The purpose of this Funding Opportunity Announcement (FOA) is to provide time and support for the applicant to develop and finalize plans for the design and execution of investigator-initiated clinical trials that are highly relevant to the NINR mission. Activities supported by this planning grant must include feasibility and pilot studies that inform the intervention viability and/or the trial design.

This notice solicits applications for the Rural Communities Opioid Response Program- Planning (RCORP-Planning). The purpose of RCORP is to support treatment for and prevention of substance use disorder, including opioid use disorder, in rural counties at the highest risk for substance use disorder, including the 220 counties identified by the Centers for Disease Control and Prevention (CDC) as being at risk for HIV and Hepatitis C infections due to injection drug use (See Appendix A for additional eligibility information).

The National Institute of Dental and Craniofacial Research (NIDCR) intends to continue support for research conducted within a national Dental Practice-Based Research Network (DPBRN). The NIDCR will fund one national DPBRN Administrative and Resource Center (RFA-DE-19-001) and one national DPBRN Coordinating Center (RFA-DE-19-002) as companion awards to support the infrastructure for and implementation of multiple observational studies and clinical trials. This Funding Opportunity Announcement (FOA) is soliciting applications for investigator-initiated clinical observational studies and clinical trials to be conducted in the DPBRN through a milestone-driven UG3/UH3 cooperative agreement mechanism. Each UG3/UH3 award will support an individual project which will utilize the DPBRN infrastructure and resources for study planning and implementation. This FOA supports a UG3 clinical study planning phase and potential transition to a UH3 implementation phase, with a combined total funding period of up to six years. Progression to the UH3 phase is based on an administrative review and is dependent on success in meeting UG3 milestones, consideration of the DPBRN as an appropriate venue for conduct of the research, NIDCR program priorities, and availability of funds. The main goals of the national DPBRN are to streamline the implementation of national oral health research studies in dental practices on topics of importance to practitioners and their patients, to provide evidence useful in daily patient care, and to facilitate the translation of research findings into clinical practice.

The purpose of this Funding Opportunity Announcement (FOA) is to encourage UG3/UH3 phased cooperative agreement research applications to plan and implement behavioral and social intervention clinical trials. Studies appropriate for this announcement include traditional clinical trials to develop and test behavior change interventions for preventing and treating dental, oral, or craniofacial conditions, as well as interventions that are used as tools to understand mechanisms of behavior change. Awards made under this FOA will initially support a milestone-driven planning phase (UG3) for up to 2 years, with possible transition to a clinical trial implementation phase of up to five years (UH3).

This Funding Opportunity Announcement (FOA) encourages applications for a planning grant from institutions in low- and middle-income countries (LMICs) to 1.) Design a Global Infectious Disease (GID) Research Training Program in collaboration with U.S. collaborators and 2.) Strengthen LMIC faculty and prepare advanced courses and training resources for the program envisioned at the LMIC institution. The application should propose a collaborative process to create a new training program that will strengthen the capacity of the LMIC institution to conduct infectious disease research. Applications should include activities to strengthen LMIC faculty leadership and skills as well as prepare advanced scientific didactic and methodology courses and research training resources development relevant to the program to be planned. A detailed vision for a research training program that focuses on a major endemic or life-threatening emerging infectious disease, neglected tropical disease, infections that frequently occur as a co-infection in HIV infected individuals or infections associated with non-communicable disease conditions of public health importance in LMICs should be proposed.

Under the 2016 - 2020 Country Development Cooperation Strategy (CDCS), USAID/Zimbabwe anticipates awarding a five-year $25 million cooperative agreement to provide technical assistance to the Ministry of Health and Child Care (MOHCC) at the national level and in Manicaland province. This award will be made through a full and open competition, under which any type of organization is eligible to apply. Building on the achievements of current USAID-supported activities, the purpose of the activity is improved maternal, youth, and child health and survival in beneficiary communities and populations. This activity will improve the health of women, youth, and children in Manicaland by strengthening maternal, newborn, child health and family planning (integrated MNCH-FP) service delivery throughout the continuum of care, i.e., from the home, to the community, to the primary care facility, and to the tertiary referral hospital. Continuum of care refers to a concept involving a system that guides and tracks patients over time through a comprehensive array of health services spanning all levels and intensity of care. Integrated MNCH-FP service delivery refers to combining together MNCH and FP health services in order to expand access to care, increase efficiencies, and improve health outcomes. The activity will also increase access to a broader range of family planning methods through outreach services at the national level.

This initiative will provide two years of support for planning activities necessary for initiating a Phase III clinical trial designed to validate VCID biomarkers and/or treat patients with VCID. The full spectrum of VCID is in scope, and the one or more VCID disorders(s) to be targeted in the trial must be clearly specified in the application, for example (but not limited to): vascular insults including clinical stroke, silent infarcts and microinfarcts, leukoaraiosis, cerebral amyloid angiopathy (CAA), transient ischemic attack (TIA), micro-bleeds, CADASIL, and vascular contributions to Alzheimers dementia. Planning activities may include identifying trial sites/collaborations, designing trial protocols and procedures, and addressing regulatory approvals.

The SES program supports research on strategic decision making, design, planning, and operation of commercial, nonprofit, and institutional service enterprises with the goal of improving their overall effectiveness and cost reduction.  The program has a particular focus on healthcare and other similar public service institutions, and emphasizes research topics leading to more effective systems modeling and analysis as a means to improved planning, resource allocation, and policy development.

This program will provide training for public-health professionals and students in basic and applied public-health science, and public-health program planning, implementation and evaluation on a regional level; 2. Strengthen regional, national and local capacity in Central America to conduct public-health science; to plan, implement and evaluate public-health programs and surveillance systems; and to develop interventions; 3. Support national and regional disease prevention, detection, and control efforts in Central America, including rapid response to public health emergencies; and 4. Incorporate lessons learned from evaluations and assessments of programs to control and eradicate diseases in Guatemala and the Central America Region, and ensure sharing of expertise with public-health partners in the Region.

The Department of Defense Peer Reviewed Orthopaedic Research Program (PRORP) is administered by the US Army Medical Research and Materiel Command (USAMRMC) through the Office of the Congressionally Directed Medical Research Programs (CDMRP). Congressional funds for the FY13 PRORP have not yet been appropriated, and this document is not to be construed as an obligation by the Government; there is no guarantee of funding for the program. However, the PRORP anticipates releasing program announcements in February 2013, and the information provided in this pre-announcement is intended to allow investigators time to plan and develop applications. Focus Areas: The FY13 PRORP plans to solicit research applications that address the following focus areas, which are subject to change. Demonstration project grants will fund single HIAs to inform a specific proposed policy, program, plan, or project. The Health Impact Project will award up to six demonstration project grants for up to $100,000 each and. provide training and technical assistance to awardees throughout the length of each demonstration project grant. Applicants need not have prior HIA experience; preference will go to applicants proposing innovative topics for HIAs or proposing work in states and regions that have seen relatively little HIA activity to date. This includes U.S. territories and Alabama, Arkansas, the District of Columbia, Delaware, Hawaii, Idaho, Iowa, Louisiana, Maine, Mississippi, Montana, Nevada, New Jersey, New York, North Dakota, Oklahoma, Rhode Island, South Carolina, South Dakota, Utah, Vermont, Virginia, West Virginia, and Wyoming.  HIA program grants will support organizations with prior HIA experience to conduct one or more new HIAs and to implement a plan that establishes the relationships, systems, and funding mechanisms needed to maintain a stable HIA program beyond the conclusion of the grant period. The Health Impact Project will fund up to five program grants for up to $250,000 each.

Background: Planning for the Bear Creek cooperative project, which consists of instream restoration and barrier culvert removal, began in 2009 with local land owners, Lane County planning/engineering, BLM fisheries staff and staff from the Long Tom River Watershed Council (LTWC). The project is located within the Long Tom River 5th Field Watershed Hydrologic Unit Code (HUC). Five phases have been proposed. Phase one (Lane County) was completed in the fall of 2014 and consisted of the removal of a barrier culvert and replacement with a fish friendly pipe on County Road 4096. Phase two consists of the replacement of a fish barrier culvert on road 19-5-22.1. This culvert will be replaced in the summer of 2015 with a fish passage culvert through a BLM contract. Phase 3 and 4 will be completed under this assistance agreement. Phase five is located upstream of the above mentioned restoration work. Phase five work has been initiated by BLM fisheries staff in the summer of 2014 and consisted of pulling trees and zip lining them into the stream channel and also falling stream adjacent trees into Bear Creek. Phase 5 would occur on BLM Section 21, of T19S R5W future similar work will continue to occur based on funding. NEPA has been completed for all phases of the Bear Creek project. Match funding for this project has been awarded to BLM and LTWC cooperators for phases 3 and 4. These funds cannot be used by any other recipients.

The purpose of these cooperative agreements is to further IHS health program objectives in the AI/AN community with expanded outreach and education efforts for the MSPI and HIV/AIDS programs on a national scale and in the interest of improving Indian health care. This announcement includes two separate awards, each of which will be awarded as noted below. The purpose of the MSPI award is to further the goals of the national MSPI program. The MSPI is a national demonstration project aimed at addressing the dual problems of methamphetamine use and suicide in Indian Country. The MSPI supports an AI/AN community driven focus on the utilization and development of evidence-based and practice-based intervention models that promote a culturally appropriate prevention, treatment, and postvention approach to methamphetamine use and suicide. The six goals of the MSPI are to effectively prevent, reduce, or delay the use and/or spread of methamphetamine use; build on the foundation of prior methamphetamine and suicide prevention and treatment efforts in order to support the IHS, Tribes, and urban Indian health organizations in developing and implementing Tribal and/or culturally appropriate methamphetamine and suicide prevention and early intervention strategies; increasing access to methamphetamine and suicide prevention services; improving services for behavioral health issues associated with methamphetamine use and suicide prevention; promoting the development of new and promising services that are culturally and community relevant; and demonstrating efficacy and impact. The purpose of the HIV/AIDS award is to further the goals of the national HIV/AIDS program. HIV and AIDS are a critical and growing health issue within the AI/AN population. The IHS National HIV/AIDS Program seeks to avoid complacency and to increase awareness of the impact of HIV/AIDS on AI/ANs. All activities are part of the IHS's implementation plan to meet the three goals of the President's National HIV/A

The purpose of this NOFO is to enhance the capacity of surveillance programs to implement a population-based, multiple source surveillance program for autism spectrum disorder (ASD). The project will fund sites to participate in the Autism and Developmental Disabilities Monitoring (ADDM) Network and will enhance surveillance activities at both prior and newly participating sites through two funding components. Component A is required for all applicants, while applying for Component B funding is optional. Component A funds surveillance of autism spectrum disorder (ASD) among 4-year-old and 8-year-old children. Component A activities include: adhere to standardized ADDM Network methodology; renew or establish agreements for access to BOTH health and education data sources (electronic and paper records); staff training and continued education; report clean, de-identified data with vital records/census linkages to CDC; submit at least two manuscripts; engage partners and stakeholders in activities aimed at increasing use of ADDM data; and create and implement a strategic plan for performance monitoring and evaluation. Component B funds conducting follow-up at age 16 years of children abstracted for ASD at age 8 years in 2010 and 2012, including collecting data on characteristics, functioning, and educational service delivery (including transition planning). These data will inform public health strategies to improve identification and services for children with ASD.

The purpose of NIDILRR's Disability and Rehabilitation Research Projects (DRRP), which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to plan and conduct research, demonstration projects, training, and related activities, including international activities, to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with the most severe disabilities, and to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended (Rehabilitation Act). Under this particular DRRP priority, applicants must propose a development project that is aimed at improving technology solutions to improve assistive technology to promote independence and community living outcomes of people with disabilities. NIDILRR plans to make three DRRP awards under this grant competition. For this grant competition we are inviting both research applications and development applications. The National Vaccine Program Office would like to announce the anticipated availability of funds for Fiscal Year (FY) 2018 cooperative agreement awards] under the authority of section 1702(a) of the Public Health Service Act. The FOA will solicit applications for projects conducting research through implementing and evaluating interventions related to fostering informed vaccine decision making by assessing or addressing vaccine confidence or hesitancy, particularly via vaccine education and communication. The work funded by NVPO cannot also be funded by other awards. The 2010 National Vaccine Plan (NVP) recognizes the importance of communication activities that are strategic, science-based, transparent, and culturally appropriate when it comes to utilizing communication to enhance informed vaccine decision making and vaccination acceptance.
