Spectrum Innovation Initiative: National Center for Wireless Spectrum Research ... - 0 views

    The worldwide growth of wireless communication, navigation, and telemetry has provided immense societal benefits including mobile broadband data, Internet of Things (IoT), mobile healthcare, and intelligent transportation systems. These and other applications including 5G and beyond wireless systems call for innovations that can circumvent the challenges of radio spectrum scarcity and interference and foster the growth of ubiquitous, high speed, low latency connectivity. Commercial applications like the above must operate in harmony with scientific uses such as research on radio astronomy, Earth and atmospheric sciences, and must not inhibit weather prediction, polar research, and other nationally vital activities, all of which are dependent upon access to the radio spectrum. The National Science Foundation (NSF) continues to support wireless spectrum research and the scientific uses of the electromagnetic spectrum through multiple programs that enable fast, accurate, dynamic coordination and usage of our limited spectrum resource. These programs have created an opportune ground to build and create a large center-based ecosystem for spectrum research, which is the target of this SII-Center program.

    The National Institute of Biomedical Imaging and Bioengineering (NIBIB) and VentureWell hold the Design by Biomedical Undergraduate Teams (DEBUT) Challenge which recognizes undergraduate excellence in biomedical innovation. DEBUT will award a total of $100K to undergraduate student teams working on innovative solutions to unmet health and clinical problems. Revised Criteria for 2020 In light of the social distancing measures that kept most students from entering labs this year, we are modifying our criteria to acknowledge teams that had excellent ideas for healthcare innovations but could not build and/or test/debug a prototype. We also want to reward teams who were able to achieve a working prototype. For 2020, each team will receive an ideation score and a prototype score and the team's final score will be the higher of the two.

    Section 313 of the Omnibus Appropriations Act of 2009 (H.R. 1105, P.L. 111-8) created the Integrated University Program (IUP). DNN R&D is one of the three participants in this program and is continuing a nuclear science and engineering program to support multi-year research projects critical to maintaining the discipline of nuclear science and engineering. Throughout this document the term, DOE National Laboratories, is used to collectively refer to DOE and NNSA National Laboratories, Sites, and Complexes. For DNN R&D, the role of Institutions of Higher Education (IHE; as defined in Section III.A. below) is to innovate, develop, and prove some of the most challenging basic aspects of new technology and methods in coordination with the DOE National Laboratories which can in turn fulfill their unique role to perform mission-specific research and development that improves on capabilities until they are either adopted by operational enterprises or transitioned into private industry for commercialization. Transparently and effectively linking the roles of these IHE and DOE National Laboratory represents the core of how DNN R&D proposes to meet its objectives. The intent of this Funding Opportunity Announcement (FOA) is to award ONE or TWO five-year cooperative agreement(s) to a consortium consisting of accredited IHE's to allow them to receive and administer funds for student and faculty research, fellowships, and scholarship funding awarded by DOE/NNSA, DNN R&D. The cooperative agreement will be awarded to a consortium of IHEs which will include the participation of DOE National Laboratories as a consortium-member(s). Individual consortium-member IHEs shall make specific contributions and shall receive specified portions of the funding. The consortium may include student and research fellows and must have a long-term objective of building expertise in nuclear science and engineering.     ONR Global recognizes that international scientists and engineers conduct creative and novel research. This Global-X Challenge provides an opportunity for these international researchers to collaborate, generate revolutionary ideas and demonstrate these ideas will succeed. ONR Global invites outstanding international researchers to form multi-national, multidisciplinary teams to address one or more of these capability challenges. ONR Global will use existing online collaboration tools to help researchers to connect, collaborate and form teams. ONR Global will provide more information about collaboration forums during the Kick-off Webinar. Individual researchers may participate on more than one team. Teams are responsible for establishing nondisclosure agreements among team members, if necessary. All ONR Global and U.S. Federal employees are already covered by Federal laws requiring the protection of trade secrets and proprietary information. Researchers from academia and industry may participate. ONR Global expects, but does not require, that multi-national teams will consist of at least two research entities outside of the U.S., whether from academia, industry and/or the broad research community. Researchers from U.S. research entities may also participate, but are not required. NSF Program on Fairness in Artificial Intelligence in Collaboration with Amazon - 0 views

    NSF has long supported transformative research in artificial intelligence (AI) and machine learning (ML). The resulting innovations offer new levels of economic opportunity and growth, safety and security, and health and wellness, intended to be shared across all segments of society. Broad acceptance and adoption of large-scale deployments of AI systems rely critically on their trustworthiness which, in turn, depends on the ability to assess and demonstrate the fairness (including broad accessibility and utility), transparency, explainability, and accountability of such systems. For example, the behavior of algorithms for face recognition, speech, and language, especially when integrated into decision support systems applied across different segments of society, would benefit from new foundational research in fairness of AI systems. NSF and Amazon are partnering to jointly support computational research focused on fairness in AI, with the goal of contributing to trustworthy AI systems that are readily accepted and deployed to tackle grand challenges facing society. Specific topics of interest include, but are not limited to transparency, explainability, accountability, potential adverse biases and effects, mitigation strategies, algorithmic advances, fairness objectives, validation of fairness, and advances in broad accessibility and utility. Funded projects will enable broadened acceptance of AI systems, helping the U.S. further capitalize on the potential of AI technologies. Although Amazon provides partial funding for this program, it will not play a role in the selection of proposals for award.

Spectrum and Wireless Innovation enabled by Future Technologies (SW... - 0 views

    The National Science Foundation's Directorates for Engineering (ENG), Computer and Information Science and Engineering (CISE), Mathematical and Physical Sciences (MPS), and Geosciences (GEO) are coordinating efforts to identify new concepts and ideas on Spectrum and Wireless Innovation enabled by Future Technologies (SWIFT). A key aspect of this new solicitation is its focus on effective spectrum utilization and/or coexistence techniques, especially with passive uses, which have received less attention from researchers. Coexistence is when two or more applications use the same frequency band at the same time and/or at the same location, yet do not adversely affect one another. Coexistence is especially difficult when at least one of the spectrum users is passive, i.e., not transmitting any radio frequency (RF) energy. Examples of coexisting systems may include passive and active systems (e.g., radio astronomy and 5G wireless communication systems) or two active systems (e.g., weather radar and Wi-Fi). Breakthrough innovations are sought on both the wireless communication hardware and the algorithmic/protocol fronts through synergistic teamwork. The goal of these research projects may be the creation of new technology or significant enhancements to existing wireless infrastructure, with an aim to benefit society by improving spectrum utilization, beyond mere spectrum efficiency. The SWIFT program seeks to fund collaborative team research that transcends the traditional boundaries of individual disciplines.
