    The Fixing America's Surface Transportation Act (FAST Act; P. L. 114-94, December 4, 2015) authorizes the Secretary of Transportation to make grants to eligible non-profit institutions of higher education to establish and operate University Transportation Centers (UTCs or Centers). Non-profit institutions of higher education may include qualifying two-year institutions (20 U.S.C. § 1001(a)).  The Office of the Assistant Secretary for Research and Technology (OST-R) of the U.S. Department of Transportation (US DOT) will manage the UTC Program.

    America Walks and generous Active People, Health Nations partners are excited to announce another round of our popular Community Change Grant program. This program will award grantees $1,500.00 in community stipends for projects related to creating healthy, active, and engaged places to live, work, and play. The goal for this year's grant awards is to knit together seemingly disparate threads too often considered in isolation, including, but not limited to; racism and the public sphere; climate and environmental justice; access and inclusion; walking and moving as a mechanism for bringing about political change; and how COVID-19, the need for economic recovery and a growing awakening around racial injustice might alter the landscape of our work. Our desire is for proposed projects to have a particular focus on engaging in key issues of the day with new perspectives and diverse partners/ audiences while highlighting the vital role that walking and transportation patterns can play in a new era. Funded projects must demonstrate that they will show increased physical activity and active transportation in a specific community, work to engage people and organizations new to the efforts of walking and walkability, and demonstrate a culture of inclusive health and design. Projects will create healthy, active, and engaged communities that support walking as transportation, health, and recreation. Projects must show a strong and intentional foundation of equity and authentic engagement of the whole community.

Strengthening the Diagnostic Transport Network in Liberia - 0 views

    The US Centers for Disease Control and Prevention (CDC), in coordination with the Government of Liberia (GOL) and local and international partners, actively supports timely detection and response activities to control disease outbreaks at their source and neutralize other public health threats, including breaking the chain of transmission of Ebola Virus Disease (EVD) during the 2014-2016 outbreak. Building on capacities developed during the 2014-2016 Ebola outbreak response efforts, CDC has continued to support the GOL and partners in maintaining an active alert system to ensure rapid detection and response to infectious diseases with epidemic potential. In order to maintain vigilance against potential outbreaks of disease and other public health threats, CDC and partners on the ground must work to ensure that specimens collected for testing are rapidly transported to a designated laboratory for advanced diagnostics. Timely confirmation of infectious diseases allows for rapid isolation of patients, reducing the number of contacts and reducing the risk of widespread transmission. Timely disease detection also decreases the number of resources required for contact tracing, quarantining, and monitoring. When infectious diseases strike, getting fast and accurate laboratory diagnoses is critical to stopping an outbreak from becoming a widespread epidemic.

    The current FOA aims to support HIV preventive interventions in Mozambique targeting KP and OVP in provinces of Mozambique characterized by high prevalence of HIV, rapid development and increasing number of multinational companies, transport corridor areas, high mobility and transient male workforce, increased tourism, and increased HIV risk from commercial sex work and transactional sex, which together constitute some of the main factors driving the epidemic in Mozambique. A successful FOA respondent will support the adoption of combination prevention approaches targeting behavioral, biomedical, and structural interventions to ensure effective reach and impact on target population. Interventions aim to increase knowledge of HIV and sexually transmitted infections (STIs) among KP and other priority populations, reduce sexual risk behavior, increase knowledge and access to preventive commodities among target population. Interventions will also promote HIV testing and counseling (HTC) and create demand for the uptake of HTC services by KP and OVC, increase access to HIV, STI and tuberculosis (TB) services in addition to other health care services, and support access to universal coverage of HIV treatment for all eligible PLHIV within KP and OVP.

    The Ministry of Health (MOH) in Burma and the National Department of Health (NDOH) in Papua New Guinea (PNG) plan to rapidly expand high-quality antiretroviral treatment (ART) coverage in the coming years by increasing capacity at existing delivery sites and decentralizing selected services to provincial, district and township levels. In order to accomplish this expansion, the MOH and NDOH need strong laboratory systems that ensure high-quality HIV diagnostic and clinical monitoring of patients at the existing and new service delivery sites. This will require strengthening the capacity of Burma's National Health Laboratory (NHL) and Papua New Guinea's Central Public Health Laboratory (CPHL), as well as building capacity of sub-national laboratories and improving the laboratory network in these countries.This Funding Opportunity Announcement (FOA) will be awarded to a technical assistance (TA) partner to provide support to NHL and CPHL in several key areas, including: (1) developing and helping implement standard operating procedures, policies, guidelines, and training materials related to management and operations of national and sub-national laboratories; (2) building capacity of NHL and CPHL staff to validate, conduct, and ensure strong (and often cross-cutting) quality assurance and monitoring systems for HIV-related diagnostic and clinical monitoring activities; (3) strengthening the overall laboratory network in Burma and PNG that may include specimen transport and right-sizing of various classes of laboratories; and (4) providing supporting mentoring of NHL and NDOH staff and opportunities for professional development.

    This announcement solicits applications for the Rural Opioid Overdose Reversal (ROOR) Grant Program. The purpose of the ROOR program is to reduce the incidences of morbidity and mortality related to opioid overdoses in rural communities through the purchase and placement of emergency devices used to rapidly reverse the effects of opioid overdoses and the training of licensed healthcare professionals and emergency responders on the use of opioid devices. Community partnerships are an important component of this program and can be comprised of local emergency responders as well as other local non-profit and for-profit entities involved in the prevention and treatment of opioid overdoses. In addition, care coordination is essential to efforts in reducing incidences of morbidity and mortality related to opioid overdoses. As a result, this funding opportunity announcement is seeking innovative approaches that involve broad community partnerships which may include referral of individuals to appropriate substance abuse treatment centers where care coordination and communication is facilitated by a team of qualified health care providers. The ROOR goals are to: 1) Purchase naloxone and opioid overdose reversal devices and increase the availability in rural areas through strategic placement; 2) Train licensed healthcare professionals and others using the devices to recognize the signs of opioid overdose, administer naloxone, administer basic cardiopulmonary life support, report results, and provide appropriate transport to a hospital or clinic for continued care after administration; 3) Refer those with a drug dependency to appropriate substance abuse treatment centers where care coordination is provided by a team of providers; and Demonstrate improved and measurable health outcomes, including but not limited to, reducing opioid overdose morbidity and mortality in rural areas.

    Nanomanufacturing is the production of useful nano-scale materials, structures, devices and systems in an economically viable manner. The NSF Nanomanufacturing Program supports fundamental research in novel methods and techniques for batch and continuous processes, top-down (addition/subtraction) and bottom-up (directed self-assembly) processes leading to the formation of complex heterogeneous nanosystems. The program supports basic research in nanostructure and process design principles, integration across length-scales, and system-level integration. The Program leverages advances in the understanding of nano-scale phenomena and processes (physical, chemical, electrical, thermal, mechanical and biological), nanomaterials discovery, novel nanostructure architectures, and new nanodevice and nanosystem concepts. It seeks to address quality, efficiency, scalability, reliability, safety and affordability issues that are relevant to manufacturing. To address these issues, the Program encourages research on processes and production systems based on computation, modeling and simulation, use of process metrology, sensing, monitoring, and control, and assessment of product (nanomaterial, nanostructure, nanodevice or nanosystem) quality and performance.The Program seeks to explore transformative approaches to nanomanufacturing, including but not limited to: micro-reactor and micro-fluidics enabled nanosynthesis, bio-inspired nanomanufacturing, manufacturing by nanomachines, additive nanomanufacturing, hierarchical nanostructure assembly, continuous high-rate nanofabrication such as roll-to-roll processing or massively-parallel large-area processing, and modular manufacturing platforms for nanosystems. The Program encourages the fabrication of nanomaterials by design, three-dimensional nanostructures, multi-layer nanodevices, and multi-material and multi-functional nanosystems.     CDC’s Healthy Community Design Initiative is part of the National Center for Environmental Health's Division of Emergency and Environmental Health Services. The Initiative works to improve public health by: • Linking public health surveillance with community design decisions; • Improving community design decisions through tools such as Health Impact Assessment; • Educating decision makers on the health impact of community design; • Building partnerships with community design decision makers and their influencers. In order to increase the capacity of professional planners and planning departments to address today’s public health issues this cooperative agreement will develop strategies and initiatives designed to provide evidence based guidance that planning professionals can use to create health promoting communities.     This funding opportunity is to fund a demonstration project addressing rural medical communications. The 2014 National Emergency Communications Plan (NECP) recognizes this evolving landscape with the involvement of new stakeholders and changes in technologies and policies impacting emergency communications Response agencies are becoming more connected to each other, requiring that need to communicate and share information during emergencies, such as public health, medical, and transportation agencies, critical infrastructure sectors, and the public. Emergency responders are not always trained for the types of incidents they encounter but can share valuable information and provide situational awareness during response and recovery efforts. Specifically, medical providers require communications systems and procedures to transmit patient information and coordinate an influx of patients following large-scale disasters. As the whole community increases its engagement during emergencies and as technology advances, the need for medical communications and trained personnel increases to ensure coordinated and effective response. To implement the 2014 NECP, OEC needs to improve its understanding of communications among emergency responders and medical personnel, especially in rural communities. To examine rural emergency medical communications, OEC is reestablishing the Rural Emergency Medical Communications Demonstration Project (REMCDP). The intent of REMCDP is to work with a public health or medical facility to examine communications barriers and identify solutions that enhance existing emergency communications infrastructure.
