The Secretary of Labor's vision for the U.S. workforce is helping American workers gain and hold good, safe jobs. One of the Department's strategic goals is to "Promote Safe Jobs and Fair Workplaces for All Americans" through the strategic objective "secure safe and healthy workplaces, particularly in high-risk industries." MSHA's goal in accomplishing this objective is to prevent fatalities, disease, and injury from mining and secure safe and healthful working conditions for America's miners. Under Section 503 of the Federal Mine Safety and Health Act of 1977 (Mine Act), Public Law 95-164, as amended, the Secretary of Labor through the Mine Safety and Health Administration (MSHA) may award grants to States (including the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands) to assist them in developing and enforcing State mining laws and regulations, to improve State workers' compensation and mining occupational disease laws and programs, and to improve safety and health conditions in the Nation's mines through Federal-State coordination and cooperation.

NHTSA is responsible for reducing vehicle-related fatalities and injuries on our nation's highways through education, research, safety standards and enforcement activity. States are responsible for laws regulating individual conduct and behavior within their jurisdictions. This includes the regulation of impaired driving. The DOT has a long history of development and evaluation of prosecutor training for the prosecution of impaired driving cases. Beginning in 1991, the DOT committed to developing a comprehensive prosecutorial impaired driving program and other highway safety issues to support States and provide prosecutor training. Previous efforts have created five (5) training courses that State prosecutors may use and developed the delivery of the training to States. These training courses include courtroom preparation for law enforcement as law enforcement and prosecutors work closely to reduce drug impaired driving through enforcement and adjudication. NHTSA's support for prosecutor training development has continued and this Notice of Funding Opportunity (NOFO) provides the opportunity to further develop and evaluate training that will increase the knowledge and skills of State and local prosecutors involved in impaired driving cases.

Policies for Action was created to help build the evidence base for policies that can help build a Culture of Health. The foundation is interested in learning how national, state, or local policies can promote lifelong health and health equity for individuals, families, and communities; as well as what enabling factors promote the adoption and spread of good policies. Grants of up to $250,000 will be awarded for projects that investigate public and private policies from a range of political ideologies and perspectives. By policies, the foundation means not just laws and regulations at the local, state, and federal level, but also private sector practices, such as those affecting workplaces, neighborhood and community development, and family stability. Both public and private sector policies and practices can significantly impact a person's health. These policies and practices might be related to: health care; public health; education and training; housing and community development; civil rights; transportation, and planning; labor and employment; taxes and spending.

Policies for Action: Policy and Law Research to Build a Culture of Health (P4A) was created to help build the evidence base for policies that can help build a Culture of Health. P4A seeks to engage long-standing health care, mental and behavioral health, and public health researchers, as well as experts in areas that we recognize have strong influence on health, well-being and equity-such as labor, criminal justice, education, transportation, housing, and the built environment.

A. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The assistance provided by these programs, to the extent practicable, shall be coordinated with and delivered in cooperation with similar services or assistance by other federal agencies or programs serving those eligible entities. The U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program. This program is designed to develop a comprehensive food safety training, education and technical assistance program for those affected by the FDA Food Safety Modernization Act (FSMA). Specifically, this program will address the needs of owners and operators of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, and small fresh fruit and vegetable merchant wholesalers. The joint program will award competitive grant funds that enable awardees to establish a National Coordination Center (NCC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance and Regional Centers (RC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance across the country for food safety training, education, and technical assistance. The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) is accepting applications for fiscal year (FY) 2018 Mental Health Awareness Training grants (Short Title: MHAT). The purpose of this program is to: (1) train individuals (e.g., school personnel, emergency first responders, law enforcement, veterans, armed services members and their families) to recognize the signs and symptoms of mental disorders, particularly serious mental illness (SMI) and/or serious emotional disturbance (SED); (2) establish linkages with school- and/or community-based mental health agencies to refer individuals with the signs or symptoms of mental illness to appropriate services; (3) train emergency services personnel, veterans, law enforcement, fire department personnel, and others to identify persons with a mental disorder and employ crisis de-escalation techniques; and (4) educate individuals about resources that are available in the community for individuals with a mental disorder. It is expected that this program will prepare and train others on how to appropriately and safely respond to individuals with mental disorders, particularly individuals with SMI and/or SED.

NIJ's drugs and crime portfolio supports research on law enforcement efforts to deter, investigate, prosecute, and address illegal drug trafficking, markets, and use. This FY2018 solicitation seeks investigator-initiated proposals to conduct applied research on evidence-based tools, protocols, and policies for State, local and tribal jurisdictions. The two drug priorities are: 1) opioid-related criminal investigation, prosecution, drug intelligence, and community surveillance; and 2) illegal marijuana markets and drug-related violent crime. Opioid research proposals should address narcotics law enforcement, forensic science, and/or medicolegal death investigations; and opioids include heroin, fentanyl, diverted pharmaceuticals, synthetic drugs, and analogues.

The Campus Program encourages a comprehensive coordinated community approach that enhances victim safety, provides services for victims and supports efforts to hold offenders accountable. The funding supports activities that develop and strengthen trauma informed victim services and strategies to prevent, investigate, respond and prosecute sexual assault, domestic violence, dating violence and stalking. The development of campus-wide coordinated responses involving campus victim service providers, law enforcement/campus safety officers, health providers, housing officials, administrators, student leaders, faith-based leaders, representatives from student organizations, and disciplinary board members is critical. To be effective, campus responses must also link to local off-campus criminal justice agencies and service providers, including local law enforcement agencies, prosecutors' offices, courts, and nonprofit, nongovernmental victim advocacy and victim services organizations. Campuses are encouraged to create or revitalize large-scale efforts that treat sexual assault, domestic violence, dating violence, and stalking as serious offenses by adopting effective policies and protocols, developing victim services and programs that prioritize victim safety, ensuring offender accountability, and implementing effective prevention approaches. Colleges and universities should demonstrate to every student that these crimes will not be tolerated, that perpetrators will face serious consequences, and that holistic services are available for victims.

Nigeria has a projected estimated population size of 203,452,505 (July 2018), which makes Nigeria the most populous nation in Africa. The country's National Health Act 2014 (NHA 2014) was signed into law on October 31, 2014 and provides a legal framework for the regulation and management of Nigeria's national health system, however, much work is needed to operationalize the law. Monitoring and mitigating recurring infectious disease outbreaks, as well as detecting and controlling emerging infectious diseases, will be impacted by multiple factors that include inadequate surveillance and response systems, weakened or non-existent infrastructure and health systems and poor coordination among stakeholder agencies. Nigeria is a major gateway to many global destinations. In July 2014, the index case in the Nigeria Ebola Virus disease outbreak arrived at the international airport in Lagos, Nigeria. This index patient potentially exposed 72 persons at the airport and the hospital where he was admitted. The Federal Ministry of Health (FMoH), with guidance from the Nigeria Centre for Disease Control (NCDC), declared an Ebola emergency and rapidly implemented a response using all available public health assets and resources. An Ebola Incident Management Center (a precursor to the current Emergency Operations Center) was established to rapidly respond to the 2014 outbreak. Using an Incident Management System (IMS) to coordinate the response and consolidate decision making, largely contributed to helping contain the Nigeria outbreak early.

The Secretary of Labor, through MSHA, may award grants to state, tribal, and territorial governments (including the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands) to assist them in developing and enforcing state mining laws and regulations, to improve state workers' compensation and mining occupational disease laws and programs, and to improve safety and health conditions in the nation's mines through federal-state coordination and cooperation. MSHA recognizes that state training programs are a key source of mine safety and health training and education for individuals who work or will work at mines. MSHA encourages state training programs to prioritize training for small mining operations. MSHA is also interested in supporting programs that include training on miners' statutory rights, including the right to a safe working environment and the right to refuse an unsafe task. The Agency encourages grantees to focus on programs that include education and training related to occupational health hazards caused by exposures to respirable dust and diesel exhaust. MSHA also encourages recipients to focus training on powered haulage safety, conducting working place examinations, mine emergency preparedness, donning and transferring self-contained self-rescuers (SCSRs), mine rescue, training for contractors, and electrical safety.

The National Center for Injury Prevention and Control (NCIPC) is seeking applications from qualified organizations for Injury Control Research Center (ICRC) grants. These centers will conduct high quality research and help translate scientific discoveries into practice for the prevention and control of fatal and nonfatal injuries and violence that support NCIPC’s priorities and mission. ICRCs are expected to blend Outreach, Training and Education, and Research activities into a program to reduce the number, risk, and public health impact of injury and violence in the U.S. The over-arching goals for the NCIPC ICRC program are to: Build the scientific base for the prevention and control of fatal and nonfatal injuries and violence. Integrate, in the context of a national program, professionals from a wide spectrum of disciplines of epidemiology, behavioral and social sciences, medicine, biostatistics, public health, health economics, law, criminal justice, and engineering to perform research and provided technical expertise in order to prevent and control injuries and/or violence more effectively. Encourage investigators to propose research that involves intervention development or translation of effective programs among individuals, organizations, or communities. Provide technical assistance to injury and/or violence prevention and control programs in their geographic region, including other researchers; universities; medical institutions; community groups; state and local government agencies, public health agencies; and policy makers. Act as sources of injury and/or violence prevention and control information for their constituents and stakeholders at the local, state, tribal, national, and global levels.

The purposes of the NCIPC extramural violence prevention research program are to: Build the scientific base for the prevention of violence by helping to expand and advance our understanding of the primary prevention of interpersonal and self-directed violence. Encourage professionals from a wide spectrum of disciplines of epidemiology, behavioral and social sciences, medicine, biostatistics, public health, health economics, law, and criminal justice to perform research in order to prevent violence more effectively. Encourage investigators to propose research that involves the development and testing of primary prevention strategies as well as research on methods to enhance the adoption and maintenance of effective strategies among individuals, organizations, or communities.

The awards under this FOA will be administered by NIH using designated funds from the FDA CTP for tobacco regulatory science. Research results from this FOA are expected to generate findings and data that are directly relevant to inform the FDA's regulation of the manufacture, distribution, and marketing of tobacco products to protect public health.

The FY 2016 CVE Grant Program supports programs, projects and activities that prevent recruitment or radicalization to violence by interrupting those efforts, building community-level resilience to them, and identifying the early signs of radicalization to violence and providing appropriate interventions through civic organizations, law enforcement or other entities. Community resilience in the CVE context means those communities where violent extremists routinely meet disinterest and opposition, recruitment attempts routinely fail, and communities know what tools and support are available to assist individuals that may be on a path towards violence.

Humanities Connections grants seek to expand the role of the humanities in the undergraduate curriculum at two- and four-year institutions, offering students in all academic fields new opportunities to develop the intellectual skills and habits of mind that the humanities cultivate. Grant projects focus on connecting the resources and perspectives of the humanities to students' broader educational and professional goals, regardless of their path of study. Through this new grant program, NEH invites proposals that reflect innovative and imaginative approaches to preparing students for their roles as engaged citizens and productive professionals in a rapidly changing and interdependent world. Grants support the development and implementation of an integrated set of courses and student engagement activities focusing on significant humanities content. A common topic, theme, or compelling issue or question must link the courses and activities. The linked courses (a minimum of three) may fulfill general education or core curriculum requirements but could also be designed primarily for students in a particular major or course of study. The Humanities Connections program gives special encouragement to projects that foster collaboration between humanities faculty and their counterparts in the social and natural sciences and pre-service or professional programs in business, engineering, health sciences, law, computer science, and other non-humanities fields.

The Second Chance Act Programs are designed to help communities develop and implement comprehensive and collaborative strategies that address the challenges posed by reentry and recidivism reduction. "Reentry" is not a specific program, but rather a process that starts when an individual is initially incarcerated and ends when he or she has been successfully reintegrated in the community as a law-abiding citizen. The reentry process includes screening and assessment in a pre-release setting, the delivery of evidence-based programming in a pre-release setting, and the delivery of a variety of evidence-based programming for every program participant in a post-release setting designed to ensure that the transition from prison or jail to the community is safe and successful. The Reentry Program for Adult Offenders with Co-Occurring Substance Abuse and Mental Health Disorders is designed to improve outcomes for adults with co-occurring substance abuse and mental health disorders through the screening and assessment of incarcerated individuals, availability of some pre-release programming, leading to the provision of appropriate evidence-based services and treatment after incarceration.

This initiative encourages research on the impact of changing marijuana policies and laws on public health outcomes, including marijuana exposure among children, adolescents, and adults; other licit and illicit drug use; education and professional achievement; social development; risky behaviors (e.g., drugged driving); mental health; HIV, etc.

The purposes of the NCIPC extramural violence prevention research program are to: 1. Build the scientific base for the prevention of violence by helping to expand and advance our understanding of the primary prevention of interpersonal violence. 2. Encourage professionals from a wide spectrum of disciplines of epidemiology, behavioral and social sciences, medicine, biostatistics, public health, health economics, law, and criminal justice to perform research in order to prevent violence more effectively. 3. Encourage investigators to propose research that involves the development and testing of primary prevention strategies, programs and policies designed to prevent interpersonal violence and reduce violence-related outcomes as well as dissemination, implementation, and translation research to enhance the adoption and maintenance of effective strategies among individuals, organizations, or communities.
