and health security. CDC will leverage resources to promote national initiatives and frameworks that support International Health Regulations (IHR, 2005) core capacities: detect and reduce bio-threats, improve sharing of best practices, use relevant tools to promote health security, strengthen accountability and transparency of data sharing, and participate in regional and international health security initiatives. Outcomes include strengthening capacities to prevent, detect, and respond to potential events of concern for public health and health security and demonstrate improvement in at least 5 GHSA/IHR technical areas to a level of "Demonstrated Capacity" as measured by relevant health security assessment (i.e., World Health Organization (WHO)/IHR Monitoring and Evaluation Framework).

The United States (U.S.) Centers for Disease Control and Prevention (CDC) is working to help the Côte d'Ivoire Ministry of Health meet key International Health Regulation (IHR) requirements through implementation of priority Global Health Security Agenda (GHSA) activities. The objectives of this program are to strengthen Côte d'Ivoire's health system capacities to prevent, detect and respond to infectious disease outbreaks and other public health emergencies. This program emphasizes further improving core GHSA priority capacities in disease surveillance, laboratory diagnostics, emergency preparedness and response, public health workforce development, and strengthening of anti-microbial resistance stewardship. This program includes a particular focus on strengthening disease surveillance through the establishment of an event-based surveillance system in high-risk border districts, reinforced through public health staff training and supervision. Surveillance and response capacities will be bolstered through improved laboratory point of care diagnostics and the integration of epidemiologic and laboratory data. This program will also support building Côte d'Ivoire's capacity to respond to disease outbreaks and public health emergencies through the training and mentoring of a cadre of public health workers in each of the 101 districts in Côte d'Ivoire in field epidemiology and emergency preparedness and response, reinforcing these capacities via field simulation exercises.

Through this Notice of Funding Opportunity Announcement (NOFO), the Centers for Disease Control and Prevention (CDC) seeks to support routine laboratory-based surveillance of priority infectious diseases and lab confirmation of outbreaks in India by strengthening laboratory-based surveillance and specimen referral systems. This will involve advocacy and consultation/strategic planning meetings with various national and international stakeholders of human and veterinary sectors; training on routine laboratory-based surveillance and follow up. The identified laboratories should also be trained on biorisk management and safe packaging and referral of specimens using IATA-DGR (International Air Transport Association's Dangerous Goods Regulations).

CDC seeks to continue working collaboratively with partners and other United States Government (USG) agencies to achieve specific goals in three main strategic areas: prevent avoidable epidemics, detect threats early, and respond rapidly and effectively to potential events of concern for public health and health security. CDC, through this NOFO, will leverage and complement the MOHCDGEC resources in the following activities: promote national initiatives and frameworks that support International Health Regulations (IHR) (2005) core capacities: detect and reduce biothreats, improve sharing of best practices, use of relevant tools to promote health security, strengthen accountability and transparency of data sharing, and participate in regional and international health security initiatives. The outcomes are to further strengthen capacities to prevent, detect, respond to potential events of concern for public health and health security and demonstrate improvement in at least 5 GHSA/IHR technical areas to a level of "Demonstrated Capacity" as measured by relevant health security assessment in line with GHSA 2024 Framework (https://www.ghsagenda.org/ghsa2024).

The purpose of this NOFO is to collaborate with implementing partners to support the Indonesia Government, primarily the Ministry of Health (MOH), to achieve Global Health Security Agenda (GHSA) targets; implement International Health Regulations (IHR) core competencies; and prevent, detect, and respond to public health threats by targeting activities to strengthen capacity in four core public health areas: 1) Real-Time Surveillance and Reporting; 2) National Laboratory Systems; 3) Workforce Development; and 4) Emergency Management and Response. Projects considered for this NOFO should build upon the existing public health infrastructure. Activities should address recommendations from the 2017 Joint External Evaluation (JEE), align with the MOH Five Year Strategic Plan, and prioritize gaps identified in the 2018-2022 National Action Plan for Health Security. Recipients will work primarily and directly with partner governments, specifically the MOH and other government entities on the national, regional, and local levels. In addition, projects must incorporate monitoring and evaluation of overall program performance and the progress of projects or activities, including implementation of the GHSA targets.

The U.S. government's (USG) Global Health Security Agenda (GHSA) envisions a world safe and secure from global health threats posed by infectious diseases, and the current Ebola epidemic in West Africa further underscores the economic and humanitarian impacts of infectious diseases. The Office of Refugee Resettlement's Unaccompanied Refugee Minors program within the Administration for Children and Families provides child welfare services and benefits to children eligible for placement, services and benefits under 8 U.S.C. § 1522(d)(2). As it exists today, the Unaccompanied Refugee Minors program provides such youth with the same range of child welfare benefits and services available to other foster children in the state of placement, including services identified in a state’s plans under titles IV-B and IV-E of the Social Security Act, such as associated independent living benefits and services. The existing program is funded through grants to states and is subject to state child welfare laws and regulations.The ATS URM program will provide time-limited transitional placement, benefits, and services to assist older youth eligible for the Unaccompanied Refugee Minors program to obtain the skills necessary for economic self-sufficiency and independent living.

The Office of Cooperative Threat Reduction (CTR), part of the Department's Bureau of International Security and Nonproliferation (ISN), sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in frontline states and regions where the terrorist threat is on the rise, such as South Asia, the Middle East, and North Africa. ISN/CTR administers the Biosecurity Engagement Program (BEP) program as part of the Global Threat Reduction (GTR) portfolio. BEP's mission involves institutionalizing biorisk management best practices, securing life science institutions and dangerous pathogens, decreasing the risk that scientists with dual-use expertise will misuse pathogens, and promoting adoption of and compliance with comprehensive international frameworks that advance U.S. biological nonproliferation objectives, including United Nations Security Council Resolution (UNSCR) 1540, the Biological Weapons Convention (BWC), the World Health Organization's International Health Regulations, and the European Committee for Standardization (CEN) / International Organization for Standardization (ISO) standards. BEP generally funds activities in three priority pillars and has a focus on long-term sustainability.

This single-source funding opportunity announcement (FOA) Enhancing Public Health Emergency Preparedness and Response Capacities in the Americas in Collaboration with the National Center for Prevention Programs and Disease Control (CENAPRECE) in Mexico invites an application for a five-year cooperative agreement between the Department of Health and Human Services(HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR) and the U.S.-Mexico Foundation for Science (FUMEC) to support CENAPRECE (an agency within Mexico Secretariat of Health [SALUD]). The envisioned ASPR-FUMEC-CENAPRECE collaboration sustains and advances the long-standing relationship between the United States and Mexico aimed at safeguarding each country from public health threats and fulfilling the goals of multiple international frameworks and agreements, including the International Health Regulations (2005) (IHR) (http://www.who.int/ihr/publications/9789241580496/en/). Projects and activities proposed by CENAPRECE for this agreement will combine strategic coordination of public health preparedness and emergency response programs as well as technical collaborations to strengthen the capacities of both countries and the region to prevent, detect, report, and respond to public health emergencies of all types, focusing on pandemic influenza, other emerging infectious diseases, and chemical, biological, and radiological (terrorism) hazards.
