This NOFO supports implementation of programs and activities focusing on protecting and improving health globally and further implementing Global Health Security (GHS) through partnerships with health organizations. Its purpose is to advance support for multi-sectoral engagement in human and animal health at all levels in developing strong health systems and resources needed for enhanced surveillance, preparedness and readiness efforts for outbreaks, public health emergencies and health threats. The three main strategic areas are prevent avoidable epidemics, detect threats early, and respond rapidly and effectively to potential events of concern for public health and health security. CDC will leverage resources to promote national initiatives and frameworks that support International Health Regulations (IHR, 2005) core capacities: detect and reduce bio-threats, improve sharing of best practices, use relevant tools to promote health security, strengthen accountability and transparency of data sharing, and participate in regional and international health security initiatives. Outcomes include strengthening capacities to prevent, detect, and respond to potential events of concern for public health and health security and demonstrate improvement in at least 5 GHSA/IHR technical areas to a level of "Demonstrated Capacity" as measured by relevant health security assessment (i.e., World Health Organization (WHO)/IHR Monitoring and Evaluation Framework).

CDC seeks to continue working collaboratively with partners and other United States Government (USG) agencies to achieve specific goals in three main strategic areas: prevent avoidable epidemics, detect threats early, and respond rapidly and effectively to potential events of concern for public health and health security. CDC, through this NOFO, will leverage and complement the MOHCDGEC resources in the following activities: promote national initiatives and frameworks that support International Health Regulations (IHR) (2005) core capacities: detect and reduce biothreats, improve sharing of best practices, use of relevant tools to promote health security, strengthen accountability and transparency of data sharing, and participate in regional and international health security initiatives. The outcomes are to further strengthen capacities to prevent, detect, respond to potential events of concern for public health and health security and demonstrate improvement in at least 5 GHSA/IHR technical areas to a level of "Demonstrated Capacity" as measured by relevant health security assessment in line with GHSA 2024 Framework (https://www.ghsagenda.org/ghsa2024).

The W.K. Kellogg Foundation is accepting applications from nonprofit organizations working to promote new ideas about how to engage children and youth in learning and ways to bring together community-based systems that promote learning. The foundation will consider grants in four priority areas: Educated Kids; Healthy Kids; Secure Families; and Civic Engagement. Educated Kids: To ensure that all children get the development and education they need as a basis for independence and success, the foundation seeks opportunities to invest in early child development (ages zero to eight) leading to reading proficiency by third grade, graduation from high school, and pathways to meaningful employment. Healthy Kids: The foundation supports programs that work to ensure that all children grow and reach optimal well-being by having access to fresh, healthy food, physical activity, quality health care, and strong family supports. Secure Families: The foundation supports programs that build economic security for vulnerable children and their families through sustained income and asset accumulation. Civic Engagement: The foundation partners with organizations committed to inclusion, impact, and innovation in solving public problems and meeting the needs of children and families who are most vulnerable.

The purpose of this FOA is to support a more efficient method for jurisdictions to de-duplicate the National HIV Surveillance System. The applicant will develop a privacy data-sharing tool capable of identifying potential duplicates across jurisdictions. Activities will include acquiring a Security Assessment and Authorization, negotiating with the 59 jurisdictions to obtain their participation, providing a data sharing tool that will allow for secure, encrypted submission and matching of person-level HIV surveillance data, and providing a report back to jurisdictions on matching levels.

The purpose of this NOFO is to support a more efficient method for HIV surveillance jurisdictions to identify potential interstate duplicates. The recipient will develop and provide a secure, encrypted, on-going privacy data-sharing tool capable of identifying potential duplicates across jurisdictions, implement necessary data security, confidentiality and privacy protections according to CDC standards, obtain participation agreements with 59 state and local health department HIV surveillance programs that will allow on demand submission and matching of person-level HIV surveillance data, and report back to jurisdictions on matching levels in formats that are importable into local/state HIV data systems.

This Notice of Funding Opportunity (NOFO) seeks to build upon activities funded by CDC to support Global Health Security (GHS) through implementation of programs and activities that focus on protecting and improving health globally through partnerships with Ministries of Health and other governmental institutions. After five years of implementing and strengthening global health security systems, the USG will continue to advance prevent, detect, and respond strategies to mitigate threats. The U.S. government's (USG) Global Health Security Agenda (GHSA) envisions a world safe and secure from global health threats posed by infectious diseases, and the current Ebola epidemic in West Africa further underscores the economic and humanitarian impacts of infectious diseases. The U.S. Centers for Disease Control and Prevention (CDC) is working to help Ministries of Health meet key International Health Regulations (IHR) (2005) requirements through implementation of the GHSA. CDC seeks to work with partner countries and other USG agencies in a collaborative effort to achieve specific goals in three focus areas:

This grant program awards stipends to graduate students to conduct research on ways to improve the disability determination process for SSA's two disability programs - Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI).  The application processes for SSI and SSDI are complex, and members of the public with health problems and economic hardships often find it difficult to navigate this process.  PRI hopes to improve the efficiency and reduce the complexity of disability determination processes by facilitating innovative research through stipends to a broad spectrum of graduate students and by allowing those students to access technical information on SSA disability program operations from disability experts.  In exchange, PRI expects students to produce a thesis or written product by June 30, 2014.

The Substance Abuse and Mental Health Services Administration's (SAMHSA's) Center for Substance Abuse Treatment (CSAT) and Center for Mental Health Services (CMHS) are accepting applications for fiscal year (FY) 2015 Cooperative Agreements to Benefit Homeless Individuals for States (CABHI-States) grants. The purpose of this jointly funded program is to enhance or develop the infrastructure of states and their treatment service systems to increase capacity and provide accessible, effective, comprehensive, coordinated/integrated, and evidence-based treatment services; permanent supportive housing; peer supports; and other recovery support services to: * Individuals who experience chronic homelessness and have substance use disorders, serious mental illnesses (SMI), or co-occurring mental and substance use disorders; and/or * Veterans who experience homelessness/chronic homelessness and have substance use disorders, SMI, or co-occurring mental and substance use disorders. As a result of this program, SAMHSA seeks to: 1) improve statewide strategies to address planning, coordination, and integration of behavioral health and primary care services, and permanent housing to reduce homelessness; 2) increase the number of individuals, residing in permanent housing, who receive behavioral health treatment and recovery support services; and 3) increase the number of individuals placed in permanent housing and enrolled in Medicaid and other mainstream benefits (e.g., Supplemental Security Income/Social Security Disability Insurance [SSI/SSDI], Temporary Assistance for Needy Families [TANF], Supplemental Nutrition Assistance Program [SNAP]).

The Center for Retirement Research at Boston College is inviting applications to its 2019 Dissertation Fellowship Program in the field of retirement income research.  Through the program, grants of up to $28,000 will be awarded to doctoral candidates to pursue cutting-edge research on retirement issues. The Communications, Circuits, and Sensing-Systems (CCSS) Program supports innovative research in circuit and system hardware and signal processing techniques. CCSS also supports system and network architectures for communications and sensing to enable the next-generation cyber-physical systems (CPS) that leverage computation, communication, and sensing integrated with physical domains. CCSS invests in micro- and nano-electromechanical systems (MEMS/NEMS), physical, chemical, and biological sensing systems, neurotechnologies, and communication & sensing circuits and systems. The goal is to create new complex and hybrid systems ranging from nano- to macro-scale with innovative engineering principles and solutions for a variety of applications including but not limited to healthcare, medicine, environmental and biological monitoring, communications, disaster mitigation, homeland security, intelligent transportation, manufacturing, energy, and smart buildings. CCSS encourages research proposals based on emerging technologies and applications for communications and sensing such as high-speed communications of terabits per second and beyond, sensing and imaging covering microwave to terahertz frequencies, personalized health monitoring and assistance, secured wireless connectivity and sensing for the Internet of Things, and dynamic-data-enabled autonomous systems through real-time sensing and learning.

The U.S. government's (USG) Global Health Security Agenda (GHSA) envisions a world safe and secure from global health threats posed by infectious diseases. The U.S. Centers for Disease Control and Prevention (CDC) is assisting the Governments globally to meet key International Health Regulations (IHR) (2005) requirements through the implementation of the GHSA. CDC seeks to partner with the Georgian Ministry of Agriculture, through a cooperative agreement in a collaborative effort to achieve specific goals in three focus areas of the GHSA specifically: 1. workforce capacity development through FELTP, 2. the "One Health" approach through coordination and collaboration, and 3. Laboratory system strengthening. The proposals funded through the cooperative agreement will respond to Zoonotic Disease Prevention of the GHSA by supporting the Georgian National Animal Health Plan, expanding and updating a cadre of the workforce and training of public health veterinarians to work with epidemiologists and laboratorians in the context of evidence-based timely detection and response, and adapting the One Health approach with the expected outcomes of stopping the diseases in animals before they spill-over into humans and strengthening the current surveillance system.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), is accepting applications for fiscal year (FY) 2018 -Treatment for Individuals with Serious Mental Illness, Serious Emotional Disturbance or Co-Occurring Disorders Experiencing Homelessness (Short Title: Treatment for Individuals Experiencing Homelessness). The purpose of this program is to support the development and/or expansion of the local implementation of an infrastructure that integrates behavioral health treatment and recovery support services for individuals, youth, and families with a serious mental illness, serious emotional disturbance or co-occurring disorder (i.e., a serious mental illness [SMI] and substance use disorder [SUD] or a serious emotional disturbance [SED] and SUD who are experiencing homelessness. The goal of this program is to increase capacity and provide accessible, effective, comprehensive, coordinated, integrated, and evidence-based treatment services, peer support and other recovery support services, and linkages to sustainable permanent housing. To achieve this goal, SAMHSA will support three types of activities: (1) integrated behavioral health treatment and other recovery-oriented services; (2) efforts to engage and connect clients to enrollment resources for health insurance, Medicaid, and mainstream benefits (e.g. Supplemental Security Income (SSI)/Social Security Disability Insurance (SSDI), Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), etc.); and (3) coordination of housing and services that support sustainable permanent housing.

The Secretary of Labor's vision for the U.S. workforce is helping American workers gain and hold good, safe jobs. One of the Department's strategic goals is to "Promote Safe Jobs and Fair Workplaces for All Americans" through the strategic objective "secure safe and healthy workplaces, particularly in high-risk industries." MSHA's goal in accomplishing this objective is to prevent fatalities, disease, and injury from mining and secure safe and healthful working conditions for America's miners. Under Section 503 of the Federal Mine Safety and Health Act of 1977 (Mine Act), Public Law 95-164, as amended, the Secretary of Labor through the Mine Safety and Health Administration (MSHA) may award grants to States (including the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands) to assist them in developing and enforcing State mining laws and regulations, to improve State workers' compensation and mining occupational disease laws and programs, and to improve safety and health conditions in the Nation's mines through Federal-State coordination and cooperation.

In 2014, CDC-Ethiopia started supporting the Government of Ethiopia to build Ethiopia's capacity to achieve the International Health Regulation (IHR) targets through implementing the Global Health Security Agenda. The initial roadmap was developed with multisector partners in 2015, and the multi-sector collaboration has proved successful as over 500 people have been trained in field epidemiology; a national public health emergency operations center exists for outbreak; and diagnostic and surveillance capacity has increased to respond to emerging disease threats. Ethiopia was the second country to conduct a joint external assessment (JEE) and has completed a costed National Action Plan for Health Security (NAPHS). EPHI led the multisector partners in both of these initiatives. Coronavirus disease 2019 (COVID-19) is the latest in a series of infectious disease emergencies, including cholera, Ebola, SARS, Chikungunya, HIV/AIDS, and influenza. While scientists and drug developers, with support from governments and multilateral organizations, have been rushing to produce, test, and deliver vaccines and treatments, tech innovators also have a crucial role to play, both in the near term and to prevent and mitigate future disease outbreaks. In the near term, the world needs improved solutions for prevention, accurate detection, and rapid response. MIT Solve, through its Health Security & Pandemics Challenge, is seeking tech innovations that can slow and track the spread of an emerging outbreak - for example, by improving individual hygiene, developing low-cost rapid diagnostics, analyzing data that informs decision making, and providing tools that protect health workers.

The purpose of this NOFO is to collaborate with implementing partners to support the Indonesia Government, primarily the Ministry of Health (MOH), to achieve Global Health Security Agenda (GHSA) targets; implement International Health Regulations (IHR) core competencies; and prevent, detect, and respond to public health threats by targeting activities to strengthen capacity in four core public health areas: 1) Real-Time Surveillance and Reporting; 2) National Laboratory Systems; 3) Workforce Development; and 4) Emergency Management and Response. Projects considered for this NOFO should build upon the existing public health infrastructure. Activities should address recommendations from the 2017 Joint External Evaluation (JEE), align with the MOH Five Year Strategic Plan, and prioritize gaps identified in the 2018-2022 National Action Plan for Health Security. Recipients will work primarily and directly with partner governments, specifically the MOH and other government entities on the national, regional, and local levels. In addition, projects must incorporate monitoring and evaluation of overall program performance and the progress of projects or activities, including implementation of the GHSA targets.

Development of a well-trained epidemiologic public health workforce in surveillance, outbreak detection and response is essential in meeting Global Health Security objectives. In partnership with Ministries of Health and other public and private stakeholders, CDC seeks to accelerate progress toward a world safe and secure from infectious disease threats by building workforce capacity through creation and support of regional networks of field epidemiology and training programs (FETPs).
