The Community Engagement Office (CEO), of the Public Affairs Section (PAS) of the U.S. Embassy in Islamabad of the U.S. Department of State is pleased to announce an open competition for assistance awards, contingent on funding availability, through the Public Diplomacy Grants Program. The funds awarded through this NOFO should strengthen local institutions, organizations, and communities to build self-sustaining capacity to implement long-term interventions to reduce violent extremism and ultimately contribute to a peaceful, stable and prosperous Pakistan. Tech Camps are a public diplomacy program hosted in the Bureau of International Information Programs (IIP) at the U.S. Department of State and will follow guidelines from IIP. They are hands-on, participant-driven workshops that connect private sector technology experts with key populations to explore and apply innovative tech solutions to global issues. Tech Camps are focused on results, with participants identifying real-world challenges and working in partnership with trainers to apply technology solutions to these challenges. Each Tech Camp also includes ongoing impact-oriented programs and efforts to help participants implement their projects post-workshop and stay connected and engaged with each other, their trainers, and Public Affairs Section staff in Pakistan.

The Public Affairs Section of the U.S. Embassy in Singapore announces an open competition for proposals to design, plan, and implement a three-day workshop (not inclusive of travel dates) in Singapore for the Young Southeast Asian Leaders Initiative (YSEALI), pending the availability of funds. The three-day workshop in August 2020 (tentatively) will gather approximately 40-60 participants between 18-35 years of age from all ten ASEAN member states and Timor-Leste around the theme, "Future Workforce." YSEALI is the U.S.government's signature initiative to strengthen partnerships with emerging leaders in ASEAN member states (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam) and Timor-Leste. Program participants are encouraged to work across national borders to solve regional challenges, encompassed by the four pillars of YSEALI - economic growth, sustainable development, education, and civic engagement - and to strengthen the U.S.-ASEAN partnership. The YSEALI Regional Workshop on "Future Workforce" in Singapore will help Southeast Asia strengthen economic development capacity by preparing their workforce to adapt to the needs of future job demands and highlight the value of U.S. companies in driving technology and innovation. Over the course of three days, workshop participants will gain the knowledge, skills, and resilience to ensure their enterprises remain viable into the future. The workshop will develop participants' leadership competencies in strategies for meeting the digital future, critical thinking skills required to adapt quickly, and upskilling/reskilling their workforce.

NIO-PAS seeks proposals for a project entitled "Smart Cities Collaboration Competition". Based on funding availability, the competition will be held amongst universities in Rajasthan in collaboration with U.S. universities. Participating teams will develop technological solutions that will augment the U.S.-India Smart City partnership in the city of Ajmer. Student teams will be asked to work on either one or more than one core infrastructure element that affects Ajmer.

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for eligible organizations to submit applications to carry out a program to improve access to information for journalists and civil society in accordance with Afghanistan's Access to Information Law. Based on funding availability, this grant intends to develop and provide training for journalists and members of civil society on access to information procedures under Afghan law. The recipient will demonstrate a thorough understanding of the current legal framework surrounding access to information in Afghanistan, and create a strategic plan that will increase awareness of the law and how to use it. Participants will become more aware of the law, how it works, and how to make access to information requests. A successful proposal will include a detailed plan for recruiting a diverse group of journalists from a variety of outlets and employees from a cross-section of civil society organizations working on democracy and governance issues to take part in these trainings. Training activities should take place in Kabul and in no less than five provincial capitals.

Foreign Strategic Trade Control (STC) Experts to provide advisory, consultative, mentoring, and training support for EXBS partner countries

Young Australians tend to be skeptical of the importance of the U.S.-Australia bilateral relationship; only 38 percent of Australians under the age of 45 said that our alliance is "very important," according to a recent Lowy Institute poll. Confidence in democratic institutions among that age group is also in decline; according to the same poll, only 47 percent of young Australians believe that democracy is preferable to other forms of government. To address these trends, and develop policies that win support for our shared vision for a free, open, secure, and prosperous Indo-Pacific region, the U.S. Embassy in Australia seeks to fund a program that identifies, develops, and equips next-generation leaders to gain a greater understanding about the U.S.-Australia alliance, the common values and democratic principles that underpin our two societies, and our shared vision for the Indo-Pacific.

The Public Affairs Section at the U.S. Embassy Kuala Lumpur will help select the Malaysian partner institution and vet participants in the content production training. The U.S. Embassy Kuala Lumpur will be closely involved in the grant administration. The Embassy is seeking an organization with experience in creating CVE-focused programs and content in Malaysia to produce documentaries, podcasts, and social media posts effective in countering violent extremism. A successful proposal will integrate the training of a diverse collection of young, local talent to produce their own content effective in supporting CVE efforts. Specific Objectives: 1. Production of at least three documentaries (video, radio and/or online) focused on contemporary domestic/regional issues related to extremism in Malaysia. 2. The project should provide for the training of a diverse collection of Malaysian content designers, representing several backgrounds, to produce effective CVE-focused content. 3. The proposal should include a plan to publicize the content throughout the country in a wide variety of distribution channels including: a. National/regional media b. Road Shows c. Radio d. Online

U.S. Embassy Kyiv's Office of Assistance Coordinator announces an open competition for organizations to submit applications for the seventh round of the EDCP to continue building U.S. foreign assistance partnerships with 11 emerging donor governments (EDGs) in Central and Eastern Europe to share their transition and EU integration experiences with Ukraine. Please carefully follow all instructions below. Program Objectives: The U.S. Department of State Office of the Assistance Coordinator for Europe and Eurasia (EUR/ACE) has launched the seventh round of the EDCP to continue building U.S. foreign assistance partnerships with 11 emerging donor governments in Central and Eastern Europe: Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia. Through the EDCP initiative, the United States builds partnerships with these new donor countries by co-financing joint foreign assistance activities aimed at sharing the EDGs' transition and EU integration experiences with Ukraine.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects focused on understanding and exploring how communities define impact(s) related to democracy and human rights contexts.

MENA governments - especially in Jordan, Lebanon, Morocco, and Tunisia - have undertaken important reform initiatives to modernize their public administrations and pass access to information laws. Several have applied to join the Open Government Partnership (OGP), an international initiative that aims to leverage capabilities of new technologies to strengthen participatory governance and fight corruption. Further actions are required to sustain this progress and implement open government principles that foster civil society collaboration with government. This project will assist governments in developing action plans to improve management and governance activities such as: budgeting, human resources management, regulatory practices, public integrity, public procurement, digital government, open government and data, risk management, and innovations. By focusing on public governance areas and creating inclusive economies and societies, this project will guide governments to benchmark their countries' progress on public sector reforms at the national and regional levels, and to compare them against international standards. Additionally, it will create the first MENA long-term strategic partnership and governance network for policy dialogue and exchange of good practices. Finally, it will deliver ad hoc policy recommendations to advance public sector reform agendas in specific sectors at the national or regional level with a focus on policies pertaining to women and youth.

The National Endowment for Democracy is a private nonprofit foundation dedicated to the growth and strengthening of democratic institutions around the world. Each year, the endowment makes more than twelve hundred grants to support the projects of nongovernmental groups abroad that are working for democratic goals in over nineties countries. To advance this mission, NED is seeking proposals for projects that advance democratic goals and strengthen democratic institutions. Grants of up to $50,000 over twelve will be awarded in support of nonpartisan programs that seek to promote and defend human rights and the rule of law, support freedom of information and independent media, and promote accountability and transparency. To be eligible, applicants must be nongovernmental organizations, including civic organizations, associations, independent media, and other similar groups. Applications are encouraged from organizations working in diverse environments, including newly established democracies, semi-authoritarian countries, highly repressive societies, and countries undergoing democratic transition.

DRL seeks proposals for an 18 - 24 month project for $800,000 to support effective action by Nicaraguan civil society to collectively defend democracy and human rights according to the international commitments made by the Government of Nicaragua.

The United States Agency for International Development (USAID) Mission for Sri Lanka and Maldives will support the Increased Demand and Engagement for Accountability (IDEA) activity for Sri Lanka. This is a three-year activity designed to ensure that Sri Lanka has a vibrant civil society which empowers citizen participation to advance democratic values and government accountability around a range of governance and reform issues. The activity will build upon civil society engagement for good governance and accountability and will complement other U.S. Government (USG) and USAID programming that supports democratic governance. Whereas much of USAID's assistance in Sri Lanka includes an element of support to civil society, this activity will focus on strengthening the civil society sector as a whole with an emphasis on working in all regions of Sri Lanka and supporting CSO participation in national and local governance processes.

Purpose of Grants: PAS Brussels invites proposals for projects that strengthen ties between the United States and Belgium by highlighting shared values and promoting bilateral cooperation. Grant proposals must convey an American cultural element, support a priority program area (see below), or include a connection with American expert(s), organization(s), or institution(s) in a specific field that will promote increased understanding of U.S. policy and perspectives.
