The Solar Energy Technologies Office (SETO), in the Office of Energy Efficiency and Renewable Energy (EERE) of the U.S. Department of Energy (DOE), is requesting input on integrated data and analysis needs across the solar value chain to inform near to mid-term plans for the development of information based network planning, real time optimization, and bankability tools in the context of the SunShot 2030 goals. SETO aims to better understand the information-related problems and questions that exist for key stakeholders, including manufacturers, project developers, financiers, engineering procurement and construction businesses, state and local jurisdictions, researchers, analysts, and others supporting the technological advancement and wide scale adoption of solar technology. All submissions must be submitted via solaranalysis@ee.doe.gov.

DARPA is soliciting innovative research proposals in the area of automated defense against social engineering attacks. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. See the attached HR001117S0050 document attached.

This Funding Opportunity Announcement (FOA) will fund research that can enable significant reductions in the lifetime costs of power electronics (PE) for solar photovoltaic (PV) energy that align with meeting the SunShot 2030 goals, and likewise enable versatile control functionalities to support grid integration of solar PV for enhanced grid services. Power electronics technology is fundamental for renewable energy systems, and especially for solar PV as the critical link between solar PV arrays and the electric grid. In comparison to the state of the art, the SunShot Initiative seeks to fund early-stage solar PE research projects to enable the following objectives: 1) Lower the lifetime cost of residential, commercial, and utility-scale solar PV inverter/converter solutions; 2) Develop innovative modular, multi-purpose solar PV power electronics designs that offer enhanced services for improved lifetime value and lower grid integration costs.

Announcement supports applied and translational research to advance the development of knowledge and materiel products for rehabilitation and restoration of function following TBI. PIs should explain how their work will inform the development, refinement, and/or revision of existing standards of care, clinical recommendations, or guidelines. TBI is defined as being caused by (1) a direct blow or impact to the head, (2) a penetrating head injury, or (3) an exposure to external forces such as blast waves that disrupt the function of the brain. Not all blows to the head or exposure to external forces result in a TBI. The severity of TBI may range from "mild," a brief change in mental status or consciousness, to "severe," an extended period of unconsciousness or confusion after the injury. Definitions of TBI severity can be found in Table 1 of the VA/DoD Clinical Practice Guideline for the Management of Concussion-Mild Traumatic Brain Injury. The FY17/18 PH/TBIRP CTRR-CRA supports clinical research but not clinical trials. Supported research can include observational research studies. The Clinical Research Award (CTRR-CRA) is intended to support clinical research focused on understanding the clinical sequelae and mechanisms of recovery associated with TBI and TBI rehabilitation interventions. The overarching goals of this award are to address TBI-related impairments and deficits including sensory, sensorimotor, and cognitive dysfunction to (1) develop and validate rehabilitation outcome measures; (2) define and evaluate mechanisms of injury progression or recovery associated with rehabilitation interventions; and (3) improve clinician-driven assessment strategies to guide return-to-duty decision making.

The U.S. Department of Transportation today announced the opportunity for state and local stakeholders to apply for $500 million in discretionary grant funding through the Transportation Investment Generating Economic Recovery (TIGER) program. "The TIGER grant program is a highly competitive program whose winners will be awarded with the funding they need to rebuild the infrastructure of their communities," said Secretary Elaine L. Chao. "TIGER grants will continue to fund innovative projects that will improve the safety of America's passengers and goods." The Consolidated Appropriations Act, 2017 appropriated $500 million, available through September 30, 2020, for National Infrastructure Investments otherwise known as TIGER grants. As with previous rounds of TIGER, funds for the fiscal year (FY) 2017 TIGER grants program are to be awarded on a competitive basis for projects that will have a significant impact on the Nation, a metropolitan area, or a region. The FY 2017 Appropriations Act specifies that TIGER Discretionary Grants may not be less than $5 million and not greater than $25 million, except that for projects located in rural areas the minimum TIGER Discretionary Grant size is $1 million. The selection criteria remain fundamentally the same as previous rounds of the TIGER grants program, but the description of each criterion was updated. Additionally, the FY 2017 TIGER program will give special consideration to projects which emphasize improved access to reliable, safe, and affordable transportation for communities in rural areas, such as projects that improve infrastructure condition, address public health and safety, promote regional connectivity, or facilitate economic growth or competitiveness.

Though the mechanisms for the observed time dependence in nuclear decay parameters are not well understood, the importance of this work is twofold: 1.) the ability to account for noise sources associated with microelectronics in radiation environments, 2.) the exploration of new physical mechanisms that could lead to new detection technologies with significant impacts to DoD applications. Crane is interested in funding research to explore the existence of physical mechanisms of nuclear decay modulation.

I2O seeks unconventional approaches that are outside the mainstream, challenge accepted assumptions, and have the potential to radically change established practice. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems.

The Boundary Layer Transition (BOLT) project is coordinated by AFRL/AFOSR and will be carried out in collaboration with the Air Force Research Laboratory Aerospace Systems Directorate (AFRL/RQ), the Winning Team under this competition, and an academic-led team chosen separately under the BAA-AFRL-AFOSR-2017-0001 competition. The academic-led team will be referred to as the "AFOSR Performers" throughout this BAAThe principal tasks of this BAA are providing the Launch Vehicle System, securing the test range, and conducting the launch event for the Flight Geometry provided by the AFOSR Performers

The FY17 OPORP Orthotics and Prosthetics Outcomes Research Award (OPORA) challenges the scientific community to address which orthotic and prosthetic devices generate the best patient outcomes. Outcomes focused research is used to support evidence-based practice which guides providers in the optimization of care to Service members and Veterans with limb loss and/or limb impairment. It is expected that any research findings will also provide benefit to the general population. Applications involving multidisciplinary collaborations among academia, industry, the military Services, the Department of Veterans Affairs (VA), and other Federal Government agencies are highly encouraged. The FY17 OPORP OPORA is intended to support research that evaluates the comparative effectiveness of orthotic and prosthetic devices using patient-centric outcomes for Service members and Veterans who have undergone limb amputation.

This grant program supports: (1) training students for Master's and doctoral degrees in food, agricultural and natural resource sciences, and; (2) Special International Study or Thesis/Dissertation Research Travel Allowances (IRTA) for eligible USDA NNF beneficiaries. Awards are specifically intended to support traineeship programs that engage outstanding students to pursue and complete their degrees in USDA mission areas. The Office of Agreements and Scientific Affairs (OASA), International Regulations and Standards Division (IRSD) is a division of the Foreign Agricultural Service (FAS), an agency within the U.S. Department of Agriculture. IRSD's strategic goals are to monitor and enforce Sanitary and Phytosanitary (SPS) obligations in accordance to the World Trade Organization's (WTO) SPS Agreement, to advance the adoption of science-based international standards and regulations, and to coordinate with other U. S. government agencies to support United States Government's (USG) SPS priorities. This program element solicits scientific investigations that require the accurate and extensive vector wind and backscatter measurements provided by QuikSCAT, RapidScat, COWVR, and other international scatterometers, such as ASCAT (from the European Organisation for the Exploitation of Meteorological Satellites; EUMETSAT) and OSCAT (from the Indian Space Research Organization; ISRO).

This funding opportunity supports projects that test whether modifying electrophysiological patterns during behavior can improve cognitive, affective, or social processing. Applications must use experimental designs that incorporate active manipulations to address at least one, and ideally more, of the following topics: (1) in animals or humans, determine which parameters of neural coordination, when manipulated in isolation, improve particular aspects of cognitive, affective, or social processing; (2) in animals or humans, determine how particular abnormalities at the genomic, molecular, or cellular levels affect the systems-level coordination of electrophysiological patterns during behavior; (3) determine whether in vivo, systems-level electrophysiological changes in behaving animals predict analogous electrophysiological and cognitive improvements in healthy persons or clinical populations; and (4) use biologically-realistic computational models that include systems-level aspects to understand the function and mechanisms by which oscillatory and other electrophysiological patterns unfold across the brain to impact cognitive, affective, or social processing.

All categories of United States (U.S.) institutions are eligible to submit proposals in response to the NRA. Principal Investigators may collaborate with universities, Federal Government laboratories, the private sector, and state and local government laboratories. NASA's policy is to conduct research with non-U.S. organizations on a cooperative, no exchange-of-funds basis.

The total amount of funding available for scholarship, fellowship, faculty development, and trade school and community college awards will depend on the agency's final FY 2018 appropriation of funds. The number of awards for FY 2018 depends on the number, quality, duration and costs of the applications received. Awards and award amounts pursuant to this funding opportunity and future years are contingent upon the availability of appropriated funds.
