    United States Transportation Command (USTRANSCOM) is seeking multiple non-federal partners ("Collaborators") from industry and/or academia to be considered for participation in Cooperative Research and Development Agreements (CRADAs) (described in 15 USC 3710a, quoted below). Under CRADAs, USTRANSCOM seeks to explore, research and initially develop the concept and business model for the Multi-Mission Logistics Vessel (MMLV), a ship-based delivery system to rapidly provide support to worldwide (U.S. and foreign nation) crisis response/disaster relief operations. The challenge is to understand the feasibility of the concept, considering user needs, economic factors, vessel characteristics and capabilities, appropriate command and control systems, ownership models, support and maintenance concepts, operations costs and user fee structures, and all other system aspects of a small fleet of MMLVs, geographically assigned to specific areas of operation.

    This Broad Agency Announcement (BAA) with procurement instrument identification number HQ0034-17-BAA-RIF-0001 constitutes the solicitation of offers for research and development for the Rapid Innovation Fund. The goal of the Rapid Innovation Fund is to facilitate the rapid insertion of innovative technologies into military systems or programs that meet critical national security needs. The DoD seeks mature prototypes for final development, testing, evaluation, and integration. Those selected for award may receive up to $3 million in Rapid Innovation Funding and will have up to two years to perform the work. There is a source selection preference for technologies from small businesses. There are two phases in the source selection process: White paper submission and proposal submission. Proposal submissions are by invitation only. All responsible firms and academic institutions capable of satisfying the Government's needs may submit a White Paper under this BAA. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to submit White Papers and/or participate in teaming arrangements in submitting White Papers; however, no portion of this announcement will be set aside for HBCU and MI participation.

    The purpose of this Funding Opportunity Announcement (FOA) is to provide opportunities for eligible small business concerns (SBCs) to submit STTR grant applications to develop interactive digital media science, technology, engineering and mathematics (STEM) resources that address student career choice and health and medicine topics for: (1) pre-kindergarten to grade 12 (P-12) students and pre- and in-service teachers ("Teachers") or (2) Informal science education (ISE), i.e., outside the classroom, audiences. Interactive digital media (IDM) are defined as products and services on digital computer-based systems which respond to the user's actions by presenting content such as text, moving image, animation, video, audio, and video games. There is a large body of evidence that IDM technology has the potential to support learning in a variety of contexts from primary and secondary schools, to universities, adult education and workplace training. IDM is widely used to train, educate, and encourage behavioral changes in a virtual world format where progressive learning, feedback on success and user control are combined into an interactive and engaging experience. It is anticipated that this STTR FOA will facilitate the translation of new or existing health and medicine-based, P-12 STEM curricula and museum exhibits into educational Interactive Digital Media STEM (IDM STEM) resources that will provide a hands-on, inquiry-based and learning-by-doing experience for students, teachers and the community.
