This notice announces the opportunity to apply for funding under the Ryan White HIV/AIDS Program (RWHAP), AIDS Education and Training Centers (AETC) Program for the technological operations and maintenance of the National HIV Curriculum (NHC) e-Learning Platform. This project will manage the technological operation and maintenance of the NHC e-learning Platform. Further, it will maintain the platform's capacity to support additional modules thereby broadening the subject matter content available on the existing NHC. Broader subject matter content may include additional competencies and/or modules on crosscutting concepts, emerging issues such as mental illness, opioids and other substance use disorders and intimate partner violence, initiatives such as treatment as prevention,1 building capacity for HIV elimination, the "Undetectable=Untransmittable" campaign,2 and/or the Health Resources and Services Administration's (HRSA) priorities related to the care and treatment of people living with HIV (PLWH).

The purpose of this funding opportunity announcement is to support studies on electronic nicotine delivery systems (ENDS) that examine population-based, clinical and applied prevention of disease, including etiology of use, epidemiology of use, potential risks, benefits and impacts on other tobacco use behavior among different populations.

PROBLEM: The global community has made great strides in reducing mortality around the world over the last 50 years, but progress in developing countries lags far behind that seen in developed countries. Every year an estimated 303,000 women die during pregnancy and childbirth, 5.9 million children die, and an even greater number become infected with life-threatening diseases like HIV/AIDS, malaria, diarrhea, pneumonia, and TB, among others. The vast majority of deaths due to these largely preventable causes occur in developing countries where access to health services is often poor. Outbreaks of emerging infectious diseases like Ebola and Zika only serve to further compound these health challenges, taxing already stressed health systems and elevating the risk of disease epidemics of global proportions.

This Funding Opportunity Announcement (FOA) solicits grant applications to further develop enabling technologies and transformative platforms to catalyze next-generation predictive, diagnostic and therapeutic products to address heart, lung, blood, and sleep (HLBS)-related disorders and diseases. This FOA solicits R33 applications where major feasibility gaps for the enabling technology or transformative platform have already been overcome, as demonstrated with supportive preliminary data, but still requires further development and rigorous validation to encourage downstream demonstration, utilization and adoption. Well-suited applications must offer the potential to accelerate and/or transform the areas of early detection and screening, model development, clinical diagnosis, treatment, control, prevention or epidemiology, while addressing issues associated with HLBS-related diseases and disorders. Projects proposing application of existing technologies where the novelty resides in the biological or clinical target/question being pursued are not appropriate for this solicitation and will not be reviewed. This FOA is part of a suite of NHLBI Catalyze program to advance projects to the point where they can meet the entry criteria for the NHLBI Catalyze Product Definition or Preclinical FOAs.

Founded in 1972, the Tourette Association of America (formerly known as the Tourette Syndrome Association) has emerged as the premier national nonprofit organization working to make life better for all people affected by Tourette and tic disorders. The association advances its work by raising public awareness and fostering social acceptance; working to advance scientific understanding, treatment options, and care; educating professionals to better serve the needs of children, adults, and families challenged by Tourette and tic disorders; advocating for public policies and services that promote positive school, work, and social environments; providing help, hope, and a supportive community across the nation; and empowering its community to deal with the complexities of this spectrum of disorders. To that end, grants of up to $150,000 over two years will be awarded for basic and clinical studies on all aspects of Tourette syndrome. To be eligible, investigators are required to have an advanced degree such as a Ph.D., M.D. or equivalent or be allied professionals with advanced degrees such as R.N.s, Drs. of O.T., social workers, and related fields. Investigators from nonprofit and for-profit organizations can apply.

The NEI uses UG1 cooperative agreement awards to support investigator-initiated large-scale clinical trials, human gene-transfer and stem cell therapy trials, and other complex or high resource- or safety-risk clinical trials. This Funding Opportunity Announcement (FOA) is soliciting applications for clinical observational studies and clinical trials to be conducted in the DPBRN through a milestone-driven UG3/UH3 cooperative agreement mechanism. Each UG3/UH3 award will support an individual project which will utilize the DPBRN infrastructure and resources for study planning and implementation. This FOA supports a UG3 clinical study planning phase and potential transition to a UH3 implementation phase, with a combined total funding period of up to six years.

In addition, there is the potential for prevention interventions found to be efficacious in the primary care setting to be endorsed by the United States Preventive Services Task Force (USPSTF) and covered under insurance. Because pediatric primary care offers broad access and is non-stigmatizing, it may be an appropriate setting for reaching populations who experience mental health disparities, including racial/ethnic minority groups, sexual and gender minorities, individuals living in rural areas, socioeconomically disadvantaged persons, or any other subgroup with documented disparities in prevalence of mental illnesses, mental illness trajectories, access to prevention services, and quality and outcomes of mental health care.
